ICT Living Lab as User-driven Innovation Model: Case Analysis and Implication (사용자 주도형 혁신 모델로서 ICT 리빙랩 사례 분석과 시사점)

  • The new innovation model that deals with agenda as sustainability, quality of life, societal challenges is emerging as NIS(National Innovation System) is needed to transit to post catch-up and creativity. To achieve this objective, there is a growing need for enhancing usage of ICT, end-user's needs, prolification of R&D results and social impact. Living Lab is the new innovation model that end-user's participation, co-work/network within actors and usage of user's experience and This study deal with Living Lab related R&D of ICT-based service from co-work with end-users. Example cases are Turku Archipelago Living Lab in Finland, and Living Lab projects in EU, EIT ICT Labs and ELLIOT. And the focus of case analysis is that reflection of user's needs and experience, and aspect of ICT usage.

A Study on the Factors Influencing the Intention to Use the Metaverse: Focusing on Innovation Resistance Model (메타버스 이용의도에 영향을 미치는 요인에 관한 연구: 혁신저항 모델을 중심으로)

  • The purpose of this study is to identify various variables that affect the intention to use the metaverse, which has recently attracted attention. In particular, while previous studies have focused only on the variables that have a positive effect on the spread of the metaverse, this study tried to examine both the use and resistance perspectives by examining the psychological variables of consumers who reject specific changes, such as innovation resistance. By constructing consumer characteristics and innovation characteristic variables that affect innovation diffusion, the relationship between innovation resistance, attitude toward the metaverse, and intention to use the metaverse was examined. As a result of the study, it was found that innovation propensity, social image, and conformity had a negative effect on resistance to the metaverse. In addition, innovation propensity, social image, suitability, relative advantage, complexity, and observability mediate innovation resistance and attitudes toward the metaverse, and were finally revealed as variables that have positive or negative influences on the intention to use the metaverse.

  • Finns are central economic agents that play an important role in systems of innovation as they take responsibility for generating and diffusing knowledge in both organizational and societal context. They must be considered as learning organizations which interact with other finns and institutions that share their environment. The systems of innovation literature accentuates institutional conditions that influence innovation in sectoral, regional or national levels. Meanwhile, it tends to ignore the complex dimensions of finn practices in relation to learning and innovation activities. In this context, this paper attempts to examine what finns do for sustaining innovation and how they learn to innovate. This is not just critical to know individual finns innovativeness which depends on interactions with environments within and outside the organizational boundary but also to evaluate the regional innovation system potential. In short, it is important to see that finns would attempt to take advantage of distributed knowledge within and across the boundaries of the finn without sticking to particular regional innovation systems. I argue that the more finns of a cluster attempt not only to combine localized sources of knowledge and external sources of knowledge but also to become a learning organization, the more increased regional innovation system potentials can be.

  • 4차 산업혁명의 도래로 산업 유형은 어느 한 종류로 단정하기 어려운 융복합적 형태로 변화를 거듭하고 있다. 뿐만 아니라, 과거 성장 중심 경제발전 모델이 저성장과 함께 양극화, 고용불안과 같은 다양한 사회문제를 야기함에 따라 새로운 발전 패러다임에 대한 관심과 요구도 그 어느 때보다 높아지고 있다. 이러한 일련의 환경 변화는 과거 제조업 중심의 경제성장을 주도해왔던 한국 공적보증제도에도 혁신을 촉구하고 있다. 신용보증기금은 2018년 현재 총 보증잔액 50.5조원을 보유한, 한국에서 가장 큰 규모의 공적보증기관이으로 지난 1976년 설립 후 40여 년간 산업육성과 시장안정이라는 두 가지 정책적 목표를 달성하기 위해 다양한 산업 분야와 기업에 신용보증을 제공해왔다. 1997년 IMF 외환위기, 2008년 글로벌 금융위기 등 국가적 위기 때마다 시장안전판 역할을 성공적으로 수행하며 한국경제가 신속히 위기에서 벗어나는데 공헌하기도 했다. 그러나 이제 신용보증기금은 과거의 성과와 역할에 얽매이지 않고, 급변하고 있는 경제 기술환경 속에서 또 다른 역할을 모색하고 있다. 구체적으로는 중소기업에 대한 보증지원이라는 기존 역할에서 한발 나아가, 혁신생태계 조성, 데이터뱅크 플랫폼 구축, 사회적가치 확산을 위한 전사적 사업구조 혁신을 단행하고 있다. 본 보고서에는 환경변화에 부응해 새로운 역할을 수행하고자 노력하는 신용보증기금의 활동과 성과를 담았다. 여기에 제시된 신용보증기금의 사례들은 벤처캐피탈이 활성화된 서양 국가들과 달리, 정책금융 역할이 상대적으로 중요한 아시아 지역의 중소기업 금융 활성화에 효과적인 정책적 시사점을 제공할 수 있을 것으로 기대한다.

