New Regulatory Formulation Approaches for IMO Maritime Safety Regulations (국제해사기구 해사안전규정의 새로운 제정방향에 대한 연구)

  • The present SOLAS Convention has maintained safety regulations in a largely prescriptive form and this has become overly prescriptive now. The prescriptive rules do not properly reflect technical advances and changing environments in the maritime sector in a timely manner. The purpose of this study is to provide preliminary research to lay a foundation for the development of a new regulatory framework based on safety performance which is not a prescriptive rule making bases. This study reviewed the concept and characteristics of a minimum requirement, the implications of safety regulations in terms of strategic, commercial and technical aspects, the compensative correlation between constructional requirements and operational measures, the concept of safety with regard to final stage confirmation of functions, expansion of implementers and objects of safety regulations, and the balance between safety and environmental protection requirements. Based on these research, 10 principles for the rule formulation process has been suggested such as consideration on the hardware requirements and software requirement, the multi-stage approval concept, new safety concerns for complex shipboard systems, considerations on the human element, regulatory impact assessments and measures to reduce administrative burdens.

An Empirical Assessment of Competency Requirements for Logistics Managers of Freight Forwarding Companies (복합운송주선업 물류관리자의 자격요건에 관한 연구)

  • The aim of this research is to identify the competencies required by freight forwarding company logistics managers or supply chain managers. And this research also attempts to show their relative importance and key knowledge areas that require improvement. Using a survey questionnaire, data was collected against forty three logistics and supply chain management skills or competencies, which were then grouped into four categories and analysed. The Analysis revealed that supply chain awareness, ability to make decisions, analytical skill, communication skill, supply chain cost, people skill, and integration of internal or external information flow which belong to logistics planning group are considered the most important competencies for effective and efficient logistics functioning. On the other hand, reverse logistics and IATA regulations from environmental awareness group show little influence on logistics managers for improving their logistics performances. The results have implications for a variety of parties including prospective logisticians, students, teachers and companies considering expanding their business to Chinese market. For example, the results permit companies to employ appropriate logistics managers who are qualified with sufficient skills and competencies suggested in this research. In the case of practitioners, the results provide a benchmark for comparison with their current level of abilities and suggested competencies.

  • 폐기물 가스화는 생산된 합성가스를 이용하여 발전 등 직접적인 에너지원으로 이용할 수 있으며, 고부가가치 화합물의 원료 공급원으로도 이용할 수 있다. 폐기물 가스화를 이용한 고부가가치 화합물 제조의 경우 기존 화합물 제조공정에 폐기물 가스화 공정이 연계되어, 하나의 복합시스템으로 운영이 된다. 따라서 기존 공정과 최적으로 연계될 수 있는 폐기물 가스화 시스템의 개발 또는 선정이 필요하며, 이를 위하여 폐기물 가스화 시스템에 대한 분석 평가가 적절하게 이루어져야 한다. 본 연구에서는 시스템공학 개념을 적용하여 폐기물 가스화 시스템의 체계적인 분석 평가를 위한 프레임워크를 개발하였다. 시스템공학은 요건분석, 기능분석, 합성(통합), 분석/관리 프로세스를 통하여 시스템을 성공적으로 구현하기 위한 다학제적인 접근방법이다. 이러한 시스템공학의 개념 및 기본 프로세스를 적용 조정하여 폐기물 가스화 분석 평가 프레임워크를 개발하였으며, 개발된 프레임워크는 계층구조로 표현이 된다. 계층구조는 분석관점, 분석항목, 분석지표로 구성이 되며 분석된 데이터에 대한 평가는 AHP를 통하여 계산된 가중치를 적용하여 이루어진다.

  • The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.

  • This paper is to suggest the security requirements for identification and authentication in analysis step. Firstly, individual ID should be uniquely identified. The second element is to apply the length limitations, combination and periodic changes of passwords. The third should require the more reinforced authentication methods besides ID and passwords and satisfy the defined security elements on authentication process.

