A Study on Price Competitiveness for LNG Bunkering in the Busan Port (부산항의 LNG 벙커링 가격 경쟁력 확보 방안)

  • LNG(Liquefied Natural Gas) bunkering has become an important issue with the enforcement of environment regulations in shipping industry required by the International Maritime Organization (IMO). With increased attention on LNG bunkering, many studies that focus on safety, regulation, demand forecasting, and the feasibility of LNG fueled ships have been carried out. However, most of the existing research has not included considerations of the price of LNG bunkering and its competitiveness. This paper, therefore, suggests ways to increase price competitiveness in the LNG bunkering market in the Busan Port. This paper analyzes the LNG bunkering supply mechanism by investigating various LNG bunkering terminal business in the LNG supply market. Factors that determine LNG bunkering price and its elasticity are also identified. Market players who want to operate LNG bunkering terminals in the Busan Port should introduce a merchandising trade method that is able to exclude the "Korea premium" in order to increase price competitiveness. This paper also suggests adoptable strategies such as the use of TPS (Terminal to Ship via Pipeline) type of bunkering service and the importance of location for minimizing initial investment cost.

  • The goal of U-Eco City testbed is im proving the technical com pletion of ubiquitous technology /services which have been developed in other core projects in U-Eco City, by implementing newly developed ubiquitous technology/services to testbed. When the newly developed ubiquitous technology/services are implemented in the testbed, we will monitor whether the developed ubiquitous technology/services can be applied in the real situation and if they have problems we will find out the solution to solve the problems. In addition to this we have goal to sale experience of construction of U-Eco city testbed to the local governments and foreign cities. To accomplish this goal, it is necessary to make the guideline for the construction of U-Eco City. Final goal of this research is develop guideline for the construction of U-Eco City. I developed the framework of U-Eco City construction guideline by i) analyzing problems when the local governments try to construct U-City, ii) finding out general idea of Eco City and investigate connection between Eco City and U-City, iii) analyzing main steps of constructing U-City, and iv) matching the all the issues and considerations into process of u-Eco city construction steps.

Suggestion for Integrated Process Quality Control for Facility Management of Smart City at Construction Stage (Smart City 시공단계 시설물 통합품질관리 프로세스 제안)

  • Korean government is promoting "K-Smart City" to overseas market which is an integrated solution of construction industry with ICT(Information and Communciations Technologies) industry. Due to nature of Smart City, construction quality and the development quality of the facilities need to be established to improve the overall quality. However, guidelines and regulations to initiate quality control for Smart City are behind the actual demand. This deficiency is bringing quality control for construction and ICT to be controlled separately causing lack of synergy and resulting in overall quality degradation. This research is designed to improve the construction quality of Smart City during its establishment stage by integrating ICT system with on-site construction (Integrated control center and on-site equipment). The adoption of this research to a real Smart City case had resulted in 22% reduction of construction inspection failure (Audit), and also allowed Construction Company to pre-align quality control of all purchased items of ICT Infra that resulted in 18% reduction of nonconformity, thus contributing to an overall quality improvement. This research is expected to be used widely among all construction industry of Smart City.

Evaluations on the Compaction Energy Effects on the Soil Compaction at Sub-Zero Temperature (영하에서의 다짐에너지에 따른 다짐 효과 평가)

  • Due to the population growth and exhaustion of resource, the development on the harsh environment such as cold weather is emerging as an alternative for new resource development. The permafrost area covers about 14 percent of the world's land area and the global construction market for such area is rapidly expanded. Whereas the developed countries have already recognition of the need for research of coldest place and invested heavily in technology development, the domestic technology for the coldest place development is less developed and related research has rarely been performed. There is not a detailed national specification standard for the strength and deformation properties of the earthworks at sub-zero temperature but simple field directions. Therefore, the D compaction tests were conducted on the sand with fine contents of 0%, 5%, 10% and 15% at room temperature ($18^{\circ}C$), $-3^{\circ}C$ and $-8^{\circ}C$ to investigate the effect of the compaction energy on the compacted soils at sub-zero temperatures. Based on the test results, the larger compaction energy, the larger maximum dry unit weight under sub-zero temperature and D type compaction at $-3^{\circ}C$ show similar max. dry unit weights as those obtained from the compaction at the room temperature. However, compaction at $-8^{\circ}C$ showed significant performance degradation regardless of the compaction energy.

