A Study on Manual Model of Public Qualification Processing System based on IT Governance Structures (IT거버넌스 체계 기반의 공공자격 처리시스템 지침서 모델에 관한 연구)

  • 본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

  • 국내대학은 학령인구 감소와 등록금 동결로 재정적인 어려움을 겪고 있다. 2018년 대학기본역량진단평가를 받으면서 선택과 집중을 통한 생존전략을 모색하고, 효율적으로 대학을 운영하는 방법이 주목받고 있다. 교육서비스 품질의 향상은 대학 행정직원의 업무 몰입을 통해서 가능하며, 이는 직원 만족도의 향상을 통해 이루어진다. 대학 행정직원의 실제 만족도는 사전에 갖고 있던 일정 수준의 기대가 영향을 미친다. 본 연구에서는 사전 기대와 실제 성과의 차이인 직무기대 불일치가 전반적인 직무만족에 미치는 영향을 조사하였다. 이를 통해 지원정책의 우선순위를 제시하여 효율적인 전략수립에 도움을 주고자 한다. 남성은 여성에 비해 보수결정과정과 조직내 인간관계를 더욱 중요하게 여기고 있으며, 여성은 정년보장을 더욱 중요하게 여기고 있다. 근무기간이 짧을수록 보수결정과정, 급여의 적절성, 복지제도에서 기대불일치가 높고, 승진의 공정성에 대한 기대불일치는 낮다. 전반적인 직무만족 결과가 개인 특성별로 차이가 존재하므로 직원 지원정책 수립과정에 개인 특성을 고려한다면 제한된 재원으로 효율적인 전략을 수립할 수 있을 것이다.

How perceived communication satisfaction can affect turnover intention through affective commitment (조직 내 커뮤니케이션의 효과성 -정서적 몰입 및 이직의도를 중심으로-)

  • Drawing on literatures from communication strategy and human resource management, this study examines how perceived communication satisfaction can affect turnover intention and also figure out mediating effect through affective commitment. We analyzed a data set from one of the largest government organizations in health and medical treatment including 267 employees's sample. Apart from previous studies, this study emphasizes perceived communication satisfaction is a critical factor rather than communication policies. Also, affective communication partially mediates the relationship between perceived communication satisfaction and turnover intention. Our theory and findings provide new insight into human resource management field in growing Korean organizations.

  • Transactional leadership(TL) is to provide constructive feedback to organizational employee's commitment and to engender a positive impact on individuals and organizations. In this respect, this study is to investigate police's TL could positively influence organizational commitment, and is there a mediated effect in this impact empirically. This study based on the analysis on a random sample of police who has worked in Seongnam, Kwangjoo, and Hanam cities. The findings are the follows. (1) Police's TL has a positive effect on followership. (2) Police's TL has a positive effect on employees' commitment highly. (3) Police's followership has a positive effect on employees' commitment highly. (4) Followership has a partial mediated effect to relationship between Police's TL and employees' commitment. In these results, transactional leadership and followership are to verify a critical factor to improve police's organizational commitment.

A Study on The Effects of R&D Personnel's Job Characteristics at Government-Sponsored Research Institutes on Organizational Commitment : Verification of mediation effect of Organizational Justice (정부출연연구소 연구인력의 직무특성이 조직몰입에 미치는 영향 연구 : 조직공정성 매개효과 검증)

  • The aim of this study lies on verifying the mediation effect of organizational justice in the relationship between R&D personnel's job characteristics and organizational performance within their Government-sponsored research institute. For this, a survey was conducted on 362 R&D personnel members from 25 state-sponsored research institutes under National Research Council of Science & Technology, and then, a multiple regression analysis was used to seek any possible relationship. As a result, job characteristics such as autonomy and feedback were found to have positive (+) influence on organizational commitment. In addition, the result of the mediation effect of organizational justice indicated that the impact was made only by autonomy. This study finds its significance in the fact that it revealed the relationship between job characteristics and job satisfaction among R&D personnel in state-sponsored research institutes who have rarely been the source of objectives in related studies, and that it revealed organizational justice mediated the relationship.

