An Essay on the Relationship between Standards and Technological Innovation (표준과 기술혁신의 연관성에 관한 소고)

  • In the information society, characterized by knowledge and network economy, standards and standardization became a very important factor in determining the competitiveness of nations and firms. This paper defines the concept of standards and standardization and reconstructs the theory on the relationship between standards and technological innovation. The findings and policy implications are as follows. First, the effect of standards on technological innovation differs according to its function(compatibility, minimum quality, information, and variety reduction) and types(product-related and non-product). On the other hand, standards can impede technological innovation. Second, in terms of national innovation system(NIS), standards are an infra-technology, which is a public good. Therefore, government should decide the optimal level of investment on standards and standardization. Third, since standards foster firms' innovation over the all stages of business activities company, industry, and government should connect standardization activities with R&D, manufacturing, marketing, supply chain, and technology transfer, Fourth, standards play an important role in product innovation as well as process innovation. Based on these theoretical background and hypotheses, the empirical study of the Korean firms is needed.

  • Large tundra of the Russian Empire, has rich resources and science and technology, and a huge domestic market potential is rapidly changing. Based on the abundant energy resources such as oil, gas, and minerals, as foreign trade is active, the huge capital is moving. And commitment the active SOC by improving laws and regulations and changes in the structure of the Russian economy. One of them pushed the WTO since 1993, 19 years to see fruition join the WTO (World Trade Organization). As the official entry into force August 22, Russia, July 10, 2012, Congress passed the treaty after joining the WTO and of the 156th WTO member countries, was officially join. As the WTO, Russia has the world's 11th-largest economy in the steel tariffs from 30% to 15% are exported to Russia, South Korea Car TV parts from 10% to 0%, reduced from 20% to 5% Korean export companies to export to Russia, etc., is expected to become the new land of opportunity.   • The Korean market of pension plans has recently increased and pension plans will be expected to play an important role in the retirement system as complement of the national pension system in the future. However, there are a few of research papers on actuarial projections of pension plans. This paper will discuss a long-term financial projection on defined pension plans using data based on the national pension workplace participants. Previous researches focused on company-based financial projection of pension plan. But, this paper concerns on total Korean pension participants and suggests a method to calculate future financial projection of total pension plans. Finally, this research will suggest several numerical results of normal costs, benefits, numbers of workers, etc.

The Best Practices of Performance Management & Application from Public Research Institutes in Korea (국내 공공연구기관의 성과관리.활용에 관한 우수 사례 연구)

  • An increase of national R&D has brought the growth of research performance such as paper and patent quantitatively. However, the results of technology transfer and commercialization still leave much to be desired in Korea. Therefore, it has to be drawn up a plan for effective management & application of research performance created by public research institutes. We select four leading institutes (two universities, two government-funded research institutes) that performed efficient performance management & application. Then, we analyze the best practices and suggest contributions. The results show that four institutes build up a framework of performance management & application from research planning to technology transfer and commercialization. At an early planning phase, institutes set up definite needs-oriented goals, and prior review as well as prior art search is executed through experts. Besides, they systematically promote strategic patent management, technology marketing, post management, and so forth. For such a performance management & application process, capabilities have to be supported with regard to specialized organization, system, routine. This study can give an hint to improve performance management & application from public research institutes in Korea.

  • This study examines the current status and policy development of Carbon Dioxide Capture and Storage(CCS), which is a technology to mitigate climate change, in Korea and foreign countries. It also analyzes IEA CCS regulatory framework as a guideline and provides limitations and implications for marine geological storage in the Republic of Korea. Although CCS master plan is established at national level, related laws are not amended and detailed polices are not yet provided. Established 'Intergovernmental CCS committee' lacks its cooperative mechanism and flexibility. Only limited and segmented economic analyses are performed and funding for large scale of CCS project is not secured. In addition, information sharing is limited and public awareness activities are insufficient. Therefore, this paper provides some policy suggestions on establishing a legal framework based on the 'Marine Environmental Management Act', strengthening the role of intergovernmental CCS committee, conducting CCS economic analysis based on various scenarios, providing economic incentives and public participation strategies, and establishing a specialized agency for information sharing.

