A Study on Estimating Ship's Emission in the Port Area of Mokpo Port (목포항 항만구역 내 선박 배기가스 배출량 산정에 대한 연구)

  • A thorough inventory of ship emissions, particularly ship's emission of in-port area is necessary to identify significant sources of exhaust gases such as NOx, SOx, PM, and CO2 and trends in emission levels over time, and reduce their serious effects on the environment and human health. Therefore, the goal of this study is to assess the volume of emissions from ships in Mokpo port, which serves as a gateway to the southwest coast of Korea, using a bottom-up methodology and data from the automatic identification system (AIS) and the Korean Port Management Information System (Port-MIS). In this work, an analysis of ship movement utilizing AIS data and an actual set of data on ship specification were gathered. By examining ship movement using AIS data, We also proposed a new approach for identifying cruising/maneuvering mode. Finally, the results were classified by ship operating mode, by exhaust gas, by ship type, and by berth, which provides a thorough and in-depth analysis of the air pollution caused by ships in Mokpo port.

Forecasting the Demand and Supply and Diagnosing the Shortage of Marine Officer for Korean Coastal Shipping (내항 해기사 인력 수요 및 공급 예측과 인력 부족 진단)

  • This study examined the current status of the number of ships and marine officers in the coastal shipping in order to successfully solve the problem of the shortage of manpower. Then it forecast the number of costal ships by ship size and the demand of coastal marine officers by applying the crew quota of the Ship Personnel Act. In addition, The supply of manpower was predicted using the Markov model, reflecting the number of turnover and retirements by year, as well as the number of new entrants and incomer from ocean-going shipping. As a result of forecasts, the demand for coastal marine officers is forecast to increase from 6,057 in 2023 to 7,079 in 2030, and the supply is forecast to decrease from 5,771 in 2023 to 5,130 in 2030, showing that the manpower of shortage is worsening. This study analyzed the problem of the shortage of lower-level licensed coastal marine officers and objectively forecast the demand and supply of manpower through quantitative analysis. In order to resolve the manpower shortage, it was proposed to expand the training and supply of 5th and 6th grade low-level licensed coastal marine officers. This study will be able to provide useful data to solve the problem of shortage of manpower for coastal shipping.

  • The pace of sustainability transition within the maritime industry has been accelerating. This shift primarily necessitates changes in the industry's heavy reliance on fossil fuel-driven ecosystems. Additionally, numerous sustainability laws and regulations, such as the EU's CBAM and IMO's EEXI, have been implemented. This transition is poised to amplify the competitive edge of firms equipped with greater resources, as it introduces substantial operational burdens due to expensive eco-friendly fuel adoption and regulatory compliance. To diverge from the traditional competitive landscape, this paper aims to explore innovative maritime finance models enabling domestic firms to gain competitive advantages on a global scale. Employing analogical reasoning and modeling as a research method, this paper demonstrates that maritime firms can leverage the sustainability transition by aligning sustainable maritime operations with ETS (Emission Trading Schemes). Expanding on this novel approach, the paper delves into potential connections between CCM (Compliance Carbon Market), VCM (Voluntary Carbon Market), and digital asset exchanges. This newly proposed digital/net-zero maritime ecosystem holds the potential to significantly impact the shipping, shipbuilding, and ship finance industries, positioning Busan as a sustainable maritime finance hub. This study holds significance as pioneering research that may stimulate subsequent case-based studies and offer strategic guidance to market participants and policymakers as the maritime industry moves towards a net-zero transition

  • The Republic of Korea is the maritime country of which its infrastructure of the country's development is based on maritime trade. This can be easily understood according to degree of dependence upon foreign trade, which is the economic indicator for expressing one country's economic characteristics. In 2008, the degree of dependence upon foreign trade of Korea is 83.5%, and this figure is much higher than that of Japan and China, which is 28.8% and 68% respectively. This in turn means that the development of Korea, and also the security of Korea depends greatly on safety of the sea. On the other hand, there is a growing trend that threats to the maritime security of Korea increases as examples seen in Somalia pirates. Thus we could say that interest on this issue should increase and also measures to counter those threats should be prepared. Also Korea should take the maritime security as important as critical factors as national security, which is similar to military threats from North Korea. Therefore all citizen's interests on the issue should be raised, and organizations that are capable of mutually integrating the functions related to maritime security should be established. Finally, Korea should actively participate international efforts on maritime security, and secure maritime security of our nation therefore contribute to the nation's prosperity and future development.

