Legal Institutional Improvement for Activating National Supercomputing Ecosystem (국가슈퍼컴퓨팅 생태계 활성화를 위한 법제도 개선방안)

  • Supercomputers have played an important role in various fields such as science, industry, national security and solutions for social issues, and their demand is increasing significantly as their use is strengthened in areas using big data and AI. Recently, competition for global exascale system development is accelerating based on various architectures, and the era of exascale computing is expected to come in the near future. However, the foundation of the domestic supercomputing ecosystem was lost due to the decline of the server industry in the past, and although the related law was enacted to supplement and foster it, it has not been able to perform its function smoothly. Therefore, this article examines the problems in the current legal system through the analysis of the relevant legal system and the status of the supercomputing ecosystem, and suggests improvements so that the relevant legal system, which can accommodate the reinforcement of the role of the government·national center·professional center, support for industries, promotion of commercialization of research results, and flexibility of government promotion policies, can prepare the basis for the promotion of the supercomputing R&D project.

Punching Shear Strength of Slab-Column Interior Connection Considering Anchorage Performance of Shear Reinforcements (전단보강재의 정착성능을 고려한 슬래브-기둥 내부접합부의 뚫림전단강도)

  • Flat plate slab is cost-efficient structural system widely used in high rise building, apartment and parking garages. But flat plate-column connections are so weak against punching shear failure that it may cause collapse of overall structure. In this study, spiral type shear reinforcement which increases the shear strength and ductility of the plate-column connection and has good workability was proposed. And experimental test was performed to verify the punching shear capacity of spiral type shear reinforcement. The current code does not accurately estimate the punching shear strength of slab-column connection with shear reinforcement because slab is so slender that punching failure may occurred before shear reinforcement reached yield stress. Therefore modified equation of ACI code for punching shear strength was proposed base on finite element analysis using LUSAS program, and data analysis from CEB-FIP database.

  • In this study, a related literature study was conducted to diagnose the status of overseas field practice and overseas employment programs, and a questionnaire was constructed and analyzed according to the CIPP model, and policy suggestions to promote effective overseas advancement programs in the future are presented. As a major result, it was investigated that in order to increase the satisfaction level of participants, it is necessary to have strong willingness to participate and to clearly set the goal of the overseas field practice and overseas employment program. In addition, it was analyzed that a system that can guarantee continuous support, such as local business trips and maintenance of relationships with companies, should be established even after successful overseas field practice and overseas employment. This study presents implications that may be helpful in establishing overseas field practice and overseas employment program policies of the national government, university, and local governments by confirming the positive effects and problems of current overseas field practice and overseas employment programs.

Design of Emergency Notification Smart Farm Service Model based on Data Service for Facility Cultivation Farms Management (시설 재배 농가 관리를 위한 데이터 서비스 기반의 비상 알림 스마트팜 서비스 모델 설계)

  • Since 2015, the government has been making efforts to distribute Korean smart farms. However, the supply is limited to large-scale facility vegetable farms due to the limitations of technology and current cultivation research data. In addition, the efficiency and reliability compared to the introduction cost are low due to the simple application of IT technology that does not consider the crop growth and cultivation environment. Therefore, in this paper, data analysis services was performed based on public and external data. To this end, a data-based target smart farm system was designed that is suitable for the situation of farms growing in facilities. To this end, a farm risk information notification service was developed. In addition, light environment maps were provided for proper fertilization. Finally, a disease prediction model for each cultivation crop was designed using temperature and humidity information of facility farms. Through this, it was possible to implement a smart farm data service by linking and utilizing existing smart farm sensor data. In addition, economic efficiency and data reliability can be secured for data utilization.

