A study on the technology transfer performance according to the patent management expert utilization of the university (대학의 특허경영전문가 활용에 따른 기술이전성과에 관한 연구)

  • The purpose of this study was to present the future directions for strengthening the TLO(Technology licensing office)s' expertise of universities by examining the impact on utilizing the university management experts for patents and technology transfer. To identify the specific effects of dispatching patent management experts, this study was conducted under various conditions, such as the dispatch status, the dispatching duration of patent management experts and the starting year of dispatching them. The data were analyzed by utilizing the data of the KIPSI's supporting program of dispatching the patent management expert to universities and the data of University Information Disclosure site. The data from a total of 110 four-year universities from 2008 to 2013 were used. According to the analysis result, the technology transfer's performance and technology transfer's income of universities of utilizing the patent management experts compared to universities not utilizing them appeared to be high. Technology transfer and technology transfer income appeared to be higher with a longer period of utilizing the patent management expert at university. This suggests that the direction is required to provide the plan for a longer period to maximize the effect of the program "The dispatching a patent management expert". The technology transfer's performance and technology transfer's income did not increase according to the year of dispatched the patent management expert at the university. A comparison of before and after dispatching, the technology transfer performance appeared to be high after dispatch. This suggests that the effects of dispatching the patent management experts at a university can be interpreted as a subsequent effect, rather than an immediate effect. Therefore, it does not simply limit the effectiveness of the dispatch business in the short term, but it needs to activate the technology transfer organization, such as a patent management expert in the long term.

An Increase in University Patents and the Role of the State (대학의 특허 출원 증가와 국가의 역할)

  • This paper examines university patenting activities as a commercialization of academic research. It shows how a number of university patents increase exponentially and how that can be, especially in terms of role of the state. In the late 1990, the Korean government supports the new vision of 'technological innovation' in establishing a science and technological policy and begins to perceive the importance of university R&D to overcome the economic crisis. Thus, an administrative, financial, and legal systems which support the university R&D are organized and the governmental grants for R&D increase exponentially, especially in promising new technologies(6T). Also, an institution for managing intellectual property rights is established in university. Universities assess professor's performance in terms of patent and license to encourage patenting activities. Thus the number of patents and its productivity increase exponentially. But the increase in patents takes place only to a dozen of universities, this means that a Matthew effect does work.

Comparison of Innovation Efficiency of Pre-IPO and Post-IPO in Korea: Case of Pharmaceutical Industry (IPO 전후 혁신의 효율성 비교 연구: 의약산업 중심으로)

  • The purpose of this study is to analyze changes of innovation activities and their performance in pre-IPO and post-IPO of KOSDAQ IPO listed companies in medical and pharmaceutical fields, which require high R&D investment, from 2000 to 2005 in Korea. The innovation efficiencies of the IPO companies were measured before and after three years based on the DEA model. The financial data and patent information of the listed company during total 6 years, which were 3 years before IPO and 3 years after IPO, were collected. The main results of this research are as follows. First, it took an average 12.86 years until IPO in the start-up of the IPO companies in the pharmaceutical sector, and innovation was on average more active than the IPO before. R&D investment was higher than the IPO before, and the number of the applied patent during 3 years after IPO was 16.67 which was increased from 8.43 during 3 years before IPO. In addition, the average scope of technology of the IPO companies was expanded from 11 to 22 technology fields during previous 3 year and after 3 year each, and financial growth after IPO was lower than the previous IPO. Second, the financial performance of R&D investment and the performance of patent activity were weakened in the efficiency after the IPO, and the integrated performance from the patenting activities and the R&D investment was decreased after the IPO. Finally, the efficiency of the financial performance of the patenting activity was lower than the efficiency of the financial performance of the patent and R&D investment and patent activities under the R&D investment. In particular, the inefficiency of the firms' patenting activities performance after the IPO was caused by the decreasing return to scale, according to the results of this study. This results implicate that the expansion of R&D investments through the IPO had not lead to the financial performance of the market, and that the overall inefficiency since the IPO is due to the inefficiencies at the stage for the outcome of innovation activity rather than the output obtained through the R&D investments that appear to lead the performance of the market.

The Effect of Venture Capital Investment on Corporate Innovation Performance (벤처캐피탈 투자가 벤처기업 혁신성과에 미치는 영향)

  • This study analyzes the innovation performance of venture firms according to existence of venture capital investment, and according to type and ownership of venture capital. Venture firms are IPO firms that are registered on KOSDAQ between the year 2000 and 2016. They are categorized as corporate venture capital-backed firms (CVC) and independent venture capital-backed firms (IVC). Using patent data from KIPO (Korean Intellectual Property Office), we employ the number of patents and the citations per patent as the measurement of the innovation output. We find the positive association between the venture capital-backed firms and the number of patents before going public. Corporate venture capital-backed firms are positively associated with the number of patents before and after IPO. However, we do not find strong evidence between the number of citations and the existence of venture capital investment or the type of venture capital. Lastly, we provide an inverse U-shaped relationship between the innovation performance and venture capital's ownership. In other words, the innovation output, both the number of patents and the number of citations, gradually increases as the venture capitalist's ownership increases, but also shows a decrease pattern, suggesting that the venture capitalist's ownership does not only spur the innovation but also gives a negative effect on venture firm's innovation output such as excessive intervention. Overall, we reveal that the most important factor for the innovation performance is not the existence of venture capital investment or the type of venture capital, but the ownership of the venture capitalist.

Factors influencing commercialization of government SME R&D project: effect of patent and certification (정부지원 중소기업 R&D 프로젝트의 사업화 성과 영향요인 분석: 인증과 특허의 영향을 중심으로)

  • There has been various government SME R&D programs and the increase of budget which amount to 15.8% CAGR over the last 10 years, in order to support the research and development of SMEs which accounts for over 99% of our nation's total number of companies. To investigate the factors which affect the ROI of the Government R&D project for SMEs, we conducted Tobit and Logistic regression analysis on the 1237 projects of 'Technology Innovation Program for SME' which is one of the major programs of the Korea Small and Medium Business Administration. The empirical results of this study are as follows. Application or registration of patent or certification while performing the project, positively affect the financial performance of the government R&D project. And we can also find that, according to the technology field, patent and certification have a markedly different effect on ROI of the project. The results of this study suggest that planning, evaluation, and managing of government SME R&D project should be performed with the consideration of the effect of patent and certification on the economic performance, according to the technology field of the project.

  • As rapidly growing industry, ICT industry is emphasized for its importance and the demand to figure out for the performances of investment of R&D for ICT have been increasing. The performance for investment of R&D analyze mainly as commercialization, sales, hiring employee and intellectual property and so on. In this paper, we propose an analytical method for performance as focusing an application time of patent that are acquired as a result after perform the national project of ICT. We classify 4 subdivision technologies and 17 detailed classification of Korean industrial standard for 35,551 item of ICT area among national R&D project. This paper proposes computational method for required time about patent's performance. As a analyzed result we verify that the activity of technology's commercialization is most active in communication as 1.2 year of ICT among national project.

Factors that Influence the Technological Performance of National R&D Programs: in the Case of the Machinery and Chemical Technology R&D (국가연구개발사업의 기술적 성과창출 영향요인에 관한 연구: 기계 및 화학 산업 기술개발사례를 중심으로)

  • This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.
