WTO/TBT 협정 및 제조물책임법(PL : Product Liability Law)이 시행됨에 따라 전기설비 공사 시 안전성 확보는 전기공사의 최우선 과제로 정부 및 전기관련 단체에서는 안전에 대한 연구가 활발하다. 정부는 안전관리 강화를 위한 조치로 전기설비 검사제도와 관련하여 전기사업법이 매년 부분적으로 개정되고 있다. 그러나, 개정내용의 대부분은 사용전검사(점검)등 신규시설물 검사에 대한 범위에만 주안점을 두고 있기에 우리협회를 비롯하여 전기관련 단체 및 기술자들은 실질적인 안전강화에 대한 의견을 지속적으로 제시하고 있다. 본 연구는 현재 전기설비 검사제도의 실태를 되짚어보고 외국의 전기설비 검사제도 운영을 검토하여 보다 합리적인 발전방안을 제시하고자 한다.

The importance of the life cycle cost analysis(LCCA) for apartment housing remodeling projects has been fully recognized over the last decade. Accordingly theoretical models, guidelines, and supporting software systems were developed for the life cycle cost analysis of apartment housing remodeling systems. However, the level of consensus on LCCA results is still low due to the lack of reliable data on remodeling activities for safety diagnosis. in order to predict the reliability based LCCA of the given case, suggested the remodeling strategies level after reviewing other related materials. Apply the real information of the economic index. And based on such analytical measures, remodeling and operation cost and LCC in remodeling strategies level have been predicted; suggests the basic information about remodeling interventions level for the apartment housing. The LCC analysis models and the fuzzy logic based safety assessment presented in this study can greatly contribute to the value-oriented design alternative selection, estimation of the economic analysis, and the allocation of budget for apartm.

The environmental issues including domestic measures to protect public life or health are generally easy to bring the tension between the WTO and its member countries. The standard of review, whether de novo review, total deference, or somewhere in between, is largely important in the WTO's adjudicating mechanism because it is closely related to the appropriate balance of power between sovereign nations and the WTO: The multilateral trading regime, through the proper standard of review, could harmoniously operated without interest conflicts among the member countries and at the same time between the WTO and the member countries. Irrespective the important function of the standard of review in the WTO judicial system, applicable standard of review has not been established in the current SPS Agreement. Furthermore, the nature of the SPS Agreement related in scientific factors, such as scientific experiment, data and assessment prevents the WTO's panel from applying consistent standard of review. Considering the judicial demand for the moderate treatment of the case under the SPS Agreement, this paper explores appropriate standard of review applicable the SPS-related environmental measures, particularly, by analysing the recent SPS-related dispute, US-Hormones Suspension.

우편설문조사를 이용한 조건부가치측정법을 통해 자료를 수집할 경우 무응답자의 발생은 보편적이며, 그러한 무응답자의 존재는 무응답자편의(無應答者偏倚) 가능성을 내재하고 있으므로, 표본의 통계치를 이용한 모집단에 대한 확대 적용을 위해서는 우선적으로 무응답자편의(無應答者偏倚)에 대한 검정(檢定)이 이루어져야 하며. 또한 무응답자편의(無應答者偏倚) 발생시 이에 대한 적절한 조치가 취해져야 한다. 본 연구에서는 다단계 우편설문발송법을 통해 수집된 자료를 이용하여 효과적인 무응답자편의(無應答者偏倚) 검정(檢定)의 수행과 무응답자군(無應答者群)의 평균지불의사액을 별도로 추정한 후 이를 이용하여 보다 합리적이고 정확한 총지불의사액(Aggregate WTP)의 도출방법을 제시하였다. 이는 우선적으로 무응답자편의(無應答者偏倚)를 분산분석을 통해 검정(檢定)한 후 선형외삽법으로 무응답자군(無應答者群)의 평균지불의사액을 추정하여 이를 모집단의 총지불의사액을 산출하는데 이용하는 방법으로 기존의 보수적인 방법들보다 상대적으로 저렴한 비용으로 무응답자편의(無應答者偏倚) 검정(檢定)을 가능하게 하며, 사회적 또는 인구특성상의 차이를 이용한 통계적 가중치 이용방법과는 달리 연구자의 직접적인 관심의 대상이 되는 지불의사액을 이용하여 무응답자편의(無應答者偏倚) 테스트를 하고 또한 무응답자군(無應答者群)의 평균지불의사액을 추정하여 보다 효율적이며 타당성이 있는 총지불의사액을 산출해 낼 수 있다는 장점이 있다.

Many countries make it their national policy to develop science and technology as the primary element in their overall national development, they concentrate on identifying gifted students in those areas and on educating them in special institutions. At this point the environmental factors in those educational institutions are highlighted. Of all these factors, a favorable and amenable environment of a library, the treasure - house of knowledge, is the most essential to the early achievement of the stated educational aims. Thus, this thesis describes the importance of educating gifted students, and then examines, compares and analyzes the factors involved in improving the environments of institutional libraries for gifted students ; finally, this thesis proposes the minimum and optimum standards for library facilities, personnel, collections, and budgets.

Article 77 of CISG requires an aggrieved party, the promisee, claiming damages to take reasonable measures to mitigate losses. The reasonable measures required hereunder are limited to those that can be expected under the circumstances having regard to the principle of good faith. When taking such measures, the aggrieved party must do so within a reasonable time under the circumstances. The expenses incurred in taking such measures are recoverable from the promisor. If the aggrieved party fails to do so, the damages recoverable from the promisor are reduced in the amount the loss that should have been mitigated. The aggrieved party's duty to mitigate damages applies to claim for damages only. That is, the violation of this duty should not be invoked against other remedies available under CISG, such as the right to claim specific performance, the right to claim for the price or the right of reduction of price. In practice, under the provision of article 77, the aggrieved party, the seller or the buyer, is often required to enter into a substitute transaction as a measure to mitigate losses and many cases involving a substitute transaction are internationally reported. Therefore this paper intends to provide a certain understanding of the aggrieved party's duty to take measures to mitigate losses based on such cases reported.

This study aims to examine the problems of the Article 31 of the Korean Copyright Act and to suggest the improvement of the Article 31. The study analysed the establishment and revisions of the Act and the Article 31. The study suggests the followings for the improvement of the Article 31: firstly, to limit copyright limitations for libraries operated by profit organizations but to extend copyright limitations for libraries operated by non-profit organizations, secondly, to abolish the system of property rights compensation, thirdly, copyright organizations and library associations closely discuss to solve the problems on reproduction prevention measures, the amount of reproduction, the inter-library loan of library materials among libraries.

The police have a responsibility to exercise the police authority in the sphere of peril prevention. Such right may be decided at their discretion. So, as a management according to the police's discretion is based on order and compulsion, it can not help infringing the rights of the people. Therefore, the exercise of the police authority has to be accompanied by a legal management policy according to the principle of legal reservation based on the principle of constitutionalism. This study is to find proper directions of the police function through preparing reasonable plans to guarantee freedom and rights of the people at its maximum while maintaining the public peace and order.

Once the objective of project is set up to alter the present situation to acertain future situation necessary measures need to be taken to accomplish it. In the past, making a plan and transformation was done in the form of handwork, but this article addresses analyzing and handing the project data by using a tool of Microsoft Office System and then by making a reasonable plan. This system also helps transform project data into Excel data and analyze it using Excel, and transform project data into xml data and construct xml database so that it makes it possible to handle and use data efficiently, and to set up automatic project system in the future which leads to efficient project management.
