A Study on Public Policy through Semantic Network Analysis of Public Data related News in Korea (국내 공공데이터 관련 뉴스 의미망 분석을 통한 공공정책 연구)

  • Public data has been transformed from provider-oriented information disclosure to a form of personalized information sharing centered on individual citizens since government 3.0. As a result, the government is implementing policies and projects to maximize the value of public data and increase reuse. This study analyzes the issues related to public data in the news and seeks the status of government agencies and government projects by issue. We conducted semantic analysis on domestic online news and public agency bidding information including public data and conducted the work of linking major key words derived with social and economic values inherent in public data. As a result, major issues related to public data were divided into broader access to public data, growth of new technology, cooperation and conflict among stakeholders, and utilization of the private sector, which were closely related to transparency, efficiency, participation, and innovation mechanisms. Also major agencies of four issues include the Ministry of Strategy and Finance and Seoul, Ministry of Culture, Sports and Tourism and Gyeonggi-do, Ministry of Trade, Industry and Energy and Incheon, and Ministry of Land, Infrastructure and Transport and Gyeongsangbuk-do. Most of the issues are being led by the government.

  • Defense technology planning identifies medium-and long-term core technologies to accomplish future defense goals and suggests strategies for future R&D. In order to promote the export-oriented defense industry, planning paradigms should be shifted from technology-oriented planning that focuses on weapon systems to market- oriented R&D planning. This study aims to strategically support 'preliminary technology planning' the Defense Agency for Technology and Quality is pushing ahead with. Through market-orientation analysis models of weapon systems based on defense R&D planning, data research on previous market-oriented research, and the analyses and examples of global defence markets, it evaluates market attractiveness to UAVs and drew methods for exploring markets and enhancing competitiveness of military equipment. The market-oriented analysis model of weapon systems is considered to be a helpful reference as a relevant factor for decision making on establishing and verifying requirement planning. In particular, if a market-oriented defense R&D planning process is established institutionally, it will enable us to make export strategies tailored to different equipment from the planning phase and to support marketing strategically.

  • The global demand for carbon neutrality in response to climate change is in a situation where it is necessary to prepare countermeasures for carbon trade barriers for some countries, including Korea, which is classified as an export-led economic structure and greenhouse gas exporter. Therefore, digital transformation, which is one of the predictable ways for the carbon-neutral transition model to be applied, should be introduced early. By applying digital technology to industrial gas manufacturing facilities used in one of the major industries, high-tech manufacturing industry, and hydrogen gas facilities, which are emerging as eco-friendly energy, abnormal detection, and diagnosis services are provided with cloud-based predictive diagnosis monitoring technology including operating knowledge. Here are the trends. Small and medium-sized companies that are in the blind spot of carbon-neutral implementation by confirming the direction of abnormal diagnosis predictive monitoring through optimization, augmented reality technology, IoT and AI knowledge inference, etc., rather than simply monitoring real-time facility status It can be seen that it is possible to disseminate technologies such as consensus knowledge in the engineering domain and predictive diagnostic monitoring that match the economic feasibility and efficiency of the technology. It is hoped that it will be used as a way to seek countermeasures against carbon emission trade barriers based on the highest level of ICT technology.

The Impact of Entrepreneurial Orientation, and Absorptive Capacity on Corporate Performance between Platform Companies and General Companies in SMEs: Moderating Role of Organizational Resilience (중소 플랫폼기업과 일반기업의 기업가지향성, 흡수역량이 기업성과에 미치는 영향: 조직회복탄력성의 조절효과를 중심으로)

  • This study comprises critical questions of "What kinds of intangible resources are significant to create and reinforce competitive advantages for the small and medium-sized enterprises(SMEs) that significantly influence the national economy? What kinds of capacities do SMEs need in consideration with the large changes in market environment and during crisis? With large changes to market environment, would different capacities affect performance of platform and general SMEs?" To examine these questions, I have provided Entrepreneurial Orientation, Absorptive Capacity, and Organizational Resilience as key capacities that influence the competitive advantage and performance of SMEs. In particular, I have substantiated the control effect of Organizational Resilience (a rising key capacity for enterprises in recent times) on Corporate Performance. Moreover, I have analyzed the control effect of Organizational Resilience on Corporate Performance by comparing platform and general companies, and also substantiated how control effects may vary depending on sub-factors of Organizational Resilience. The results of this study indicate that Entrepreneurial Orientation and Absorptive Capacity significantly and positively influence Corporate Performance. Organizational Resilience also demonstrate a positive influence on Corporate Performance. Notably, sub-factors of Organizational Resilience (risk preparation capacity, risk response capacity, and change initiative capacity) significantly control correlation between Entrepreneurial Orientation and Corporate Performance. Risk preparation capacity and change initiative capacity significantly control correlation between Absorptive Capacity and Corporate Performance. Additionally, the control effect of risk preparation capacity significantly control correlation between Entrepreneurial Orientation and Corporate Performance. Also, the control effect of risk response capacity correlations between Entrepreneurial Orientation and Corporate Performance demonstrated themselves significantly only in platform enterprises. The study's results indicate that Organizational Resilience not only directly influence Corporate Performance, but also strengthens Corporate Performance via mutual interaction with Entrepreneurial Orientation and Absorptive Capacity, although the control effect of Organizational Resilience may vary between platform enterprises and general enterprises. I expect such results to provide practical value to the management of small and medium-sized enterprises (SMEs).

