Introduction to the first pilot plant project for geothermal power generation in Korea (국내 최초 지열발전 pilot plant 프로젝트 개요)

  • 지구온난화와 화석연료 고갈에 대한 우려로 전세계적으로 신재생에너지의 개발 및 활용이 본격화되고 있다. 특히, 다양한 신재생에너지원 중에서 날씨 및 계절에 의한 영향, 기저부하 담당, 지상 점유 면적, 소음 등 생활환경 영향, 경제성 등을 고려할 때 지열에너지는 미래 청정에너지원로서 기대와 관심이 집중되고 있다. 화산이 존재하지 않는 우리나라에서의 지열발전은 거의 불가능한 것으로 인식되어 지금까지의 심부 지열에너지 개발 프로젝트는 대부분 지역난방, 시설영농 등 직접이용을 목표로 추진되어 왔다. 그러나, 2003년부터 한국지질자원연구원에서 수행한 포항 심부지열에너지 개발사업의 결과로 얻어진 다양한 지질학적/지열학적 증거들을 토대로 분석한 결과, 국내 일부 지역에서는 지하 5 km 심도에서 최대 약 $180^{\circ}C$의 지온이 예상되어 국내에서도 심부 지열에너지를 이용한 지열발전에 대한 가능성이 제기되어 왔다. 여기에, 유럽과 미국 그리고 호주 등 선진국을 중심으로 비화산 지역에서 지하 심부에 인공적으로 지열저류층(파쇄대)을 생성하고 이를 통해 열매체(물)를 순환시킴으로써 생산된 증기를 발전에 활용하는 EGS (Enhanced Geothermal System) 기술이 개발되고 몇몇 성공사례가 발표되었다. 또한, 이러한 기술개발에 힘입어 EGS 지열발전에 대한 선진국의 과감한 연구비 투자가 이어졌다. 이러한 기술적 배경에 발맞추어 우리나라에서도 2010년 12월에 EGS 지열발전 과제가 착수되었다. 이 프로젝트는 아시아에서는 최초로 수행되는 EGS 기술 개발과제로서 2015년까지 약 480억원의 R&D 예산을 투입하여 MW급의 지열발전 pilot plant의 구축을 목표로 하고 있다. 프로젝트가 성공적으로 추진될 경우 국내외적인 파급효과는 매우 클것이다. 특히 2015년까지 1.5 MW의 pilot plant의 구축이 성공적으로 추진될 경우 국내에서는 2017년까지 3 MW 이상, 2020년까지 20 MW이상, 2030년까지 200 MW 이상의 지열발전이 가능할 것으로 기대된다. 또한 축적된 기술개발 경험을 바탕으로 인도네시아, 필리핀 등의 해외의 지열발전 사업에도 진출할 수 있는 계기가 될 것이다. 프로젝트는 넥스지오를 주관기관으로 하고 한국지질자원연구원, 한국건설기술연구원 및 서울대학교 등의 지질자원 관련 연구 및 교육기관과 포스코, 이노지오테크놀로지 등의 산업체가 참여하여 컨소시엄 형태로 추진하고 있으며, 향후 관심있는 여러 기관 및 산업체의 지원과 참여를 기대한다.

Assessment of FEED Structure and Functions for Project Management of Thermal Power Plant Construction (사업관리 관점의 FEED 업무 프로세스 구조 및 항목 평가 - 화력발전소를 중심으로 -)

  • FEED (Front End Engineering and Design) is the key area that determines the competitiveness of procurement and construction in the EPC contracts especially in terms of the added value. Nevertheless, previous researches in FEED have been limited to the process and deliverable of design work or the particular management business function (e.g. System Engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED structure and its functions from the project management perspective throughout the whole project life-cycle for thermal power plants. Proposed FEED business procedures are classified into three levels; First level is the classification of FEED business phases, the second level defines major FEED management functions, and the third level is detailed FEED functions. A survey using proposed FEED functions and assessment variable was conducted in order to analyze the current status and the areas for future improvement. It is expected that the proposed structure, functions, and evaluation methodology for FEED management will contribute to effective practice of FEED as well as to improvement of competitive capability for engineering, procurement, and construction (EPC) companies.

