글로벌 물시장의 년 평균 성장률이 5~6%가 되어 향후 2025년에는 1조 $ 규모로 성장할 것이란 전망이다(GWI, 2014). 이에 선진 국가를 비롯 글로벌 기업들은 물시장의 선점을 위하여 경주한지 오래이며, 국내 시장에서는 2000년을 기점으로 보다 적극적인 물산업 육성 정책 제시와 함께 많은 물기업들이 해외시장 진출을 위해 경주하고 있다. 하지만 해외 시장은 국내 시장과 달리 많은 리스크가 공존, 물산업 육성정책이 발표되지 10여 년 이상 경과하였음에도 주목할 만한 성과를 일궈낸 기업을 찾아보기 어려운 실정이다. 이에 본 연구는 국내 물기업의 해외 투자 사업 사례, 특히 프로젝트 계약을 중심으로 해외투자사업 관련 리스크가 어떻게 분류되며, 이에 대한 대응 방안이 무엇인지에 관하여 살펴보고자 한다.

LNG는 환경규제에 따라 화석에너지에서 친환경 재생에너지로 전환되는데 중요한 역할을 하는 에너지원이다. UN산하 세계해사기구(IMO)의 MARPOL협약에 따라 선박 황산화물 배출가스규제로 LNG추진 선박에 대한 수요가 증가되고 있을 뿐만 아니라 미국의 쉐일혁명으로 LNG를 수출함에 따라 공급의 변화가 급격하게 이뤄지고 있다. 과거 국가 주도의 프로젝트 성격이 강한 LNG 운송시장은 장기정기용선계약이 대부분이었으나 수요와 공급시장의 급격한 변화로 스팟시장의 중요성이 커지고 있다. 따라서 본 논문은 LNG 운송시장에서 시장참여자들의 스팟거래에 합리적인 의사결정이 이뤄지도록 과학적인 예측방법을 제시하고자 한다. LNG 스팟운임 예측에 기계학습모델 중 인공신경망 모델을 적용할 것이며 기존의 시계열분석 방법인 ARIMA모델과 비교하여 본문에서 제시된 모델의 예측성능의 우수성을 확인하였다. 본 논문은 LNG 스팟운임을 다룬 최초의 연구로서 학문적인 차별성이 기대된다.

The performance measurement of construction projects has traditionally been evaluated as a prerequisite for successful project completion. Considering this importance, the UK and the US are operating quantitative performance measurement systems for construction projects. However, in the case of Korea, there is a limit to the use of existing methods due to the limitation of data collection. Recently, in consideration of the domestic situation, research is being conducted to measure the quantitative performance of a project by using big data including progress and project attribute information. Therefore, this study aims to present the design direction of a performance monitoring system using Quality Function Deployment.

국제선급연합회(International Association of Classification Societies: IACS)에서는 2022년 선박 및 기자재시스템 사이버 복원력 달성을 위한 공통규칙 UR E26, E27을 발행하였으며, 이 규정은 2024년 1월 이후 건조 계약되는 선박에 의무적으로 적용될 예정이다. 현존선의 경우, OT 시스템 네트워크 변경 및 사이버보안 기능을 신규 구현하기가 어렵기 때문에 사이버 위험관리에 한계가 있으나, 본 규정을 통해 신조선 건조 단계에서 설계 보안 (secure by design)을 고려한 선박 사이버 복원력 네트워크 및 기능 구현이 가능하다. 사이버복원력 생태계가 잘 형성되기 위해서는 선주, 조선소, 제조사, 선급 등 주요 이해관계자의 역할이 중요하며 향후 다양한 프로젝트를 통한 사이버복원력 체계 내재화, 재직자 사이버보안 역량 강화, 선박 사이버안전 기술 지속적 연구가 필요하다.

