A Study on the Status and Improvement of Maritime Training Program for Preventing Marine Accidents (해양사고 예방을 위한 해기교육 프로그램 현황 및 개선방안 연구)

  • In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

국내 해양 시뮬레이터의 나아갈 방향

  • 지난 30년간 국내의 해양 시뮬레이터는 기능적인 개선 뿐만 다양한 부분에서 비약적으로 발전해 왔다. 그러나 국내에서는 대부분 해양 시뮬레이터를 외국산 장비를 도입하여 해기사 및 도선사의 교육, 훈련용과 항만개발 분야에서 결과 분석을 통한 안전성 평가의 목적으로 사용 되어왔다. 그러나 향후, 국내 해양 시뮬레이터 나아갈 방향은 오랜 운영경험의 토대로 해양 산업에 융합하기 위하여 연구 개발을 통해 국산화 기술 확보하여 국제적으로 경쟁력을 높일 뿐만 아니라 국내 해양 산업을 육성에 기여 할 수 있도록 검토해보고저 한다.

Analysis of the Effects of Behavioral Factors on the Seafarers' Career Path (해기직업 경로상의 행동요인 영향 분석)

  • It is difficult to improve maritime safety in the aspect of human elements without seafarers' job satisfaction. Therefore, through the career development for seafarers from their entries into the job to their retirements, longer and more stable seafarers' life on board ship could be achieved together with maritime safety. This study aims at the establishment of seafarers' career path model and the verification of six hypotheses by using the questionnaire data of 2,830 respondents of students, slip officers and shore-based ex-seafarers. The results of analyses of behavior factors on the career path are as follows; first, it is important to improve educational environment and to provide seafarers with detailed information on seafarer's life; second, economic factors such as income-level and etc. do not play a role in promoting motivation of going to sea; third, the guidance to shore jobs at proper time increases seafarers' job satisfaction and induces longer stay at sea; last, it is necessary to simplify the licence system for seafarers, to allow seafarers to acquire higher class certificates, and to work at higher rank on board ships as early as possible.

A Study on the Treatment of Toxic Chemicals of Maritime University Cadets (해양계대학교 실습해기사들의 유해화학물질 취급에 관한 연구)

  • Maritime University cadets must be on board ship's after thoroughly completing a Basic Safety Training Course. During their spare semester they must complete basic principle of the course and then, attend to both Advanced Safety Training Course and Tankers Training Course before they graduate. However, all cadets are exposed to risks during their onboard training. It means that most of commercial ships have to train them before boarding and perform duties according to all sorts of check lists based on the ISM. Accordingly, this research will deal with the treatment for toxic chemicals which is not fully covered by shipping firms, vessels and even a Maritime University for cadets. The lack of pre-knowledge about it is considerably hazardous to the cadets who have no onboard experience. As stated above, the majority of the onboard cadets board their ships without previous training on treatment and knowledge for toxic chemicals. As a result, there are some cases that cadets are injured due to the lack of knowledge to treat toxic chemicals and due to carelessness. Furthermore, they end up leaving a ship prematurely. To prevent these incidents from occurring, this paper recommends thorough training before going onboard provided by Maritime University, the systematic database on the safety of the toxic chemicals and the development of the online contents for safety education of toxic chemicals fitted on each ship's types are necessary to avoid risks and accidents onboard. Furthermore, it is suggested that shipping companies should manage the ship according to the safety check list on toxic chemicals and the crew in charge with qualification for the treatment of toxic chemicals should provide a safety education and supervision.

  • 해기사의 해사영어 사용에 대한 체계적 교육의 필요성이 증가되는 가운데, 국제해사기구(IMO)는 이에 발맞추어 해사영어모델코스 3.17을 일반해사영어(General Maritime English, 즉 GME)와 특수해사영어(Specialized Maritime English, 즉 SME)로 나누어 재편하고, STCW에서 요구하는 지식, 이해 및 기술사항들을 영어교육의 다양한 요소들과 접합함으로써, 해사영어교육의 새로운 틀을 만들고자 시도하고 있다. 국내 해기교육 관련대학 및 기관이 향후 해사영어 커리큘럼을 재편성하기 위해서는, 개정될 해사영어모델코스의 주요 내용을 이해하고, 이를 국내 실정에 맞게 적용할 수 있도록 다양한 방안을 모색하는 것이 선행되어야 한다. 따라서 본 연구에서는, 국제해사기구가 제시한 해사영어모델코스 3.17의 개정 목적 및 변화된 해사영어모델코스의 틀과 방향을 살펴보고, 향후 국내교육기관에서의 해사영어교육 커리큘럼을 재편성한 후, 성공적인 언어교육서비스 제공을 하기 위해 고려해야 할 현실적인 제한 요소들을 살펴보고, 이에 대한 해결책을 모색하고자 한다.

Basic Research for Designing a Specialized Curriculum for Women Students at the Maritime College - Focusing on Mokpo National Maritime University (해사대학 여학생 특화 교육과정 설계를 위한 기초연구 - 목포해양대학교를 중심으로)

  • It has been about 30 years since women students entered the Maritime College at Mokpo National Maritime University (MMU) and Korea Maritime & Ocean University to train as maritime seafarers. The women have been choosing a maritime college regardless of the Boarding Service Reserve System. Therefore, it is necessary to continuously study the motivation for admission, preferences for boarding, and desired career paths to guide the distinction and vision of maritime colleges. Accordingly, this study conducted a questionnaire survey on 93 women students attending the Maritime College at MMU. Of the respondents, 35.5 % said that they enrolled to become maritime officials and 30.1 % to become maritime seafarers. In addition to the current training for maritime seafarers, additional courses are required to train maritime experts. The study found that 88.2 % of the respondents thought that women's embarkation was more difficult than usual. It is considered that a systematic education program is needed for the onboard life of women maritime seafarers in schools and shipping companies. It was found that 69.6 % of the respondents preferred to embark as seafarers after graduation. After graduating from university, 32.3 % of the respondents said that they preferred to become navigation officers or engineers. It was also found that 24.7 % preferred to become marine-related civil servants / professionals, and 18.3 % preferred to become marine police. From the total, 83.9 % hoped for careers in marine-related fields. It is, therefore, necessary to organize courses and further education according to the motives for admission and preferred occupations of women students.

한국형 해사영어 구술시험 평가 플랫폼 및 척도 개발

  • 본 발표는 대한민국 해기사 커뮤니케이션 역량 강화를 위해, 해사 영어 구술시험 개발의 필요성을 타국의 사례 등을 통해 제안하고, 이를 위해 시범 개발 중인 "한국형 해사 영어 구술시험"의 개발 제작 과정과 현재 개발 진행 사항을 공유하고, 향후 추진 방향을 모색하기 위함이다. 따라서 본 발표에서는, 구술시험 평가 수립을 위한 유관 산업 문헌 조사(국제 교통 관련 산업 의사소통 지침, 평가 척도), 해기사 직무에 따른 영어 구술시험 문제 개발 계획 수립 및 시험 설계 시 검토 사항, 모의 구술시험 설계 및 시행, 모의시험 효과 측정, 측정 결과에 따른 향후 평가 척도 개발 시 고려 사항, 구술 평가를 인공지능 평가 방법 도입 방안 모색 등의 과정을 순차적으로 소개하고, 이에 대한 결과물을 공유하며, 향후 발전 방향을 제안하고자 한다.
