Recently, there has been an increase in government-wide demand for technological cooperation between government funded research institutes (GFRIs) and small and medium-sized enterprises (SMEs), while there remain a tension between positive and negative views regarding the support given by GFRIs to encourage the technological innovation of SMEs. Although preceding studies have found that the support given by GFRIs to SMEs tends to have the effect of enhancing the technological innovation outcomes of SMEs, this study examines the question of why the agent that provides technological cooperation to SMEs should be limited to GFRIs. To answer this question, in this study, we first examined the qualitative changes in the external technological cooperation behavior of SMEs over time, from 2007 to 2014. Next, we performed cluster analysis to examine whether there were distinctive characteristics of SMEs that engage in technological cooperation with GFRIs, compared to the various other alternatives available as technological cooperation partners for SMEs. Lastly, to help us identify the characteristics of the companies that technologically cooperate with GFRIs and to facilitate the administrative or practical effort to find companies that would be strong candidates for technological cooperation with GFRIs, we used discriminant analysis to define a discriminant formula for such companies likely to engage in technological cooperation. The results of this study were as follows. First, GFRIs were the most competitive -- as demonstrated by the highest level of satisfaction, etc. - compared to the other alternatives for external technological cooperation available to SMEs. This confirmed the necessity for GFRIs to provide technological cooperation to SMEs. Secondly, the issue of whether the small and medium-sized enterprise had engaged in technological cooperation specifically with GFRIs was found not to be a very significant factor in distinguishing these companies. It was found, however, that SMEs engaged in technological cooperation were distinctive, regardless of the type of institution involved in the technological cooperation. Thirdly, SMEs that were in technological cooperation with GFRIs had the characteristics of being already active in joint research and already familiar with utilizing the systems available for governmental support. The findings of this study offers various insights relevant to establishing national R&D strategies using GFRIs and improving the efficiency of policies and administrative practices intended to help GFRIs assist SMEs.

The purpose of this study is to develop and implement cooperative consumption education programs using design thinking in middle school home economics education classes to understand the impact on students' cooperative problem solving competency. Accordingly, a cooperative consumption education program based on design thinking was developed according to the ADDIE model, and the evaluation was conducted on a total of 25 students. The results of the study were as follows. First, based on prior research, we developed a consumption education program based on D. school's design thinking process under the theme of 'Creating a Shared School' for the practice of cooperative consumption. As a result of expert validity verification of the teaching/learning course plan and workbook for the eight sessions, the average question was 4.72 (out of 5 points) and the average CVI was 0.93, indicating that the content validity and field suitability were excellent. Second, to summarize the results achieved from the implementation of the cooperative consumption education program, the pre-/post-test using the revised and supplemented cooperative problem-solving competency tool, and the open-ended survey, It was confirmed that the developed program had a significant effect on improving not only the students' knowledge and perceived necessity for cooperative consumption along with the awareness of practice, but also the cooperative problem-solving competency. As a follow-up study, we propose to expand the research to a wider audience, and to further conduct research and develop programs applied with design thinking in home economics curriculum and in consumer competency development. This study confirmed that cooperative consumption education programs using design thinking are effective in improving youth's cooperative problem-solving competency and is meaningful in that they developed consumption education programs under the theme of 'cooperative consumption' in response to changing consumer education needs.
This study is conducted to find out problems in the implementation system of regional informatization policies in Korea and solutions to enhance the effectiveness in policy execution. The study uses research methodologies such as participant observation, interview and AHP for experts and employees of public organizations for regional informatization policies. Many implications were found in the analysis, including that policy relations, structure of the policy implementation system, and environment and contents of regional informatization policiesin Korea have to be innovated and re-organized. Especially, this paper emphasizes the horizontal and cooperative relationship between the central and local governments and redesigning of the legal system on the regional informatization. This paper also shows expectations on reshaping of the regional informatization policies with the paradigm shift of the government power toward decentralization. This paper also finds diverse views on the problems and solutions for the regional informatization policy implementation system based on different characteristics and interests of policy participants. This paper finds the possibility of applying the policy network model to regional informatization policy implementation, which can be supported by Rhodes & Marsh(1992)'s theory. Therefore, this paper shows the change of regional informatization policies can be expected through application of the policy network. Although the paper draws many academic and policy implications, they are limited to the implementation system of regional informatization policies only.
Since the 2000s, Korean society has been transitioning into a multicultural society with a sharp increase in the influx of various non-Koreans including immigrant workers, immigrant spouses, international students, and refugees. As a result, Korea, which had maintained religious peace and coexistence as a multi-religious society, is showing signs of increased risks of social problems such as the surfacing of conflicts between religions. Religion can contribute to the integration and safety of communities in the process of becoming a multicultural society, but at the same time, it requires discussion from an educational perspective because of its ambivalence in potentially causing conflict within communities. Considering that one of the main functions of religion is social integration, religious education is required for the stable settlement of multicultural societies. In recognition of this, discussion regarding a new perspective on religious education is needed to respond to religious diversity and to understand the current society and the means of becoming a global citizen. This new discussion would be a 'general religious education' model that provides an education covering various religious and non-religious worldviews in order to cultivate 'religious literacy.' However, in a multicultural society, while general religious education may be useful in reducing prejudice and discrimination among students in an integrated environment, it should also be recognized that a 'special religious education' would be needed to acknowledge the unique values of each human group. This would be the most effective approach to multiculturalism. Therefore, this study proposes a form of 'cooperative religious education,' which combines general religious education and special religious education as a direction for religious education. In providing readers with background context, this study will review Korean religious policies and religious education, and then present realistic methods that can be implemented in schools.
This research addresses the prospect of international intermodal transport in North-East Asia and studies the necessity of an agreement in transit transport in the region. Due to the division of labour among countries in the region and the globalization of firm's activities, international intermodal transport has been actively developed and is expected to grow continually. In order to lead the operation of international intermodal transport in North-East Asia, main players such as China and Russia have strengthened cooperation of regional logistics and made agreements in transit transport with contiguous countries. After analysing the current situation and reviewing prospects of international intermodal transport and transit transport in North-East Asia, this research proposes the requirement of regional agreement of transit transport on the basis of the United Nations Convention on the Law of the Sea (UNCLOS) for promoting international intermodal transport in North-East Asia.
The purpose of this study is to investigate the changes and developments in the administrative system, status, and role of public libraries in our country, and to analyze the spatial composition status according to the inter-cooperation system of public libraries located in Gwangju Metropolitan City. For this purpose, the study referenced the required space and area standards according to the status and role presented in the 2022 Public Library Construction and Operation Manual. Floor plan analysis and spatial composition analysis were conducted on the central libraries of the five districts in Gwangju Metropolitan City. The analysis results revealed redundancies and inefficiencies in the spatial composition of public libraries with similar purposes. It was found that securing the area of public libraries according to the hierarchy of administrative districts is necessary to provide smooth library services to local residents. Additionally, with the opening of the representative library in Gwangju Metropolitan City, the reconfiguration of the existing central library spaces was deemed necessary. This study can be used as a foundational resource for the efficient operation and construction of public libraries in the future.