Factors Influencing Nurse Turnover Intention in Small and Medium Sized Hospitals in the Metropolitan Area (수도권 중소규모 종합병원 간호사 이직의도 영향요인)

  • Purpose: The purpose of this study was to investigate the factors influencing nurse turnover intention in small and medium sized hospitals in the metropolitan area. Methods: A cross-sectional survey design was used. A questionnaire was distributed to the nurses in small and medium sized hospitals. The data of 209 nurses was analyzed using t-test, ANOVA, Pearson correlation coefficient and multiple regression. Results: Organizational commitment and age were identified as factors influencing turnover intention. These factors explained 56.8% of variance of turnover intention. Conclusion: Results suggest that establishment of organizational commitment needs to be discussed and continuously developed. Further study is also necessary to identify the key mechanism in nurse turnover intention.

  • 전자문서, 전자결재, 행정 EDI 등과 같은 전자적 매체를 이용한 행정정보화를 실현하기 위한 전자정부 구축 노력이 추진됨에 따라 전자정부 환경에서 발생할 수 있는 각종 정보보호 요소들을 원천적으로 해결하기 위해 전자서명 등과 같은 공개키 기반의 암호 기술 적용이 필수적 요소로 여겨지고 있으나, 공개키 암호기술에 사용되는 암호화 키의 체계적인 관리를 위한 공개키 인증 체계(PKI) 구축에 대한 방안마련이 미흡한 실정이다 이에 본 논문에서는 전자정부 환경에서 공개키 기반 암호 기술의 효과적인 적용을 위한 공개키 인증 체계 모델과 관련 조직 체계 구성 방안에 대해 제안하고자 한다.

Community-based Hypertension Control Program in Hwachon : Problems and Possibilities (보건소조직을 통한 고혈압관리사업)

  • Hypertension has already become a serious health problem in many countries. Treatment is effective, however, and the detection and long-term management of those at risk pose sustained challenges. Community programs can be an important strategy for primary prevention of hypertention and for monitoring the progress and promoting compliance of hypertensive patients. Hwachon Health Demonstrain Project has designed community hypertention control program, especially emphasizing role of public health sector, and operate that model from 1990 at Hwachon county, Kwangwon province. This paper appraise the effectiveness of curent activities. Many paper appraise the effectiveness of curent activities. Many hypertensive persons who have not recognized his disease were identified and began hypertension treatment. However about two thirds of patients have not complied continuously with medical advice. Consequently, the project team redirects its efforts. Less emphasis is being placed screening and identification of patients, while more emphasis is being placed on increasing compliance with treatment recommendations. Some approches to improve hypertension control program are also discussed in the context of the field experience and literature on this suvjest.

Organizational and Occupational Commitment Among Physicians Working in University Hospitals (일부 대학병원 의사의 조직애착과 직업애착에 관한 연구)

  • The present study purports to examine the relationship between organizational and occupational commitment and to find the determinats of occupational commitment for salaried physicians working in hospitals. For the purpose of comparison, those of hospital administrative and clerical employees were also investigated for the purpose of comparison. The sample for jthis study consists of 77 salaried physicicas and 185 administrative and clerical employees (comparison group) from two university hospitals in Seoul and its surburbs. Data were collected by questionnaires and analyzed using ANOVA, ANCOVA, and multiple regression. The main findings of the study are as follows : 1) organizational and occupational commitment were positively correlated for both salaried physicans and clerical employees; 2) the variable of job variety had a positive impact on occupational commitment for salaried physicians; and 3) three variables of fairness of rewards, autonomy, and job variety had positive impacts for clerical employees. These findings were discussed and implications for organizational analysts and hospital administrators were suggested.

  • 나이모닉 일체형으로 사용되고 있는 선박용 2 행정 저속엔진의 배기밸브 스핀들을 고온, 고압, 배기가스 및 반복 충격 하중에 노출된 스핀들의 Head부분은 기존의 나이모닉 소재를 적용, 기존 재질의 우수한 성질을 유지하고 설계적으로 나이모닉 소재의 적용이 불필요한 Stem부는 오스텐나이트 계열의 SNCrW 소재를 사용하여 관성마찰 용접 방식으로 접합하여 제품을 제작하고, 접합부의 미세조직 관찰, 성분분석, 인장, 경도, 피로시험 등의 기계적, 금속적 특성평가를 통해 마찰용접제품에 대한 신뢰성을 확인하고 양산 생산을 위한 기술적 토대를 마련하였다.
