항로표지 기반의 해양환경정보 활용 방안 연구

  • 항로표지 기반 정보의 디지털화 및 표준화를 위해 개발 중인 스마트 항로표지는 단순한 항로표지 및 수집 하드웨어가 아닌 해양정보 플랫폼의 개념으로, 해양에서 분석하고 싶은 정보가 있을 경우 스마트 항로표지에 센서 등을 설치하여 정보를 분석할 수 있다. 이에 항로표지를 이용하여 방사능, 미세플라스틱 및 해양부착생물에 관련된 정보를 생성하여 일반사용자, 기관 및 연구자에게 제공함으로써 일본 오염수 해양 방출, 플라스틱 사용의 증가로 인해 발생하는 미세플라스틱 및 지구온난화 등의 기후변화로 인한 해양 생태계 및 환경의 변화에 대응하고자 한다.

  • In order to facilitate the private maritime security system with high quality guard services, the status of private security companies and the security instructor system which has been operated in land side, are analyzed. Through screening the spectrums of private maritime security and analyzing the status of maritime security guard, the characteristics and expertise of maritime guard service, and it's system need are elicited. we propose the system of marine civil guard officer who will play a major role in private maritime security domain, and design the job requirements, the subjects of qualification test and the education program to enhance his professionalism and practicality. Moreover, the enactment of a provision on marine guard company in Marine guard law will be the platform to develop a private maritime security industry and to strengthen international competitiveness through supervising and piloting private guard service at sea by Korea coast guard.

A Study on Objective and Content Domains of Marine Education in the Fish and Marine High School (수산·해운계 고등학교 해양교육의 목표영역과 내용영역에 관한 연구)

  • In this research, there was an investigation about the objective and content domains concerning marine education in the Fish and Marine High School. Also, validity and guidance level on the classification were analyzed. According to the analysis, analyzing guidance level of Marine related contents which are included in school marine education is as follows. There are 971 information and knowledge domains, 710 skill domains, 5 value and attitude domains and 8 behavior and participation domains in the objective domain in school marine education. The number of the knowledge domains was most while attitude domains was least. Content domain of school marine education consists of 774 ocean human and marine ecology domains, 461 artificial marine environment and facility domains, 290 marine resource domains, 76 marine pollution domains, 123 marine conservation and measure domains. So, ocean human and marine ecology domains were most while ethics of marine conservation domains were not included.

  • Recently demands for marine development are increasing due to limitation of land-based resources, occurrence of the demands for the new materials and the increase of marine transportation among nations. Development activities in marine area give rise to external dis-economic effects to marine species and their habitats. Marine Spatial Planning(MSP) is a system devised to seek sustainable use of marine ecosystem, and to overcome conflicts between conservation and development This paper 1) analysed the effects of MSP in three aspects: economic, ecological and political effects, 2) explained reasons why MSP is necessary in the Korean marine policy and 3) suggested the prerequisites for successful adaptation of MSP in Korea.

  • Advanced maritime countries such as U.S., Canada, Australia, have been initiated in integrated oceans management through enactment of oceans laws and establishment of ocean policies since UNCLOS and Agenda 21. However, the oceans policies of U.S., Canada and Australia show some limitations in view of integration because of its inherent characteristics of federal government systems. The U.S., Canada and Australia have not a leading agency for integrated oceans policies, have not included jurisdiction of local governments in federal government oceans policies, and have not addressed support to private oceans sector in their ocean policies. Instead, those countries have established ad-hoc oceans committee to achieve cooperation and coordination in oceans management.

  • In this manuscript the characteristics of marine environmental sciences and technology was depicted in the aspect of marine biotechnology, and the prospect of Korean society of Marine Environmental Engineering were suggested. Firstly definitions and main features of marine biotechnology and marine environmental sciences and technology were mentioned, and the long-term trends of environmental sciences and technology and the role of marine biotechnology to contribute for the development of marine environmental science and technology were described. The present state of the art for domestic research activities in the fields of marine environmental science and technology was reviewed and future directions for developing the Korean Society of Marine Environmental Engineering were suggested and discussed through understanding the present problems and solving those problems.

Key Recommendations for MPA Management in Korea (우리나라 해양보호구역의 효과적 관리를 위한 정책 제안)

  • The purpose of this paper is to overview Korean MPA, to figure out the problems of current system and to give policy suggestions for effective management for Korean MPAs. Results show that different types of MPAs are established based on different legislations but there is no effective control system for integrated management. In addition, Korean government can not use the function of MPAs due to the insufficient regulation for harmful activities within MPAs. Finally, this paper recommends four policy suggestions for effective management of Korean MPAs; legal requirements of MPA designation, establishment of national authority for MPA management, application of no-take MPAs for fisheries management and establishment of MPA network.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention low" had entered into force from January 20, 2008, the education system for marine pollution prevention manager is to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between old "marine pollution prevention act" and new "marine environment management act".

  • 해양기본지리정보란 해양의 여러 정보 중 기초적인 주요지리정보로서 연안 및 해양의 지형 및 경계등의 위치 및 속성에 관한 정보를 말하며, 이러한 정보는 국가기본지리정보 체계와 다양한 해양정보시스템의 기본데이터 항목으로 사용된다. 해양기본지리정보구축을 위해서는 먼저 해양기본지리정보의 항목이 선정되어야 할 것이다. 또한 해양의 측량, 관측분야에서도 급격한 기술의 발달에 따라 선정된 항목의 기존 획득자료의 활용성 여부에 대한 분석이 필요하다. 이러한 자료검증과정을 통해 기본 지리정보 자료획득에 대한 계획을 수립할 수 있을 것이며, 수립된 계획을 바탕으로 정확도 높은 자료의 획득을 위해 노력해야 한다. 다양한 방법에 의해 획득 및 구축되어진 해양기본지리정보는 해양수산관련 정보화시스템과 인터넷 등을 통해 여러 분야에서 활용 및 제공되어질 것이다. 해양기본지리정보와 나아가 해양지리정보체계의 보다 나은 구축을 위해 기존의 해양관련지리정보 및 외국사례의 분석을 통해 현재 추진중인 해양기본지리정보 구축의 방향 및 구축자료의 활용방안에 대해 간략히 언급해 보았다. 해양을 보존 관리하기 위해서는 다양한 정보를 유기적으로 구축, 관리 및 공급할 수 있는 지리정보시스템(Geographic Information System, GIS)의 중요성은 앞으로도 계속 커질 것이다.

  • Understanding mutual impacts between the ocean and human beings is integral to sustainability of the Earth. Ocean literacy, therefore, is placed as a new paradigm of marine education in North America and Europe. Reflecting this movement, it is necessary for Korean marine educators to discuss conceptualization and future directions of Korean marine education. We reviewed marine education of North America as well as Korea in the domains of formal and informal marine education. We provide the definition, goal, and future recommendations for Korean marine education.
