Study on the Human Error Prevention Collision Avoidance Model using Merchant Ship Collision Accident Analysis (상선 충돌사고 분석을 이용한 인적과실 예방 충돌회피모델 연구)

  • The purpose of this study was to investigate the causes of collisions by examining 668 cases of merchant ship collision accidents that occurred during the past 12 years (2010-2021) and analyzed them statistically. Further, the analysis results were applied to propose a human error prevention collision avoidance (HEPCA) model. The statistical annual report of the Korea Maritime Safety Tribunal (KMST) and the collision investigation report were investigated to collect data on the causes of collisions of merchant ships, and frequency analysis was performed using the statistical analysis tool, SPSS Statistics. In the first-stage analysis, the causes of collisions were analyzed targeting 668 merchant ship collision accidents, and in the second-stage analysis, the identified maximum frequency cause factors were analyzed in detail. The analysis results identified that 98 % of the cause of the collision was the human error of the navigator, and the highest frequency was in the order of neglect of look-out > violation of navigation regulations > improper maneuvering. The cause of the neglect of look-out was mainly neglecting continuous monitoring after the first recognition of the target ship. The HEPCA model for human error prevention was proposed by applying the analysis results to the collision case of the investigation report. The results of this study are expected to be used as educational materials at marine navigator educational institutions and in practice for avoiding collisions caused by human errors of navigators.

  • The ship's signal sound dispersed by air, obstacles, and noises due to absorption, reflection, and disturbances, respectively. It is one of the factors of marine casualties by misjudgment if receiving direction The last target of this study is to prevent inherent marine casualty using the analysis-evaluation techniques if the interferences of ship's signal sound. In this work, three-dimensional sound field control model is proposed to simulate various sound transmitting characteristics according to sea environments at sea The efficiency test of the model was carried out using VR-based ship simulator.

Comparison and Analysis on Risk Assessment Models of Coastal Waters considering Human Factors (인적요인을 고려한 연안해역 위험도 평가모델 비교·분석)

  • For the prevention of marine casualties, international bodies have mainly focused on strengthening ship's stability and design, maritime education and training, and improving maritime traffic environment. Statistics analysis on marine casualties showed that most of casualties occurred in coastal waters, especially by human elements. In order to review the conformity of existing prevention measures with the result of the statistics analysis, the IMO's SHELL model was applied to the established measures. As a result, ergonomic approaches were needed for the prevention of human errors in coastal waters, so that the priority should be given to the interface between ship's operator and navigational environment. For this study, Rasmussen's SRK pyramid, which showed decision making mechanism of human, and the US Coast Guard's investigation manual on marine casualties concerning the collapse of safe maritime transportation system were reviewed, and the merits and demerits within the risk assessment tools such as IWRAP, PAWSA, ES model, PARK model, and NURI model were also studied. Although the effectiveness of the existing risk assessment models was proved in ports and approaching channels, it is concluded that the need of new models for converting Korean seafarers' qualitative risk to quantitative risk was proposed so as to print hazard maps which make seafarers instinctively recognize comparative hazard levels of coastal waters.

  • In 2010 Manila Conference, the revised STCW (International Convention on Standards of Training, Certification and Watch-keeping for Seafarers) of IMO recalled that a large percentage of maritime casualties and pollution incidents are caused by human error. Therefore, education and training improvement will play important role to reduce maritime casualties. From this, we focus on improving safety during sailing through upgrading the education and training for Korean cadets by updating maritime education and training program. In terms of a maritime education program from some of the maritime universities in the world such as United States Merchant Maritime Academy(USMMA) Philippine Merchant Marine Academy(PMMA), are compared to the Maritime University in Korea. As a result, we suggest an effective education system.

  • 인적오류 예방은 해양사고 예방에 가장 중요한 이슈로 현재 인식되고 있다. 현재 이러한 인적오류를 예방하기 위한 다양한 과학적인 기법들이 등장하고 있으나, 실제 인적오류를 예방할 수 있는 기법은 아직 개발되어 있지 못한 실정이다. 그 이유는 인적오류의 발생 원인과 특징이 사람을 대상으로 하기 때문에 실로 방대하고 원인식별이 어려우며, 원인과 결과 사이의 인과관계 구축에는 한계가 있기 때문이다. 기존 개발된 다양한 기법들은 이론적으로는 완벽할 수 있으나, 실제 방대한 원인과 결과 사이에 형성된 연계체인을 모두 흡수하기가 곤란하기 때문이다. 현재 IMO의 공식안전성평가(FSA) 기법이 해상분야에 널리 적용되고 있으나 구체적으로 어떠한 기법을 적용하여 인적오류를 적용할 수 있는지에 대해서는 아직도 애매모호한 실정이다. FTA, ETA, FEMA, SWIFT 등 다양한 분석기법의 등장과 AI, Fuzzy, MMC, Kalman 등 기초과학분야의 기본적인 이론과 기술을 적용할 수 있으나 인간의 인적오류 식별과 분석 및 평가와 예측에는 한계가 있는 것이 현재의 실정이다. 한편 최근에는 기존에 많은 문제점을 내포하고 있는 것으로 고려되었던 베이지안 네트워크(Bayesian Network, BN)가 다시 분석과 예측 분야에 등장하고 있는데, BN의 장점을 수용하고 단점을 해결할 수 있는 방법들이 연구되고 있기 때문이다. BN의 장점은 전방추론과 후방추론을 적용하여 사고의 원인과 결과를 분석한 후, 이에 대한 해결 방안을 식별할 수 있기 때문이다. BN의 단점은 이진(binary) 구조의 데이터만을 수용할 수 있기 때문에 상관 변수들이 방대한 경우 계산시간이 방대해지고 이를 모두 수용할 수 있는 방법이 없기 때문이다. 따라서 BN 구조를 어떻게 설계하는냐가 최근의 이수로 등장하고 있다. 본 연구에서는 이러한 제 문제점을 고찰하고 인적오류 모델 개발에 최적인 방법 또는 기술을 모색하는데 있다.

