컨테이너터미널의 반출정보시스템 개선방안 연구

  • 컨테이너터미널에서는 사전에 컨테이너에 대한 정확한 정보를 전송받게 되면 효율적인 반출업무 계획을 수립하여 반출입이 이루어지는 방식으로 운영되어야 한다. 그러나 컨테이너 반출에 사용되는 정보시스템이 선사별로 다양하여 업무량이 증가하고, 반출정보시스템 이용시 입력오류로 인한 손실이 발생하고 있다. 이러한 오류로 인한 화물차량의 게이트 대기시간 증가는 화물운송에 시간적, 물질적 손실을 초래하고 있다. 따라서 본 연구에서는 컨테이너터미널의 반출절차의 유형별 분석과 수출입 업무별로 필수정보량을 파악하여 이를 효과적으로 이용할 수 있도록 반줄정보시스템을 개선하는 방안을 도출하고자 한다.

A Study on the Optimal Service Level of Exclusive Container Terminals (컨테이너 전용부두의 최적 서비스 수준에 관한 연구)

  • This study analyzes the optimal service levels of exclusive container terminals in terms of the optimal berth occupancy rate and the ships' waiting ratios, based on the number of berths. We develop a simulation model using berth throughput data from pier P, Busan New Port, a representative port in Korea, and apply the simulation results to different numbers of berths. In addition to the above results, we analyze the financial data and costs of delayed ships and delayed cargoes for the past three years from the viewpoints of the terminal operation company (TOC), shipping companies, and shippers to identify the optimal service level for berth occupancy rates that generate the highest net profit. The results show that the optimal levels in the container terminal are a 63.4% berth occupancy rate and 10.6% ship waiting ratio in berth 4,66.0% and 9.6% in berth 5, and 69.0% and 8.5% in berth 6. However, the results of the 2013 study by the Ministry of Maritime Affairs and Fisheries showed significantly different optimal service levels: a 57.1% berth occupancy rate and 7.4% ship waiting ratio in berth 4; 63.4% and 6.6% in berth 5; and 66.6% and 5.6% in berth 6. This suggests that optimal service level could change depending on when the analysis is performed. In other words, factors affecting the optimal service levels include exchange rates, revenue, cost per TEU, inventory cost per TEU, and the oil price. Thus, optimal service levels can never be fixed. Therefore, the optimal service levels for container terminals need to be able to change relatively quickly, depending on factors such as fluctuations in the economy, the oil price, and exchange rates.

  • This paper investigate the problems of standard container port handling capacity in establishing national port development plan in Korea. Considering container port developing, it's not easy to adopt container port service quality parameters such as lay time constraint of very large container ships by using the standard guideline of container port handling capacity. A simple methodology that connects vessel waiting to service time(w/s) and berth occupancy to costs has been used to evaluate the performance of a container terminal. But the total handling capacity have to be calculated by the performance of the handling system and number of equipments and layout of terminal by using computer simulation that represents of reality events needs to be performed by probabilistic techniques. A simulation model of estimation of container terminal capacity is introduced in order to establish a hub terminal for very large container ships that focus the port's quality of service and also suggest as tool for policy maker to justify a required port investment.

An Analysis of Changes in Air Pollutant Emissions Due to the Introduction of the Special Act on the Improvement of Air Quality in Port Areas -Focusing on Incheon Port (항만지역등 대기질 개선에 관한 특별법 도입에 따른 대기오염물질 배출량 변화 분석 -인천항을 중심으로 )

  • This study aims to analyze the effect of reducing air pollutant emissions of the ship fuel oil sulfur content regulation policy, which has been gradually introduced for three years. In addition, the emission reduction effect of VSR and AMP was also analyzed. The analysis was conducted on NOx, CO, VOC, SOx, TSP, PM10, and PM2.5, which are provided by EEA, and the spatial scope of the analysis was conducted on Incheon Port, which is located in the metropolitan area of Korea and has a large ripple effect on air pollution. Three scenarios were constructed for analysis. Scenario 1: If there is no policy, Scenario 2: If only fuel oil sulfur content regulation was implemented, Scenario 3: The analysis was conducted by reflecting fuel oil sulfur content regulation, VSR, and AMP. As a result of the analysis, in the case of scenario 1, 4,801 tons, 4,932 tons, and 5,144 tons of air pollutants were emitted during the three-year period. In Scenario 2, 4,219 tons, 4,152 tons, and 3,989 tons were discharged, and in Scenario 3, 4,198 tons, 4,138 tons, and 3,973 tons were discharged. The findings of this study are anticipated to be applied as fundamental research in port air environment management and Incheon Metropolitan City air management.