A study on Digital New deal Strategy for Inclusive Innovative Growth and Job Creation (포용적 혁신성장과 일자리 창출을 위한 디지털 뉴딜 전략에 관한 연구)

  • This study discussed 'inclusive growth', which recently has gained attention as the 4th Industrial Revolution spreads, and considered innovative growth as a requirement for inclusive growth. Combining inclusiveness and innovativeness, a new concept of 'Digital New Deal' is suggested. Specifically, the new market creation strategy through digital transformation of existing industries and public sectors, and solving social problems were presented. It also analyzed problems of the past government-led top-down innovation drive and suggested the "Hybrid" approach as a new way of promoting digital New Deal. Finally, we looked at the 'job creation' effect, discussed the meaning of it in terms of inclusiveness and innovativeness, and proposed a policy alternatives to create lasting effects.

  • The purpose of this study was to identify the factors that determined the adoption of digital textbook among elementary and middle school teachers, and to propose and validate a revised Technology Acceptance Model. The study was grounded in the innovation diffusion theory and the attribute factors proposed in the theory were used in the model. More specifically, observability, compatibility, and subjective norms were proposed as external factors and usefulness, easy of use, intention to use were proposed as internal factors in the proposed model. It was found that (a) observability, compatibility, and subjective norms were the main external factors that influenced the teachers' intention to use digital textbook and (b) the revised TAM was validated.

Paradoxes of Living Lab as a Social Innovation Arena (사회혁신의 장으로서 리빙랩과 패러독스)

  • The Living Lab, key elements are user involvement and experimentation in real life environment, is attracting public and academic attention as a crucial means of science and technology innovation and societal innovation. In recent years, there has also been a qualitative change, such as being utilized for social innovation and sustainable system transition. However, in the Living Lab approach, the paradox due to the tension between the different demands can appear in terms of homogeneity, user experience, conflict, commercialization, and diffusion of innovation. We need to understand and solve these paradoxes of Living Labs in order not only to solve social problems but also to be a good means of social innovation and sustainable system transition. Living labs are very useful instruments for solving certain types of problems, but they are not panacea. Living Labs, which still lack theoretical rationale and empirical results, need to accept and manage paradoxes to achieve results as a good means of social innovation.

Research Management System for Creative Performances of Basic Research (창의적 기초연구성과를 위한 연子관리제도 개선방안)

  • IT was 90's that the government actually support the basic research in Korea. During the two decades, government accelerate the support to the basic research and therefore distinctive increase in the number of SCI papers. In 2008, Korea produced 35,569 SCI papers and it takes 2.42% of total SCI papers in the world. But, in spite of this quantitative growth, the qualitative level of Korean SCI papers is stagnant at 30s. To improve these phenomenon, this paper suggests recommendations about three aspects of research management-research support, evaluation, output diffusion. In the 21st century, the creative research output is more important than ever. Thus the government shout change its basic research supporting system from quantitative to qualitative aspect.

The Influences of Intellectual Property-based Entrepreneurship on major Entrepreneurial Performance (지식재산기반 창업의 효과 및 시사점: 주요 창업성과에 대한 특허기반 창업의 영향)

  • Based on the knowledge spillover theory of entrepreneurship(KSTE) and resource based view(RBV), this study examines that how patent based entrepreneurship impacts on improving key performances such as financing, firm innovation, sales, product selling growth, employment. This study which is conducted with data from 353 startup firms indicates that patent based entrepreneurship has positive effects on performance of financing, innovation, product selling growth, and employment. On the other hand, there is no effect of patent-based entrepreneurship on sales performance. This statistical results were the same The results were the same when the independent variables were measured as intensity of patent based entrepreneurship which indicates the rate of patent based product or service among total number of product or service of the startup company.

  • This study applied the BSC performance consulting experience and diverse variable factors and whether there any differences in terms of satisfaction and the relationship between the support for the government consulting firm specializing in human resources by the resident of the innovation cluster area was investigated through empirical research. According to the study, a new high in recent local government support Consulting Consulting satisfaction by professionals residing in the area that applies to industrial clusters leads to practical consultancy, which was being evaluated as a significant boon to real performance of the company.
