Promoting policy to involve plant EPC companies for package deal has been studied to acquire overseas energy resources. The effectiveness of the package deal with the plant EPC companies has not been successful because the participation of the plant EPC companies is very rare. It is difficult for the plant EPC companies to join the package deal due to the lack of the fully responsible organization to support the plant EPC companies participating in a package deal. The followings are suggested as the ways to promote the participation of the plant EPC companies for package deal in this study; 1) financial support of the government for plant EPC companies 2) political support of the government for plant EPC companies 3) specialization of the advanced countries for public-private cooperation.

중동지역을 필두로 하여, 국내건설사들은 시공분야에서의 높은 경쟁력을 바탕으로 매년 놀라운 속도로 해외 플랜트 EPC 건설시장에서의 점유율을 높여 나가고 있다. 2012년에는 전 세계 건설시장의 8.1%를 점유하며, 이탈리아를 제치고 역대 최고인 세계 6위의 건설 강국으로서의 면모를 과시하기도 하였다. 그럼에도 불구하고, 그간 수주 자체를 목적으로 한 저가입찰 등과 같이 리스크를 간과한 무리한 수주는 폭탄의 뇌관을 건드리는 격이 되었고, 결국 2013년 일부 대형 건설업체들은 해외 사업장에서 대규모 손실을 경험하였다. 이와 더불어, 해외 대규모 EPC 플랜트 사업의 수주금액이 급증하여 한 개의 사업에서 발생되는 손실이 기업의 총체적 경영에도 큰 영향을 미칠 수 있게 됨에 따라, EPC 플랜트 건설사업의 잠재 손실의 원인을 최소화하고 건설사들의 지속적인 성장을 가능하게하기 위해서 리스크를 효율적으로 관리해야 하는 필요성은 더욱 증가하였다. 따라서, 본 연구에서는 해외건설시장 중, 중동지역에서 EPC 형태로 발주되는 발전플랜트 건설사업의 리스크 요인들을 발굴하고, AHP (Analytic Hierarchy Process) 기법을 사용하여 리스크 요인들 간의 우선순위를 정량적으로 도출하여, 국내건설사들이 중동지역의 EPC 사업수행 현장에서 효율적으로 리스크를 관리할 수 있도록 도움을 주고자 하였다.

This study aims to develop a strategy for South Korean companies to penetrate into the global NPP(nuclear power plant) market with their strength as the sixth biggest nuclear power generator in the world. With 20 nuclear plants in commercial operation and 6 more in construction, South Korea has the best technology in construction and operation of NPP. Despite these capabilities as demonstrated on its domestic market, Korean companies' constraint to enter and play a key role in global NPP market would be the lack of experience in overseas NPP projects, original technologies, and diplomatic effectiveness. This study analyzes the competitiveness of Korean standardized nuclear power plant, construction management skills, construction technologies, manufacturing equipment and materials and operation skills. In this research the current status of existing NPP and the forecast of building NPP according to countries was analyzed in order to work out strategies with technology, cost-effectiveness, and diplomatic consideration.

플랜트 프로젝트의 성과 향상을 위해 EPC 업체들은 통합적 관점에서의 프로젝트 사업관리 방식 개발에 대해 지속적인 관심을 보이고 있다. 특히, Advanced Work Packaging (AWP)는 프로젝트 생애주기 관점에서 기존의 "작업체계" 개념을 통합하여 프로젝트 수행 방식을 일부 재조정하는 방식으로 사업성과 개선을 위한 방법으로 제시되고 있다. 그러나 아직까지 국내 EPC 업체들은 AWP 도입의 초기 단계로, AWP를 수행하기 위한 구체적인 연구가 부족한 실정이다. 이에 따라, 본 연구에서는 AWP 체계의 도입을 위해 EPC 기업에서 갖추어야 하는 조직역량 도출을 목표로 하였다. 문헌 고찰과 현직자 인터뷰를 통해 AWP 도입시 발생할 것으로 예측되는 주요 리스크를 도출하였으며, 맥킨지 7S 모델 체계에 맞추어 이를 방지하기 위한 29개의 조직역량 항목을 도출하였다. 이후 AWP 전문가 5인의 검증 과정에서 추가적으로 도출된 8개의 조직역량 항목을 반영하여 최종적으로 효과적인 AWP 도입을 위해 필요한 조직역량 37개를 도출할 수 있었다.