Studies on the Officer's Feeling Response Data when the Ship Encounter Situaitons (선박 조우상황시 느끼는 해기사 반응 데이터의 통계처리에 관한 연구)

  • 2010년부터 최근 5년간 해양안전심판원의 충돌사고 통계분석 결과에 따르면 98%가 인적과실이 원인이 될 정도로 경계소홀 등 해기사에 의한 운항과실이 해양사고의 대부분을 차지하고 있으나 그동안 외국뿐만 아니라 국내에서도 이에 대한 연구는 극히 미흡한 실정이다. 본 연구는 항해중인 선박이 타 선박과 6가지 유형(Head-on, $045^{\circ}$, $090^{\circ}$, $135^{\circ}$, Overtaking, Overtaken)의 다른 방위각으로 조우 상황시 양 선박의 거리가 가까워지면서 거리별 항해당직사관인 해기사가 느끼는 스트레스(주관적 위험도)를 실제 항해중인 선박에 승선하여 실험하였고 획득한 데이터를 통계적으로 분석 및 처리하였다. 데이터를 곡선적합(Curve fitting) 적용 결과 6가지 조우각도별 거리에 따른 연속 데이터 획득이 가능 하였고 인적과실의 주요 원인 중의 하나인 타 선박 조우 상황시 해기사가 느끼는 스트레스 일반화 모델을 위한 기초 식을 제안하였다. 이러한 결과는 향후 해기사의 인적과실을 줄여 해양사고 예방을 위한 기초 자료로 활용 할 수 있을 것이다.

Maritime Safety Tribunal Ruling Analysis using SentenceBERT (SentenceBERT 모델을 활용한 해양안전심판 재결서 분석 방법에 대한 연구)

  • The global surge in maritime traffic has resulted in an increased number of ship collisions, leading to significant economic, environmental, physical, and human damage. The causes of these maritime accidents are multifaceted, often arising from a combination of crew judgment errors, negligence, complexity of navigation routes, weather conditions, and technical deficiencies in the vessels. Given the intricate nuances and contextual information inherent in each incident, a methodology capable of deeply understanding the semantics and context of sentences is imperative. Accordingly, this study utilized the SentenceBERT model to analyze maritime safety tribunal decisions over the last 20 years in the Busan Sea area, which encapsulated data on ship collision incidents. The analysis revealed important keywords potentially responsible for these incidents. Cluster analysis based on the frequency of specific keyword appearances was conducted and visualized. This information can serve as foundational data for the preemptive identification of accident causes and the development of strategies for collision prevention and response.

A Study on National Response Strategies of Large-scale Marine Disaster (대규모 해양재난의 국가적 대응전략에 관한 연구)

  • The sinking of the M/V SEWOL in April 2014 was not a mere marine accident, but a marine catastrophe. This grim case developed into a social tragedy that impinged the national sentiment and communal integrity. It is imperative that thorough provisions and measures be outlined at the national level with regard to massive marine accidents, oil pollution, and natural disasters that might critically affect government affairs. Pivoting on "The Black Swan Theory," a concept of improperly rationalizing a national crisis based on uncertainties, this research assesses a variety of response strategies that minimize the national economic and social damage caused by a large-scale marine disaster. Along with the effort of minimizing any potential defects in each protective barrier, the "Black Swan Detection System of the Marine Disaster" needs to be incorporated to prevent cases wherein such defects lead to an actual crisis. Maritime safety must be systematically unified under a supervisory organization, and a structure for maritime crisis on-scene command and cooperation must likewise be established in order that every force on the scene of a marine disaster may act effectively and consistently under the direction of an on-scene commander.

VR-simulated Sailor Training Platform for Emergency (긴급상황에 대한 가상현실 선원 훈련 플랫폼)

  • This paper presents a VR-simulated sailor training platform for emergency in order to prevent a human error that causes 60~80% of domestic/ abroad marine accidents. Through virtual reality technology, the proposed platform provides an interaction method for proficiency of procedures in emergency, and a crowd control method for controlling crowd agents in a virtual ship environment. The interaction method uses speech recognition and gesture recognition to enhance the immersiveness and efficiency of the training. The crowd control method provides natural simulations of crowd agents by applying a behavior model that reflects the social behavior model of human. To examine the efficiency of the proposed platform, a prototype whose virtual training scenario describes the outbreak of fire in a ship was implemented as a standalone system.

  • The prevention of marine accidents has been a major topic in marine society for long time and various safety policies and Countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision’ is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to propose risk control countermeasures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.
