Influence of the Change of Advertisement Policy in Broadcasting Industry (광고제도 변화가 방송 제작산업에 미친 영향)

  • The primary focus of Korea's advertisement policy has been on the securing of stability in the market through building categorical entry barriers whenever a new broadcaster came into the market. But the recent contraction of the advertisement market is pressing the policy makers to lift the categorical barriers to create one large-enough market. This change in the policy and the market, in turn, is triggering heightened competition among drama producers to get advertisements, at times, even at the expense of cost efficiency. The market is supposed to search for its own equilibrium in principle. This means that players, who fall behind, should be left to die out and exit, and the patient policy to let the market function on its own should be institutionalized. Separately, the fee-based public broadcasters should be banned from running advertisements.

A Strategy of ROK's Military Base Conversion into the Civil Use (한국군 군사기지의 민수전환 전략)

  • Most of countries in the world are stepping up military conversion to achieve military modernization. The issues of military conversion hold reallocation of financial resources, reorientation of R&D, restructuring of military industry, demobilization, base closure and relocation, scrapping of surplus weapons and so on. Also ROK is stepping up military modernization through defense reform. In particular, ROK has the plan to convert bases; transfering U.S. Forces in Korea and conducting the merger and abolition of bases. In this respect, we expect increase of base conversion easily in the future. Therefore, we tried to find the strategy of base conversion that ROK can conduct base conversion with success in this study. So that we analyze cases of base conversion which were conducted in ROK and U.S. Moreover, we extract problems of the process of base conversion in ROK and finally find out substitutes.

  • 강원도는 산림 비중이 크고 급경사지가 많은 지형적 특성과 여름철 비교적 선선하고 강우량이 많은 기후적 특성 때문에 고랭지 농업이 활발히 이루어지고 있다. 하지만, 많은 부분을 차지하는 고랭지밭 면적 탓에 강우시에 토양침식과 비점오염물이 하천으로 유입되고 있다. 강원도 송천 상류에 위치한 도암호는 장기간 탁수를 저류하고 방류로 인한 해체 논란까지 일으키기도 했다. 이에 정부는 흙탕물 저감과 비점오염원 관리를 위한 국고보조사업과 다양한 환경 정책들을 시행중이다. 효율적이고 효과적인 수질 정책을 시행하고 분석하기 위해서는 장기간의 모니터링 자료를 이용한 통계적 분석을 활용하는 것이 중요하다. 수질 자료는 변동이 심하고, 비정규분포를 이루며 결측치와 검출한계 이하의 값들이 많아 비모수 통계 방법을 널리 사용되어 왔다. 그중에서도 계절적 특성을 갖는 수질자료의 장기경향분석에 적합한 Seasonal Mann-Kendall Test을 사용하여 남한강상류 유역의 수질 경향성을 분석하였으며, Sen's Slope를 구하여 수질 자료의 경향 크기를 구하였다. 하지만, Seasonal Mann-Kendall Test는 연구 기간동안의 경향성을 반영할 수 없다는 단점이 있기 때문에 LOWESS Test를 통해 장기간 수질 자료 사이의 경향성을 분석하였다. 이러한 수질자료의 경향 분석 결과는 유역 내 취약 지점을 확인할 수 있으며, 환경 정책의 효과를 평가하고 보완할 수 있는 자료로 이용될 수 있을 것이다.

Determinants of Efficiency of Specialty Construction Companies Using DEA and Tobit Regression Models (DEA와 토빗회귀 모형을 이용한 전문건설기업 효율성 결정요인 분석)

  • This study analyzed the efficiency determinants of specialty construction companies by industry using the DEA model and the Tobit model. The analysis targets are 394 specialty construction companies as of 2022. As a result of analysis of efficiency determinants using 12 company characteristics as independent variables, the biggest problem for specialty construction companies was overall efficiency reduction due to rising labor costs. In addition, in a situation where construction companies' loan regulations are severe, the debt ratio was found to have a positive effect on efficiency. Company size had a different impact by industry, and the number of businesses held, credit score, and total capital turnover had an effect only on some industries. This study presents results that are an advance on existing research in that it strategically analyzes factors for improving the efficiency of specialty construction companies. However, it has limitations such as limiting the analysis to only specialty construction companies subject to external audit, insufficient number of companies subject to analysis by industry, and analyzing relative efficiency in the same category for each industry.

  • Conflicts in the construction of large public facilities carried out as national projects are crucial issues we have to deal with. There are growing concerns for and oppositions to large construction projects in terms of environmental deterioration and the dissolution of local communities. In the case of projects that promise the creation of jobs and investment, the competition and disputes are increasing and being intensified. Therefore, there is a considerable amount of study on the competitions and conflicts between regions. Previous studies have focused on the procedures of public policy, governance structure, the role of local media. Contrary to the previous studies, this study investigates the spatial ways of constructing conflicts. Based on the analysis of the project of "Southeastern New International Airport", there is a mismatch between the spatial boundary of cost/benefit and agents (regions) of disputes. The agents of conflicts also show the politics of multiple scales by constructing alliances and breaking the network in the process of the airport project. The findings suggest that the conflicts on regional development should be understood as the construction of dynamic regional politics on regional development rather than as the by-product in the practice of policies.