Using Logistic Regression for Determining the Factors Affecting Bidding Success in World Bank's International Consulting Projects in Indonesia (로그 회귀분석을 이용한 해외 엔지니어링 사업의 낙찰 성공 요인 분석 - 세계은행의 인도네시아 사업을 중심으로-)

  • World Bank projects enable Korean engineering firms to enter new markets and diversify their portfolio. These firms need to understand the critical factors for bidding success in such projects. The World Bank publishes as open records all their bidding history data in their open database. This provides an opportunity to identify empirically the factors that determine which firms on chosen. This research collected relevant bid data, focusing on Indonesia, to perform a logistic regression with the goal of statistically identifying significant factors that result in bidding success. Results showed that work experience, being included in a consortium, and having a local partner positively affected winning a bid. On the other hand, having a local competitor of the recipient country negatively impacts the chances of attaining a bid. Commensurately, Korean engineering firms need to increase their work experience in internationally recognized projects, and include a local partner as a joint venture partner to increase their chances, while refrain from conventional projects that can be performed by local engineering firms.

Measures of International Standardization in Korean Landscape Drawing Practice (한국 조경제도의 국제표준화 방안)

  • WTO/TBT aims to reduce impediments to trade resulting from differences between national regulations and standards. Where international standards exist or their completion is imminent, the Code of Good Practice says that standardizing bodies should use them, or the relevant parts of them, as a basis for any standards they develop. Drawing is a formal and precise way of communicating information about the shape, size and, features. In addition, drawing is a part of the universal language of engineering. However there are many differences between international landscape drawing standard ISO 11091 and Korean landscape drawing practice(KLDP). The result of a comparison of ISO 11091 with KLDP and suggestions for international standardization of KLDP are summarized as follows. First, Among the 33 kinds of conventions from ISO 11091, 2 similar kinds and 15 different kinds from KLDP and 16 kinds of conventions which exist only in ISO 11091 appeared-for the international standardization of KLDP, it is necessary to make an extensive alteration of KLDP. Second, Europe Unity countries accepted ISO 11091 and are using it as their national standard for landscape drawing. Even Japan has accepted ISO 11091 on their civil engineering drawings and is using it as their national standard. Therefore, we need to hasten KS standard enactment based on ISO 1091. Third, For the KS standard of construction drawings, the degree of international standardization is rising even though there are still differences from the ISO standard. Therefore, since the burden on the international standardization of KLDP is expected to be weighed, preparations should be quickly brought about in the practice fields. Fourth, Since in the landscape planting ordinances of local independent governments is the standard presented by categorizing trees into evergreen and deciduous, such parts should be modified and introduced when enacting the KS standard based on ISO 11091. Fifth, For the enactment of the KS standard for landscape drawings, a wide range of opinions should be collected by the relevant landscape organization by installing a committee, and based on its recommendation, an application for the KS standard enactment of landscape drawing should be made to the chief of Ministry of Knowledge Economy.

Research on ITB Contract Terms Classification Model for Risk Management in EPC Projects: Deep Learning-Based PLM Ensemble Techniques (EPC 프로젝트의 위험 관리를 위한 ITB 문서 조항 분류 모델 연구: 딥러닝 기반 PLM 앙상블 기법 활용)

  • The Korean construction order volume in South Korea grew significantly from 91.3 trillion won in public orders in 2013 to a total of 212 trillion won in 2021, particularly in the private sector. As the size of the domestic and overseas markets grew, the scale and complexity of EPC (Engineering, Procurement, Construction) projects increased, and risk management of project management and ITB (Invitation to Bid) documents became a critical issue. The time granted to actual construction companies in the bidding process following the EPC project award is not only limited, but also extremely challenging to review all the risk terms in the ITB document due to manpower and cost issues. Previous research attempted to categorize the risk terms in EPC contract documents and detect them based on AI, but there were limitations to practical use due to problems related to data, such as the limit of labeled data utilization and class imbalance. Therefore, this study aims to develop an AI model that can categorize the contract terms based on the FIDIC Yellow 2017(Federation Internationale Des Ingenieurs-Conseils Contract terms) standard in detail, rather than defining and classifying risk terms like previous research. A multi-text classification function is necessary because the contract terms that need to be reviewed in detail may vary depending on the scale and type of the project. To enhance the performance of the multi-text classification model, we developed the ELECTRA PLM (Pre-trained Language Model) capable of efficiently learning the context of text data from the pre-training stage, and conducted a four-step experiment to validate the performance of the model. As a result, the ensemble version of the self-developed ITB-ELECTRA model and Legal-BERT achieved the best performance with a weighted average F1-Score of 76% in the classification of 57 contract terms.
