There are many famous, well-known special collections built with unique and valuable materials in the libraries all around the world. These special collections are very important for the public and especially for the researchers. Digital access and the Web have altered the landscape of special collections and allowed increasing numbers of users to locate and access rare and valuable materials of special collections. This change has also affected libraries with the responsibility of building and managing special collections. The goal of this paper is to provide readers with insight into the culture of the special collection and to suggest good ideas for public libraries to build their special collections by introducing the special collection building cases in USA and Korea through investigating the public library websites.

Recently graphic hardwares have been developed remarkably, and domestic and foreign game users have demanded realistic and spectacular game graphics. Graphic special effects are one of methods to satisfy these requests, but we have not known any cases where graphic special effects are general and thus reusable. Based on the implementation of our graphic special effect engine and its application cases, this paper describes how to easily exploit graphic special effects in developing games. We define a standard file format in which special effect data can be saved and loaded, and thus those data can be reused easily. We also show that developers can test or preview special effects by exploiting our graphic special effect tool even before producing games.

The purpose of this study was to examine the physical environmental readiness for smart learning and the actual utilization of smart devices by special education teachers, and to suggest ways to vitalize smart education. For this, a 14-item survey questionnaire was developed, which touched upon issues regarding the availability of wireless internet service and teachers' utilization of smart devices. An online survey was conducted among a randomly chosen sample of 991 special education teachers across the nation, including teachers who work at special schools for developmentally disabled students and in special classes at all three levels of regular schools.The collected data was analyzed with the method of a cross-time-frequency analysis using a SPSS 21.0 statistics program. The research findings indicated that both special schools and classes had a poor smart education environment and that special education teachers were having a harding time because of the lack of the infrastructure and additional expenses. In addition, special education teachers were found to use smart device mostly for the purpose of motivating students. These research findings propose that it is urgent to set up a proper smart education environment for special needs students and to provide a systematic training program for special education teachers.

한국화재보험협회는 매년 특수건물에 대한 화재를 조사하여 손해보험회사, 소방방재청, 특수건물 관계자 및 관련기관에 제공하고 있다. 2005년도 화재조사 분석은 특수건물 19,220건 중 화재 또는 인명피해가 발생한 514건을 대상으로 하였는데, 293억 원의 재산피해가 발생 하였으며 화재발생률은 2004년도의 2.76%보다 0.09%포인트 감소한 2.67%로 나타났다. 또한 국내 손해보험업계의 화재보험에 대한 손해율(재산종합보험 손해율 제외)은 2004회계연도(2004.4.1-2005.3.31) 기준으로 특수건물 51.7%, 비특수건물은 52.8%로 나타났다. 본 고에서는 최근 특수건물의 화재경향을 살펴보고, 2005년도 화재분석 내용을 분석하여 화재예방과 피해절감 대책을 위한 자료를 제공하고자 한다.

전력 수요 예측은 전력 수급 안정과 양질의 전력을 공급하기 위한 필수 기법이며 경쟁적인 전력시장에서 전력요금과 밀접한 관련이 있다. 그러므로, 경쟁적인 전력시장 구조하의 시장 참여자에게 있어서 전력 수요 예측은 매우 관심 있는 사항이다. 최근의 전력 수요 예측 기법으로 예측한 오차율을 살펴보면 평일과는 다르게 특수일의 전력 수요예측은 평균 5%를 상회하는 수준으로 예측의 정확도가 평일 예측에 비해 크게 낮은데 이유는 특수일이 평일에 비하여 부하의 크기가 다소 낮게 나타나고 특수일 마다 계절적인 차이가 있으며 각각의 특수일 마다 고유한 부하의 특성이 있으므로 과거 데이터를 이용할 때 동일 특수일을 이용하게 되며 따라서 평일과는 다르게 일년 단위로 과거 데이터 값들이 취득되므로 오차율이 커진다. 따라서 데이터들을 퍼지화하여 선형계획법을 수행하여 평균 $2{\sim}3%$ 정도의 우수한 결과를 도출한 바 있다. 본 논문에서는 퍼지 선형회귀분석법을 이용한 예측 기법에 최소자승법을 도입하여 특수일 전력 수요예측의 정확도를 개선하였다.

경상남도 교육청에서는 지체부자유아와 정서장애와의 사회적응 훈련 및 특수교육에 이바지할 수 있는 교육시설확충과 여건조성을 위한 교육시설로서 유치부, 초등부, 중등부, 고등부가 함께 설치될 경남공립특수학교 현상공모를 실시하였다. 경남 창원시 명서동에 건립될 이번 특수학교 현상공모에는 총 7개 사무소가 작품을 응모하여 그중 예전종합건축(안)이 당선작으로 선정되었다. 본 당선작은 경사대지를 건축물과 유기적으로 결합시켜 동선의 원활한 처리와 토목공사량을 극소화시켜 공사비를 절감시켰고, 특수학교의 특성을 잘 반영시켰다는 점에서 높은 평가를 받았다.

본 논문에서는 다양한 멀티미디어 스트림(multimedia stream)을 재생할 수 있는DirectShow SDK를 이용하여, 비디오의 특수효과를 구현하기 위한 변환 필터(Transform filter) 제작 방법에 대해 소개한다. DirectShow는 여러 가지 포맷(MPEG, AVI, MOV, WAV)으로 부호화된 digital movie나 sound를 재생할 수 있는 run-time(.ock)과 dynamic-link library (DLLs)를 제공하여 필터의 제작을 용이하게 한다. 본 논문에서는 디지털 영상 특수효과 중에서 Clip이라는 특수효과를 예로하여 변환 필터를 제작하는 방법을 소개한다. 또한 DirectShow Documentation에서 제공된 변환방법을 수정하여 변환필터의 입력 pin에서 출력 pin으로의 불필요한 복사를 줄임으로써 수행 속도를 개선하는 특수효과 구현 방법을 제시한다.

과거에는 생각지 못했던 치료방법이 속속 등장하고 환자들이 좀더 양질의 치료를 요구함에 따라 의과에서뿐만 아니라 치과에서도 다양한 특수클리닉이 개설돼 있다. 치과에서의 특수클리닉은 구취 클리닉, 임프란트 클리닉, 장애자 클리닉, 레이저 클리닉, 구순구개열클리닉 등이 있으며 이러한 특수클리닉은 의료의 질 향상과 환자의 편의를 도모하면서 점차 확대양상을 보이고 있다. 11개 치대병원을 중심으로 하여 특수클리닉의 현황과 장단점, 앞으로의 전망에 대해 살펴본다.
