The aim of this study is to newly interpretate to T. Hobbes' view of man and commonwealth in his On Man and On Citizen. An established reputation of the Hobbes' view is as follows. The nature of every man is egoistic. Therefor in the state of nature every man struggles against every man to acquire the good for himself. To suppress this egoistic nature of every man commonwealth established through the covenant of every man. And every man is absolutely subject to the common power of commonwealth. By doing so, every man preserves the life of himself. In that opinion, it seems that commonwealth have absolutely superiority over a man, and suppresses the liberty and autonomy of every man. This study different from that opinion speaks as follows. The nature of every man is not egoistic, but the nature of some men is egoistic. Therefor commonwealth dose not suppress the liberty and autonomy of every man, but suppress the aggression of some egoistic men through the common power. By that work, commonwealth gives every man the hope of his safety and peace. If that hope is not preserved, the duty or need that every man is subject to commonwealth will be discharged. In that state, rather the common power of commonwealth is the power of enemy, by the law of nature man struggle against commonwealth as an enemy. Therefor we can know the meaning of 'mortal god' that commonwealth is called by Hobbes.
In recent years, partnership has become a central strategy for welfare provision worldwide. Particularly, civil society organisations have obtained considerable attention as the most accountable and democratic partner for public welfare delivery. Yet the mainstreaming of civil society into welfare policies challenges the conventional nature of civil society as an independent sector, and brings into critical question, how the political position of the civil society sector could be redefined in the new era of multi-sectoral partnership. The purpose of this study is to explore the current debates of state-civil society partnership and to propose three theoretical viewpoints (i.e. the mainstream, critical and alternative perspectives) regarding the role of the civil society sector in partnership. In doing so, this article introduces the key literature and scholars in partnership debates and provides analytical frameworks that researchers can use in examining state-civil society partnership cases.
Community creates, receives and preserves the records, which made the community members and the entire society remember their history. As for community archives, archival appraisal is very political activity because appraisal of community records means whose memory remain alive in history. This study aims to analyze archival appraisal theories from the perspective of community and community archives, and suggest appraisal model for community archives. This study begins with examining the meaning of community archives and appraisal related issues including; i) community identity and independence of archives, ii) struggle of memory and multiple narratives, iii) uniqueness of each community and its archives, and iv) community archives as memory process and social inclusion. At the next stage, it deals with the archival theories from Schellenberg's archival values theory to macro-appraisal, to investigate possible application of theories for community records appraisal. It finds that the societal approach of macro-appraisal have advantage to appraise the community records. This study finally suggests the appraisal model for community archives by modifying the macro-appraisal components as well as by complying the principles of community archives. The model consists of the purpose and object of appraisal, principle and basis of valuation, and cooperation model between mainstream repository and community.
The study noted the characteristics of the web novel's 'Book Travel' motif, which reflects the characteristics of popular culture content, which is free to use familiar genre grammar or code. The imagination of the main character entering the work he read in the real world is a reinterpretation of the existing genre grammar of the web novel, and studying the motif is meaningful in reviewing the intertext of the genre. This motif, summarized as 'Book Travel' differs from other genres in the romance fantasy genre, which can also be used to reveal the gender characteristics of the genre. The study noted that the 'Book Travel' motif was born from an interactive interpretation of existing narratives, thus having a affinity with dimensional shift, regression, and alternative historical objects, and referring to the writing norms of Fanfiction. Through this, it was predicted that the re-combination of existing narratives and interference between genres would continue in the future. Next, the original move in the romance fantasy genre was seen as quite conservative and revealing the logic of self-improvement even though people around him became the main characters and overthrew the narrative. The characters should use their knowledge of the future of the real world to fight in a world of survival where destruction has been predicted. The appearance of an ethical and self-help subject is interesting, but on the other hand, I could look at conservatism in that romance is a way of survival and achievement of characters. The research is meaningful in that it reviewed the characteristics of the original transfer motif, which started fairly quickly in the romance fantasy genre, and reviewed its appearance background and characteristics. There was a limit to the collection of physical works and limited platform. The above limits are intended to be supplemented by further reviewing and supplementing later works.
