A Study on the Policy for the Functional Development of the Pusan Port toward Pan-Pacific International Trade Center - (환태평양권 국제교역 중심도시로서의 성장을 위한 부산항만기능제고방안에 관한 연구)

  • In according to the rapid economic growth and strengthening of economic cooperation of Asian-Pacific countries, Pusan is capable of developing to the international trade center of Pan-Pacific Area. Therefore a lot of functional preparations are required for the international trade center. First the expansion and functional specialization of harbor which is a gateway of international physical distribution is required. Second, raising physical distribution inducement effect through establishment of free trade zone and producing financial and information service accompanied with trade activity through establishment of international financial center and teleport are necessary. And the research complex of high technology (sciencepark) which utilizes the industrial base of Pusan area is necessary for the development of Pusan toward the international trade city. And the establishment of marine sightseeing complex in Pusan utilizing the ocean natural resource is helpful for the growth of Pusan to the international trade center.

Prospects on International Coorperation for the Environmental Protection of the Yellow Sea. (황해의 환경보전을 위한 국제협력연구의 현황과 전망)

  • The Yellow Sea is a marginal sea, surrounded by Chinese Continent and Korean Peninsula, with wide continental shelves and long coastlines. And the Yellow Sea is abundant with living resources and with coastal areas for leisure and aesthetic qualities. However, the Yellow Sea being a semi-enclosed water body, its water quality has been recently deteriorated due to rapid industrialization and urbanization of the coastal countries. Since marine pollution is transboundary, the needs for international cooperation among China, North Korea, Japan, Russia and Korea are urgent for the environmental protection of the Yellow Sea. The objectives of the present paper are to review the on-going research and to proposed the future prospects on international cooperation for the protection of water qualities of the Yellow Sea.

  • 울산지역은 1962년 공업 특구로 지정된 후 지난 30년 동안 우리나라의 기간 산업인 석유화학, 제련, 자동차, 조선공업 등 대단히 크고 많은 생산시설이 입주하여 운영 중에 있다. 특히 1974년부터 가동된 온산 국가공업단지에 많은 비철금속관련 업체들이 들어서면서 해양, 토양 뿐 아니라 대기중의 중금속 오염도를 가속 시켜 왔다. 최근 환경부 대기중의 중금속 측정망 분석 결과에 따르면 울산은 국내 여러 공단 도시에 비해 중금속의 오염정도가 매우 심각한 것으로 나타나고 있다. 특히, 온산공단의 대기나 토양의 카드뮴의 오염은 국내 최고치를 나타내고 있다.   • 국토해양부는 지난 10월 5일 이명박 대통령 주재로 열린 녹색성장위원회 회의에서 '녹색도시 건축물 활성화 방안'을 보고했다. 이 방안은 온실가스 감축과 저탄소 녹색성장을 구현하기 위해 건축물의 에너지를 획기적으로 감축하는 내용의 장기 마스터플랜이다. 녹색건축물 활성화 전략은 에너지소비총량제 등 신축건물 대책과 에너지소비증명서 등 기존 건축물 대책으로 나뉜다. 정부는 건축물의 에너지성능을 단계적으로 강화하여, 2025년부터는 모든 신축 건축물에 대하여 제로에너지 건축물(외부에서 유입되는 에너지가 제로인 건축물)을 의무화할 계획이다.

2011 Nitrogen Budget of South Korea Including Nitrogen Oxides in Gas Phase (기체상 질소산화물을 포함한 2011년도 대한민국 질소수지 산정)

  • The present study estimated nitrogen budget of South Korea including nitrogen oxides (NOx) in 2011. Emission sources of NOx were calculated with the higher contributors, such as vehicles, businesses, power plants, based on the IPCC and EPA reports. Moreover, nitrogen budget was separated for city, agriculture livestock and forest. Input and output were chemical fertilizer, crop uptake, fixation, irrigation, compost, leaching, volatilization, imported food, denitrification, runoff, and so on. Annual nitrogen input were 1,692,650 ton/yr and output were 837,739 ton/yr which were increased from 2010 budget. In 2011, NOx emissions by vehicles, power plants, and businesses were 308,207 ton/yr, 601,437 ton/yr, and 469,946 ton/yr, respectively. Including nitrogen oxide, total nitrogen input and output in 2011 was calculated as 5,652,366 ton/yr and 1,425,371 ton/yr, respectively.

