A Study on the Relationship between Transshipment and Import-Export Volume of Petrochemical Liquid Cargoes (석유화학 액체화물의 환적과 수출입 물동량 관계연구)

  • Since Korea has excellent port infrastructure and competitive petrochemical complexes, there is plenty of potential for creating an oil hub in Northeast Asia. In particular, Ship-to-Ship (STS), which creates high added values, contributes greatly to the national economy. In this study, the liquid cargo volumes of chemical industrial products, refined petroleum products, and crude oil were analyzed at the national and regional (Busan, Ulsan, and Yeosu/Gwangyang) levels. Additionally, a Granger causality analysis was performed between imports, exports, and transshipments, in pairs. ADF, PP, and KPSS were analyzed for the unit root test. In addition, the VAR model and expanded VAR model suggested by Toda and Yamamoto were used for further analyses. Findings revealed a difference in Granger causality depending on the region or cargo type. These findings suggest that policies and incentive schemes for ports need to be differentiated according to the region and cargo types. In addition, the different patterns in the relationship between transshipments and import-export petrochemical cargoes should be considered.

  • This thesis describes the key elements for efficient customs clearance system which can facilitate flow of maritime container cargo in the pier area of Busan port, on the basis of considering great changes on international trade environment, development of customs clearance system, variation of commercial container traffic, and diverse views originated from field experience in the distribution industry. To facilitate the flow of maritime containers, reform plan of bonded-transportation and import declaration is proposed to relieve the customs restriction during the days from discharging cargos to taking them into bonded warehouse. Also, various plans to strengthen maritime security, such as customs exam of high-risk export cargos in loading port, pre-declaration of transit container replacement, container tracing system, are proposed to improve Busan port's competitiveness in safety.

An Analysis of Maritime E-commerce Transportation between Korea and China (대중국 전자상거래 해상운송 기종점 분석)

  • The purpose of this study is to analyze the flow of e-commerce freight transported by maritime transportation for China and to identify the characteristics of cargo by region/item for finding the ways to promote e-commerce export to China. Thus, this study analyzed the e-commerce export and import data on cargo moved via maritime transportation between Korea and China from 2015 to 1Q18, using Origin-Destination(OD) analysis and visualization techniques. The results indicated that the largest number of Chinese e-commerce cargoes were imported at Incheon Port, which has a clearance facility for e-commerce cargo. In the case of Pyeongtaek Port, e-commerce cargo imported from China has transported to Incheon Customs again, causing the inefficiency through the customs clearance process. Unlike the case of e-commerce imports where the final destination is distributed nationwide, e-commerce products exported to China through maritime transportation were found to be mainly confined to Seoul and Gyeonggi provinces, where freight forwarding companies and forwarders are concentrated. In addition, unlike e-commerce import cargoes, e-commerce items exported through maritime transportation were mainly confined to clothing and cosmetics, and export volume was also less than imports. This study provides some possible strategies to increase the volume of freight and to attract export products as follows: i) to diversify products exported to China through e-commerce transshipment, ii) to diversify export items by building the cold chain in e-commerce transport with China.

A Study on the Development of the Response Resource Model of Hazardous and Noxious Substances Based on the Risks of Marine Accidents in Korea (위험도에 기반한 HNS 방제자원 모델 개발에 관한 연구)

  • Reviewing the statistics of harbor shipment of hazardous and noxious substance and the past spill accidents of HNS enabled us to assess the potential risks of transportation of HNS through the major harbors in Korea. Ulsan, Yeosu, Daesan port are relatively evaluated high risk in fire, health and environment disaster. Through the analysis of domestic preparedness to HNS accidents, the supplement of expertise resource to respond the vulnerability of the explosion, the fire and the physiological hazard, is required. Based on this risk assessment and review of the advanced case of Japan in building up HNS response system, a resource model at a national level was proposed which differentiates the sea areas for the proper allocation of resources to respond effectively to HNS accidents in the future.

  • The purpose of this study is to forecast the marine trading volumes using multiplicative seasonal Autoregressive Integrated Moving Average(ARIMA) model. The paper proceeds by comparing the forecasting performances of the unload volumes with those of the load volumes with Box-Jenkins ARIMA model. Also, I present the predicted values based on the ARIMA model. The result shows that the trading volumes increase very slowly.

  • The improvements of berth productivity is closely related to berth/port systems and its relationship extends to the overall pattern of port development/logistics, transport and trade. Since ports in general and berths in specific function as a bridge transferring seaborne cargoes from seaside to landside and vice versa, berth productivity improvements should be considered in terms of the total system in which the cargoes are transported from origin to destination via berths/ports. In that respect, the objective of this study is to improve berth productivity which is a vital factor in the strategic planning in port development and operation and logistics. According to a literature survey on the subject, the contents of the studies have been limited to either a macro-perspective or a micro-perspective which is only a partial solution to the problem. Hence, this limitation requires an integrated approach to find and ultimate solution, which should be considered not separately, but as a whole. The contents and scope of this study cover the improvements of berth productivity in conjunction with strategic planning in port development. efficient operation and logistics from two different viewpoints, macro- and micro-perspective. After that, a combination of these two perspectives is applied to the integrated approach due to lacking a comprehensive perspective from either macro-approach or micro-approach. In reality, a port itself is a complex and dynamic organization. Therefore, a comprehensive insight needs an integrated approach for the long-term national economic development. In this approach, the utmost importance is how to find the bottlenecks and to solve the problems effectively from the beginning stage in port development. In conclusion, derived from the macro- and micro-perspective. the attempt to establish an integrated approach is the merit of this study, which is required as a comprehensive measure since none of the two can be a solution independently. In terms of reinforcing this study, it needs further empirical research due to the restriction of the theoretical method of this paper. Consequently, the reinforced research will be able to enhance the integrated approach on the basis of the conceptual perspective.

