경인 연안VTS 관제(예정)구역 항행 위해 요소 분석

  • 해양사고 예방에 대해 연안 해역이 취약함에 착안하여 서남해안을 중심으로 연안 해상교통관제서비스(연안VTS) 시스템이 설치되고 있다. 인천, 평택, 대산항이 밀집되어 있는 경인 지역은 복잡한 해안 구조와 교통량이 많아 허베이스피리트호 사건과 같이 대형 해양사고에 취약한 지역으로서 안전관리를 위해 경인 연안VTS가 2017년 개국될 예정이다. 관제서비스 제공의 품질을 향상하기 위하여, 경인 연안VTS 관제구역을 설정해 보고, 교통여건, 해상교통량, 해상교통흐름 및 해양사고 현황을 조사하여 항행 위해 요소를 분석해 보았다.

  • 선박통항이 빈번하고 해상 교통밀도가 높아 해양사고가 빈번한 서남해역의 해상교통안전에 기여하고자 진도 연안VTS 센터를 구축, 2006년 7월 19일 개국식을 갖고 본격적인 운영을 하고 있다. 따라서 본 연구에서는 진도 연안VTS 관제범위내 주변환경과 항행 위해요소 분석, 교통실태 관측조사 및 해양사고 분석을 통한 해상교통환경평가를 실시하여 진도 연안VTS 관제범위내 해상교통시스템 개선을 위한 항행 위해요소를 제시한다

  • 항공교통수요의 증가와 그에 따른 항공분야 발전에 따라 현재 사용하고 있는 항행안전시설들에 대하여 기술적 보완 및 업그레이드의 필요성이 대두되었다. 국제민간항공기구(ICAO)에서는 항공교통량의 증가를 수용하고, 항공 운항의 안정성과 효율성을 높이기 위해서 차세대 항행시스템(CNS/ATM)으로의 전환을 권고하였고, 각 국은 기존 항행시설의 성능과 한계를 극복하고 증가하는 항공교통량을 원활히 수용하기 위하여 차세대 항공교통관리 전략을 추진해 오고 있다. 이러한 차세대 항행시스템(CNS/ATM)의 효과적인 활용을 위해 자동화 시스템이 도입되었고 관련된 인적요소가 위성항행시스템 발전의 핵심 열쇠라고 ICAO에서 언급하였다. 본 논문에서는 차세대 CNS/ATM의 자동화에 따른 인적요소에 대하여 연구해 보았다.

  • 해상교통안전진단의 최종적인 결론인 항행위해요소파악에 따른 안전대책이 제시되고, 제시된 안전대책을 시행해야하는 주체가 안전진단보고서를 제출하는 사업자가 아닌 국가나 지방자치단체인 경우가 많이 있다. 그러나 안전진단을 통과해야만 사업을 시행하는 사업자가 이를 부담하는 경우가 빈발하고 있다. 이 연구에서는 완도해경부두와 제주 한림항의 안전진단 사례를 통해 예선의 사용 강제화에 대해 고찰하고자 한다.

Analysis on the Navigational Dangerous Elements in Southwestern Coastal Area of Korea (서남해 연안해역의 항행 위해요소에 관한 분석)

  • Since July 2006, marine traffic safety management system have been enforced to support the vessels transiting across the coastal area and the vessels coming in and out of ports in southwestern coastal area where heavy traffic density and marine casualties occurred frequently. The marine traffic volume for the marine traffic environmental assessment was measured by the information from RADAR and AIS system in the area. The distributions of marine casualties were analyzed in the main routes and traffic separation schemes during the last five years and the navigational dangerous elements were investigated with the influence of natural environment, the distribution of fisheries and survey questionnaire. Marine accidents of merchant ships have a tendency to decrease gradually but in case of fishing boats, the rate of marine accidents have a contrary results in this area during the last five years. The dangerous elements on navigation appeared to be the dense force from June to August, fisheries activities and the vessels which not follow the compulsory watch on VHF-band radio communication equipments.

  • In navigation, officers receive data about inside and outside of ship from several devices(ex, GPS / AIS / ECDIS / ARPA Radar / etc) in bridge, and use it to recognize and predict safety situations. However, observation work of a officer is still hard for a torrent of data from several devices, and the problem of inconsistent data among the devices. In previous research, we presented the conceptual model of Intelligent Navigation Safety Information System based on information fusion, and showed the example of the conceptual model using CF (Certainty Factor) expert system to solve this problem. The information fusion technology needs various reasoning skills, and CF expert system is not enough to express ambiguous or indefinite factors. In this paper, we propose the concept of an intelligent navigation information fusion using fuzzy expert system to describe the ambiguous factors, and show the validity of applying fuzzy expert system to the Navigation Safety Information System through the design and implementation of the proposed concept.

  • Big data has a key engine of the new value creation and troubleshooting are becoming more data-centric era begins in earnest. This paper takes advantage of the big data, big data in order to secure the quality of the quality elements for ensuring the quality of Justice and quality per-element strategy argue against. To achieve this, big data, case studies, resources of the big data plan and the elements of knowledge, analytical skills and big data processing technology, and more. This defines the quality of big data and quality, quality strategy. The quality of the data is secured by big companies from the large amounts of data through the data reinterpreted in big corporate competitiveness and to extract data for various strategies.

  • The national competency standards (NCS) is a systematize and standardize for skills required to perform their job. The NCS has developed a learning module with materialization and standardize by competence unit element, which is the unit of specific job competency. The existing curriculum is material to gab analysis for use in education training with competence unit element. The existing gab analysis has evaluated subjectively by experts. The gab analysis by experts bring up a subject subjective decision, accuracy lack, temporal and spatial inefficiency by psychological factor. This paper is proposed automated evaluation model for problem resolve of subjective evaluation. This paper use index term extraction, term frequency-inverse document frequency for feature value extraction, cosine similarity algorithm for gab analysis between existing curriculum and competence unit element. This paper was presented similarity mapping table between existing curriculum and competence unit element. The evaluation model in this paper should be complemented by an improved algorithm from the structural characteristics and speed.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. In particular, fairway routeing except Mokpogu is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated. Therefore, this paper proposed elements for safe passage through a marine traffic environmental assessment with the analysis of surrounding environment, dangerous elements, traffic survey and marine casualty.

Relation with Operational Stress and Environmental Difficulty on Maneuvering of Ship (조종부하와 조선곤란성의 관계에 관하여)

  • When maneuvering a ship in a narrow channel or under bridge, the ship operator may take actions of slowdown engine and altering course in order to avoid possible navigational dangers, which may reduce difficulties on navigation or collsion avoidance against other ship and/or bridge. In this paper, taking notice of the stress caused by these actions of slowdown engine and altering course, survey is carried out for whether it is possible to quantify the stress by time delay as an index. Based on the ship handling simulator experiment, it is verified that difficulty of navigation changes is highly correlated with the time delay, which result from compensation actions of slowdown engine and altering course.
