A Study on the Improving Fiscal Capability of Local Government -Focusing on the case of zeroing debt policy in Yong-in city (지방정부 재정역량 제고에 관한 사례 연구 -용인시 채무제로화 정책을 중심으로)

  • The purpose of this study is to analyze debt zeroing policy process of Yong-in city based on the Kingdon's Multiple Stream Framework in order to contribute to strengthening financial capacity and competitiveness of local governments. This study focused on the Yong-in case because the city had a local debt of about KRW 800 billion as of 2012, but it completed the debt repayment in early 2017. The results are as follows. First, policy problem streams are the perception of Yongin City's debt indicator, the failure of the LRT project, and the failure of sale of buildinglots of Yukbuk district. Second, in the political stream, there have been the election of new governors, cooperation of local administration and citizens like budget cut. Third, policy alternative streams are the reduction of large-scale investment projects, the expansion of revenues through the sale of idle shared properties, the increase of tax revenues, and the activation of light rail. As the each streams flowed independently, the window of policy change opened by the revitalization of the real estate market and the sale of buildinglots of Yukbuk distric and combined with other policy factors such as the activation of the light rail. In this process, the role of the policy entrepreneurs such as negotiation and persuasion of the related institutions influenced achieving tight fiscal policy. As a result of this policy output, Yongin City achieved zero debt. This study suggests that it is necessary not only the importance of the role of policy entrepreneurs but also of the administrative and citizen cooperation and the institutional complement such as a large scale of the investment review system.

Influence of Democracy on Social Policy : The Case of Defective Democracy in Korea (민주주의가 사회복지정책에 미치는 영향 : 한국의 결함 있는 민주주의를 중심으로)

  • In democracy basic rights such as political equality and participation through elections have been respected, opportunities of corporation and opposition have been guaranteed, and ability of self-learning and self-correction have been developed. These positive factors give preconditions for the welfare development in the democratic state. Because in this state adults get the suffrage and the open competition for official positions induces political parties use social policies as means to win the election. That is to say, political parties have an incentive to use various social policies to win the election. Democracy, therefore, has affinity with social policy. The affinity between democracy and social policy can be found also in Korea which was democratized in 1987. But, in Korea, the positive relationship between democracy and social policy is very weak due to the problem of constitutional structures. Korean Parliament usually enacts abstract social act and delegates the right to fill concrete contents of the social acts to the executive. Delegation itself has no problem, but excessive delegation is a problem since the executive can overuse its discretion as sacrificing the social rights of the citizen. In addition social consensus could not be achieved in this constitutional structures, which are a obstacle to establishing a political process in the Parliament to promote the welfare development through party competition. Excessive delegation should be reduced, and the Parliament should fill concrete contents of the social acts as exercising its legislative power more. Then a mechanism of welfare development can be launched in Korea.

U.S. Commercial Remote Sensing Regulatory Reform Policy (미국의 상업적 원격탐사활동에 대한 규제개혁 정책)

  • The current U.S. remote sensing act was made in 1992 and has been criticized for being outdated and inappropriate in view of the modern technological development. In order to enhance the American competitiveness and leadership in the world, President Trump announced Space Policy Directive (SPD) - 2 on May 24, which is designed to modernize the regulations related to commercial space activities including private remote sensing system operations. It should be noted that the regulatory reform efforts are made within broader terms of the National Security Strategy on Dec. 17, 2017, pursuing the enhancement of national security and economic prosperity as well. A legislative support in Congress has also been added to the Administration's efforts. The proposed regulatory reform on the licensing of commercial remote sensing system operations outlines the features of lessening administrative burden on applicants by simplifying the overall application process and of limiting the operations only when there is an impact upon the national security with clear and convincing evidence. But, due to a different regulatory system of each country, such a movement to expand an individual's freedom to explore and utilize outer space may result in an international dispute or a violation of international obligations, so there should be a merit in paying attention to the U.S. commercial remote sensing regulatory reform, and it is desirable to establish international norms as flexible and appropriate to the level of space technology and space industry.

  • Geographical Informal ion Systems have become useful tools for improving the administrative management of local governments. Despite its innovative aspects, GIS implementation in local governments has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conduct ins model system developments. This can be basically attributed to technological, institutional, and economic difficulties, that is, a lack of understanding of GIS technology, database development, and the required institutional support. Using Seoul as a case study, this study analyses the potential and effectiveness of GIS and examines strategies of implementation, thereby suggesting basic policy direct ions for GIS investment in local governments.