Current Status of Plastic Recycling in Korea (국내 플라스틱 리싸이클링 현황)

  • Recently, plastic waste in Korea has been recognized as a critical issue due to an increase in massive production of plastics, difficulty in disposal of waste plastics, and public recognition of toxicity in micro-plastics, etc. To resolve those problems, the regulation to reduce plastics consumption may be primarily considered but, in this case, clarification should be made on the rationales and the action plans in the regulation for individual waste plastic items. Another problem is the small capital sizes of domestic recycling companies, which leads to poor R&D capacity, low recycling yields and thus lowering values of recycling items. This adversely affects consumers' perception. The R&D toward recycling technical progress should take into account the environmental friendliness and recyclability from the early product design stages. Certainly, this should be supported in governmental policy and public action plans. In addition, by referring to advanced policies of i.e. European Union, the recycling industry should be recognized as an opportunity toward new investment & employment. If necessary, the regulation of plastic consumption through a formal evaluation process such as Life Cycle Assessment (LCA) will also be helpful. The values of recycled plastics should be improved through the identification and elimination of harmful chemical substances potentially contained in the products.

These were reasons that operators leaned to subscriber collection and neglected to maintenance, in addition, insist the facilities invested by each operators is his own assets for all that in-plant of apartment house is private land. So, would not being touched by others. Accordingly, this study will search it through the field current condition examine that service's types and methods which various telecom operators and broadcast operators are providing, the current conditions of being maintained, the problems of being happened. etc. and would like to improve that the users could use the services safely by making the information & communication facilities maintenance mandatory under the regular size of apartment house circumstances through the analysis of various laws relations which are managed information & communication construction work law, telecommunication basis law, home network. etc. technical standards by the Ministry of Information and Communication and are managed housing law, construction law, the regulation related to house construct standards. etc. by the Ministry of Construction and Transportation.

Development of the Common Model for Reuse of GIS Components in Local Governments (재사용을 위한 지자체 GIS 공통모델 연구)

  • The purpose of this study is to provide a common model and implementation strategies for reusing GIS components in local governments. The common model includes several solutions to remove stumbling blocks step by step in reusing or exchanging GIS application systems between local governments. Elements of the model are component architecture, common business process model, common function model, and data model. The elements are the minimum standards for reusability. In order to realize the desirable common model at present, however, the following problems remain : usable components are insufficient in spatial domains and existing GIS application systems require reinvestment to accommodate the new component technology. Three questions are raised to maximize reusability from a monolithic structure toward layered and the componentized GIS application systems : (1) How can the application systems be reused within a local government?, (2) Can the systems be exchanged when they are in the same computing platform?, and (3) When the systems are componentized by standardized interfaces, are the components replaceable between the systems in local governments? Some strategies are presented to accomplish the objectives implicated in the questions. For the actual implementation, several issues such as evaluation procedures for component products, ownership and commercialization issues, will be brought up in the future. Central and local governments, and commercial party need to co-operate each other to maximize the reusability. Reducing overlapping investments in local governments and obtaining competitive component technology in the commercial party should be recognized as critical tasks for the more efficient and economical GIS implementation.

How Does the Internal Colonialism of Local Broadcasting Work? Focusing on Governance Including the Appointment of CEO and Its Improvement (지역방송의 내부 식민지는 어떻게 작동하는가? 사장선임 등 지배구조 분석과 개선방안)

  • This study pays attention to the assumption that the governance including the appointment of CEO is a key factor in the internal colonialism of local broadcasting. To evaluate the tendencies, it collects and analyzes the profile of CEOs, directors, and shareholders of the 17 regional affiliates of MBC and 9 local commercial broadcasting companies between the early and mid-1990s and 2015. It also discusses the local broadcasting personnel and its operations. By doing so, the study attempts to reveal how the internal colonialism of local broadcasting works. It finds out that the governance of regional broadcasters of MBC is controlled by the head office located in Seoul. At the same time, the governance of local commercial broadcasters is encroached by the tyrannical practices of major shareholders caused by the non-separation of ownership and management. These kinds of abnormal management of governance tend to constrain the investment on personnel and production. Finally, this study suggests some desirable directions of governance focusing on the appointment of CEO in terms of both legislative system and self-regulation. They include establishing a new proviso for programming protocols in local broadcasting, introducing a CEO & non-executive director nomination committee, and so forth.