  • Various ways of automated guideway transit construction are being planned recently owing to the policies of the national government and local municipalities as well as increasing investment from the private sector. Particularly, the increase in the private investment is increasing greatly in SOC (Social Overhead Cost). This trend of promoting private sector investment must be conducted on the basis of a thorough analysis of the economic feasibility of the project from the government and construction companies in the private sector. In other words, an accurate cost analysis of initial investment cost (Construction cost), maintenance/repair cost, profit making through the operation of the concerned facilities, cost of dissolution, etc. in terms of the life cycle is very much in need. Nevertheless, the analysis of uncertainty factors and its probabilistic theory are in need of development so that they can be used in the analysis of the economic feasibility of a construction project. First of all, the actual studies on maintenance/repair cost of automated guideway transit are scarce as of yet, prohibiting an accurate computation of the cost and its economic analysis. Accordingly, this study focused on the uncertainty analysis of the economic feasibility for civil engineering structures among automated guideway transit construction projects based on the rapidly increasing investment on such structures from the private sector. For this research purpose, a cost classification system for the automated guideway transit is proposed, first of all, and the data On the cost cycle of the civil structure facilities and their unit cost are collected and analyzed. Then, the uncertainty in the cost is analyzed from the perspective of LCC. In consideration of the current status with almost no. studies on maintenance/repair of such facilities, it is expected that the cost classification system and the uncertainty analysis technique proposed in this study will greatly enhance LCC analysis and economic feasibility studies for automated guideway transit projects in the future.

  • Conservation science team of the National Museum of Korea has conducted conservation treatment for 3 pieces of portraits as a part of project for publishing illustration book of relics of paintings and writings. Among them, portrait scroll of Jo Gyeong is a representative portrait of Seonmoogongsin rank in 17th century of Chosun, which was donated in 1997 and its whole body painted on silk was scrolled. This portrait was in poor state including the silk of portrait got loose from lining paper completely and exfoliation of the pigments. Accordingly before preservation treatment, production technique and the quality of the material lining were surveyed through scientific study(investigation through microscope, XRF, X-ray) and preservation treatment was conducted in order of disassembly, cleaning, removal of lining paper, infiling of the missing parts, lining, finishing.

  • Overhaul and repair service means the sequential processes of disassembly, repair and reassembly for a product which has been used for a long time. Overhaul is required for the companies producing airplanes, ships, trains, military weapons and heavy industrial equipments which are very expensive and have a long life cycle. The most important performance measure of the overhaul repair shop is usually the lead time. Thus, how to design the manufacturing system to meet the delivery date is a major concern in overhaul repair shop. This paper introduces the case study of an overhaul repair shop producing military weapon systems with the 3D simulation tool, $QUEST^{TM}$. At first, the characteristics of overhaul shop and what should be considered for simulation modeling are explained. Then, various simulation scenarios including two types of disassembly systems, one is flow line system and the other is cell system, are discussed with the results of simulation experiments.

  • This study attempts to examine the process of place-making, to define the role and interrelationship of the subjects and to analyze the placeness of the 'Kim Gwang-seok Road', a representative example of artificial place-making. Through a 10-year urban regeneration project based on the concept of Kim Gwang-seok, the alleyway between Bangcheon Market and the retaining wall of Sincheon-daero has been embedded as a memorial space for Kim Gwang-seok and an cultural art space. However, the existing placeness has weakened as the result of the excessive tourism in the late 2010s, while the characteristics of cultural commercial space has strengthened. This change in place has prompted community disintegration, which has caused the loss of momentum for sustainable development. To overcome these problems, it will be necessary to establish endogenous governance to expand and reproduce existing community capabilities, embedded social capital and place assets in new directions.

Analysis of Electrical Resistivity Change in Piping Simulation of a Fill Dam (필댐의 파이핑 재현시험시 전기비저항 변화 분석)

  • Piping, a common form of internal embankment erosion, is caused by progressive movement of soil particles through an embankment. The phenomenon commonly occurs with precursory signs of development of fractures in dam structures, but also occurs without any noticeable signs in dams that showed satisfactory dam performance for several years, due to dissolution of soluble material in an embankment. While piping accounts for nearly 50% of the causes for dam failure, few studies have been made for systematic evaluation of the phenomenon. In this study, we attempted to monitor the changes in electrical resistivities of fill-dam material while a saddle dam is dismantled for the construction of emergency spillways of Daechung dam. Two artificial subhorizontal boreholes were drilled into the embankment structure to simulate piping along the two artificial flow channels. Monitoring of changes in electrical resistivity showed an increase in resistivity values during piping. Thus, the investigation of resistivity over time could be an effective method for piping prediction.