Algorithm for Deadlock Prevention of Generalized Philosophers' Dining Problem (일반화된 철학자 만찬 문제의 교착상태 예방 알고리즘)

  • The dining philosophers problem(DPP) is that five philosophers sit around a round table and eat spaghetti(or noodles) together, where they must have a pair of chopsticks(two) on both sides of them to eat, and if all philosophers have one chopstick on the right, no one can eat because the deadlock occurs. Deadlocks are a problem that frequently occur in parallel systems, and most current operating systems(OS) cannot prevent it. This paper proposes a silver bullet that causes no deadlock in an OS where all processors of 2≤n≤∞ have multiple parallel processing capabilities. The proposed method is a group round-robin method in which ⌊n/2⌋ odd processors form a group and perform simultaneously, and shift right to the next processor when execution ends. The proposed method is to perform two times for even processors, three times for odd processors per one round-robin. If the proposed method is performed n times, even-numbered processors perform n/2 times and odd-numbered processors perform (n-1)/2-times.

  • The goal of this study is to provide the basic information for improvement of domestic standards on the powered scooter and the electric wheelchair considering using environments in the nation. The international standards and domestic standards have been analyzed and compared, in order to propose improved domestic standards. Based on the research, the items and standards for general and functional recommendations, electric features, and other suggestions have been reexamined so that the improvements on test item and standards have been identified, corrected, and summarized including max. speed, brake system, lights and so on. We have been preparing the reference data for the improvement of standards on the powered scooter and the electric wheelchair through the comparison & analysis on the international and domestic standards.

  • 최근 급속한 지하공간의 개발로 인해 도로함몰 등 지반침하가 지속적으로 발생되어 이에 대한 안전문제가 끊임없이 제기됨에 따라, 원인규명 및 대책방안을 두고 다양한 조사 및 연구가 진행되고 있다. 특히 지하개발 시 필연적으로 발생하는 유출지하수 내 지하수와 함께 토사가 유출될 경우 지반함몰이나 붕괴로 이어져 대규모 재해가 발생할 수 있기 때문에 현장에서 계측되는 데이터를 통해 사전에 지반침하를 감지할 수 있는 경보 시스템이 마련될 필요가 있으며, 이에 대한 기술개발과 관리기준의 변화가 필요하다. 본 연구에서는 현재 지하공간 개발 시 적용되는 지하수 관리 매뉴얼 중 가장 중요한 부분인 계측관리 부분에 관해 문제점을 분석하고 이를 보완하기 위한 계측 관리 및 행정 절차의 문제점을 개선하고자 한다. 지중에서 발생하는 토립자의 이동, 공동발생 및 지반함몰의 거동은 근본적으로 지하수의 이동에 의해 필연적으로 발생되며, 그 규모는 유출지하수량의 발생규모와 상관성이 높게 분석되었다. 계측 관리의 문제를 보완하기 위하여 첫 번째로 지중 굴착 시 계측되는 유출지하수와 지하수위를 연계하여 분석하여 기준을 마련하였고, 추가로 지하수 내 탁도 값을 측정하여 이를 더하여 서로간 상관성 분석을 통해 기존 지하수위 계측자료의 관리기준을 보완하였으며, 최종적으로 현장에서의 계측된 데이터를 통해 지반침하를 사전에 예측할 수 있다. 계측된 데이터의 분석결과 위험도가 감지될 경우 공동발생의 방지 및 복구에 관한 방안이 제시되며, 문제 발생 지점의 범위를 국한하여 신속하고, 경제적으로 해결해 나갈 수 있다. 이를 위해 현행 지하수법의 개선과 행정적 절차가 보완되어야 할 필요가 있다. 이러한 지하공간 개발 시 지하수 관리의 개선으로 사전에 지반침하를 예측 할 수 있고, 이를 통해 재해를 미연에 방지할 뿐만 아니라 건설산업 현장의 스마트 관리체계를 구성하여 미래 지향적인 토목현장 및 국민에 대한 신뢰도를 재고 할 수 있을 것으로 사료된다.

