Using Next Generation Technologies to Resolve Construction Labor Shortage Problems (건설기능인력 수급 불균형 문제 해결의 대안 제시)

  • Labor shortages are a serious problem for Korea's construction industry. The problem is both quantitative and qualitative. There is a shortage in supply as due to a decrease in the influx of new labor, and existing workers are less productive as they age. The problem will only get worse as more and more major public projects are being planned. Options for increasing the labor supply are somewhat limited, and thus efforts need to be made to adopt new technologies that can improve the productivity and efficiency of field work and their processes. This paper introduces seven innovation technologies that have the best potential to increase productivity and thus reduce the burden of labor shortage problems. These include 1) Substitution by use of robotics and automation, 2) development and applications of Innovative materials to reduce on site field work, 3) increase in productivity through the implementation of Information Technology, 4) improved productivity through the application of modules, and prefabrication, 5) prevention of rework and redesign, 6) diversification of labor by integrating labor skills, and 7) improved productivity by standardizing site processes.

  • 독일, 미국, 일본 등 세계 주요 선진국운 도금전문 중소기업들이 각 산업분야의 첨단 핵심부품의 기능화, 신기능-신제품 창출에 크게 이바지하고 었으며, 도금 및 표면처리 관련 전문연구소와 전문고굽 기술인력이 정부 및 사회단체의 지원으로 끊임없이 관련 기술의 연구와 개발에 여념이 없으며, 관련업계와의 교류에 있어서도 활발하다. 특히 도금설비, 자동화장치, 폐수처리 등 도금관련기술에 1970년대부터 연구개발을 시작 하여 실용화하고 있으며, 최근에는 분자규모 표면제어기술과 제 4세대 도금기술(저가 격-고품질-환경융화-개성화)의 연구 및 상품화를 구축하고 었다. 또한, 도금약품 분야 도 오랜 공업화 역사와 강력한 기초산엽을 기반으로 하여 고효융, 고성능화를 설현 실용화단계에 접어들었으며, 설비자동화와 함께 세계적 환경문제와 관련된 무공해, 저 공해화의 연구를 통해 세계시장을 지속적으로 선점하고 있는 실정이다. 국내의 경우, 근대 공업화의 늦은 출발과 수출을 통한 산업발전에 기인된 대기업 중 심의 산업구조, 그리고 수출목표 지향의 제품생산, 조립위주 등의 원인으로 산업기반 기술인 도금기술과 이와 관련된 기초, 핵심기술이 여전허 낙후되어 있으며, 해외의존 도에 있어서 지리척으로 가까운 일본의 영향이 크고, 기타 선진국으로부터 기술도입, 원자재수입에 의해 영위되어 오고 있는 실정이다 또한 영세성 소규모 업체로 구성되어 기술개발 자체도 수요의 한정 및 연관 산업과의 정보부족으로 실효성이 적으며­관련 전문 연구기관, 연구장벼 및 전문 기술인력이 선진국과 비교하여 절대 부족한 현실에 놓여었다. 연구시설, 연구인력의 절대부족, 기초연구 재원 및 국가적 전략지원 연구 및 기본 INFRA 구축이 부족한 국내 현실을 인식하여 한국기계연구원에서는 업계가 직면하고 있는 표면처리 관련기술 제반문제에 대한 실질적이고 다양한 내용 즉, 기술지도 및 지원, 기술훈현 및 연수, 품질-시험 인증을 위한 실험.측정장비의 구입 및 업계와의 공동활용, 국내.외 최신기술 정보자료의 수집과 신속제공, 국내.외 전문가 초청 활 용, 미래 지향적 목적활용 기초연구사업 수행, 미래기술 동향예측 및 홍보 등을 통해 서 국내 도금기술의 기술자립 및 고도화를 위한 여건마련을 위하여 노력하고 있다.

  • In this paper, we propose the future strategy of convergence IT workforce program through the question analysis of convergence IT promising area. We analyzed the future strategy of convergence IT workforce program from different angles in the aspects of convergence IT promising area, workforce model operation, and infrastructure & system support. Based on this analysis, we suggest the key strategy of each area. As a result, we concluded that the outcome of the proposed strategy is visible when the upper three aspects are efficiently coordinated and the strategy is effectively proceeded. Also, we concluded that selection of promising areas through overall analysis, the necessity of efficient correlation plan establishment among state-industry-university, and the necessity of state-run systematic support and state policy establishment are very important.

An Estimation of R&D Manpower Requirement and the Relevant Graduate Program for the Telecommunication Industry

