Analysis on the Electronic Resource Collections in Korean Universities (국내 대학도서관의 해외전자정보 구독 현황 분석)

  • Most university libraries in Korea have expanded the subscription of high-quality electronic resources in their amount and category, which are directly available to academic and research users via the web. Despite more than a decade's history, however, a lack of statistics made it difficult to get the overall pictures of electronic resources subscription status in Korea. The purpose of this study is to provide the analysis on nationwide statistics survey of how much money are spent on electronic resources, what kinds of subject resources are mainly subscribed, and how they are used and required by academic users, etc. Some comparisons are made with several factors that have effect on collection development of university libraries. This study will contribute to the future selection and subscription of electronic resources.

  • 글로벌 시대에 있어서 우리나라 귀금속 분야의 국제적인 경쟁력을 높이기 위해서는 전자상거래를 도입하여 유통경로를 간소화하고 거래의 투명성을 확보하는 것이 필수적이라 할 수 있다. 이는 각 기업의 경쟁력제고 및 소비자를 보호할 수 있으며, 국가 자원 관리적 측면에서도 효율성을 기할 수 있을 것이다. 이러한 관점에서 본 논문에서는 귀금속 소비재 분야의 B2B 전자상거래 모델을 쥬얼리코리아의 사례를 통해 제시하였다. 쥬얼리코리아는 귀금속 소비재 부문의 e 마켓플레이스를 구성하여 귀금속 생산업체가 각각 독립적인 입점업체로 참여하고, 국내 소매상과 해외바이어가 구매자로 참여하여 기존의 메이커(제조업체)-도매상-중상인-소매상의 4 단계 유통경로를 축소하여 각 생산업체에서 소매상간 직거래가 가능하도록 하는 것이 핵심이다. 여기에 금, 나석 등 원자재 공급업체와 각종 설비 및 기계장치의 공급업체, 귀금속 제조관련 교육기관, 여행사 등이 참여하여 다양한 제품 정보와 서비스를 제공함으로써 기존의 폐쇄적인 유통체계와 정보체계를 해소하고 귀금속의 종합적인 정보창고로서의 역할도 수행한다. 또한 해외바이어 정보와 Inquiring 정보, 해외쥬얼리쇼정보 등을 제공함으로써 해외시장 개척과 수출 증대에도 기여한다.

  • 디지털 정보의 비중과 그에 대한 의존도가 현격이 높여져감에 따라 디지털 정보자원의 효율적인 수집, 저장 방법의 논의가 활발해져가고 있다. 이런 디지털 라이브러리의 분야에서 학술정보의 자유로운 이용(Open Access)에 대한 개념은 확고한 기반을 다져가고 있으며, 기술적 지원으로 제공된 OAI 프로토콜을 활용하여 해외의 학술자료들을 수집, 저장하여 배포하는 과학기술정보 유통체제는 이미 큰 이슈로 자리잡고 있다. 한국과학기술정보연구원(KISTI)은 과학기술중앙정보센터로서 논문, 특허, 연구보고서, 사실정보, 생물다양성정보 등을 비롯한 다양한 종류의 과학기술관련 데이터베이스를 구축, 수집하여 서비스 하고 있다. 이에 국내외 과학기술 정보의 종합포털 및 디지털 전자유통 체제를 확립하기 위해 OAI 프로토콜을 통한 학술자료의 유통이 요구된다. 본 논문에서는 OAI 기반 지식정보 수집 저장시스템인 stOAI(OAI 과학기술유통시스템)을 구축, 개발하였다. 본 시스템은 해외학술자료들을 OAI 프로토콜을 통해 수집 저장하여 Yeskisti(과학기술정보포털서비스)의 OA(Open Access)를 통해 해외저널을 무료로 배포하며 또한, KISITI의 과학기술정보를 효율적으로 외부 정보서비스 연계기관에게 제공하게 된다.

In the context of the emerging knowledged-based economy or knowledge society, innovations and capacity of the national information system to collect, disseminate, and preserve the most important STM journals are becoming increasingly fundamental determinants of national prosperity and survival. It is essential that the scholarly or scientific communication system must provide the cost-effectiveness access to scholarly journals in support of research and development in Korea.