Multipath routing technique is recognized as one of the effective approaches to improve the reliability of data forwarding. However, the traditional multipath routing focuses only on how many paths are needed to ensure a desired reliability. For this purpose, the protocols construct additional paths and thus cause significant energy consumption. These problems have motivated the study for the energy-efficient and reliable data forwarding. Thus, this paper proposes an energy-efficient cooperative multipath routing protocol with a small number of paths based on an inter path communication. The inter path communication (namely, cooperative multipath routing) in the proposed protocol helps to reinforce the multipath reliability and reduce the use of network resources. In addition, the proposed protocol provides a reliable end-to-end transmission time by using a transmission recovery method based on the local decision for the path or transmission failures.

Cooperative diversity is a promising technique for range extension and diversity increase without the use of multiple transmit antennas at the user equipment. In this paper, we propose a cooperative hybrid automatic repeat request relay method with adaptive retransmission to increase the throughput when the SNR of a source user is low. In the proposed method, the source user transmits the first segment of a codeword to relay users and a base station. If the base station fails to recover the information from the received packet, it requests the source or some relay users to retransmit the packet previously sent. In addition, the retransmission type of a selected user is chosen from repetition or incremental redundancy according to the quality of systematic bits in a turbo codeword. Simulation results show that the proposed method improves the throughput compared to conventional methods, and the improvement is significant when the source user has a low SNR.
Celebrating its $50^{th}$ anniversary in 2017, the leaders of ASEAN member sates have adopted a series of declarations and action plans for enhancing its institutional capability and functional cooperation. ASEAN's convening power is expected to underpin its centrality and resilience. Meanwhile, ASEAN's retreat from democracy has increasingly become a hindrance for its further development. This article reviews the process of ASEAN's community building and its external relations. First, it argues that there is increasing concerns over ASEAN's limited capability in dealing with regional issues mainly caused by the deprivation of human rights and the democracy in crisis. Second, this article considers the dynamics of ASEAN's external relations mainly focusing on its relations with China, the United States, and South Korea. The South China Sea issue and China's increasing economic influence in the region have contributed to the complexity of ASEAN-China relations. The ASEAN's responses to the shift in American foreign policy under the Trump administration posits the unity of ASEAN. The New Southern Policy initiated by South Korean President, Moon Jae-in appears to be a new focal point of Korea-ASEAN relations despite considerable challenges, which requires to maintain ASEAN centrality.

Urban parks are social infrastructure supporting citizens' health, quality of life, and community formation. As the proportion of urban parks that have been established for more than 20 years is increasing, the need for refurbishment to improve the physical space environment and enhance the functions of aging urban parks is increasing. Since the government's refurbishment of aging urban parks has limitations in securing financial resources and promoting attractiveness, they must be promoted through public-private partnerships. Japan, which suffered from the problem of aging urban parks, has successfully promoted several park refurbishment projects by introducing the Park-PFI through the revision of the 「Urban Park Act」 in 2017. This study examines and analyzes the characteristics of the Japan Park-PFI as an alternative to improving the quality of aging domestic urban park services through public-private partnerships and the validity of the aging urban park refurbishment projects through Park-PFI. The main findings are as follows. First, it is necessary to start discussions on introducing Japan's Park-PFI according to the domestic conditions as a means of public-private partnership to improve the service quality and diversify the functions of aging urban parks. In order to introduce Park-PFI social discussions and follow-up studies on the deterioration of urban parks. Must be conducted. The installation of private capital and profit facilities and improvements of related regulations, such as the 「Parks and Green Spaces Act」 and the 「Public Property Act」, is required. It is considered possible to participate in the business sector. At the local government level, private capital is used to improve the physical space environment of aging urban parks, as well as the refurbishment of the urban parks by utilizing financial resources generated by returning a portion of the facility usage fees and profits (0.5% of annual sales) of private operators. It was found that management budgets could be secured.
