Ordering of Project priorities For Open Market Portfolio (오픈마켓 포트폴리오 관리를 위한 프로젝트 우선순위결정)

  • In the recent years, a variety of projects have been conducted in order to enhance competitiveness of leading businesses and their followers in the market. Accordingly, the importance of project portfolio management has risen in the open market industry. Project portfolio management refers to crucial decision-making processes which aim to maximize benefits by selecting projects most suitable for a strategic objective among multiple projects with limited resources. In this study, the trend of project portfolio management studies is introduced. The study also presents a mathematical model of the problem, which aims at maximizing project values, possibility, and similarity between projects in the limited resources. We use the genetic algorithm to obtain the priority orders of projects. In order to verify this study, we compare the results of this study and the existing schedules of the E-open market in South Korea. This study ultimately reduces project risks, improves efficiency of development and continuity of tasks by properly ordering projects and assigning developers to the projects.

Critical Chain Project Management as a New Paradigm for Reducing the Project Delivery Time (프로젝트 일정 단축을 위한 새로운 경영 패러다임 Critical Chain Project Management(CCPM))

  • Critical Chain Project Management(CCPM) is a new project management system paradigm which maintains the advantages of PERT/CPM and improves the shortcomings of it. In CCPM the task durations are determined as 50% time estimates, ie average time discarding the their contingency. CCPM determines the critical chain the constraint of a projects considering the logical precedence relationship and resource conflict resolution. Project buffer is located at the end of critical chain to absorb the variations of critical chain. The size of project buffer is usually calculated as the half of the sum of critical chain length. Also feeding buffer is inserted after each non-critical chain which feeding into the critical chain to prevent the time delay of critical chain from uncertainties of non-critical chains. Resource buffer can be utilized to improve the availability of resources of critical chain. Buffer management is a project execution and control mechanism. Buffers are classified into 3 zones. They are OK zone, Watch and Plan zone and Expediting zone. If the project status is within Watch and Plan zone, contingency plan is established. And if it changes into Expediting zone, the preplanned contingency plan are executed to recover the time delay. In CCPM the workers are asked to work with relay runner work mechanism that they work fast if possible and report their completion to project manager for the succeeding task to start as soon as possible. The task durations are not considered as the promised time schedule. The multi-tasking is prohibited.

Maturity model considering the interrelation between software project management areas (소프트웨어 프로젝트 관리영역의 상호영향을 고려한성숙도 모델)

  • Recently, as the project becomes larger and the number of project increases by the information system integration in the public and financial sectors, it is necessary to have a proper plan to manage the information system project. There have been many researches about the project management, success elements and failure elements, but the research on the interrelation between project management areas leaves much to be desired. This research deduces the scope, schedule, quality, work force and risk as the project management areas from the preceding research and the questionnaire and interview with PM developers, information system builders and data processing experts. And, it analyzes the interrelation and the relative importance between management areas, classifies the progress of the management areas under plan, implementation and completion stage and presents the frame to evaluate the accomplishment of each progress.

A Study on the Development of Evaluation Index for the Improvement and Operation of R&D Project Management Process (R&D 프로젝트 관리 프로세스 개선 및 운영을 위한 평가지표 개발 연구)

  • This study is intended to develop evaluation indicators for the improvement and operation of R&D project management process. To achieve this, an empirical survey was carried out to small companies specializing in technology-centered R&D. First, 12 evaluation indicators showed that there was a deviation of more than 2 times from the highest score of 60.77 to the lowest score of 30 in integrated management, which the R&D project management process needs to be selectively used for the improvement and operation. Second, the difference in industry showed that the biotech industry was the highest, while the chemical, electrical and electronic industries were the lowest. Third, the difference in the number of employees showed that companies with 50~100 employees were relatively high, while small companies with more than 100 employees were somewhat low. Fourth, the difference in career showed that 5~7-year career was relatively high, while 7~10-year career was somewhat high. Overall, evaluation indicators for the improvement and operation of R&D project management processor showed that integrated management was the most important, followed by communication management, risk management, and time management. This implies that small companies specializing in technology-centered R&D need to concentrate on the importance of efficient integrated management and rapid decision-making and risk management among individual participation subjects.

  • SW사업 관련 법령은 공공기관이 SW사업을 진행하는데 반영되고 있고 사기업에도 SW프로젝트를 진행하는데 법적 효력을 가지고 있으며 프로젝트 성공을 위해 중요한 요소로 작용하고 있다. 하지만 잦은 요구사항의 변경, 구체적이지 못한 요구사항, 비현실적인 일정과 예산 등으로 SW프로젝트의 성공을 보장받기 어렵다. 본 논문은 이러한 문제점을 파악하기 위해 SW프로젝트를 수행하는데 근간이 되는 SW관련 주요법령이 SW프로젝트의 성공을 지원할 수 있는가를 연구하였고, 이를 위해 프로젝트관리 국제표준인 ISO 21500(Guidance on Project Management)의 지식 및 관리 영역과 SW관련 주요법령들을 비교하였다. 연구 결과로서 현행 SW 관련 주요법령들에 각각 범위, 시간, 비용, 위험을 의미하는 영역에서 차이를 보여 종합적인 보완이 요구된다. 향후 본 연구를 통해 공공기관이 SW사업 프로젝트를 성공적으로 수행하기위해 관련 법령이 연구결과의 문제성을 명확히 제고토록 하고 공공SW사업은 물론, 국내 SW사업계가 프로젝트를 성공적으로 수행하기 위한 양질의 환경이 될 수 있게 하고자 한다.