유전자 변형 농산물의 개발 실태와 전망

  • 21세기에는 인구의 폭발적 증가와 함께 가속화된 산업화로 말미암아 경지 면적은 줄고 농업 환경은 더욱 피폐해질 것으로 예상된다. 지금도 이미 화석 에너지원의 고갈로 대체 에너지 개발이 시급히 요구되고 있으며, 지구의 자연 환경 보존 목소리도 그 어느 때 보다 높다. 한마디로 식량, 에너지, 환경 문제가 새 세기에 우리가 시급히 해결해야할 과제로 주어져 있다. 이에 과학계에서는 식량 및 대체 에너지원의 공급을 증대시키고 환경을 보존할 수 있는 보편적인 수단으로 환경 친화적 유전자 변형 (GM)작물의 활용이 제시되고있다. 따라서 선진국들은 이의 기반이 되는 식물유전체 연구에 대규모 투자를 아끼지 않고 있으며, 이를 이 용한 식물 생명공학산업을 국가 전략 산업으로 집중 육성하고 있다. GM작물 제조 기술은 유용 유전자의 발굴 및 재조합, 식물세포로의 이식 및 재분화를 통한 완전한 식물체 재생, 이를 품종으로 실용화하는 단계로 구성되어 있다. GM작물은 1983년 항생제 저항성 담배가 개발된 것을 시점으로 하여, 1994년에는 연화지 연 토마토 Flaver Saver이후 지금까지 개발 실용화된 작물은 제초제 저항성 콩, 카놀라, 목화, 그리고 해충 저항성 옥수수 등이 있으며,2001년까지 세계적으로 상품화 승인을 얻은 경우는 15 작물 68품종에 이른다. 2001년 경우 GM작물 종자시장은 약 30억 달러에 달하고 있으며, 미국, 아르헨티나, 캐나다 등 세계적으로 52.6백만 ha에 이르는 면적에서 재배되었다. 그러나 GM농산물의 식품 및 환경 안전성에 대한 의구심이 일기 시작하였고, 따라서 이의 생산 및 소비에 대한 전반적 인 문제가 뜨거운 쟁점으로 부각되기도 하였다. 이 에 각국 정부는 객관적 인 안전성을 확보하기 위한 제도적인 장치를 마련하고 있으며, 아울러 과학기술자들은 더욱 안전한 형질전환 기술 개발을 도모하고 있다. 다음 세대의 GM작물은 단순한 제초제 및 병해충 저항성을 넘어서서 특정 영양 또는 건강기능성을 향상시켜 부가가치를 증가시킨 신품종 맞춤작물이 지속적으로 개발 상업화될 것이다. 따라서 고유성을 가진 유용 유전자의 대량 확보 여부가 산업적 경쟁력을 결정하게 될 것이다. 지금까지 개별 유전자 중심으로 이루어지던 유용 유전자 발굴 작업은 유전체학의 출현으로 규모가 대량화되고 그 효율이 증진되었다. 따라서 진 각국은 유용 유전자 발굴에 국가적 차원의 역량을 집중하고 있다. 그러나 우리나라는 정부와 민간의 소규모 지원으로 근근히 기술 습득 차원에 머물러 왔으며, 산업적 경쟁력의 무기가 될 고유한 유용 유전자와 형질전환 기술이 거의 없는 어려운 상황에 놓여 있다. 최근 정부가 시작한 생명공학 분야 대규모 연구지원 사업 기대를 모아 보며 이 분야 과학기술자들의 노력을 촉구한다.