  • 부산 에코델타시티는 세종 5-1 생활권과 더불어 스마트시티 국가시범도시이며, 사업대상지역은 평강천이 관류하여 맥도강, 서낙동강 본류로 흐르는 세물머리지역이 그 중심에 위치하고 있다. 하천을 중심으로 스마트시티가 조성되고 있으나 하천관리는 유역내 홍수관리, 수질관리 등등에 관한 정부주체 상위계획에 종속성이 강한 공공분야로서 단위사업에서 스마트시티에 걸맞는 하천관리계획을 수립하고 시행하는 것은 많은 어려움이 존재한다. 하천관리의 주 관심 대상은 이수를 제외하면 치수, 하천환경, 친수, 하천시설물로 대별할 수 있으며, 스마트 하천관리란 이들에 대한 현황 정보구축 및 지속적인 현행화, 그리고 이들 실제 정보를 토대로 한 합리적 운영과 실시간 연계운영 실현으로 공공서비스를 제공하는 것이라 할 수 있을 것이다. 본 연구는 국가연구개발사업에서 연구한 각 분야별 하천관리기법을 에코델타시티에 시범적용하여 스마트하천관리를 구현할 수 있는 방법을 제시하고자 하였다. 에코델타시티 조성사업의 진행수준으로 인해 취득하기 어려운 정보들은 수립된 계획을 참조하여 적용하였다. 유역내 주 대상 하천들은 델타지역에서 수문으로 통제되므로 일반적인 하천과 달리 정수역에 가까운 특이한 수리특성을 보이고 있지만, 우선 스마트 하천관리를 위한 일반적인 과정들을 시범적용 해보고 필요에 따라 특성 고려 방안을 찾고자 하였다. 유역내 정량적 홍수위험도 평가, 하천환경 평가 적용방안, 하천시설물 관리방안, 주요 지점의 실시간 모니터링 방안 등이 에코델타시티 조성사업 진행단계를 고려하여 수행되고 있다. 사용편의성과 지속가능성을 담보하기 위한 하천연계플랫폼을 구축하여, 개발된 기법들을 각각 내부 모듈로 장착하거나 완성도에 따라 외부모듈로 연계할 수 있도록 하였다. 현재 개발된 기법들의 시스템화 완성 및 관련 정보들의 데이터베이스 확대를 위한 노력이 진행되고 있으며, 향후 하천관리연계플랫폼의 실제 운영을 통하여 완성도를 높여갈 계획이다.

A Study on the Use of Geospatial Information-Based Simulation for Preemptive Response to Water Disasters in Agricultural Land (농경지 수재해 선제적 대응을 위한 공간정보기반 시뮬레이션 활용 연구)

  • Due to global warming and changes in the natural environment, flood damage to agricultural land due to wind and flood damage continues. Although disaster prevention projects have been continuously carried out since the founding of the country, progress has been insufficient compared to the sustained period, and huge costs are still being consumed. Therefore, it is necessary to use predictive simulation for pre-emptive response to inundation of farmland. In this paper, a case of immersion analysis simulation using a GIS(Geospatial Information System) based SWMM model was introduced, and the validity was confirmed through the error rate between our simulation result and the results of other models in the US and Korea. In addition, in the direction of using the simulation for agricultural land inundation, we presented various utilization methods to supplement the current agricultural land inundation-based information policy, such as the creation of flood traces. If simulation results from more regions are accumulated in the form of the flood analysis maps in the future, it is expected that they will be able to be utilized in various applications for preemptive response to and prevention of water disasters at the national level.

  • The growth of the metaverse has been accelerated by the increased demand for non-face-to-face interactions due to COVID-19 and advancements in technologies such as blockchain and NFTs. However, with the emergence of various metaverse platforms and the corresponding rise in users, criminal cases such as ransomware attacks, copyright infringements, and sexual offenses have occurred within the metaverse. Consequently, the need for artifacts that can be utilized as digital evidence within metaverse systems has increased. However, there is a lack of information about artifacts that can be used as digital evidence. Furthermore, metaverse security evaluation and forensic analysis are also insufficient, and the absence of attack scenarios and related guidelines makes forensics challenging. To address these issues, this paper presents artifacts that can be used for user behavior analysis and timeline analysis through dynamic analysis of Roblox, a representative metaverse gaming solution. Based on analyzing interrelationship between identified artifacts through memory forensics and log file analysis, this paper suggests the potential usability of artifacts in metaverse crime scenarios. Moreover, it proposes improvements by analyzing the current legal and regulatory aspects to address institutional deficiencies.