This essay examines 'precarity politics' by Judith Butler, a well-known gender theorist and queer philosopher, in Notes Towards a Performative Theory of Assembly (2015) focused on concepts as unchosen cohabitation of Hannah Arendt and unwilled proximity of Emmanuel Levinas. Butler's precarity politics is the condition of our dispossessed political beings with fundamental vulnerability and interdependency that cannot choose with whom we will live on this Earth. Butler's political ethics is twofold: on one hand, she examines significance of 'action'' the most significant vita activa in the public area, and 'plurality'' the condition-not only the necessary condition but the possible condition-for a political life suggested by Hannah Arendt in Human Condition; on the other hand, Butler reflects upon global precarity based on a diasporic precarious life in the social world towards freedom and equality. Unchosen cohabitation of plural humans on Earth, and global pervasion of precarity, that indicates "politically induced condition in which certain populations suffer from failing social and economic networks of support and become differentially exposed to injury, violence, and death," so called "differential distribution of precariousness," are practical possibilities of ethical and equal cohabitation of different ethnic groups in the social world. Ethical obligations or ethical demand to respond to others' suffering in distance and proximity originated from precarity politics, mentioned in Precarious Life, Parting Ways, and Frames of War, could be non-foundational joint of plural people living together globally. We should presume the 'reversibility' of distance and proximity in others' suffering, based on responsiveness and responsibility of others, if we want to stay attuned to the pain of others we never chose to live together. That is the significance of Butler's 'precarity politics' with 'ethical obligation' to accept 'unchosen plurality' of living population on Earth, and 'reversibility between of distance and proximity,' in her 'new plural and embodied body politics' or 'new corporeal ontology', through human primary vulnerability, fundamental interdependency, being exposed and responsive to suffering of others.
Since the launch of Operation Enduring Freedom in 2001, Afghanistan has been a critical battle ground for war against global terrorism. For the last 10 years, the U.S. government and its allies and the Afghan government have put a considerable effort to crush terrorists and insurgents and at the same time to construct nationwide governance system. Yet, the noble mission still seems far from complete. Terrorist or insurgent operations in Afghanistan are still active and troublesome. Thus this subject continues to draw a considerable attention of research or investigative reports to grasp an insightful knowledge or intelligence that may allow a better handling of terrorist troubles in this war-torn nation. This study hopes to serve this purpose by providing analyzed information on terrorist bombings in Afghanistan occurred between 2004 and 2007. It adopts GIS (Geographic information System) analysis technique to uncover spatially patterned aspects of terrorist bombing attacks in Afghanistan. The specific focus of this study is to examine whether terrorists behave rationally when they decide which targets to attack. For analysis, this study will focus on examining whether characteristics of localities have certain impact on the risk of being targets of terrorist bombing attacks. To examine the hypothesis of this study, it will explore how the spatial risk of becoming targets of terrorist bombing attack interacts with cost necessary for executing a ttack paid b y terrorists; 1) by demonstrating the spatial distribution of bombing attacks in Afghanistan and 2) by estimating the distance between headquarters (or home base) of terrorists groups and the bombed target area.

The oceans are the largest body of water geographical unit in the earth. In accordance with the general said of the international law, countries on the international law must have four elements: 1) settled residents; 2) determined territory; 3) a certain degree of government organizations; 4) the sovereignty. The country's basic rights are: 1) the right to independence; 2) the right to equal; 3) the right to jurisdiction; 4) the right to self-protection. UNCLOS as the only one of the "Constitution of the Earth" on the earth, the implementation of its entry into force make about 1/3 of the world's oceans should be assigned to the coastal states, in the use and management of ocean gave the coastal states the center jurisdiction, the coastal states' jurisdiction sphere had been expanded, the power comparison among all countries in the world had new changes. The ocean territory, like the land territory, is the most major material condition of a country. The ocean's strategic status is extremely important, is the important stage of the international political, economic and military struggle, there are many disputes about the rights and interests, resources and the development and utilization on the oceans. To resolve these disputes is bound to depend on a strong comprehensive national strength, including politics, economy, science and technology, as well as the powerful marine force, in which maritime police plays an important role.