  • Korea's information dependency on the foreign information is high and the domestic information production volume absolutely insufficient. So, research and academic library will select information resources through the limited budget and back up the research and development. This paper propose methods using union cataloging for effective journal collection development through a case study on the OCLC Collection Analysis system and Ulrich Serials Analysis System(USAS).

  • Recently electronic journal articles prevail throughout researchers because of the development of internet and electronic publishing technology. It is caused by limited collection development budget, lack of physical storage space for printed journals in libraries, and the user convenience of web services. But from the view of ownership, electronic journals can be unfavorable to information users or libraries who cannot have the permanent right to access all the subscribed journals. Actually the libraries only have right to access journals for subscription periods in using electronic journals. So the users and libraries are willing to purchase printed journals in spite of high cost. As an basis for collaborative collection development and sharing preservation of Korean libraries for the foreign journals, the data analysis is carried out for the journals collection in terms of regional distribution, overlapping status, and journal subject. And the considerables are discussed for collaborative strategic collection development, which means the reduction of overlapped subscription and maximization of utilization in a national standpoint.

  • 본 연구의 목적은 바이오뱅크(생명연구자원 소재은행)분야의 연구데이터 관리 및 서비스 동향을 고찰하고 시사점을 도출하는데 있다. 바이오뱅크 분야의 연구데이터 관리 및 서비스와 관련하여 해외 선진 사례를 프로그램과 서비스 모델측면에서 조사하였다. 조사된 프로그램과 서비스 모델은 ATCC(American Type Culture Collection), BIobank Data Sharing (MIABIS 2.0 Core), WDCM(World Data Center for Microorganism/Word Federation for Culture Collection)이다. 각각의 프로그램과 서비스 모델에서 시사점을 도출하였으며, 본 연구에서는 이를 기반으로 국내 생명연구자원 바이오뱅크 분야의 연구데이터 관리 및 서비스를 위한 시사점을 제시하였다.

A Review on Coal Exploration in Indonesia: The Cases of Korean Public-private Cooperation (인도네시아 석탄 탐사에 관한 고찰: 해외자원개발 조사사업 지원사례들)

  • Indonesia coal is widely consumed as a major energy source in Asian countries, such as China, India, and Korea. In the paper, the characteristics of the coal-bearing basin and coal deposits in Indonesia are comprehensively reviewed using the exploration data accumulated through the coal exploration projects supported by Korean government subsidy. Cenozoic coal bearing sedimentary basins in Indonesia extensively contain coal deposits and are most productive in East Asia. Properties of coal deposits are variable depending on stratigraphy, depositional histories and tectonics. Eocene coal deposits tend to have thinner coal thickness and fewer numbers of coal seams, but have been major exploration targets due to higher calorific value and good coal quality. Late Oligocene-Early Miocene coal deposits occur in small scales, but are suitable enough for small to medium-sized coal mines. Miocene-Pliocene coal deposits, which are widely distributed across East Kalimantan and Sumatra, are being actively mined by taking advantage of thick coal thickness and abundant reserves in spite of their lower calorific values. The experience of various exploration informs that we need to have an overall understanding on geological conditions for successful coal exploration. The details on coal-bearing basin and coal deposits in Indonesia provided through the paper will be useful data for up-coming exploration activities by Korean companies.

Strategies for Expanding Foreign Electronic Scholarly Information Resources (해외전자학술자료 확충 전략에 관한 연구)

  • The purpose of this article is to present comparative analysis of electronic information purchase in Korean university libraries relative to university libraries overseas. An overall comparison is made between libraries in Korea and in the U.S. in terms of their budget for electronic information. In addition, we compared the lists of web databases in service among three top-tier Korean universities and nine foreign universities(6 in the U.S., 1 in Canada, 1 in Australia, and 1 in China). The findings show that Korean universities tend to subscribe heavily to electronic journals packages than competing libraries overseas. However, in terms of providing subject-based reference databases, our libraries are far behind even mediocre institutions in these countries. We propose a number of recommendations to strengthen national licensing of electronic scholarly materials as a way to enhance access to electronic information through university libraries.
