A Study on the Use of Parcel Identification Number in Developing the Korean Land Information System (한국형 토지정보체계 구축에 있어서 지번의 효과적 관한 연구)

  • This study examines the unique characteristics of the parcel identification number especially in developing the Korean land information system(KLIS). There are several limitations in establishing KLIS in terms of the location identification. Therefore, it is necessary to develop the appropriate parcel identification number system in Korea including the road identification systym and the three dimensional parcel identification system. The exact parcel bounary also needs accurate surveying and registration.

  • Geography Information System is divided to many details fields such as Urban Information System, Land Information System, Military Information System etc. These detailed fields are connected each other and make National Geography Information System. Now Geography Information System is being used in many fields with Urban Information System. And information of all field is being constructed to network for share each other. Now Land Information System(LIS) is being constructed to two dimensional. But LIS can construct and utilize three dimensional geographic data by connecting Geography Information System and this effect will be greatest. Thus, the study of connecting cadastral map and digital terrain map must be continued. Through the study of connecting digital terrain map, the construction and analysis of three dimensional digital elevation model will be able to construct Land Information System effectively. To this study, the authors constructed integrated geographic data by uniting digital terrain map and cadastral map and constructed three dimensional digital elevation model. By connecting cadastral information database, the authors developed three dimensional Integrated Land Information System.

Analyzing the Implement System Shift of Land Policies (토지정책 추진체계 변화 연구)

  • The goal of this research is to suggest the desirable directions of the land policies implement system based on analysis of existing those of Korea with the paradigm shift of land policies. We classify the land policies into land ownership, land use, land development and land management ones, and then analyze their implement system characteristics. The results are follows : firstly, the land policies implement systems have been set to large scale and rapid development. Secondly, although the systems have been specialized by their areas, the comprehensive manage systems for the harmony between development and conservation are lacking. Thirdly, the parts of the central government powers related to land use has been hand covered to local governments. And the participations of residences private companies have enlarged in the land development. Fourthly, the purposes of the information management on land use have been changed from tax collection into planned land use, but the information management has not met the need of planned land use. This study shows that firstly, the implement system focusing on large development projects might be no longer effective because of high possibility of the property prices stabilization, so moderately small ones must be found. Secondly, the system cope with the climate change and to realize the efficient utility of land is needed. Thirdly, it is necessary to take the actual measures to participate a variety of subjects. Fourthly, the system modification of the land information manage system as land policies infra is also needed to establish integral land policies.

  • Korea's current Land Category Classification System(LCCS) can not accurately register of complex and diverse Status of land use in Cadastral Record. Therefore, in order to draw implications for the improvement of LCCS in Korea, Shin SW and four others published a paper titled 'A Study on Land Category System of Domestic and Foreign Country' in 2013. This paper compared the 'land category', 'land use' and 'land cover' of six countries on the same line, and Some non-factual content was described. So, presented a new perspective on this. Looking forward, I hope that reasonable alternative will be presented based on the understanding of LCCS of Germany, Japan and Taiwan. In the future research project, to study the history of LCCS in Germany and Taiwan and suggest to refer to improvement of LCCS of Korea.

  • Urban land use information is the base data for the urban planning, district-level planning, traffic impact assessment and environmental impact assessment, etc. The level of detail of the current land use information is not enough to analysis and planning. In this study, the status and problems of the current land use information is analysed. The advanced abroad cases, such as LBCS(Land Based Classification System) of American Planning Association, are studied. The purpose of this study is to develop the coding system for urban land use information classification. Through this system, it is anticipated to standardization of land use classification system and improvement of data compactability.

  • 지난 몇 십 년 동안 한국에서는 도시의 확장으로 인해 인구 밀집지역에서의 토지이용이 급속하게 변화되었으며, 그 결과 도시의 환경은 악화되었다. 도시화는 도시민에 필요한 녹지의 크기와 수를 감소시킬 뿐만 아니라, 서식처 파괴의 원인이 되며, 적절한 녹지의 배치 또는 배열이 이뤄지지 않을 경우 도시내 생태적 기능의 결핍을 초래한다. 경관변화의 증명과 분석은 토지이용변화의 환경 요소의 인과관계 파악에 중요하다. 원격탐사와 지형정보체계는 토지이용 변화의 경향과 영향을 이해할 수 있어 녹지공간변화 파악에 사용된다. 원격탐사는 동일대상지의 다른 시기에서의 영상자료를 이용해 토지이용의 경년변화를 파악하며 지형정보체계는 이를 저장, 분석에 활용되고 있다. 본 연구는 원격탐사와 지형정보체계를 이용하여, 1989년부터 1998년 동안, 대전광역시의 토지이용 변화를 파악하며 그 원인을 살펴보는데 있다.