This paper intends to examine how North Korea has incited and persuaded its people by figuring out the structure regarding the meaning creation of its documentary film "Kim Jong-un, the Respected Comrade Supreme Commander, Giving On-site Guidance on the Grand Project of the People's Army" produced in 2015, which was North Korea's politically important year. The analysis results show that its narrative structure of the film took the form of an introduction, body, and conclusion to substantiate it obviously given theme. Its imaging techniques are geared towards uplifting the public's combat mentality and its sound contributes to achieving their adherence. In this regard, its film literature has the following meaning structure: first, the film takes the form of both film annals and the structure for the public to easily comprehend; second, the film clearly demonstrates its deep-rooted theme asking for the public to follow in the footsteps of the party's late father for its leadership; and third, the film also aims to establish the images of an always awake working leader by implanting and arranging the leader's diligence about his revolutionary activities in the documentary film. North Korea's documentary films serve as a weapon used for instigating revolution and construction. Given this, the producers of all documentary films have made sure to turn film literatures into the film literatures of the great leader. It was identified that under the social vision that the Kim Jong-un regime is a "socialist civilized country", he has tightened his grip on power in North Korea through the propaganda tool of film literatures.
A long debate has been made about whether job satisfaction facilitates or impedes union participation. This study analyzed the moderating effect of union instrumentality in the relationship between job satisfaction and union participation. The data collected from 826 employees of 22 workplaces were empirically evaluated. The result of the research revealed that both positive effect and negative effect were observed in the relationship between job satisfaction and union participation. The positive effect was noticed in the direct influence of job satisfaction on the union participation. However, given the interaction between job satisfaction and union instrumentality, the job satisfaction showed the negative effect on the union participation. Based on this result, we can conclude that the direct influence of job satisfaction on the union participation supports dissonance theory about the union participation and the interaction effect between job satisfaction and union instrumentality confirms the utility theory. The present study indicates that the effect of union participation is more reinforced when job satisfaction and union instrumentality are closely connected than when job satisfaction independently affects union participation. Thus, the result implicates that for the revitalization of the labor union, the organization needs to offer a variety of services to satisfy the expectation of whole union members in practical terms instead of concentrating on the labor movement for the political struggle. This point says a lot for a new direction of labor movement.

This research was conducted to investigate the group and individual behavioral patterns of thoroughbred mares which are important for raising race-horses, in paddoks (pregnant) and pastures (nursing). In a group of nursing mare, eating 62%, standing resting 31%, drinking 3%, lying resting 1%, walking 1% and nursing 2% were observed, although no running was observed. Average time spent on individual behavior of mares (3 heads) was eating 295 min (55%), standing resting 193 min (36%), walking 18 min, drinking 18 min (3%), nursing 13 min (2%), lying resting 6 min (1%). Average 11 times of grooming, 2 times of urinating, and 1 time of feces were observed for mare in pasture. 48% of standing resting, 44% of eating, 2% of lying resting, 4% of walking, and 2% of drinking were revealed for pregnant mares in paddock. Average individual behavioral pattern of pregnant mares (3 heads) was 52% of eating, 40% of standing, 6% of walking, and 2% of drinking. Average 15 times of grooming, 1 time of urinating, 3 times of feces, 1 time of fighting, and 2 times of rolling were observed for pregnant mares in paddock. For moving patterns, pregnant mares were inclined to concentrate on where the nearby paddok is close to.
