Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.

  • This study was intended to devise means to encourage participation for organizations taking part in "resident participation parks.", "Resident participation" has become increasingly recognized as an effective means of park management in Korea. To this end, this study analyzed the current status of social networks for civic organizations participating in park management with respect to their degree of participation, credibility and trust, and exchange of information. Among resident participation parks, "Seoul Forest Park" has been widely recognized as a model example; accordingly this study designated Seoul Forest Park as its primary research focus. Thirty core members of resident participation organizations were selected as test subjects. Members of the resident participation organizations under review came from various backgrounds, including government administrative organizations, citizens' groups, residents' groups, and private businesses. Surveys were used to provide data on credibility and trust between organizations, levels of participation, and exchange of information, as well as statistics on demographic affiliation. Results were examined through UCINET, a program designed to analyze social networks. Survey results indicated that 1) The "Seoul Forest Park Conservancy" and the "Seoul Forest Park Management Office" constituted a hub within their social networks that maintained significantly more relationships than other organizations with regard to levels of credibility and trust, participation, and exchange of information; 2) Social networks for organizations wishing to work together, or desiring active participation in the future tended to center on citizens' organizations in the environmental and arts fields; and 3) Women's associations and meetings of neighborhood("tong") leaders had very little significance as a center in the social networks of local residents groups, and indeed very few connections amongst themselves. The results of this research can be applied in the devising of proposals for encouraging participation in resident participation parks in consideration of the social networks between organizations engaging in park management activities for a diverse array of urban parks and other areas.

  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.

  • The purpose of this study is to study the technical implementation methods to prevent problems such as the record of important educational activities of the student life record department or the continuous illegal leakage and manipulation. To this end, in this paper, by applying a private blockchain that can be participated only by a given organization or individual, it prevents outsiders from participating in the block network, and creates legitimate authority by creating two types of block data: student information block and access record block in the life record book. We proposed a block mechanism that can be registered, modified, and accessed only by authorized staff members. As a result, we have prepared an alternative to prevent forgery and alteration of the living records by third parties and to secure the integrity of the living records. If applied to the educational administrative information system, social consensus will be established that the operation and management of the life record book is reliable.

For data collection, total 261 radiotechnologists, who work in Busan, took part in structured questionnaire survey. The collected data were analyzed by using SPSS/PC+ Win 13 version. For verification of the differences among groups, one-way ANOVA was executed. For analyzing efficiency of system, which is affected by job stress, multiple regression analysis was taken. First, work stress classified by age group was found as the biggest stress factor among radiotechnologists in their 30s. Among radiotechnologists in their 20s, 40s and 50s, the biggest stress factor was communication problems. In terms of, job stress classified by division, no statistical difference was observed among groups. Second, as the result of system efficiency analysis, high values were found in organizational immersion and job satisfaction among radiotechnologists in their 20s and oncology division has the highest values in concentrating the system and job satisfaction. For this result, statistically significant differences were observed among groups. Third, in terms of the sub-factors of work stress, communication problem was found as the variable that exerted statistically significant impact to organizational effectiveness. However, no statistically significant differences were observed inadministrative and personal problems. Job stress decreases as communication within the organizations or communication with other divisions becomes more successful. • The paper investigates a mediating effect of job embeddedness in the influence of positive psychological capital on organizational citizenship behavior(OCB) for members of medical institutions. The members include medical doctors, nurses, medical technicians, health administrative staffs, and other medical service staffs of hospitals in Daejeon City, Chungcheongnam-do, Chungcheongbuk-do, and Sejong City. Using 453 questionnaires for hypothesis tests, the main results are as follows. Firstly, positive psychological capital exerts a significantly positive effect on OCB. Secondly, the fit and links of job embeddedness turn out to have a significant and positive effect on OCB, whereas the sacrifice does not have statistically significant effect on it. Thirdly, while the fit and links of job embeddedness appear to have mediating effects between positive psychological capital and OCB, the sacrifice of it does not exert a mediating effect. The findings thus suggest that we need a new approach to the role of job embeddedness in the positive impacts of positive psychological capital on OCB through the fit and links of job embeddedness. Furthermore, organizations need to focus on key elements in the application of job embeddedness.

  • In this study, we identify the obstacles that occur through the relationship between I-U cooperation and look for factors that can overcome them in the 'university administration's efforts' and 'Trust between I-U'. In the study of existing I-U cooperation, the relationship between industry and university has accumulated experiences and various channels of bilateral cooperation by sustaining interactions and absorbing capacity of knowledge by path dependence. However, as cooperation increases, 'I-U cooperation barrier' are inevitable, which is explained by two perspectives: 'Difference in mutual recognition' and 'Institutional barriers'. In order to induce the achievement of effective I-U cooperation, it is necessary to overcome these obstacles stemming from mutual relations, and it will be possible to maintain the relationship of continuous I-U cooperation. The researchers conducted research on companies participating in the I-U cooperation technology development project of the 'Ministry of Small and Medium Venture Business', which is a representative I-U cooperation program in Korea. This project will be promoted in the 'Small & Medium Business I-U cooperation Center', an administration-dedicated organization of the university. The researchers measure 'University administration's efforts' and 'Trust between I-U'to overcome'I-U cooperation barrier' In order to clarify the data of the research sample, a questionnaire survey of organizational units was conducted for all companies participating in the 'I-U cooperation technology development projects' of the SMEs and Startups between 2011 and 2015, and the responses of 356 organizations were drawn. The results showed that the higher the level of 'University administration's efforts' and Trust between I-U', the lower 'Difference in mutual recognition' and 'Institutional barriers'. Particularly, it showed higher explanatory power to overcome 'Institutional barriers' among obstacles. Therefore, it should be accompanied by the interest, implementation and institutional support of I-U-R subjects to raise the level of these two factors that can overcome 'I-U cooperation barrier'.