A Heuristic Model for Appropriation of Voyage Allocation under Specific Port Condition Using Regression Analyses - With a Case Analysis on POSCO-owned Port - (휴리스틱 회귀모델을 이용한 특정항만 조건하에서의 선형별 적정 항차배분에 관한 연구 - 포항제철(주) 전용항만 사례를 중심으로-)

  • This paper mainly deals with the appropriation of ship voyage allocation, using a heuristic regression model, in order to reduce total costs incurred in port, yard and at sea under the specific port condition. Because of different behavior of costs incurred in port, yard and at sea, an effort to minimize these costs by adjusting the number of voyages for three ship classes(50,000, 100,000, and 150,000-ton) should be made. For instance, if the port managers attempt to reduce the sea transport cost by increasing the annual allocated number of ship voyages classed 150,000-ton for economies of scale, they have no choice but to suffer a significant increase in queueing cost due to port congestion. To put it differently, there are trade-off relationships among the costs incurred in port, yard, and at sea. We utilized a computer simulation result to perform a couple of regression analyses in order to figure out the appropriate range of allocated number of voyages of each ship class using a heuristic approach. The detailed analytical results will be shown at the main paper. We also suggested a net present value(NPV) model to make a proper investment decision for an additional berth of 200,000-ton class that alleviates port congestion and reduces transport cost incurred both in port and at sea.

  • In Pusan Harbour, new port development projects are implemented such as the Extended Terminal adjacent to the Gamman Terminal, Pusan New Port, the Navy $\bigcirc$$\bigcirc$ piers, etc. which will require new marine traffic environments in the Passage I of Pusan Harbour. Specially, the turning basin of the Extended Terminal adjacent to the Gamman Terminal has been designed to overlay the Passage I of Pusan Harbour, which will interrupt the inbound traffic flow and the results will be worried to decrease the efficiency of port operation. Therefore, this paper will be aimed to evaluate the traffic congestion in the Pusan Passage I due to the opening of new ports within Pusan Harbour in 2006 and 2011 by using computer simulation based the queueing theory.

부산 남외항 정박지 이용 현황 및 개선방안

  • 우리나라 최대의 항만인 부산항의 정박지로 북항에는 집단정박지 1개와 포인트 정박지 5개가 다대포항 입구에는 포인트 정박지 1개가 그리고 남외항에는 5개의 대기정박지가 지정되어 있다. 남외항 정박지는 정박선의 크기별로 5개의 정박지로 나뉘어 있는데 특히 N-5 정박지는 2009년에 국내 최초로 항계 밖에 지정되어 운영되고 있다. 최근 남외항 정박지는 기상 악화 시 주묘(走錨) 등으로 인한 접촉 충돌 등의 해양사고 위험 요인이 상존하고, 해운산업의 경기침체와 경영악화에 따라 장기계선 또는 감수보존 등의 선박들이 조종 불능상태로 방치되는 등 선박안전에 취약한 실정이다. 이 연구에서는 남외항 정박지의 이용현황을 분석하여 정박지 운영의 문제점을 식별하고 개선방안을 제안하고 한다.

수로특성을 갖는 감조하천의 퇴적환경 수치모의

  • 금회 연구대상인 아산만 내측에 위치한 배수로는 항만 건설로 인하여 인공적으로 생성된 감조하천의 성격을 띄고 있다. 이러한 인위적으로 설정된 배수로는 일반 하천에 비하여 유속이 크고 단순화된 유로로 인하여 퇴적 또는 침식우세 등의 극단적인 성격이 보인다. 따라서 이러한 퇴적환경 현황을 파악하기 위하여 금회 연구에서는 퇴적환경의 외력조건으로 작용하는 조석, 파랑, 그리고 하천 등의 영향을 분석하였으며, 이에 따라 유동 및 퇴적환경 현황을 재현하였다. 재현결과 협수로와 곡선부에서 침식이 기타 수로에서는 퇴적이 우세한 양상을 보이는 것으로 나타났다. 또한 이를 근거하여 차후 1, 5, 10년에 대한 장기간의 모델링을 수행하였으며, 이에 대한 결과 현재 배수로의 퇴적환경은 평형상태로 유지되는 것으로 판단된다. 그러나 배수로로는 대부분 간사지로 대기노출시간의 높은 편으로 지반의 고화현상이 발생하여 이에 대한 고려는 거의 불가하기 때문에 결과 보정 시 이를 고려한 결과해석이 필요할 것으로 판단된다.

A Study on the Activities Priority and its Effects for Green Port Construction (그린포트 구축을 위한 활동 순위 및 효과분석에 관한 연구)

  • As the has been brought out in 1997, many ports pay attention to greenhouse gas emission reduction and try to develop the port as an Green Port. The purpose of this paper is to establish the activities priority for Green Port construction and analysis its efficiency for the port competition. First of all, the activities for Green Port is introduced and showed its characteristics. To analysis these effectiveness for Green Port, the questionnaire survey is done by considering the opinion of port specialists. And by using AHP analysis method, the priority between the port activities is obtained and its effect for Green Port is taken by considering port competitiveness.