Estimation of Atmospheric Pollutant Emissions from Vessels in Major Harbor Cities in Korea and related Social Cost (국내 주요 항구도시의 선박 배기가스 배출량 산정 및 사회적 비용 추정)

  • Atmospheric pollutant emissions, mainly exhaust gas emissions from vessels, and the resultant social costs of pollution in the Korean harbor cities of Incheon, Mokpo, Gwangyang, Busan and Ulsan, are examined in this study, and the need for an emissions reduction plan is highlighted. Busan had several vessels entering its port, while Mokpo had few vessels, yet the vessels emission contribution was high in both the cities. Ulsan had world-class heavy-chemical industries, Gwangyang had steel mills and Incheon had a manufacturing industry and more vessels entering its port than Mokpo, yet the emission contribution was low in these cities. By calculating exhaust gas emissions from the vessels, it was found that CO2 was the highest, followed by NOx and SOx. By vessel type, Busan, Ulsan, and Incheon had more oil tank vessels, Gwangyang had more cargo vessels, and Mokpo had more ferries. As a result of social cost, Busan paid the highest, while the highest emission was PM. The use of low-sulfur oil can directly reduce PM and, SOx emissions and indirectly reduce NOx emissions. However, in order to reduce high CO2 emissions, only low-sulfur oil will not help. Therefore, the study suggested the need for reduction plan that use of fossil fuels, by using alternative maritime power (AMP).

도시지역 고정식 신호체계의 효율적 운영 ( The Efficient Operations of the Pretimed Signal System ( PSS ) in Urban Area )

  • Today transportation problems are severer with the increase of the vehicles and travel demand in urban areas, but could not be completely solved with only the expansion of the new transportation facilities. Because the expansion of the new transportation facilities are limited in urban areas. As one of the Transportation System Management(TSM) techniques in this study, the simulation results of the existing signal systems which were operated based upon the peak time periods for increasing the efficiency on the pretimed signalized intersections(PSI) during the different time periods : the AM on-Peak, the AM off-Peak, the PM off-Peak, and the PM on-Peak, were as follows : i) There was no distinct difference in the total traffic volumes concentrated on the signalized intersections during the different time periods, but a considerably big difference in the directional traffic volumes for those time periods. ii) There were about 53% reduction of the average delay and 51% reduction of the fuel consumption when applying the different signal systems to the different time periods regardless of the CBD and Non-CBD. iii) There were about 36% increase of the average delay and 33% increase of the fuel consumption when applying the same signal systems during the peak time periods to the different time periods regardless of the CBD and Non-CBD. Based on the above results, it was concluded that constructing the different signal systems for the different time periods would be better than construction the same ones for those periods on the pretimed signalized intersections in urban areas.

  • GOCI-II, which succeeded the mission of GOCI, was successfully launched in February 2020 and is in operation. GOCI-II is expected to be highly useful in a wide range of fields, including detailed changes in the coastal seawater environment using improved spatial and spectral resolution, increased number of observation and full disk observation mode. This special issue introduces the assessment of the current GOCI-II data quality and the studies on the accuracy improvement and applications at this time of one year after launch and data disclosure. We expect that this issue can be an opportunity for GOCI-II data to be actively utilized not only in the ocean but also in various fields of land and atmosphere.

Real-time Wave Overtopping Detection and Measuring Wave Run-up Heights Based on Convolutional Neural Networks (CNN) (합성곱 신경망(CNN) 기반 실시간 월파 감지 및 처오름 높이 산정)

  • The purpose of this study was to propose technology to detect the wave in the image in real-time, and calculate the height of the wave-overtopping through image analysis using artificial intelligence. It was confirmed that the proposed wave overtopping detection system proposed in this study could detect the occurring of wave overtopping, even in severe weather and at night in real-time. In particular, a filtering algorithm for determining if the wave overtopping event was used, to improve the accuracy of detecting the occurrence of wave overtopping, based on a convolutional neural networks to catch the wave overtopping in CCTV images in real-time. As a result, the accuracy of the wave overtopping detection through AP50 was reviewed as 59.6%, and the speed of the overtaking detection model was 70fps based on GPU, confirming that accuracy and speed are suitable for real-time wave overtopping detection.

Spatial-Temporal Patterns and Recent Changes of Tropical Night Phenomenon in South Korea (우리나라 열대야 현상 발생의 시.공간적 특징과 최근의 변화)

  • This study examines relationships between climatic factors and spatial-temporal patterns and recent changes of tropical night phenomenon(TN) occurring through nighttime stages in South Korea. Frequencies of daily TN at different times of night are extracted from long term(1973-2004) 6 hourly nighttime(9PM and 3AM) temperature and daily minimum temperature data at 61 weather stations. Temporally, the occurrences of TN are more pronounced in the evening(9PM) and during the Changma Break period(late July - early August). Spatially, the TNs in the evening frequently occur in the urbanized inland cities at low latitudes due to urban heat islands, whereas the TNs in the middle of night(3AM) or at dawn frequently appeared along the coastal areas within 30km from ocean due to the thermal inertia of ocean. By contrast, the evening(dawn) TN is not seen in the highlands whose elevation is greater than 800m(300m) along the Taebaek and Sobaek mountain ridges due to temperature lapse rates with height Correlation and multivariate regression analyses reveal that the impacts of human or physical climatic factors, such as latitude, elevation, proximity to ocean, and population density, are diverse on the frequencies of TN according to nighttime stages. Recent temporal changes of the late Changma period and intensified urbanization during the 1990s have increased the occurances of TN in urban areas. Therefore, strategies to mitigate the increasing urban TN should be prepared in the near future.
