The construction project is a complex undertaking involving multiple participants. Conflicts are inherently natural in the construction projects and subsequently, a success of projects mainly depends on how well to cope with the conflicts. In the past, courts usually took the position that the professional's exposure in damages for negligent performance of any of his/her duties would not extend to strangers to the contractual arrangement. However, courts today generally reject that rationale which was earlier in vogue and protect architects, engineers, and contractors from being liable to third parties. It means that the lack of privity of contract could rarely protect a profession in a suit alleging the negligence or professional malpractice in preparing plans or specifications. The main goal of this paper is to enhance the understanding of the legal aspect of privity and to provide the trend of no-privity disputes through the analysis of lawsuit cases during the last 40 years. On the base of the analysis, importance of the third relationship and the liability in construction disputes is presented.

Current risk assessment methods typically determine accident risks embedded in construction projects by combining severity and frequency; however, they do not reflect the characteristics of construction projects. To solve the problem, this study aims to develop a novel risk assessment method that combines severity, frequency, and disaster influence factors (i.e., weather conditions and worker's characteristics) for assessing risks of activities occurring on a construction site actually. In this study, a severity was estimated by death against victims, and a frequency was estimated by the victim rate. The frequency was then converted to probability taking disaster influence factors into account. Thus, instead of considering severity and frequency for assessing the original risks (RO), the proposed method uses severity and probability to yield adjusted risks (RA) for each activity. A case study was conducted to determine if the proposed method works as intended in a real setting. The results show that RA is more sensitive to disaster influence factors than RO and, therefore, is able to assess the actual risks reflecting the working environment and conditions of a construction site. This study contributes to risk management of construction projects by offering a risk assessment method that measures a possibility of potential disasters from the probabilistic perspective. This method would help project managers assess accident risks in a more systematic and quantitative manner.

In the construction industry, risk management has gained constant attention as the factor not only to evaluate global competitiveness of the country but also to secure competitiveness of public institutions and private companies. For effective construction risk management, the specific work process improvement that can be employed in the field in terms of risk management of the entire corporation such as financial, insurance and safety management is necessary. To manage construction risks, what is important is the step to identifying inherent risks in the construction project. The identification of risks will be followed by the step to seeking ways to establish and manage strategies responding to the risks. This study suggests ways and processes to make a checkslit to identify risks through case studies. To that end, the focus will be placed on working process improvement of risk identification among stages to manage construction risks such as risk identification and analyses, planning to respond to risks, risk monitoring and management. The case study checklists show that setting up the system to classify risks by stage is helpful to figure out causes of risks to reduce or eliminate risk factors. The checklist making process that considers features of the project is expected to contribute to successful completion of the project by enabling effective risk identification and systematic risk management.

Off-Site Construction (OSC) is a new construction method based on factory production. OSC (Off-Site Construction) is a new construction method based on factory production. Researches such as OSC-related design and production standardization, transport methods are actively conducted in the U.S., UK and other parts of the world as this new method has an edge over existing methods in terms of productivity, economy and quality. As the emergence of this new area requires reasonable management, an analysis of the scope of construction project management is required accordingly. Therefore, this research analyzed the study trends and relationships at the CM/PM range's "Operation level" to identify areas of study, relationship between studies and deficiencies in current research. This study carried out a comprehensive literature review of the OSC (CM/PM) research by analyzing 94 papers in Operation level as of September 3, 2018, and the analysis results are as follows. (1) Working stage level researches have been increasing rapidly since 2006. (2) Non-volumetric type is contributing most significantly at work stage level. In the building sector, it has been identified that problems such as residential: living, quality issues, non-residential: economic difficulties, factory: productivity problems have been addressed. (4) The Non-volumetric pre-assembly type dealt with the economic feasibility of residential and non-residential buildings, whereas the modular type was studied in regards to assembly quality. (5) From 2006, project management areas (e.g., quality, human resources, risks) have been expanded. It is expected that this research will help find new areas of research for OSC. If the analysis is carried out to the level of the industrial, corporate and project phases in the future, it is deemed that the overall research flow and area of the OSC industry can be identified.

Despite continuous efforts to reduce on-site safety accidents, the construction industry remains a high-risk sector with a high rate of fatal accidents. Design for Safety(DFS), which manages safety risk factors at the design stage, is being used as a method to lower the construction safety accident rate. However, due to limited knowledge, designers are unaware of the design-results risks during the different of the project lifecycle, including construction, operation, and maintenance. Effective DFS can be conducted if the designer understands the effect of the building shape on the safety accident rate and corresponding safety management cost(SMC). The cost of safety facilities such as fall prevention nets and safety fences will vary depending on the shape of the building. This study analyzes the outer perimeter length's impact on SMC. Following the data collection from 21 projects for this study, an analysis was conducted using the independent variables of the building perimeter(BP), building shape factor(BSF), and building area(BA), the dependent variable of SMC. The correlation R2 was found to be 0.876, 0.801 and 0.792 between the BP and SMC, BSF and SMC, BA and SMC, respectively, indicating that these factors were closely related.
Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.