  • A change request in design education is a phenomenon manifested by changes in the value of the industry and market demands. Changes in external requirements and internal values that affect the design industry today are shifting from consumer-centered design to stakeholder-centered design. At the center of these changes, design education should be transformed into an educational mechanism that conforms to the characteristics of each field and design specialization should coincide with the direction of the capitalist market. Design specialization must realize the policy of education in economic value first, and should be changed to a design process that enhances rationality and efficiency from the previous apprenticeship education.

  • 개방화시대에 제품의 국제경쟁력을 확보하기 위해서는 Unix나 Tandem 환경의 시스템운영관리 측면에서 실시간 모니터링 운영의 효율성이 증대 하고 있고 이를 바탕으로 서비스의 품질 및 기술력 향상과 고객만족 서비스 등 경제성이 필수적으로 요구되고 있다. 기존의 시스템관리 기능의 운영측면에서 보다는 보다 더 다양한 고객의 요구가 반영이 가능한 새로운 형태의 실시간 업무지원이 가능한 모니터링 시스템 개발이 필요한 시점이다. 기존의 시스템관리 기능에서 보다 업무지원이 기능이 강하된 모니터링 툴 이다. 즉 업무(Application) 프로세스의 장애현상에 따른 무응답을 사전 감시하고 System의 자원사용현황을 개발 및 운영자 위주의 실시간으로 감시환경 모니터링 서비스 제공이 가능한 기능으로 설계 따라서 시스템관리에서 보다 안정적인 운영을 제공 할 수 있다. 본 연구에서는 업무 프로세스의 장애를 점검할 수 있는 모니터링 툴 검토하여 실무자를 통하여 업무장애 유형에 따른 감시항목 및 의견 수렴, 요건정의에 따른 업무설명회 수행, 탠덤 시스템 모니터링 프로젝트 수행 필요한 기능을 개발 할 것이다. 또한 시스템 운영자 입장에서 실시간 모니터링 서비스를 통하여 업무(Application)프로그램의 전송지연 및 장애 원인을 한눈에 파악 점검 하도록 하며 각 기능별 시스템(System)별 장애 감시 통하여 사용자에서 현재 상태를 종합음성경보(SMS) 구축 연계하여 지원한다. 따라서, 본 논문에서는 중요한 요소로 기존의 많은 Unix나 Tandem 환경의 시스템관리 기능을 비교 분석을 통하여 보다 효율성이 높은 고객서비스 기능과 업무지원이 가능한 실시간 시스템관리 모니터링 툴을 개발 한다.

  • It is a fundamental pre-requisite to thoroughly analyse and understand the things which are being designed in the process of industrial design. However, it is not always easy to acquire appropriate data to meet all the requirements to finally design a functionally superior products. This paper proposes an industrial design model with heightened reliability using the orthogonal array tables, which are fairly handy to apply when there are many design criteria to be considered at the onset stage Especially, in this research, the basic purpose of the orthogonal arrays that they try to compact the range of experiments and to improve the effectiveness of the experiment results is answered under average industrial design processes. At the same time, non-quantitative data of design factors are quantitative by the concurrency in design and their mutual actions are examined. This method can help industrial designers in narrowing their design possiblities by depicting more valid data, thus producing quality product designs by deriving optimal control factors.

  • 과거에는 국가의 산업경쟁력이 가격과 품질에 의하여 주로 결정되었다. 그러나 최근과 같이 국제간의 무한경쟁시대에서는 상기 경쟁요소 외에 신속, 정확한 정보획득과 유연성있는 기업체질이 요구되며 이것은 대기업뿐만 아니라 중소기업에 이르기까지 전 산업분야에 걸쳐 필수적인 요건이 되고 있다. 중소기업형 CALS 시범사업 목적은 정보기술이 취약한 중소기업을 대상으로 CALS 시스템을 정착함으로써 중소기업 정보화는 물론 국내외의 산업 경쟁력 강화를 도모하는 것을 목표로 하고 있다. 본 논문에서는 중소기업형 CALS 시범 시스템 추진배경과 미국과 일본의 시범사업 사례를 언급하고, IDEF(Integrated DEFinition)기법에 의한 프로세스 모델을 제시한다.
