일본의 해양 분야 위성 활용 정책 고찰

  • UN과 우주 강국을 중심으로 위성을 활용한 국제협력이 강화되고 있는 추세임. 특히 미국과 유럽 등 전통적인 해양 강국은 위성의 해양 분야 활용도를 확대하고 있으며 국제 협력도 구체화하고 있음. 'Space Rush'와 'Ocean Rush'에 이은, 우주와 해양의 통합 관리체제를 통한 새로운 해양강국 출현의 시대로 접어들 가능성도 있음다. 이번 논문에서는 우주 강국인 일본이 추진하고 있는 우주와 해양 융 복합 전략을 분석하였음. 이를 위해 일본의 해양과 우주의 행정 협업, 우주기본계획 중 해양분야, 제2차 해양기본계획 중 우주(위성 분야), 해양 분야 인공위성 활용 사례 및 국제 협력 사례 등을 제시하였음. 일본의 해양 분야 위성 활용과 위성을 활용한 국제 해양 협력은 향후에도 지속되고 확대될 것으로 판단됨.

  • 본 논문은 2014년 세월호 사고 이후 해양재난사고에 대한 국민들의 경각심이 고조되었으며 해양레저인구증가로 인한 해양사고가 증가되는 상황에서 사고예방 및 해양안전문화 고취를 위한 해양안전교육센터 구축하고자 수요추정을 수행하였다. 특히, 우리나라 대부분의 해양안전체험관과 유사한 체험관들은 대부분 전라, 경기지역에 분포하고 있어 지역 편향을 해소하는 차원에서 동남권 안전센터 구축이 필요한 상황이며 해양레저 및 해양산업의 중심이 영남권에 위치하고 있기 때문에 안전교육센터의 구축의 정책적인 타당성이 있다. 본 논문에서는 해양안전교육센터 수요추정을 중력모형을 활용하여 수행하였으며 사회경제적인 타당성의 근거로서 활용이 가능할 것으로 기대된다.

Study to Improve the Legal System to Reduce Marine Accidents caused by Marine Plastic Litter (해양 플라스틱 쓰레기에 의한 부유물 감김 해양사고 저감 정책방안 연구 - 법제도 측면 개선 중심으로 -)

  • Over the last ten years, the number of entanglement marine accidents has increased more than other accident types. This study analyzed the annual statistical report of marine accidents from the Korea Maritime Safety Tribunal and Korea Coast Guard. Despite some discrepancies between data of the two organizations, it was found that marine accidents involving fishing vessels were more prevalent than those involving non-fishing vessels. In addition, the main floating materials that caused wounded entanglement accidents were fishing nets, fishing gear, and ropes, and the proportion of them was high. Foreign and domestic policies on marine plastics recognize most marine plastics as marine environmental hazards and focus on marine litter recovery and the prevention of marine pollution. The representative Acts related to the marine environment and marine litter, the Marine Environment Management Act and the Marine Waste and Sediments Management Act, recognize marine litter as a type of marine waste, and deal with the types and definition of this waste. However, clearly defining marine waste is difficult. Therefore, this study tried to examine the relevant legal system of marine litter on ship operation and suggested improvement measures. Moreover, the definition of marine litter for the safe navigation and operation of ships was clearly proposed.

  • This paper covers the issues including geopolitical effects of sea power on sea space in East Asia and its nature in a perspective of the past and the present. This paper analyzes the significance of Sea Power which is emphasized in Mahan's Theory of Insular Dominance and grasps the geopolitical nature of Sea Power. Along with this awareness, it deals with the problem of designated strategic phenomenon that is spreading to the Pacific Ocean with the concept of the Island Chain in China in the 21st century. Around the turn of 20th century, Japan materialized the policy of Greater East Asia Co-prosperity Sphere which was planned to expand power sphere in sea space in the East Asia based on sea power and China took shape of the concept of Island Chain in the 21st century, which has divided sea space in East Asia. Under the circumstance that China's policy of island chain faced the resistance from countries in the East Asia as well as the USA, the question about whether Korea's policy of depending on sea power is valuable even in the 21st century has been raised.

The Effect of Alliance on Maritime Territorial Disputes: A Case of the Aegean Sea Dispute Between Greece and Türkiye (해양영토분쟁에서 동맹의 영향: 그리스와 튀르키예 에게해 분쟁 사례)

  • This paper explores the limited role of alliances in preventing maritime territorial disputes among member states, using the ongoing conflict between Greece and Türkiye, two NATO allies, as a case study. Drawing on Institutionalist theory, we seek to explain the mechanisms that have contributed to the failure of the alliance to prevent this dispute, despite constant cooperation and transparency. Unlike land disputes, maritime territorial disputes are complex and multi-layered, with fluid boundaries that can change with climate or natural resource availability. Moreover, the lack of constant surveillance creates ambiguity about territorial encroachment thresholds. These factors have exacerbated the dispute between Greece and Türkiye, drawing other NATO members into the conflict and undermining the strength of the alliance. This paper concludes by providing policy implications for the Republic of Korea in its own potential maritime disputes, and contributes to the broader literature on the role of alliances in preventing territorial disputes.

A Study on Domestic Policy Framework for Application of Carbon Dioxide Capture and Storage(CCS) (이산화탄소 포집 및 저장 실용화를 위한 국내 정책 연구)

  • This study examines the current status and policy development of Carbon Dioxide Capture and Storage(CCS), which is a technology to mitigate climate change, in Korea and foreign countries. It also analyzes IEA CCS regulatory framework as a guideline and provides limitations and implications for marine geological storage in the Republic of Korea. Although CCS master plan is established at national level, related laws are not amended and detailed polices are not yet provided. Established 'Intergovernmental CCS committee' lacks its cooperative mechanism and flexibility. Only limited and segmented economic analyses are performed and funding for large scale of CCS project is not secured. In addition, information sharing is limited and public awareness activities are insufficient. Therefore, this paper provides some policy suggestions on establishing a legal framework based on the 'Marine Environmental Management Act', strengthening the role of intergovernmental CCS committee, conducting CCS economic analysis based on various scenarios, providing economic incentives and public participation strategies, and establishing a specialized agency for information sharing.

A Study on Policy Making for e-Navigation from the Viewpoint of a Maritime Digital Communication Network (e-Navigation을 위한 해상디지털통신 구축에 관한 정책 연구)

  • In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.
