  • 근대잡지의 효시인 육당 최남선의 '소년'지 창간일인 11월 1일을 기념해 정한 잡지의 날을 맞아 한국잡지협회(회장 남궁영훈)는 지난 11월 1일부터 4일까지 문화체육관광부와 서울특별시, 한국언론진흥재단이 후원으로 '코리아 매거진 페스티벌 2013'을 서울 광화문광장에서 개최했다. 또한 11월 4일에는 세종문화회관 세종홀에서 제48회 잡지의날 기념식을 가졌다.

  • The article concerns the relationship between the animation festival and the regional cultural industries. In particular, the article studies the WAF(Web Animation Festival) case, in which has hold since 2004 by the Gwangju Information & Culture industry Promotion Agency in the city of Gwangju. The WAF case will be examined in terms of the promotion of the selected web cartoons and animations in the festival competition. As a result, the competion festival has been managed in connection with the support programs for the promotion of the regional cultural industries. In the process, the Gwangju Information & Culture industry Promotion Agency has sought to connect the selected arts works with the CEOs in the field of content business and media business. The article concludes the WAF need to be reestablished in the context of the development of the Gwangu cultural industries cluster and the reinforcement of the international exchange and networking through the grand project of Asian Cultural Capital Gwangu.

  • 2008 Korea-Japan Cartoon Festival is a cultural enterprise, sponsored by 8 cities of Korea and Japan. 8 cities include Pusan, Choen Nam Province, Kyung Nam Province, Cheju, Fukuoka, Saga, Nagasaki, and Yamaguchi. It was held under the sponsorship of Fukuoka, Japan, in 2007. In 2008, it was held in Pusan under the sponsorship of Korea Character Designers' Association and Pusan Becksko. Even though local autonomous entities, recently, sponsor various Festivals, 2008 Korea-Japan Cartoon Festival has so unique characteristics that it is appropriate for paper. Unique characteristics of this Festival include that it is held only two years and it is for amity of young people of East Asia. In 2008 Korea-Japan Cartoon Festival, there were cartoon contest, exhibition, seminar, and experience event. It would be the basic ideas for industries of characters, animations and games, and would broaden cultural interchange between Korea and Japan.

Economic Impact of Andong Maskdance Festival -using Regional Input-Output Model- (안동국제탈춤페스티벌의 경제적 파급효과 분석 -지역산업연관모델을 중심으로-)

  • This paper examines the estimate the economic impact of 2008 Andong Maskdance Festival, using an Input-Output(I-O) model. For the research, the Regional Input-Output analysis was used, which makes it easy to grasp the economic impact of the tourism industry and other industries in Andong. Based on the regional I-O transactions tables which were developed by Bank of Korea(2009), the industry multipliers were derived with respect to output, income, and value-added. The results show that in 2008 Andong Maskdance Festival receipts generated output impact of 30,961 million won and 15,800 million won of income impact, 14,310 million won of value-added impact, respectively. I think the result of this study can be used as an objective indicator to help to establish and implement regional festival policies for the local government.

The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.
