Study on the Human Error Prevention Collision Avoidance Model using Merchant Ship Collision Accident Analysis (상선 충돌사고 분석을 이용한 인적과실 예방 충돌회피모델 연구)

  • The purpose of this study was to investigate the causes of collisions by examining 668 cases of merchant ship collision accidents that occurred during the past 12 years (2010-2021) and analyzed them statistically. Further, the analysis results were applied to propose a human error prevention collision avoidance (HEPCA) model. The statistical annual report of the Korea Maritime Safety Tribunal (KMST) and the collision investigation report were investigated to collect data on the causes of collisions of merchant ships, and frequency analysis was performed using the statistical analysis tool, SPSS Statistics. In the first-stage analysis, the causes of collisions were analyzed targeting 668 merchant ship collision accidents, and in the second-stage analysis, the identified maximum frequency cause factors were analyzed in detail. The analysis results identified that 98 % of the cause of the collision was the human error of the navigator, and the highest frequency was in the order of neglect of look-out > violation of navigation regulations > improper maneuvering. The cause of the neglect of look-out was mainly neglecting continuous monitoring after the first recognition of the target ship. The HEPCA model for human error prevention was proposed by applying the analysis results to the collision case of the investigation report. The results of this study are expected to be used as educational materials at marine navigator educational institutions and in practice for avoiding collisions caused by human errors of navigators.

  • In 2010 Manila Conference, the revised STCW (International Convention on Standards of Training, Certification and Watch-keeping for Seafarers) of IMO recalled that a large percentage of maritime casualties and pollution incidents are caused by human error. Therefore, education and training improvement will play important role to reduce maritime casualties. From this, we focus on improving safety during sailing through upgrading the education and training for Korean cadets by updating maritime education and training program. In terms of a maritime education program from some of the maritime universities in the world such as United States Merchant Maritime Academy(USMMA) Philippine Merchant Marine Academy(PMMA), are compared to the Maritime University in Korea. As a result, we suggest an effective education system.

Studies on the Officer's Feeling Response Data when the Ship Encounter Situaitons (선박 조우상황시 느끼는 해기사 반응 데이터의 통계처리에 관한 연구)

  • 2010년부터 최근 5년간 해양안전심판원의 충돌사고 통계분석 결과에 따르면 98%가 인적과실이 원인이 될 정도로 경계소홀 등 해기사에 의한 운항과실이 해양사고의 대부분을 차지하고 있으나 그동안 외국뿐만 아니라 국내에서도 이에 대한 연구는 극히 미흡한 실정이다. 본 연구는 항해중인 선박이 타 선박과 6가지 유형(Head-on, $045^{\circ}$, $090^{\circ}$, $135^{\circ}$, Overtaking, Overtaken)의 다른 방위각으로 조우 상황시 양 선박의 거리가 가까워지면서 거리별 항해당직사관인 해기사가 느끼는 스트레스(주관적 위험도)를 실제 항해중인 선박에 승선하여 실험하였고 획득한 데이터를 통계적으로 분석 및 처리하였다. 데이터를 곡선적합(Curve fitting) 적용 결과 6가지 조우각도별 거리에 따른 연속 데이터 획득이 가능 하였고 인적과실의 주요 원인 중의 하나인 타 선박 조우 상황시 해기사가 느끼는 스트레스 일반화 모델을 위한 기초 식을 제안하였다. 이러한 결과는 향후 해기사의 인적과실을 줄여 해양사고 예방을 위한 기초 자료로 활용 할 수 있을 것이다.

A Study on the Status and Improvement of Maritime Training Program for Preventing Marine Accidents (해양사고 예방을 위한 해기교육 프로그램 현황 및 개선방안 연구)

  • In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

A Study on the Improvement of Collision Prevention Algorithm for Small Vessel Based on User Opinion (사용자 의견 기반 소형선박 충돌예방 알고리즘 개선 연구)

  • Collision of small vessels such as fishing boats cause great personal injury. Prior to this study, the collision prevention algorithm was developed to assess the collision risk and make the collision alarm. However, a service provided for safety, such as a collision warning, not only prevents risks, but also requires a certain degree of user satisfaction to function effectively. In this study, the collision prevention algorithm for small vessels was improved to be more practical, and the effects of the improvement were confirmed by applying the algorithm. A survey conducted on the users of the collision warning service confirmed the user requirements for improving the accuracy of the collision warning system and reducing the volume and number of alarms. Accordingly, the algorithm was improved for user satisfaction, and the actual vessel experiment was performed applying the improved algorithm in an actual maritime environment. As a result, the frequency of alarm occurrence decreased compared to former algorithm, but the alarm was relatively steadily generated in dangerous situations. It was analyzed that the accuracy and practicality of the collision alarm were improved. If the practicality and reliability of the improved algorithm are verified in the further study, it will be able to effectively contribute to the prevention of collisions of small vessels.