Project Financing의 자금재조달(Refinancing)에 따른 효과 분석 - 우리나라 SOC민간투자사업 중심으로 -

  • 프로젝트 파이낸싱은 프로젝트 자체의 사업성과 프로젝트 현금흐름에 근거하여 발생하는 수익을 담보로 사업자금을 차입하고 운영 시 발생하는 수익으로 대출금을 상환하는 재원조달방식이다. 이 금융기법은 주로 광산 및 천연자원개발 사업에서 수 백년동안 이용되어 왔으며, 우리나라의 경우는 대규모 SOC민간투자사업에서 주로 활용하고 있다. 최근 우리나라 SOC민간투자사업에서는 기존에 정부와 민간사업자간에 체결하였던 실시협약 상의 재원조달 구조를 새롭게 변경하거나 유리한 금융기법을 이용하는 사례가 빈번히 나타나고 있다. 본 연구는 우리나라에서 프로젝트 파이낸싱 기법으로 어떻게 SOC민간투자사업에 투자하고 있는 지 분석하고 현황을 파악하였다. 또한 민간투자사업의 자본구조와 Refinancing의 발생사유를 분석하였으며, 광주제2순환도로, 신공항고속도로, 천안논산고속도로 민간투자사업에서 Refinancing 사례도 분석하였다. 그리고, Refinancing에 대한 효과가 어느 정도 인지 측정을 하였다. 결론적으로 Refinancing 효과가 사업에 대한 수익성을 높이는 효과와 부채비율이 높아져 운영위험이 증가하는 것을 실증적으로 보여주었다.

  • 체계적이고 지속적인 소프트웨어 개발 프로세스 측정 및 분석 활동은 프로젝트 관리에 있어서 중요한 요소 중의 하나로 알려져 있다. 하지만 측정 및 분석 활동에 요구되는 높은 비용과 신뢰성 있는 메트릭 데이터 획득의 어려움으로 인해 측정 및 분석 활동을 수행하는 데에는 많은 어려움이 존재한다. 본 논문에서는 메트릭 자동 수집 및 분석 도구와 이 도구를 기반하여 소프트웨어 프로젝트 관련 문제 인식과 문제 해결을 할 수 있게 하는 방법을 제안한다. 도구와 방법을 통해 메트릭 수집에 대한 오버헤드를 없애 측정 및 분석 활동의 수행을 쉽게 할 수 있고 수집된 메트릭의 분석을 통해 객관적으로 이슈를 파악하고 해결 할 수 있다. 또한 프로젝트 중에 메트릭의 지속적인 수집이 가능하고 수집과 동시에 수집된 메트릭에 대한 분석을 할 수 있기 때문에 잠재적인 위험 요소의 조기 식별과 해결을 가능케 하여 소프트웨어 제품의 품질향상과 문제해결에 드는 비용의 절감 효과를 얻을 수 있다.

  • In modern society, there is a tendency to emphasize efficiency and lead to detailed planning of team projects and individual tasks within organizations. In a 24-hour routine, the ability to use time effectively is considered an indicator of conscientiousness, and people try to imitate planned and organized people and utilize various systems to manage their daily lives. The reason why you want to perform a given task efficiently is because it affects the success or failure of the project by completing the task within a set period of time. Neglecting the project schedule is considered a major risk that threatens a successful outcome. This applies not only to large-scale organizational projects but also to individual life, and utilizes a variety of schedule management tools that emphasize time-based efficient management. In project management, it is necessary to carefully understand the detailed work progress rather than simply based on Today. In this paper, we propose an Android application that can manage schedules by accessing the user's project in units of tasks rather than dates, and introduce its implementation. The application we implemented in this paper can manage the project's goals and schedule by registering the project to which the user belongs. In addition, it provides the ability to approach work efficiently by visualizing the progress of the entire project or individual goals. As a result, users can use the application we propose in this paper to focus on their projects and manage schedules by task, thereby improving the overall efficiency of the project.

  • Recently, the urban regeneration project has been performed actively at home and abroad. The stake-holders in urban regeneration project are various and complicated, and has large scale during a long life period. Also they show the characteristics of a mega-project and most mixed-use form. Therefore, the urban regeneration has a lot of potential risk factors from project beginning to completion. It means they need efficient and continuous risk management in terms of performance measurement. But the current domestic construction project does not reflect risk management in view of performance measurement. This study proposes the risk management methodology by mapping risk factors with major performance indexes of the urban regeneration project.

The Effects of Requirement Uncertainty, Control Standardization, Interactions on Software Quality (요구사항 불확실성, 통제 표준화, 상호작용이 소프트웨어 품질에 미치는 영향)

  • 소프트웨어 개발 프로젝트에 대한 위험관리(risk management) 이론을 근거로, 소프트웨어 품질, 요구사항 불확실성, 통제표준화, 상호작용에 대한 5개의 가설이 설정되었고, 3개의 SI 회사로부터 117개 표본이 추출되어서 구조방정식모형에 의해서 실증적으로 검증되었다. 본 연구결과에 따르면 요구사항 불확실성과 통제 표준화는 소프트웨어 품질에 직접적인 영향을 미치지 않고, 사용자-프로젝트 팀 간의 상호작용에 직접적인 영향을 미치며, 이를 통해서 소프트웨어 품질에 간접적인 영향을 미친다. 그럼으로, 요구사항 불확실성이 낮을수록, 그리고 통제 표준화가 높을수록, 사용자-프로젝트 팀 간의 상호작용은 높아져서 궁극적으로는 소프트웨어 품질이 높아진다고 해석할 수 있다.