Suggestion for Integrated Process Quality Control for Facility Management of Smart City at Construction Stage (Smart City 시공단계 시설물 통합품질관리 프로세스 제안)

  • Korean government is promoting "K-Smart City" to overseas market which is an integrated solution of construction industry with ICT(Information and Communciations Technologies) industry. Due to nature of Smart City, construction quality and the development quality of the facilities need to be established to improve the overall quality. However, guidelines and regulations to initiate quality control for Smart City are behind the actual demand. This deficiency is bringing quality control for construction and ICT to be controlled separately causing lack of synergy and resulting in overall quality degradation. This research is designed to improve the construction quality of Smart City during its establishment stage by integrating ICT system with on-site construction (Integrated control center and on-site equipment). The adoption of this research to a real Smart City case had resulted in 22% reduction of construction inspection failure (Audit), and also allowed Construction Company to pre-align quality control of all purchased items of ICT Infra that resulted in 18% reduction of nonconformity, thus contributing to an overall quality improvement. This research is expected to be used widely among all construction industry of Smart City.

An Investigation on the Propriety of Ratio-Unit Price Method for Estimating Demolition Cost (해체 공사 원가분석을 통한 비율단가 적용방식의 적정성 검토)

  • A new and extendable highway should be planned and budgeted by estimating the total construction cost on the basis of the precise cost data. However, the demolition or disjointing cost could not reflect construction site condition sufficiently because it was simply estimated by multiplying the highway structure installation cost by the regular ratio($10\~70\%$) specified in the Korea Standard Estimate. The regular ratio for estimating of demolition and disjointing cost was calculated by not actual construction cost data but subjective experiences of field manager. Therefore, the reliance of the estimated demolition or disjointing cost has been declined. The primary objective of this study is to purpose the standard for estimating proper demolition or disjointing cost of relevant items through various site analysis and survey, and to investigate on the propriety of ratio-unit price method for estimating demolition and disjointing cost.

  • In order to facilitate the application of BIM technologies in construction projects, a lot of developed countries such as Singapore and the United States are developing a technology development road-map of BIM. In order to develop it, current status of BIM technology in domestic projects must be analyzed in advance. In this study, the element technologies of BIM was identified and the current status and the importance priorities of them were analyzed and evaluated. The result shows that the level of technology developments is behind that of other advanced countries in most of the elements. In technology importance analysis, the BIM based preliminary planning technology and the standards for BIM service contracts are ranked in the high position and their developments are also delayed in Korea. The results of this analysis could show the direction of BIM technology development and also be used for developing the technology roadmap of BIM.

Development of a Cloud-Based Infrastructure Engineering Design Platform Prototype (클라우드 기반의 인프라 엔지니어링 설계 플랫폼 프로토타입 개발)

  • Infrastructure engineering is a field that supports construction (assembly) as a representative industry that creates high added value and jobs by combining science and technology with knowledge, though its importance is underestimated. According to a report from the Ministry of Land, Infrastructure and Transport (Korea), the value-added rate (65.3%) of the engineering industry and the employment inducement coefficient (14 employees per billion won) are three times higher than in manufacturing. In particular,the forward value chain (such as project management and basic design) accounts for less than 10~15% of the total project cost but determines the overall price and quality of the infrastructure facilities. In this study, a work break-down system, design support module and database development method for road design projects for design platform development is presented. Based on the presented development method, a cloud-based infrastructure design platform's prototype is developed. The developed infrastructure engineering platform is expected to provide a web-based design work environment without time/space restrictions and greatly contribute to winning overseas business orders and securing competitiveness.

Research Status on the Radionuclide and Colloid Migration in Underground Research Facilities (지하연구시설에서 핵종 및 콜로이드 이동 연구 현황 분석)

  • In this study, research status on radionuclide and colloid migration in underground research facilities including KURT (KAERI Underground Research Tunnel) was investigated. Some foreign underground research facilities constructed in crystalline rock formations such as granite were briefly introduced and compared. International joint researches concerned with the radionuclide and colloid migration were investigated particularly for the Grimsel Test Site (GTS) and $\ddot{A}$sp$\ddot{o}$ Hard Rock Laboratory by analyzing major research items, on-going research projects, and future plans.