  • The purpose of this study is to evaluate the urban land used by the Urban Land Use Information System (ULIS) which can supply the micro-level land usc information for the understanding of micro-level urban spatial structure and district-level planning and managements(such as urban design, redevelopment planning and district-level transportation planning, etc.). The study evaluates the current situation of urban land use database and suggests the prototype of urban land use database using GIS. The planning and management of post-modern city which has characterized by diversity and the mixture of land use, need more detail and quantitative information about land use. Recent redevelopment and reconstruction of existing physical condition are increasing the density of activity. It raises urban problems such as the shortage of infrastructure and traffic congestion, etc. In this process we need to construct information system which monitors current land use situation.

A Study on Korea Land Use Information System Zoning Data Maintenance Plan (국토이용정보체계 용도지역지구 데이터 정비방안)

  • The purpose of this study is to explain the types and causes of errors in zoning data that occur in the topographic map notification procedure, and to prepare a data maintenance plan. In Korea, like the United States, law-based land use regulation is dominant. In other words, according to the land use regulation method in the Act, the government designates zoning for all lots in the country, and landowners check the land use regulations of their land through the Korea Land use Information System. The land use plan confirmation document is important land information that affects the results of administrative dispositions such as land transactions between individuals or permission for development activities. However, there are data errors that occur during the current topographic map notification procedure and data construction process. Therefore, four local governments that can verify data by type were selected in consideration of local government conditions. A number of errors are first, errors in data construction and management in the Korea Land use Information System, and second, errors in lack of expertise that occur while the local government officials maintain data. Third, it was analyzed as an error from the relationship between the serial cadastral map and the zoning DB. Based on the above results, it is hoped that the results of this study will be reflected in the establishment of the KLIP and the reform of the legal system, which is currently underway after the establishment of the 「3rd the Korea Land use Information System Construction Plan」.

  • 이 토지 컨설팅 정보 시스템(Land Consulting Information System)은 토지에 건축, 형질변경 등 개발행위와 관련하여 구입토지의 선정에서부터 개발의사결정에 이르는 여러 가지 토지법률정보, 요구토지의 입지조건정보, 개발목적에 부합하는 토지의 분포정보, 매매나 세입 관련 부동산 정보 등 사람들의 다양한 요구조건과 의사결정 요소들을 컴퓨터 시스템을 통해 질의하고 검색, 분석함으로서 경제적이고 신속한 정보의 취득과 이를 통한 신뢰성 있는 개발과 구입의 의사결정정보를 제공하기 위한 목적에서 개발되었다. 시스템 기능의 인지도를 향상시키기 위해 'ALGOSA'라 별칭의 로고를 부여하였으며, 일반 개인은 물론 현존하는 전국의 수만 업체에 이르는 부동산사무소(공인 중개사), 측량설계사무소, 건축설계사무소, 전문토지개발회사 등 컨설팅 업체를 중심으로 시스템 보급의 필요성이 기대되며, 나아가 지방자치단체의 개발관련 인허가 부서에서도 이 시스템을 도입함으로서 개발행위 인허가 토지의 체계적 관리는 물론 불법 개발행위 단속과 객관적인 공시지가부여 기준제시를 위한 실제토지이용정보제공 등 폭 넓은 시스템 도입의 효과가 기대된다. 효과가 기대된다.

  • 쇠퇴되어가고 있는 도시를 부흥시키고자 하는 도시재생 사업의 성공을 위해서는 종합적인 정보체계를 갖추어야만 한다. 먼저 정확한 데이터를 통한 도시의 쇠퇴현황을 진단하고 쇠퇴의 유형에 따른 올바른 대상지를 선정하여야 하며 주민의 참여를 유도하는 정보체계 및 사업의 모니터링을 통한 지속적인 관리체계를 수립할 수 있어야 한다. 본 연구에서는 이러한 도시재생을 효율적으로 수행할 수 있는 정보체계를 도시재생종합정보시스템를 중심으로 제안하고 운영관리방안을 제시하였다. 제시된 정보체계 속에 유기적인 정보의 활용을 통해 우리나라 도시재생 사업의 효과적인 수행을 기대할 수 있다.