Estimating the Behavior Path of Seafarer Involved in Marine Accidents by Hidden Markov Model (은닉 마르코프 모델을 이용한 해양사고에 개입된 선원의 행동경로 추정)

  • The conduct of seafarer is major cause of marine accidents. This study models the behavior of the seafarer based on the Hidden Markov Model (HMM). Additionally, through the path analysis of the behavior estimated by the model, the kind of situations, procedures and errors that may have caused the marine accidents were interpreted. To successfully implement the model, the seafarer behaviors were observed by means of the summarized verdict reports issued by the Korean Maritime Safety Tribunal, and the observed results converted into behavior data suitable for HMM learning through the behavior classification framework based on the SRKBB (Skill-, Rule-, and Knowledge-Based Behavior). As a result of modeling the seafarer behaviors by the type of vessels, it was established that there was a difference between the models, and the possibility of identifying the preferred path of the seafarer behaviors. Through these results, it is expected that the model implementation technique proposed in this study can be applied to the prediction of the behavior of the seafarer as well as contribute to the prioritization of the behavior correction among seafarers, which is necessary for the prevention of marine accidents.

Maritime Safety Tribunal Ruling Analysis using SentenceBERT (SentenceBERT 모델을 활용한 해양안전심판 재결서 분석 방법에 대한 연구)

  • The global surge in maritime traffic has resulted in an increased number of ship collisions, leading to significant economic, environmental, physical, and human damage. The causes of these maritime accidents are multifaceted, often arising from a combination of crew judgment errors, negligence, complexity of navigation routes, weather conditions, and technical deficiencies in the vessels. Given the intricate nuances and contextual information inherent in each incident, a methodology capable of deeply understanding the semantics and context of sentences is imperative. Accordingly, this study utilized the SentenceBERT model to analyze maritime safety tribunal decisions over the last 20 years in the Busan Sea area, which encapsulated data on ship collision incidents. The analysis revealed important keywords potentially responsible for these incidents. Cluster analysis based on the frequency of specific keyword appearances was conducted and visualized. This information can serve as foundational data for the preemptive identification of accident causes and the development of strategies for collision prevention and response.

A Study on the Current Status and Improvement Direction of Korean e-Navigation Service on Ship's Collision (우리나라 선박 충돌예방 지원서비스의 현황 및 발전방향에 대한 연구)

  • Korea government has developed Korean e-Navigation service to assist ship's collision avoidance, and is providing it since Jan. 2021 to korean vessels to reduce marine accidents caused by human error which is regarded as main reason of marine accidents. It is a huge achievement itself because it is a real-time maritime safety information service based on digital communication, but still has room for improvement to provide customized information for each vessel, such as considering ship's characteristics. This research analyzes current status and requirement of collision avoidance assistance service. Lastly, it suggests direction of improvement of service such as using data science, artificial intelligence(AI).

Outlier(이상치) 분석을 통한 등부표 등부표 효율적 위치 관리 방안 연구

  • Outlier(이상치) 분석을 통한 등부표 선회안전반경 정보 제공에 관한 연구는 AIS 또는 RTU가 설치된 등부표에 대한 이탈 위험 인지, 항해안전 사고 예방 등 안전대책을 강화하기 위한 연구이다. 등부표는 조류, 바람 등 외력에 의해 이출거리가 발생하여 일정한 패턴으로 선회반경이 형성되나 외력으로 인하여 정상범위에서 벗어나 유실, 위치이동 등이 발생할 수 있고 이는 선박추돌 등 항해안전 사고로도 이어질 수 있다. 이러한 등부표 사고는 물적 피해비용과 이용자의 안전운항에 대한 심리적 부담감 또는 위험감수 등의 추가적인 행정소요 비용이 발생할 수 있다. Outlier(이상치)란 외력 등으로 인해 최대 이출거리 이내 정상범위에서 벗어나거나 존재할 수 없는 극단적인 위치 값으로써 21년도 등부표 위치 데이터를 일정 단위 방위별로 분석해 본 결과 Outlier(이상치)가 식별되었다. 따라서 등부표의 안전한 위치 상태를 시스템적으로 모니터링 하기 위해 Outlier(이상치) 분석을 통한 등부표 선회안전반경 정보 제공에 관한 연구를 하였다.