A Study on Eco-Port Policy of Japan and Its' Implications (일본의 친환경항만정책과 시사점)

  • Recently, international society strongly concerns global green house effect. As a result each nation introduces green policy for their economy and sustainable development. The emissions of carbon dioxide come from various sources, such as ports and port activities. Especially, port is a logistics hub for shipping, road and railways. Therefore, successful reduction of emissions in the port may encourage other transportations to reduce emissions. Korea as developing country is excused from Annex I countries which committed themselves to reduce four greenhouse gases. However, Korea is going to be placed in Annex I countries in 2013. Korean economy is heavily dependent on international trade and especially, 99.8% of its international trade cargoes is transported through the ports. Therefore, Eco-port plays a very important role in future Korean sustainable development. By introducing the most advanced port pollution regulations, Japan has taken a immediate step for Eco-port policy. International trade is very significant in Korea as well as in Japan, both nations have similar industrial structure. Therefore, Korea should pay attention to Japanese Eco-port policy and activities. This paper examines Japanese Eco-port policy and its' implications in order for Korea to find the most efficient way to reduce the emissions as Korea should reduce greenhouse gas emissions in post kyoto system.

A Business Model for Offshore Integrated Drilling Commissioning in Korea and Related Economic Analysis (우리나라 해양시추설비 통합시운전 사업 모델의 개발 및 경제성 분석에 관한 연구)

  • The shipbuilding and offshore plant industry of Korea is important and leads Korea's economic growth, designated as the 1st to 4th export items in Korea in terms of export contribution over the period from 2011 to 2015. This study proposes ways to improve the national competitiveness of Korean shipyards in the global offshore drilling market by reviewing a business model for providing an integrated offshore drilling commissioning service in Korea. This commissioning service model, which was attempted in 2014, was reviewed, and a new proposed business model for overcoming the limitations of the previous model and activating further business was evaluated. As a result of an economic evaluation, it was found that a 150-meter water depth model is economically more effective. As the number of integrated commissions increased from 2 to 5 times per year, NPV, IRR and B/C ratios increased and the fee per use decreased. Therefore, for offshore drilling facilities constructed and delivered in Korea, it will be necessary to encourage integrated offshore commissioning.

  • Fierce competition to attract the increasing container cargoes of north China in competitive ports has make port marketing to be desperate necessity. In this situation, port marketing of Incheon container ports is requisite conditions to leap one step. Therefore, this study aims to propose core factors for marketing strategy by the feasible marketing analysis. The major shows as follows. Incheon is required to adjust port tariff and handling cost by incentive policy, enhance service coming alongside the berth, increase efficiency of port handling service and inland transportation system.

Development of Korean Container Freight Index Based on Trade Volume (물동량 기반의 한국 정기선 운임지수 개발)

  • The purpose of this study is to develop a new Korean container freight index by applying weights based on the global trade volume. To achieve this, it was decided to determine the conditions such as establishment of routes and regions, weighting of trade volumes which based on prior research and expert advice. Based on this, the individual index and regional index and composite index were calculated, and then reliability and statistical significance of the index was verified through correlation analysis and Granger causality analyses. This study suggest the following findings, through the development of the Korean container freight index. Firstly, Korean freight index reflects the overall market situation and can be used as a benchmark for determining the conditions of each market, consisting of criteria of region and routes. Secondly, it is possible to reflect the market conditions in which actual freight differences exist, since it has developed separate indexes for export and import routes. Finally, The composite index is the only index that reflects not only exports and imports but also 27 individual routes based on Busan, which is the most comprehensive indicator of the korean container freight market.

  • This research is focused on the organizations related to development and operation of automated container terminal to find the core factors to prepare for the changes in maritime logistics circumstances and to secure superiority in the middle of fierce competition. Through an analysis of the status of development and operation of internal and external automated container terminals, it is concluded that public organizations, companies, research centers/schools, and private organizations influence on the development and operation of automated container terminals. The specific role of each organization is also concluded in this study. Based on the findings above, a survey of experts in the organizations of container terminals in Korea has been carried out using AHP method. Through this survey, the order of importance of the related organizations was found to be public organizations, research centers/schools, companies, and private organizations. This research can be referred to make a master plan for the development and operation of automated container terminal in Korea.

Total Factor Productivity Growth and the Decomposition Components of Korean Port-Logistics Industry (항만물류산업의 총요소생산성과 그 분해요인분석)

  • The purpose of this study is to estimate total factor productivity(TFP) growth by stochastic frontier function and to grasp contributing factors of its growth rate by decomposing the total factor productivity into efficiency change, technical progress, scale change, and allocation change. Annual growth rate of total factor productivity for 1990-2003 is 0.019 (1.9%), higher than that of overall industry (0.010). The main component of TFP growth is not efficiency change but technical progress. Contributing factors of total factor productivity growth are change of allocation efficiency in port industry, technical progress in sea-transportation industry, and change of scale efficiency in transportation-equipment industry. The change of total factor productivity shows a decreasing trend since late in the 1990s. The annual technical efficiency of port-logistics industry is less than that of overall industry. Capital elasticity for output (0.391) is higher than labor elasticity (0.227), but scale economy of port-logistics industry is 0.618, which is far from optimal scale economy.