  • 최근 정부가 저탄소 녹색성장을 새로운 국정비전으로 제시하고 혁신적 그린에너지 기술개발을 위해 연평균 20%이상의 R&D 예산을 증액하고 있는 상황에서 연구개발결과의 상용화율 제고를 위한 연구기획, 평가, 관리시스템의 개선이 시급한 실정이다. 특히 선진국의 경우 최근 3년간 에너지분야 R&D의 상용화율이 미국 35.9%, 유럽 46.8%로서 24.2%인 한국에 비해 매우 높다고 할 수 있다. 이와같은 격차가 존재하는 것에 대해서 다양한 요인을 생각해볼 수 있겠지만, 크게 시장적인 또는 산업적인 측면에서의 중요도를 기준으로 연구과제를 선정하지 못하고 있다는 점과 연구개발결과를 효율적으로 사업화하고 있지 못하고 있다는 점을 생각해볼 수 있다. 특히 에너지 분야는 대규모 자금의 초기소요 및 개발기술 상용화기간의 장기화등으로 인해 사업화 실적이 타산업대비 매우 저조한 편이다. 이와같은 연구결과의 사업화와 관련된 문제점을 극복하기 위한 노력으로 국내에서 다양한 형태의 기술사업화 지원프로그램이 운영괴고 있으나, 에너지 분야에 특화된 프로그램은 부족한 상황이다. 반면에 미국의 경우, 재생에너지 R&D분야 전문투자자 그룹인 클린테크그룹 등을 중심으로 2002년부터 현재까지 다수의 녹색기술분야에 특화된 기술사업화 지원 프로그램을 운영하고 있다. 그 결과 현재까지 약 9년간 총 16억$의 투자유치에 성공함으로써 민간투자 활성화 역할을 담당하고 있다. 따라서 국내의 경우에도 이와같은 에너지 R&D 결과를 효과적으로 사업화로 연계시킬 수 있는 관련 프로그램 등이 시급히 도입되어야 할 것이다. 본 논문에서는 국내의 사업화 부진문제를 해결하기 위한 하나의 방안으로서 올해부터 정부주관으로 시행되고 있는 녹색인증사업을 활용하여 사업화가 유망한 기술 및 기업을 선별하고, 이에 대해 사업화 지원을 위한 후속프로그램을 적극 지원함으로써 연구개발결과의 경제적 활용도를 획기적으로 개선하는 방안을 제시하고자 한다. 또한 사업화 지원프로그램의 효율성을 높이기 위해 수도권, 영남권, 호남권 등 지역별 TP 등을 중심으로 기술사업화 협력 네트워크를 구축하고, 이를 기반으로 한 수요기술조사, 기술마케팅, 투자자유치 등의 관련프로그램을 개발하여 전단의 시스템과 융합시킴으로써 향후의 정부주도 R&D결과의 상용화율을 제고할 수 있는 시스템을 제안하고자 한다. 이에는 에너지 R&D분야별 기술적 시장적 특징분석, 지역별 산업특성과 기술공급 서플라이 체인분석을 토대로 한 기술이전 잠재수요기업 투자자를 대상으로 한 맞춤형 기술사업화 프로그램 등이 포함된다. 마지막으로 제안된 시스템에 대한 타당성 검증을 위해 올해년도에 시행한 녹색인증 기술사업화 연계프로그램 및 기술사업화 협력네트워크 활용사례 등을 분석하고, 향후 발전방향으로서 기술사업화 유관기관간간 기술사업화 정보교환 및 사업화 유망기술 기업 마케팅 등을 기본내용으로 한 시장지향적 녹색에너지 R&D 관리 시스템 구축방안을 제시하고자 한다.