  • In these days, 8000TEU container ship service launches in shipping service at latest based on the economy of scale, unit cast related with ship operation on ocean decreases in proportion to increase of ship scale and mega ship over 10,000TEU is on planning. This paper is analyzed the economic efficiency for reduction qf calling port in the operation cost, port chnrge, feeder cost, etc by an empirical analysis.

A study on air related multimodal transport and operator's legal liabilities (항공연계 복합운송의 현황과 손해배상책임 - 대법원 2014.11.27. 선고 2012다14562 판결을 중심으로 -)

  • Recently, the Supreme Court of Korea delivered a milestone judgment about air related multimodal transport. At there, the mattered cargo, some expensive jewellery, was transported from Qingdao, China to downtown office of consignee at Seoul via Incheon airport in Korea. As an air waybill was issued in this case, there was an air transport agreement between consignor and air courier operator. After arriving at Incheon airport, the shipment was transport by land arranged by the air courier operator, who was a defendant in this case. Upon arriving at the final destination, it was found that the jewellery was lost partly and based on circumstantial evidence, the damage presumed to be occurred during the land transport. As a subrogee, the insurance company who paid for consignee filed an action against the air courier operator for damage compensation. Defendant contended that Montreal convention should be applicable in this case mainly for limited liability. The lower court of this case confirmed that applying the limited liability clause under Montreal Convention is improper under the reason that the damage in this case was or presumed to be occurred during surface transport. It was focused on the Montreal Convention article 18 which says that the period of the carriage by air does not extend to any carriage by land, by sea or by inland waterway performed outside an airport. However, the Supreme Court overturned the lower court's decision. The delivered opinion is that the terms of condition on the air waybill including limited liability clause should be prevailed in this case. It seems that the final judgment was considered the fact that the only contract made in this case was about air transport. This article is for analysis the above decisions from the perspective that it is distinguishable between a pure multimodal transport and an expanded air transport. The main idea of this article is that under the expanded air transport, any carriage by land, sea or inland waterway only for the performance of a contract for carriage by air, for the purpose of loading, delivery or transhipment is still within the scop of air transport.

The Prospect of the Development of Sea&Air Transportation Routes around the Yellow Sea Regions (환황해권 Sea&Air 수송의 발전 가능성 전망)

  • As the development of Northeast Asian logistics hub becomes one of the national agenda for further development, the sea&Air transport around the Yellow Sea regions has drawn attention of many scholars and government officials. The Sea&air transport is a mode of transportation combining the advantage of high-speed in air transport with the advantage of low-price in sea transport. Hence the sea&air aims at a niche market between air and sea. This paper reviews the possibility of development of the sea&air transport in the aspects of competitiveness over other modes, future demand condition, and the change of the technology and transport environment. The result is that the sea&air is competitive in the aspect of time as well as cost, and sustainable in the aspect of future demand condition. But, it is not stable in the aspect of the conditions of technology or transport demand. Especially, the progress of air transport technology which is aiming at the door-to-door transport among mid- and small- cities, and the rapidly increasing strategic alliances of international airlines with Chinese airlines for the market of China will undermine the stability of the sea&air transport seriously As alternatives, this paper proposes the 3-stage development strategy of sea&air transport. First, at the stage of transshipement, the development of high speed vessels to reduce the time crossing the Yellow Sea and the proactive marketing strategy to induce Chinese-owned products should be emphasized. Second, the value added logistics activity which will secure the demand of the sea&air transport should be developed. Third, demand creation by developing the SCM hub in Incheon is final goal for the logistics hub strategy as well as the sea&air transport.

A Study on Hazards to Pilotage Safety in a Pilotage Area in the Busan Gamcheon Port (부산 감천항 도선구의 도선안전위해요소에 관한 연구)

  • Gamcheon Port, which is one of three major harbors in the Port of Busan, is being operated to load, discharge and transport a wide range of cargoes, including general cargo, fisheries, steel products, cement, etc,. The harbor, designated as a compulsory pilotage area, provides pilotage services in compliance with relevant laws and regulations for arrival and departure of vessels in the Gamcheon Port area. Some academic research on the marine traffic environment in Gamcheon Port has been conducted. However, the pilotage environment and hazards to pilotage safety in the port have yet to be studied. Therefore, in this research, the pilotage environment and hazards to pilotage safety were identified, and it was confirmed that there are hazards to pilotage safety, such as vessels installed poor facilities including damaged pilot boarding arrangements, vessels blocking pilot's view by her structures and fishing nets, vessels unable to communicate in English, vessels not following VTS's order. The hazards to pilotage safety were also stratified, and the importance of the hazards was verified in accordance with a survey based on Analytic Hierachy P rocess(AHP) for Busan Harbor pilots, and safety measures to secure pilotage safety were examined to secure the safety of vessels calling Gamcheon Port.