지방정부의 예산지출행태에 관한 지역주민 의식조사

  • 본 논문은 3개 기초자치단체 지역주민들을 중심으로 이들 지방정부의 투자우선지출 순위에 관한 지역주민의 의식을 분석해 보았다. 이러한 분석은 근본적으로 지방정부의 공공지출을 통한 투자사업 활동이 지역주민의 선호순위와 일치하는지를 검증해보기 위한 선행연구로서의 의미를 가지고 있다. 지역에 따른 행정기능별 우선지출 순위분석에서 볼 때 일반행정부문의 경우 세지역 모두 기획조정분야에 가장 큰 우선지출을 요구하고 있고 산업경제 부문의 경우 지역특산물생산과 지역공단육성에 큰 관심을 보이고 있으며 사회복지부문의 경우 쓰레기처리 및 폐기물관리 등에 우선적인 관심을 보여 생활환경의 정비에 큰 관심이 있는 것으로 분석되었다. 지역개발사업의 경우 도시계획 및 도시정비사업이 그리고 민방위부문의 경우 재난관리와 화재예방의 부문에 특히 우선지출의 관심을 보이고 있었다. 지방자치단체의 공공지출에 영향을 미치는 주요요인들은 주민참여도, 정부.기업관계, 정치적 연계, 기획과 예산구조, 공공투자 재원보조, 등으로 구성되어 있으나 각 요인별로 구성변인에 따른 지역주민간의 인식은 다르게 나타남을 알 수 있었다. 이상과 같은 지역주민들의 공공지출형태의 다양성과 여러 기대조건들을 충족시키고 그럼으로써 행정서비스에 대한 지역주민의 만족도를 극대화하기 위해서는 각 지방정부는 그들 지역내 특수한 사회 경제적 여건하에서 새로운 고객관리전략을 수립하여야 할 것이다.

  • 본 연구는 의료서비스를 생산 제공하는 병원조직의 계선조직 관리자의 리더십 스타일이 부하직원들의 직업존중감과 조직행동에 미치는 영향을 분석하고자 한다. 본 연구에서 사용할 관리자의 리더십 스타일은 헤이컨설팅 그룹에서 제시한 6가지 리더십 스타일인 지시명령형, 비전제시형, 관계중시형, 집단운영형, 규범형, 육성형 리더십스타일을 사용하고자 한다. 각 리더십 스타일이 직원들의 직업존중감, 즉 부서 내에서의 커뮤니케이션 수준, 직무몰입, 직무만족, 자기비전 자각 및 이직의사 등 조직행동에 어떤 영향을 미치는지 알아보고자 한다. 또한 관리자의 리더십 스타일과 직업존중감에 따른 조직행동, 즉 직무만족, 조직충성도, 자기계발의지, 이직의도 등에 대해서도 분석하고자 한다. 연구표본으로는 사립대학교병원 1개, 국립대학교병원 1개, 500병상 이상 규모의 종합병원 1개이며, 조사 및 분석에 활용할 개선조직은 진료행정부서인 원무과(부), 진료지원부서인 의무기록실(팀), 의료기사, 간호과(부)이다. 연구의 결과를 통해서 직원들이 가장 선호하는 관리자의 리더십 스타일을 도출함과 동시에 각 리더십스타일의 장단점을 통하여 직원들의 직업존중감 확대와 생산적인 조직행동이 조직성과로 이어질 수 있는 방안을 제시하고자 한다.

  • The purpose of this study is to suggest some guidelines for improving the management of administrative artifacts based on the analysis on archivist's perception. The study investigated the current state of record centers and the archivist's perception in 15 ministries of Korean central government, most of the central ministries did not enact the administrative artifacts management rule. Also it isn't done correctly unlike perception of need to manage administrative artifacts. It is necessary to educate about administrative artifacts management regularly and to develop central ministries collection.

  • The ministry of security and public administration provide the secure coding guide that can remove the vulnerability of applications and defend cyber attack from the coding step because cyber attack like the hacking about 75% abusing the vulnerability of applications. In this paper we find the oder of priority and did the criticality analysis used by AHP about 7 items in the secure coding which the ministry of security and public administration provide. The result is decided that 'exception handling' is the most important item. There is no secure coding items in software supervision currently, therefore the result of the research will make good use audit standards in the process of the software development.

  • 우리나라에서 물관리체계를 개편하려는 노력은 오랜 역사를 가지고 있다. 물관리기본법의 추진은 1990년대 후반기의 입법부(1997년), 2000년 전반기의 시민사회(2000년~2004년), 2000년대 후반기의 행정부(2005년~2008년) 주도로 국회에 상정하였으나 실패하였다. 그러나 2009년 정치권인 입법부에서 3명의 국회의원이 물관리기본법안을 각각 대표발의를 하였다. 국회에 발의된 3개의 물관리기본법안은 기존 물관리체계의 행정적, 업무적 비효율을 개선한다는 점에서 동일한 시각에서 접근하였다. 또한 기후변화에 대한 능동적인 대응과 지속가능한 발전, 그리고 삶의 질 향상과 같은 다양한 요구를 수용하고자 하는 노력을 확인할 수 있다. 본 연구의 목적은 18대 국회에 발의된 3가지 물관리기본법안에 대한 심층적인 비교검토를 통하여 논리적인 장단점을 분석하는 것이다. 이를 위하여 3가지 법안별로 유사점과 차이점을 분석하고 통합물관리의 이론에 입각한 방향성을 파악하였다. 물관리체계의 개편은 단순히 행정조직의 구조개편이 아닌 통합물관리라는 큰 틀(big picture) 속에서 재구성되어야 한다. 본 연구에서 파악한 3가지 물관리기본법안에 대한 비교검토는 우리나라에서 미래지향적이고 효율적인 물관리구조를 조기에 정착시키는데 큰 기여를 할 것이다.

  • The public services without going through the web is now about to become impossible. To solve these kinds of security issues about the web, the government announced that a secure coding for web server is mandatory since 2012. In the domestic market, the web firewall has been promoted and widely sold as one of the best solutions for the existing web problems. In this study, with providing the effective way operator can apply security policies for the web firewall, more stable web services can be presented.