Systematic risk management is necessary in grand scaled urban construction because of the existence of complicated and various risk factors. Problems of obstructions, adjacent structures, safety, environment, traffic and geotechnical properties need to be solved because urban construction is progressed in limited space not as general earthwork. Therefore the establishment of special risk management system is necessary to manage not only geotechnical properties but also social and cultural uncertainties. This research presents the technique analysis by the current state of risk management technique. Risk factors were noticed and the importance of each factor was estimated through survey. The systemically categorized database was established. Risk extraction module, matrix and score module were developed based on the database. Expected construction budget and time distribution can be computed by Monte Carlo analysis of probabilities and influences. Construction budgets and time distributions of before and after response can be compared and analyzed 80 the risks are manageable for entire whole construction time. This system will be the foundation of standardization and integration. Procurement, efficiency improvement, effective time and resource management are available through integrated management technique development and application. Conclusively decrease in cost and time is expected by systemization of project management.
Amphibians, sensitive to external environmental changes, serve as bioindicator species for assessing alterations or disturbances in local ecosystems. It is known that one-third of amphibian species within the order Anura are at risk of extinction due to anthropogenic threats such as habitat destruction and fragmentation caused by urbanization. To develop effective protection and conservation strategies for anuran amphibians, species surveys that account for population characteristics are essential. This study aimed to investigate the potential for citizen participation in ecological monitoring using the mating calls of anura species. We also proposed suitable quality control measures to mitigate errors and biases, ensuring the extraction of reliable species occurrence data. The Citizen Science project was carried out nationwide from April 1 to August 31, 2022, targeting 12 species of anura amphibians in Korea. Citizens voluntarily participated in voice signal monitoring, where they listened to anura species' mating calls and recorded them using a mobile application. Additionally, we established a quality control process to extract reliable species occurrence data, categorizing errors and biases from citizen-collected data into three levels: omission, commission, and incorrect identification. A total of 6,808 observations were collected during the citizen participation in anura species vocalization monitoring. Through the quality control process, errors and biases were identified in 1,944 (28.55%) of the 6,808 data. The most common type of error was omission, accounting for 922 cases (47.43%), followed by incorrect identification with 540 cases (27.78%), and commission with 482 cases (24.79%). During the Citizen Science project, we successfully recorded the mating calls of 10 out of the 12 anuran amphibian species in Korea, excluding the Asian toads (Bufo gargarizans Cantor), Korean brown frog (Rana coreana). Difficulties in collecting mating calls were primarily attributed to challenges in observing due to population decline or discrepancies between the breeding season of non-emergent individuals and the timing of the citizen science project. This study represents the first investigation of distribution status and species emergence data collection through mating calls of anura species in Korea based on citizen participation. It can serve as a foundation for designing future bioacoustic monitoring that incorporates citizen science and quality control measures for citizen science data.

In quay processes in shipyards, it is difficult to manage workers and to maintain secure working environments because at least 1,000 people can occupy the quay at the same time. In this study, a system was designed to monitor the environment and processes of quay operation. In order to lower initial investments and the costs of maintenance and operation, the entire system consists of six connected components. Considering the communication environment of the shipyard site, Wi-Fi and the LoRa communication protocol were selected for the system. The feasibility of the communication protocols was verified by data transmission tests in the field. The designed system can provide real-time information about employees working in the quay area, the safety status of moored ships on the quay, and step-by-step alarms in dangerous situations based on the detected information. The system is expected to prevent or greatly reduce safety hazards.

PERT(Project Evaluation and Review Technique) is typical method in order to probabilistically establish the schedule plan for large scale complex project or mega project. PERT technique is impossible to estimate relationship of each activity probabilistically when there are overlapping relationships because it is limited to Finish-to-Start(FS) relationship. In order to overcome this kind of limitation of PERT technique, PLET(Probabilistic Linkage Evaluation Technique) has been suggested to probabilistically estimate project duration for various overlapping relationships for each activity. However, estimating project duration by PLET technique only considers uncertainty of relationship between activities and not activity time, thus it is not the perfect duration estimating method. The main objective of this research is to propose the integration model of PERT and PLET and verify its probabilistic validity. By verifying application of time calculation method of integration model in practical case, this research will suggest probabilistic project duration estimating method in schedule plan of high-risk construction industry.
