This study will define the features of the viewpoint that best enables the view of Busan Port from Young-Do. Special focus will be on spatial distribution, the type Busan Port sights that can be experienced from Young-Do, the compositional characteristic of a port landscape and visual characteristic. The results are based on 27 selected viewpoints and are as follows. Firstly, the patterns of the spatial distribution of viewpoints are classified as park, public facility and wayside types. It was found that most viewpoints are located along a wayside. Secondly, the types of Busan Port sights that can be experienced from Young-Do are divided into three kinds: surrounding stand-line type, facing the port and the type of penetrating city. The major type was of penetrating city among the three patterns. The reason for this is that the point of view for Busan Port was changed into a prospect over the sea since city and road sections have been expanding due to the urbanization of Young-Do. Thirdly, the compositional characteristics of the port landscape are divided into three styles: panoramic, corridor, and rooftop. The most frequent type is the rooftop style among the three characteristics. This fact indicates that the picture of Busan Port seen from Young-Do loses continuity of view and that housetops inhibit the sense of distance. Lastly, the visual characteristics of the viewpoint were analyzed. The angles of the declination of the viewpoints are concentrated on the horizontally closed parts. Thirteen points lie between $-3^{\circ}$ and $-1^{\circ}$, and twelve points between $-6^{\circ}$ and $-4^{\circ}$. The visual axes of the depression are two points because sight is interrupted by buildings which are built when the city expands. Two viewpoints for experiencing the optimum landscape of depression should be prepared to ensure continuous preservation of the viewpoints. The sight creates a wide prospect, reaching from 0.2km to 6.4km. It is expected that the results of this study can be used for the landscape plans of port cities including the management and preservation of viewpoints.
This study aims to investigate changes in the demand for ship officers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships (MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in the skill of ship officer. It also analyzes and proposes a plan for nurturing ship officers accordingly. As a result of the degree of recognition and AHP analysis, this study suggests that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but tasks such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore-based control. By evaluating the importance of change factors in the duties of ship officers in Maritime Autonomous Surface Ships, this study provides information on ship officer educational institutions' response strategies for nurturing ship officers and prioritization of resource allocation, etc. The importance of these factors was compared and evaluated to suggest changes in the duties of ship officers and methods of nurturing ship officers according to the introduction of Maritime Autonomous Surface Ships. It is expected that the findings of this study will be meaningful as it systematically derives the duties and competency factors of ship officers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.
This study sought to confirm the impact of analytical methods and behavioral economic theory factors on decision-making when making chartering decisions in the dry bulk shipping market. This study on chartering decision-making model was began to verify why shipping companies do not make rational decision-making and behavior based on analytical methods such as freight prediction and process of alternative selection in the same market situation. To understand the chartering decision-making model, it is necessary to study the impact of behavioral economic theory such as heuristics, loss aversion, and herding behavior on chartering decision-making. Through AHP analysis, the importance of the method factors relied upon in chartering decision-making. The dependence of the top factors in chartering decision-making was in the following order: market factors, heuristics, internal factors, herding behavior, and loss aversion. Market factors, heuristics, and internal factors. As for detailed factors, spot freight index and empirical intuition were confirmed as the most important factors relied on when making decisions. It was confirmed that empirical intuition is more important than internal analysis, which is an analytical method. This study can be said to be meaningful in that it academically researched and proved the bounded rationality of humans, which cannot be fully rational, and sometimes relies on experience or psychological tendencies, by applying it to the chartering decision-making model in the dry bulk shipping market. It also suggests that in the dry bulk shipping market, which is uncertain and has a high risk of loss due to decision-making, the experience and insight of decision makers have a very important impact on the performance and business profits of the operation part of shipping companies. Even though chartering are a decision-making field that requires judgment and intuition based on heuristics, decision-makers need to be aware of this decision-making model in order to reduce repeated mistakes of deciding contrary to market situation. It also suggests that there is a need to internally research analytical methods and procedures that can complement heuristics such as empirical intuition.
In 2000, post-construction evaluation was introduced for the purposes to evaluate demand, cost, and construction period of public construction projects and to reduce errors of public order agencies. However, pricing guide of post-construction evaluation has not been established, which becomes a cause of quality degradation of post-construction service and conflict occurrence. This study suggests the pricing guide in the form of percentage of construction cost method and cost plus fee method based on data of post-construction evaluation. This study investigates the construction costs and service costs for post-construction evaluation and conducts the comparative analysis of 'percentage of construction cost method' and 'cost plus fee method.' The analysis result shows 'cost plus fee method' is more accuracy than 'percentage of construction cost method.' In particular, cost plus fee method includes various correction coefficients, such as distance, area, and integration, in order to reflect the project characteristics of each infrastructure, and suggests linear construction (roads, railways), nonlinear construction I (housing and industry complex), and nonlinear construction II (airports, seaports, dams, water and sewage).
Living modified (LM) crops are imported each year to South Korea as food and feeds, LM canola being one of the imported crops. The cultivation of LM crops is not permitted in South Korea but the import of these crops is increasing. In this study, we surveyed the environmental risk of imported LM canola at 9 provinces, from March 2009 to June 2013. Monitoring of canola was conducted around feed factories, roadsides, harbors, farmhouses, and flower festival regions. From the total of 595 canola samples collected from 1850 monitoring sites, we identified 6 LM canola samples. The LM canola samples were subjected to protein and DNA based analysis. PCR analyses using approved 5 single event primers (T45, MS8, RT73, Rf3 and Topas 19-2) revealed that two crops were glyphosate-resistant LM canolas, and four were glufosinate-resistant LM canolas. This study suggested that environmental monitoring is a useful research tool to manage LM crops unintentionally introduced into the environment in South Korea. This result can be used as a basis for future post-management of canola crops.

