Security Measures against Assembly and Demonstration during International Conference - the Case of the Nuclear Security Summit - (국제회의 시 집회시위에 관한 안전관리 방안 - 핵 안보정상회의 개최를 중심으로 -)

  • Our country successfully hosted the G20 summit in Seoul in November, 2010. Afterwards, however, the Yeonpyungdo shelling incident took place by the North, and the North Korean nuclear issue have strained interKorean relations. Our country is going to host the nuclear security summit, which is of great significance at this point of time. The nuclear security summit is to be attended by 47 countries. The participant countries of this summit is larger in number than those of the ASEM, APEC and the G20 summit that our country has ever hosted. That is a large-scale international conference that invites the UN, the IAEA and the EU, which are three major nuclear-related international organizations. A successful hosting of the nuclear security summit will serve as an opportunity to boost our country's national prestige, and is likely be beneficial to the settlement of the North Korean nuclear issue. Like other international submits in foreign countries, however, violent anti-globalization demonstrations are expected to occur when the nuclear security summit is held in April next year. The purpose of this study was to make a case analysis of demonstrations during multilateral international conferences hosted by foreign countries over ten years between 1999 and 2009, to examine the controversial points over the demonstrations, and ultimately to seek ways of ensuring safety against possible assemblies and demonstrations during the forthcoming nuclear security summit, which is scheduled to be held in April next year. The findings of the study on feasible security measures are as follows: First, information and intelligence gathering should be reinforced, and the inspection should be stepped up. Second, pacification among domestic NGOs and the supplementation of the existing legal devices are required. Third, publicity should be strengthened. Fourth, riot police officers should be selected as early as possible to bolster their education and training, and more reinforced emergency measures should be taken. It's needed to seek assistance from the military as one of emergency measures, and national defense readiness should be bolstered across the nation in collaboration with the Ministry of National Defense when the summit is near at hand. Finally, CBR countermeasures should be taken in preparation for CBR terrorism.

The Nuclear Security Summit Achievements, Limitations, and Tasks against Nuclear Terrorism Threat (핵테러리즘 위협에 대한 핵안보정상회의 성과, 한계 및 과제)

  • In April 2009, in the wake of President Obama's Prague speech, the international community held four nuclear sec urity summits from 2010 to 2016 to promote nuclear security and prevent nuclear terrorism. The Nuclear Security S ummit has made significant progress in preventing terrorists from attempting to acquire nuclear weapons or fissile materials, but it still has limitations and problems. To solve this problem, the international community should resume the joint efforts for strengthening bilateral cooperation and multilateral nuclear security regime, and the participating countries should strive to protect their own nuclear materials and fulfill their commitments to secure nuclear facilitie s. Second, the United Nations(UN), the IAEA(International Atomic Energy Agency), International Criminal Police Or ganization(INTERPOL), the Global Initiative to Combat Nuclear Terrorism(GICNT), and the Global Partnership(G P) must continue their missions to promote nuclear security in accordance with the five action plans adopted at the Fourth Nuclear Security Summit. Third, the participating countries should begin discussions on the management and protection of military nuclear materials that could not be covered by the Nuclear Security Summit. Fourth, the intern ational community must strive to strengthen the implementation of the Convention on the Physical Protection of Nuc lear Material(CPPNM) Amendment and International Convention for the Suppression of Acts of Nuclear Terrori sm(ICSANT), prepare for cyber attacks against nuclear facilities, and prevent theft, illegal trading and sabotage invo lving nuclear materials.

  • 원자력안전위원회는 12월 8일 제62회 원자력안전위원회를 개최하고, '제2차('17~'21년) 원자력안전종합계획안'에 대한 심의를 거쳐 동 계획을 확정하였다. 제2차 종합계획은 '국민이 공감하는 원자력 안전, 방사선 위험으로부터 안전한 사회'를 비전으로 원자력, 방사선 및 핵안보 등 분야별 안전 강화를 위한 7대 전략 21개 중점 추진 과제를 포함하고 있다. 주요 내용은 ${\triangle}$정상 운전부터 중대사고까지 원전의 안전 관리 강화, ${\triangle}$정보 공개 소통을 통한 투명성 제고, ${\triangle}$해체 사용후핵연료 등 원자력산업의 후행주기 안전 관리 체계 구축, ${\triangle}$지진 등 재난대비 및 방사능 비상 대응 체계의 실효성 제고, ${\triangle}$핵안보 핵비확산체제의 국제사회 선도, ${\triangle}$환경 변화에 대응한 선제적 방사선 안전 관리, ${\triangle}$R&D, 인력 양성, 국제 협력 인프라 확충 등이다. 원자력안전종합계획은 "원자력안전법"에 근거하여 5년 단위로 수립되는 원자력 및 방사선 안전 관련 최상위 국가 계획이다.

Improvement Strategies on Protocol & Security Systems of International Conferences (국제회의 의전경호체계 개선방안)

  • This study aims to analyze protocol & security systems of international conferences such as 2010 Seoul G20 Summit, 2012 Seoul Nuclear Security Summit and to propose Improvement strategies. The results derived from this study are as follows. First, it is necessary to support the establishment of international conference laws. We should select a major agency for 'International Conference Industry Promotion Act', coordinate of the system of international conference laws, resolve potential conflicts, maintain consistent on support organization of international conferences. Second, it is necessary to coordination among different ministries that control security relevant laws. We should solve clashes possibility between a few laws on security system which is closely related to protocol & security of international conference. Third, it is necessary to produce a joint protocol handbook of government for establishing protocol & security system of international conferences. We should try to confirm protocol & security system of international conferences through publishing a joint protocol handbook of government from their own protocol handbook of the executive, the legislature, etc. Forth, it is necessary to build and strengthen expertise of PCOs(professional convention organizers). We should find and assist several PCOs for achieving government policy that develop industrial foundation on international convention and train human resources on international convention expected next generation of promising industries.

  • Republic of Korea for the last 2012 nuclear security summit in Seoul in three days from March 26, has held great success. This industry watchers at home and abroad through professional meetings and private organizations to promote global nuclear security was intended to draw, for the preparation of this event the most important one of the things that should be addressed at the meeting was over the top guard.
