ARMA International has been leading education and publication in records and information management industry worldwide. This study aimed to trace issues and trends in international records and information management field through analysing the articles brought up in Information Management, which is ARMA International's official magazine. Further analysis was also conducted on noticeable subjects from the magazine in order to realize where we currently are. Scanning the contents of Information Management would definitely provide with implications and suggestions to Korean private companies as well as records management communities.

It becomes more and more important for business survival to have the ability to predict the future with uncertainties increasing faster and faster. To predict the future, text mining tools are one of the main candidate other than traditional quantitative analyses, but those efforts are still at their infancy. This paper is to introduce one of those efforts using the case of company "P" in the steel industry. Even with only four month pilot studies, we found strong possibilities, if not testified robustly, to predict future industrial trends using text mining tools. For these text mining case studies, we categorized steel industry trend keywords into ten components (10 categories) to study ten different subjects for each category. Once found any meaningful changes in a trend, we had investigated in more detail what and how some trend happened so. To be more roust, firstly we need to define more cleary the purpose of text mining analyses. Then we need to categorize industry trend key words in a more systematic way using systems thinking models. With these improvements, we are quite sure that applying text mining tools to analyzing industry trends will contribute to predicting the future industry trends as well as to identifying the unseen trends otherwise.

This study developed a system that can collect, manage, and utilize the travel routes of individuals who tested positive for coronavirus disease 2019 (COVID-19) based on the data standardization and quality management principles and presented the analysis data collected from the existing system. Unlike many other countries in the world, Korea demonstrated a rapid response by conducting epidemiological investigations. Further, the local governments have actively shared the travel routes of individuals who tested positive for COVID-19 to facilitate proactive prevention of the infectious disease per the Infectious Disease Control and Prevention Law. However, currently, there is no standard protocol for the local governments to share the information, thus complicating the process of sharing, managing, and utilizing the collected data. Therefore, this study developed a system that can facilitate sharing of the travel routes of individuals who tested positive for COVID-19 by establishing database construction procedures and using the travel route of COVID-19 patients as per the Disaster & Safety Information Sharing Platform and developing a data processing guideline, a data entry system with default templates, and Open API. Although this sharing system was designed to communicate the travel routes of COVID-19 patients, it can also be utilized in case of other infectious diseases. Therefore, it can be used as a response strategy for future outbreaks of infectious diseases.

우편물량 처리에서 병목현상의 원인이 되고있는 수작업에 의한 순로구분 작업을 원활하고 신속하게 처리하며 집배원의 업무 부담을 경감시키기 위해 자동화가 시도되고 있다. 이러한 자동화된 순로구분기의 개발에 있어 순로구분에 필요한 주소 데이터 베이스를 관리하기 위해서는 각 배달지점에 대한 고유한 ID 부여가 필요하다. 따라서 본 논문에서는 아직 체계화되지 않은 한국 주소의 배달점 코드 설계 방안에 대해서 연구하였다. 먼저 해외 각국의 배달점 코드할당 방법을 알아보고, 배달점 코드의 기본 정의 및 설계 방향을 제시한다. 그리고 각 주소의 고유한 배달점 코드를 설계하는데 있어 여러 가지 방안을 제시하고 각 대안별 장단점 및 설계 방법을 제시하였으며 적합한 설계 방안을 선정하였다. 또한 기존의 주소체계뿐만 아니라 도입 예정인 새주소 체계와의 적합성도 고려하였다. 본 논문에서 제시한 우편번호 앞 3자리와 6자리의 일련번호를 연결한 배달점 코드가 현재의 한국 주소체계 뿐만 아니라 새주소 체계에도 적합할 것으로 판단된다. 마지막으로 몇 가지 적용 사례를 통한 제안한 방안들을 검증해 보았다.

To identify current status of research funding and open access, this study analyzed the data available in science and technology articles had been published by S university's faculty members. The study showed that 71% of the articles funded by their universities or other research sponsors, whereas very few of articles have been self-archived for open access. So, government-sponsored research outputs could not be found in search engine Google Scholar. In developed countries, researchers who have received grants by the public or private sponsors should not only publish articles on scholarly journals but also deposit their digital research outputs in the repositories. Therefore, it is advisable for Korea research sponsors to strengthen and carry out open access mandate related laws. It is very important for universities as well as for their faculties that published articles' impact can be maximized by enabling open access. So, universities may as well construct their repositories and collect the contents with enthusiasm.

Open Science Project, which enables users to access and utilize public research results in a digital format, is being actively promoted overseas, and American university libraries are interested in research support service. Among the three OECD implementation measures, 'capacity building' can be effectively prepared through librarians' research support services. Therefore, this study investigated the policy of research support service implemented in leading American 13 university libraries in preparation for the open science era focusing on the recent literatures and library websites. Based on the best cases of research support service of American university libraries, I analyzed the homepage of 19 domestic research universities' library focusing on scholarly communication service and suggested improvements. In Korea, open access service and management of research data are lacking in terms of experience and expertise. This study result can be used as a basic reference when establishing the research support service plan needed in the open science era in the university library and can contribute to the improvement of the research ability of domestic researchers by introducing internationally competitive research support services.

Today's public sector information is considered an important national asset that has social and economic value. Hence, developed countries are competitively promoting various policies to actively promote access to public sector information and the use of such information for private purposes. The Korean government is also boosting the Government 3.0 policy as a new governmental management paradigm that supports the creative economy. Despite these governmental efforts, since open public sector information is only classified from the supplier's perspective, it is difficult to have access to information for private application from the consumer's perspective and expand private applications because of the problems in identifying the information source. In this study, the concept of data from the user's perspective for the activation of private applications was defined by focusing on public sector information obtained by affiliated organizations of the Ministry of Science, ICT and Future Planning(MSIP). The new classification system was designed by analyzing the classification system of conventional open services of public sector information through investigation.

The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

Growing interest in everyday-life archives and community archives leads to the establishment of small-scale archives in the private sector. Interoperability of descriptive information is necessary to be able to have a link between these factors. The purpose of this study is to explore how descriptive information can be interoperable in private archives, which participate in the archives network, and to suggest a direction in organizing the private and community archives network. For this purpose, it investigated the current situation of archival description in small-scale private archives in Korea, especially in terms of collection, and analyzed descriptive information applied to four foreign archives networks. Based on the analysis, it gives some suggestions for sharing descriptive information in Private and Community Archive Network (PCAN) in Korea.

In the overseas plant construction market, the domain construction firms' construction capability has been greatly improved, but the capability of project management is evaluated to be insufficient compared to the technical aspect. Project management capabilities from the initial planning stage of project execution are regarded as the core competence of advanced construction companies. Among them, it is urgent to improve the capacity of conceptual estimate for domestic companies. In this study, the researchers surveyed and analyzed the methodology of estimating project cost in the planning phase of the plant project and developed an estimation method by conducting a case study analysis. Based on the logic of the cost index and parametric estimation method among the existing estimation methodology, the estimation tool was developed by deriving the input and output variables tailored to the plant project. The validity of the proposed methodology was evaluated by comparing the accuracy between the project estimate amount of the case project and the actual project amount. In order to increase the utilization of the developed conceptual estimate methodology,for plant construction project, it is necessary to systematize the data of the historical project data. Increasing the accuracy of future project cost estimates is directly related to increasing project award and profitability of the domestic construction company.