최근 해외 건설시장 플랜트 분야의 수주 증대에 따라 오일 가스 분야의 프로젝트가 증가하고 있다. 따라서 국내 건설 산업 업체들의 해외 플랜트 사업의 경쟁력을 확보하기 위해서는 생산성 향상 기술 경쟁력 확보 전략적 경영 추진 등 적극적인 대처 방안 수립이 요구되고 있다. 그 중에서도 해외 플랜트 사업의 오일 가스 분야는 산업 경쟁력 향상을 위하여 프로젝트 수행과 관련한 EPC(Engineering Procurement Construction) 유통 정보의 활용이 더욱 요구되지만, EPC 단계별 다양한 업무에서 발생하는 유통정보 콘텐츠를 효율적으로 관리하기 위한 콘텐츠 분류체계가 제시되고 있지 못하고 있다. 그로 인하여 설계도면의 변경, 중복업무의 발생, 업무주제간의 정보 누락 등의 문제점이 발생하고 있다. 이런 문제점으로 인하여 시장점유율이 감소하고 있으며 경쟁력이 약해지고 있다. 따라서 본 연구는 오일 가스분야의 콘텐츠 관리체계의 실무적 활용의 증대와 건설산업 정보관리의 효용성을 향상시키기 위하여 콘텐츠 관리 체계를 확립하기 위한 BPM(Business Process Management) 기반의 콘텐츠 분류 체계를 제시하고, 국내기업의 경쟁력이 가장 낮은 설계단계의 Business Process를 정의하고 요구되는 지식의 유형을 체계화하고, 콘텐츠 정보를 분석하여 설계단계 산업설비 유통정보의 체계화를 지원하고자 한다.

발전플랜트 엔지니어링 산업은 원청사로부터 EPC 설계 프로젝트 수주를 통해 전기, 계장, 기계, 배관등에 대한 설계 결과물을 납품하는 구조로써 프로젝트 기반으로 업무가 수행된다. 발전플랜트 엔지니어링은 전체 EPC 프로젝트 비용의 2~5%를 구성하지만 설계 이후 다음 공정에 많은 영향을 미치기 때문에 전체 EPC 프로젝트의 기초가 되는 주요 분야 중 하나이다. 하지만 국내 발전플랜트 엔지니어링 기업의 프로젝트 수행 역량은 미흡한 수준으로 프로젝트에 대한 체계적인 수행이 필요한 상황이다. 따라서 본 논문에서는 발전플랜트 엔지니어링 프로젝트의 성공적인 수행에 영향을 미치는 요인을 정의하고 계층화 분석법(Analytical Hierarchy Process)을 적용하여 각 요인들의 우선순위를 분석하였다. 분석결과 전체 응답자는 경험, 지식, 소통을 관련 요인을 중요 요인으로 인식하고 있었으며, 응답자의 직책별 분석결과 관리자급에서는 지식, 경험, 소통이 중요 요인으로 도출된 반면, 실무자급에서는 경험, 지식, 인적자원이 중요 요인으로 도출되었다. 응답자의 해외 프로젝트 경험 보유 여부 별 분석결과 해외 프로젝트 경험을 보유한 경우 프로세스, 경험, 인적자원이 중요 요인으로 나타났으며, 해외 프로젝트를 경험하지 않은 경우 지식, 경험, 소통 순으로 나타남에 따라 구성원의 직책과 업무 경험에 따른 중요도 인식이 상이한 것을 확인할 수 있었다.

본 연구는 플랜트 엔지니어링 산업에 속하는 대기업들의 공급망관리 도입과 운영에 대한 문제점을 살펴보고 이를 개선하기 위한 기본틀을 제시하는데 목적이 있다. 관련 자료의 축적을 위한 사례연구결과, EPC 형태의 사업운영과 더불어 프로젝트 관련 결정의 조정능력 및 정보공유 부족, 적절한 위험 및 변화시스템의 부재 등은 납기지연 및 예산 초과로 이어진다는 것도 알 수 있게 되었다. 공급망의 정보화는 경쟁력 제고와 직결되므로, EPC 프로젝트 공급망의 협업관련 정보화와 정보공유 수준을 살펴보기 위해 공급망을 구성하는 협력업체에게 설문조사를 실시하였다. 통계적 분석결과, 정보공유, 디자인과 설계활동의 조기참여 및 SCM에 대한 인식은 공급망 상의 협업에 긍정적 영향을 미치나 협력업체의 정보화나 평가는 유의미한 영향을 미치지 않는 것으로 나타났다. 이외에도 설계 및 엔지니어링, 조달, 시공의 여러 부문을 통합하는데 기여할 수 있는 프로젝트 공급망관리 모형을 제안했으며 이를 통해 몇 가지 실무적 시사점도 기술하였다.