  • 정보통신 산업은 괄목할 만한 성장올 보였으며, 정보산업시대의 핵심 육성 부문으로 지목되고 있다. 본 연구에서는 통신산업분야의 정책부서, 연구소, 기업 및 대학에서 활약하고 있는 70명의 정보통신분야 천문가들을 대상으로 설문조사를 시행하였으며, 설문조사 결과를 토대로 정보통신산업의 잠재적 수요예측과 함께 이러한 수요를 공급하기 위하여 선행되어야 할 연구개발 인력의 수요를 추정하였다. 본 연구결과에 따르면, 정보통신산업은 1991년에 Data Communication 분야에서만 약 48억불의 수요를 유발할 것으로 보이며, 이를 위한 박사 인력의 년간 수요는 1987년에는 500명, 1991년에는 990 명에 이를 것으로 예상되었다. 반면, 최근 문교부에 제출된 바 있는 한 연구보고에 따르면, 88명-145 명에 지나지 않은 것으로 나타나고 있어 심각한 고급인력의 수급난이 예상된다. 이에 따라 본 연구에서는 정부, 산업체 및 대학이 시급히 수렵하여야 할 대응책을 제시하였다. -정부가 지원할 내용으로서, 정보통신분야의 연구개발을 위한 관련학과 교수의 양적, 질적 향상이 요구되며 이를 위한 방안으로 교수진의 critical mass 형성이 촉구되었다. -산업계 역시 통신산업의 폭발적 성장에 대비하기 위하여, 고급인력의 수혜기관의 입장에서 고급인력의 공급을 위한 대응책 마련에 적극적으로 참여하여야 할 것이다. 산업계의 참여 방안으로서, 교수 1인, 박사 후보생 l인, 석사과정 학생 3인을 한 단위로 하는 "research unit"의 형성과 산업계로부터 이들을 위한 지원이 제안되었다. 즉, research unit 100개를 지원하기 위해 산업계는 연간 약380 만불의 교육-연구비를 투입하며, 이러한 지원을 통하여 박사인력의 공급이 배가 될 것으로 예상된다. -대학원 교육의 칠적 향상과 함께 산 학연계 기능을 강화하기 위하여, 정보통신 관련학과와 대학원 교과과정의 개선 방안이 구체적으로 제안되었다. 본 연구에서 제안된 내용은 현재 정부, 정책부서, 산업계, 학계의 요구사항과 전문가 의견을 토대로 요약되었으므로, 제안사항의 체계적인 보완이 이루어지면 그 효과가 지대할 것으로 예상된다.

  • Successful industries that have maintained their competitiveness are characterized by well-established skills framework system. Skills framework establishes the agreed-upon, industry-identified knowledge, skills and abilities required to succeed in the workplace. Skills framework forms a solid foundation for the development of outcomes-based instruction and assessment, thus it benefits industry, students, educators and government. Each group has a major stake in the education of our students and in the efficient development of a productive workforce. Particularly in fast-changing fields like information security, relevant data that accurately reflect current and future knowledge and skills enable timely direction of resources, development and revision of industry-relevant curriculum, and efficient development of career information and job profiles. Skills framework occupies an indispensable position in any dialog concerning education or training in technical fields. In this study, we develop the skills framework for information security professionals.

  • With the full-fledged start of the 4th Industrial Revolution, the quality of administrative services through intelligent information technology and demand increased rapidly. Accordingly, the government is in full swing to establish a "digital platform government" through digital innovation in existing e-government operations such as organizational operations and administrative services. As local governments also promoted the establishment of a digital-based Agile government as a key strategy, this study investigated and analyzed the operation of informatization experts in metropolitan and basic local governments to support digital transformation policies and projects through intelligent informatization. Through this, the necessity and implications of expanding the size of human resources for successful digital transformation were derived, and two measures were proposed to enhance capabilities and expertise in the process of securing new manpower.

  • The purpose of this paper is to summarize the development process of major science and technology manpower policies and to derive desirable future policy directions in the policy environment of a paradigm shift in supply and demand. To this end, first, the development process of the science and technology manpower policy, which was promoted in earnest from the 2000s, with the topic of resolving the phenomenon of avoidance of science and engineering majors, was examined, focusing on the basic plan for supporting science and engineering majors. Next, we summarized the main contents and implications of the change in demand for science and technology personnel caused by digital transformation and the supply shock of demographic decline, that is, the paradigm shift in the supply and demand of science and technology talents. Based on this, the core direction of the future science and technology manpower policy was suggested to create a human-centered science and technology research ecosystem that promotes the continued growth and inflow of human resources, so that can be the foundation for the training and utilization of excellent science and technology talents.

Study on R&D Manpower Requirements for the Field of Pharmaceutical - An Application of Delphi Method (제약산업 R&D 인력수급 전망과 인력수급에 영향을 주는 요인분석 - 델파이 조사 기법 적용)

  • Since the pharmaceutical industry is a research oriented sector, the research and development capability based on the qualified R&D manpower is one of the key success factors to strengthen the national competitiveness. Securing the appropriate number of researcher needed for the research activities in these fields is an important precondition for a government policy that aims for a strongly knowledge-intensive the pharmaceutical industry growth. In this study, we conducted and analyzed a delphi survey of the experts(the principal investigators) with expertise in these pharmaceutical research areas. The current and future requirements for the pharmaceutical science research personnel including medical doctors have been evaluated, extending the year 2017. The results of this study can be summarized as follows; First, in 2007 the field of pharmaceutical R&D personnel is currently under-supplied as many as about 5,600 people. The rate of under-supplied is about 18.1%. Second, in 2017 the evaluation shows that the R&D personnel in this field will be more severely under-supplied as many as 13,500 people. The rate of under-supplied will be about 28.6%. As a result, the confrontation of demand and supply evaluation shows that, in general, severe shortages of R&D manpower in the field of pharmaceutical will result if there are not adequate manpower policy adjustment.

Female Employees' Status in the Three Major Over-the-air Broadcasting Companies in South Korea (우리나라 지상파 방송사 조직에 있어서 여성인력의 지위에 관한 연구)

  • This study examined the organizational status of female employees in three major over-the-air broadcasting companies in South Korea in terms of both formal and informal organizational structures. Quantitative and qualitative analyses were conducted for the data collected through the official statistical documents on Korean broadcasting industries, in-person/telephone interviews, and survey. The results show that the proportion of female employees in the three major over-the-air broadcasting companies remained relatively unchanged at about as low as 10 per cents during the past 10 years, Furthermore, most of them are positioned in the lower hierarchical positions. The informal organizational status of female employees in terms of informal organizational culture, informal network, and mentoring, also reveals inequal conditions in many respects. Concerning role assignments, no significant evidence of sexual discrimination was found. Discrimination against women in assigning core roles such as political and economic news reporting and drama producing, however, was still prevailing. Currently, a marked increase of female proportion is observed among newly hired reporters, producers, and announcers. In the long term, these trends can bring positive changes in the status of female employees in the broadcasting industry organization.