A Study on Regulations and Strategies for Increasing the Chinese Construction Market Share post the FTA between Korea and China (한중FTA 이후 중국 해외건설업의 규제실태와 진출 활성화 방안 연구)

  • This study analyzes difficulties of enterprise activities in Chinese construction market by surveys on early entrants and interviews with experts. This study also suggests future strategy to enter the market by using inducement coefficient model. Korean construction companies in China are under heavy pressure to maintain requirement of licenses, despite recent deregulation. They are in dire predicament for market entry due to the Foreign Direct Investment System. It is almost impossible to participate in public projects and also it is not easy to do PPP projects. Therefore, Korean government should make more efforts to solve those issues through negotiations in FTA and GPA. For future expansion in Chinese construction market, it is highly recommended to boost cooperation models between Korea and China according to the empirical results of inducement coefficient model. Korean companies should collaborate with Chinese companies in some fields: smart city, environment and water treatment. Also, Korean government should support Korean companies by diplomatic means such as requesting for further opening of China's market. In GPA or GATS negotiation, Korean government should ask Chinese government that Korean companies can obtain order independently (without joint venture with Chinese companies) in China. Lastly, Korean construction companies should participate in construction projects ordered by international organizations such as ADB, AIIB.

Research on ITB Contract Terms Classification Model for Risk Management in EPC Projects: Deep Learning-Based PLM Ensemble Techniques (EPC 프로젝트의 위험 관리를 위한 ITB 문서 조항 분류 모델 연구: 딥러닝 기반 PLM 앙상블 기법 활용)

  • The Korean construction order volume in South Korea grew significantly from 91.3 trillion won in public orders in 2013 to a total of 212 trillion won in 2021, particularly in the private sector. As the size of the domestic and overseas markets grew, the scale and complexity of EPC (Engineering, Procurement, Construction) projects increased, and risk management of project management and ITB (Invitation to Bid) documents became a critical issue. The time granted to actual construction companies in the bidding process following the EPC project award is not only limited, but also extremely challenging to review all the risk terms in the ITB document due to manpower and cost issues. Previous research attempted to categorize the risk terms in EPC contract documents and detect them based on AI, but there were limitations to practical use due to problems related to data, such as the limit of labeled data utilization and class imbalance. Therefore, this study aims to develop an AI model that can categorize the contract terms based on the FIDIC Yellow 2017(Federation Internationale Des Ingenieurs-Conseils Contract terms) standard in detail, rather than defining and classifying risk terms like previous research. A multi-text classification function is necessary because the contract terms that need to be reviewed in detail may vary depending on the scale and type of the project. To enhance the performance of the multi-text classification model, we developed the ELECTRA PLM (Pre-trained Language Model) capable of efficiently learning the context of text data from the pre-training stage, and conducted a four-step experiment to validate the performance of the model. As a result, the ensemble version of the self-developed ITB-ELECTRA model and Legal-BERT achieved the best performance with a weighted average F1-Score of 76% in the classification of 57 contract terms.

Proposed Sustainability Risk Framework through the Analysis of Advanced Donor Countries' International Development Cases (선진 공여국의 국제개발 사례 분석 기반 지속가능성 리스크 프레임워크 제안)

  • The goal of international development projects is to assist sustainable development in recipient countries through foreign aid from donor countries. However, despite the need for both countries to negotiate and work together from the initial stages to maintain sustainability after the project, clear guidelines or standards have not been established. Additionally, despite the need for donor countries, which are relatively advanced, to understand the situation of recipient countries, many projects are donor-centric and fail to prioritize the value of sustainability. Therefore, this study extracted economic, social, and environmental risks that threaten sustainability through literature review and proposed a sustainability framework based on these criteria. To validate framework, actual international development cases conducted by advanced donor countries such as Australia, the United States, and Japan, in collaboration with South Korea, were analyzed by applying content analysis with the reports, which covers the overall contents from the planning stage to the operation stage. Analysis of sustainability perspectives focused on economy, society and the environment, advanced donor countries emphasized (1) the importance of pre-assessment, (2) the need for coordination with the local population and communities despite the existence of donor-specific values, and (3) addressing economic considerations such as pre-operational and maintenance costs, social communication with the local population, and environmental considerations starting from the initial stages of construction regarding the treatment of pollutants as values to be improved. Compared to other advanced donor countries, the Republic of Korea should also focus on consultation with local residents to achieve social integration, and improve sustainability by deployment the managers in local sites for better negotiation.The proposed framework in this study will serve as a tool to enhance communication among the countries and the locals, with the expectation of increasing project efficiency and sustainability.