Three Hypothesis Tests for Determinants of Business Start-up (산업별 창업 결정요인의 세 가지 가설 검증, 2008-2014년)

  • The purpose of this study is to analyze the determinants of start-ups by industry based on the theoretical background of entrepreneurship. For this purpose, regional industrial structure and local labor market structure are considered in order to focus on regional factors in addition to economic factors, income factors, and technological innovation factors. As an analyzed result, three theories of entrepreneurship generally agree with the determinants of industry - specific entrepreneurship. During the economic recession, the number of start-ups has increased. The intra-regional consumption and the local government expenditure per capita have also positive effects on the start-up. The incubation center has a positive effect on the start - up in the manufacturing sector. Therefore, the academic-industrial leading various incubation facilities should be activated in addition to the central or local government leading incubation centers, which is a part of the policy to support start-ups of central and local governments. In addition, population growth is a very important factor in terms of potential demand creation, and the characteristics of regional industrial structure and the effect of human capital within the region differ by industry. In the case of the manufacturing industry, the accumulation effect positively influences the start-up of the industry. In other service industries, the human capital variable had the greatest effect on the start-up when all other conditions are constant.

The Development and Validation of a Core Competency Scale for Startup Talent : Focusing on ICT Sector Employees (스타트업 핵심인재 역량 척도 개발 및 타당화 : 정보통신기술(ICT)분야 종사자를 대상으로)

  • This study aimed to develop a competency evaluation scale tailored to the specific needs of key talent in the ICT startup sector. Existing competency assessment tools are mostly designed for environments in large corporations or traditional small and medium-sized enterprises, failing to adequately reflect the dynamic requirements of rapidly evolving startups. For startups, where a small number of individuals directly impact company success, key talent is a critical asset. Accordingly, this study sought to create a scale that measures the competencies suited to the challenges and opportunities faced by startups, helping domestic startups establish more effective talent management strategies. The research initially selected 71 items through a literature review and in-depth interviews. Based on expert feedback that emphasized the need for more precise and clear descriptions, the item descriptions were revised, and a total of 65 items were developed through four rounds of content validation. Following preliminary and main surveys, a final set of 58 items was developed. The main survey conducted further factor analysis based on the three broad competency factors?knowledge, skills, and attitude?identified in the preliminary survey. As a result, 10 latent factors emerged: 6 items for task comprehension, 6 items for practical experience (tacit knowledge), 6 items for collaboration, 9 items for management and problem-solving, 9 items for practical skills, 4 items for self-direction, 5 items for goal orientation, 5 items for adaptability, 5 items for relationship orientation, and 3 items for organizational loyalty. The developed scale comprehensively covers the multifaceted nature of competencies, allowing for a thorough evaluation of essential skills such as technical ability, teamwork, innovation, and leadership, which are critical for startups. Therefore, the scale provides a tool that helps startup managers objectively and accurately assess candidates' competencies. It also supports the growth of employees within startups, maximizing the overall organizational performance. By utilizing this tool, startups can build a strong internal talent pool and continuously enhance employees' competencies, thereby strengthening organizational competitiveness. In conclusion, the competency evaluation scale developed in this study is a customized tool that aligns with the characteristics of startups and plays a crucial role in securing sustainable competitiveness in rapidly changing market environments. Additionally, it offers practical guidance to support the successful growth of domestic startups and help them maintain their competitive edge in the market, contributing to the development of the startup ecosystem and the growth of the national economy.

Design and Management Direction of Smart Park for Smart Green City (스마트 그린시티 구현을 위한 스마트 공원 설계·관리 방향)

  • The purpose of this study is to propose a direction for designing and managing a smart park for realizing a smart green city and to present measures in the landscape field to foster related industries. The research process is as follows. First, the concept of a smart park was operationally defined through a literature review, and three principles to be considered in the process of creation and management were established. Second, in terms of the three principles, problems and implications for improvement were derived through an analysis of established cases of smart parks in new and pre-existing cities. Third, a pool of designs and management standards for each spatial component of a smart park was prepared through literature and case studies, and then further refined through brainstorming with experts in related fields. Fourth, measures were suggested to the government, local governments, and the landscape field to promote smart park creation and management. The main findings are as follows. First, the concept of a smart park is defined as "a park that contributes to securing the social, economic, and environmental sustainability of cities and local communities by supporting citizens' safe and pleasant use of parks and improving the management and operational efficiency by utilizing the digital, environment, and material technologies." Second, the three principles of smart parks are to improve the intrinsic value of parks, to improve the innovative functions of parks to solve urban problems, and to make the design, construction, and management process smart. Third, improvement implications were derived through the analysis of cases of smart parks creation in new and pre-existing cities. Fourth, the directions for smart park design and management were suggested in five aspects: green area, hydroponic facility area, road and plaza area, landscape facilities area, and park design method. Fifth, as for policy implications for revitalizing the construction and management of smart parks, the development of smart park policy business models by city growth stage, and park type, the promotion of pilot projects, the promotion of smart park projects in connection with the Korean New Deal policy, and smart park policies led by landscape experts were presented.
