Promoting policy to involve plant EPC companies for package deal has been studied to acquisite overseas energy resources. The effectiveness of the package deal with the plant EPC companies has not been successful because participation of the plant EPC companies is very low. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support that plant EPC companies participate in package deal. The followings are suggested as the ways to promote the participation of the plant EPC companies for package deal in this study. 1) financial and policy support of governmen 2) specialization of the advanced countries.

The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.

Necessity to install control towers has been studied to acquire overseas energy resources and to secure funds. At present, domestic energy companies do business independently. Institutions which support plant EPC companies as partners of package deal are separated. This causes the low records at package deal for overseas resources acquisition. Except UK and USA, nations which have major companies developed overseas energy resources early by promoting a large national company. Consequently, they currently have good records. This study suggests the necessities to install integrated control tower for overseas energy resources acquisition and securing funds and the following are the ways ; 1) promote a large national company by consolidation of separate energy companies, 2) install plant EPC promotion department which support private plant EPC companies, 3) make a integrated control tower in high level government office to connect between a large national company and plant EPC promotion department.

우리나라 건설시장의 침체로 해외 건설시장을 개척하고 동시에 부족한 자원 확보의 필요성이 제기되고 있다. 이에 본 연구는 최근 아프리카 국가 중 정치경제적 성장가능성을 인정받고 있는 콩고민주공화국 건설시장 현황을 파악하고 우리나라 건설업체의 효과적인 진출방안을 모색하는 것을 목적으로 하였다. 본 연구를 위하여 문헌연구와 콩고민주공화국 현지 방문조사를 수행하였으며 결론은 다음과 같다. 콩고민주공화국은 독재로 인한 정치적 불안정성과 전쟁으로 인한 저개발로 인해 도로, 철도, 항만, 공항 등 다양한 인프라 투자를 필요로 하고 있다. 콩고민주공화국에 진출할 경우 투자비 회수의 안정성, 단계적 건설의 가능성과 건설된 인프라의 이용가능성, 공기와 투자비 회수의 선순환 등 여러 가지 조건을 고려해야 하는데, 이를 충족하는 인프라유형은 도로 분야로 판단된다. 콩고민주공화국 정부의 부족한 재정과 풍부한 자원을 고려할 때, 도로 건설에 소요되는 투자비와 이윤을 회수하는 방식은 인프라 건설과 자원을 교환하는 패키지딜 방식이 가장 적합하다.

통상임금 확대 소송, 근로시간단축 추진, 사내하도급 근로자 보호법 제정 추진, 60세 정년연장 의무화의 전격 결정 등은 각각 임금상승 효과를 동반하기도 하지만, 짧은 기간내에 중첩적으로 추진될 경우 급격한 임금상승이 초래된다. 그런데 통상임금을 확대하는 정기상여금은 주로 대기업에서 발견되고, 근로시간단축으로 인한 소득감소는 중소기업에서 더 많이 발생하고, 사내하도급 근로자와 직영근로자 간 임금격차는 대기업에서 많으며, 순수 호봉 내지 연공제도 대기업 정규직에 많이 발견된다. 따라서 주요 노동이슈의 돌직구적인 추진은 대기업 부문의 급격한 임금상승을 초래하고 이 때문에 상대적으로 임금이 하락한 중소기업에서는 산업인력 수급난이 가중되어 산업경쟁력에 치명적일 수가 있다. 주요 노동이슈 처리시 급격한 임금상승 효과가 발생하지 않도록 임금조정 방안 모색이 필요하고, 임금상승을 동반하는 주요 이슈를 패키지딜로 처리할 수 있는 방안 모색이 필요하다.