With the promotion of digitalization in the construction industry, BIM has become an indispensable technology. On the other hand, it has not been actively utilized in practice because of the difficulty of BIM modeling. The reason is that 3D modeling is less productive not only because of the difficulty of learning BIM software but also the modeling work is done manually. Therefore, this study proposes a method and system that can improve the productivity of BIM-based modeling. For this reason, in the study, a slit caisson, which is a typical structure of a port, was selected as a development target, and various parameters were derived through interviews with experts so that it could be used in practice. This study presents a UI construction plan that considers user convenience for efficient management and operation of diverse and complex parameters. Based on this, this study used visual programming and Excel VBA to develop a BIM-based design automation system for slit caissons. The developed system can use many parameters to quickly develop slit caisson models suitable for various design conditions that can contribute to BIM-based modeling and productivity improvement.

This research is the first research on developing the speed limit select model and also it is the result of the research on the importance of each element and consideration factors when selecting the speed limit. For the consideration factor discrimination and calculation of the importance, the delphi method and AHP method was used. The delphi survey was processed through third round survey, 5 high consideration factor(Level 1) and 23 low consideration factor(Level 2) was discriminated. During the process of the third delphi survey, when the CVR cost was in the range between 0.4~1.0 it was treated as the consideration factor when selecting the speed limit and less than 0.4 cost was eliminated. In the process of the second delphi survey, 33 consideration factors were discriminated but was reordered into 23 categories through the third survey. Based on the 23 categories earned through the third delphi analysis, the AHP survey was processed. The result of the AHP survey was that out of the importance of the 5 high consideration factor(Level 1), the traffic condition was evaluated as the number one factor and the vessel condition, waterway condition, environment condition, supporting condition and etc. conditions were evaluated following the traffic condition. Out of the 23 low consideration factor(Level 2) consideration, the visibility was evaluated to be the first important and the performance of the vessel steering, objective factors within the harbor, amount of traffic and density, distance between the passing vessel, speed of the steering capacity and tidal current were the following evaluated factors.

After the Sewol ferry disaster, the maritime safety supervisor system was introduced to strengthen maritime safety control for coastal vessels. If any critical defect is found in vessel facilities during periodical or occasional guidance and supervision on a vessel, a maritime safety supervisor takes an administrative measure: detention of the vessel until it has been completely corrected. The detention order is one of the most powerful regulations exercised by a maritime safety supervisor. It would not be an overstatement to say that the guidance and supervision conducted by a maritime safety supervisor is very important for the safety of a vessel and protection of the maritime environment. However, the regulatory level of each Regional Office of Oceans and Fisheries toward vessels may vary with the enforcers, and an individual's intentional act or negligence might occur during the execution process. Detention of a coastal vessel by the Regional Office of Ocean and Fisheries can easily lead to delayed navigation, and a vessel owner may suffer economic loss from suspension of a charter party. Nevertheless, the Maritime Safety Act does not prescribe filing a petition for objection to the measure of detention order by a maritime safety supervisor. To overcome this problem, therefore, the objection procedure under the Maritime Safety Act has to be reformed to reclaim a right against an inappropriate detention order measure caused by an individual's intentional act or negligence through a formal objection.
Benzene is a class 4 hazardous material according to the Act on the Safety Control of Hazardous Substances. This study qualitatively evaluated the damage size of a "toxic" accident and "pool fire" accidents based on benzene in a virtual scenario of a fire and leakage accident during unloading at a port facility. The KORA program was used as an evaluation method, which is supported as a universal program by the National Institute of Chemical Safety. The range of damage effects of a benzene-induced fire and leakage accident was predicted. In the case of toxic damage range, the accident's damage effect range for the "worst case scenario" was reduced by up to 5.11% with a decrease in the size of the leakage hole. In the case of the leakage time, the damage effect range increased to 145.12% with a 10 min leakage time compared to that of a 5 min leakage time and went up to 20 min (212.29%) with a 20 min leakage time. In the case of pool-fire-induced damage, the damage effect range by radiant heat in the "worst case scenario" was 228.8 m in radius from the center of the handling facility. In the "alternative scenario," the damage effect range by radiant heat was reduced by up to 8.26% compared to that in the "worst case scenario" since the size of the leakage hole was decreased by reducing the cross-sectional area of the pipe.

The research of skin-tone detection has been conducting continuously to enlarge the importance in security, surveillance and administration of the information and 'Password Control System' for using face and skin recognition in airports, harbors and general companies. As well as tile rapid diffusion of the application range in image communications and an electron transaction using wide range of communication network, the importance of the accurate detection of skin color has been augmenting recently. In this paper, it will set up the boundaries of skin colors using the information of Cb and Cr in YCbCr color model of human skin color which is from hundreds compiled portrait images for each race, and suggest a efficient yet simple structure about the skin detection which has been followed by whether the comprehension of the boundaries of skin or not with adaptive skin-range set. With the possibility of the 1D Processes which does not use any memory, it is able to be applied to relatively small-sized hardware and system such as mobile apparatuses. To add the selective mode, it is not only available the improvement of tie skin detection, but also showing the correspondent results about previous face recognition technologies using complicated algorithm.