The incentive and reasons to publish FIDIC Conditions of Contract for Design, Build and Operate Projects(DBO Form) are manifold. It is partly a response to the increasing need for sophisticated project delivery methods in both the public and private sectors and the already widespread use of the FIDIC Yellow Book with operation and maintenance obligations and partly a response to the challenge to decrease maintenance cost to a minimum by means of a new procurement route. As a result, FIDIC has developed a new model form to meet this market place requirement. On the other hand, FIDIC did not simply adapt the Yellow Book but has developed a new form from it, whilst preserving the style of the already known FIDIC Forms and maintaining the wording where it was not necessary to change it for the purposes of a DBO Form. Moreover DBO Form fills up supposed gaps in other FIDIC Forms and ameliorates the claim management and dispute management framework. FIDIC DBO approach may be shortly summarized as follows. First, DBO Form provides for single project responsibility. Second, DBO Form has the clear objective of ensuring the use of a most reliable and efficient technology at the lowest life-cycle cost. Third, DBO Form is intended to operate as an effective quality increase in the design and construction of projects. Fourth, DBO Form is intended to provide significant benefits with regard to system integration and reduction of risks. Fifth, DBO Form accelerates and enhances completion schedule compliance. Sixth, DBO takes care of all three supporting pillars of sustainability(including economical, environmental and social elements). DBO Form is obviously a good starting point for negotiations and the preparation of calls for tenders, thus saving the parties time and money. However, existing cultural and legal differences, particular local conditions and the particular needs of some branches of the industry may require the form to be adapted according to the particular needs of a project. And Civil law practitioners are strongly recommended to verify carefully the underlying legal concepts and background of each clause of the General Conditions in order to avoid unnecessary and sometimes unnatural changes and amendments being made. Note that when preparing the Particular Conditions ensure that terminology is consistent and that existing inherent concepts should not be ignored.

In recent years, the reduction of international award and project loss by Korean contractors have become a big issue not only in industry but also in academic fields. However, many researches have not focused on small and medium subcontractors but on the large contractors, even though the number of international project by small and medium companies is more than by large companies. Therefore, this study focuses on analyzing the predicted risk before bid and the actual risk after award in international subcontracting projects. In addition, it provides the difference between project performances according to the contract types and the project profitability. This study is expected to give more informed risk knowledge to small and medium subcontractors, which enables them to pay attention to managing risk for better project performances.

Innovations of SMEs are critical for economic growth and creating employment. Collaborative innovations between SMEs and Public Research Institutes has been increasingly important to overcome limitation of SMEs innovation capability. Many studies on the collaborative innovation have been focused on the issues of absorptive capacity, project administration, and relationships of actors. This study, however, focus on attribute of project leader and partnership. Data on 149 R&D collaborative projects between SMEs and a Public Research Institute were collected. Empirical results show that project leaders' capabilities and partnerships including informal collaborative relationship unification, administrative unification, and contractual unification appear to affect performances both economical and technical. It also shows that the previous experience of R&D collaboration appear to effect the relationship between project leaders' capabilities, contractual unification, and administrative unification and technical performances.

And the domain analysis, required extraction by conventional JAD (joint application development) meeting the targets for the object-oriented modeling, in modeling and organize, review, aware in advance and the UML Structure and Behavior Diagrams and proposed to proceed with the project.

Overseas construction orders of domestic companies had been increased significantly in a short period from $10.9 billion in 2005 to $64.9 billion in 2012. However experts are concerned that quality of growth will not support quantitative growth. This study suggest concentrate competencies for not only winning in bid but also successful execution of domestic companies. 4 Steps which are Pre-Marketing, Bid-Preparation, Bidding, Contract Phase are defined for competency assessment. After drawing specific tasks by phase, survey asking importance and capability of the tasks to the person in charge of bidding and site was conducted by utilizing Likert 7 point scale. According to the result of IPA analysis, domestic construction companies need to ensure internal competencies; Project risk review, Bid team organization, and external competencies; Client needs grasp, Localization strategy, Cooperation establishment. Hearafter domestic construction companies will be able to utilize the result of the study for setting bidding strategy for winning in bid and improving earning rate.
