  • IMF의 어려움을 겪어온 우리는 효율적인 연구풍토를 위해 많은 것을 개선해야 한다. 지금까지 많은 분야에 분산된 연구투자를 소수 정예로 바꿔 집중 투자하고 연구원들의 퇴직 연령도 획일적인 65세의 틀을 깨고 능력에 따라 50세에서 75세까지 단계적으로 융통성있게 차등을 두어 실시해야 하겠다. 또 연구원들도 학술모임엔 딴전을 부리고 권위만 앞세우는 자세 등 고질적인 공주ㆍ왕자ㆍ한국병을 고치고 책임과 도덕관을 다시 세워 내 연구에만 전념하는 풍토도 이뤄내야 한다.

  • Realizing that retired scientists and engineers are one of the most important human resources in contributing scientific competitiveness of the country, several policies for supporting utilizing retired scientists and engineers have been developed and performed in support of government for years. Those policies in proper priority will bring the efficient utilization mechanism of retired scientists and engineers to the society with the value and the respect of scientists and engineers at all. So, Utilization of retired scientists and engineers for advancement of Technology(Reseat programme) were summarized.

Study on Factors for Efficacy and Purpose of Starting Business after Middle Aged Workers' Retirement (중년 직장인의 퇴직 후 창업효능감 및 창업의도에 영향을 미치는 요인)

  • This study was intended to find out the factors affecting the efficacy and purpose of starting new business after their retirement of middle-aged office workers. The study also analyzed the relationship among these factors, founder's innovational mind, achievement desire, risk-taking mind and family support. For the purpose, questionnaires were collected 346 middle-aged employees working in Seoul and Kyonggi-do area. The findings were as follows. First, personal achievement desire and risk-taking mind strongly affected the efficacy of starting new business. Second, innovational mind, achievement desire and risk-taking mind had a positive effect on the purpose of starting new business. Third, family support had a moderate effect between achievement desire and the efficacy of the starting new business.

  • The purpose of this study was to bring together evidence of the operation and impact of legislation to prohibit age discrimination in those countries that have such laws. We identified 5 countries with extensive age discrimination legislation: the US, Canada, Australia, Finland and Republic of Ireland. The objectives and cultural context of age discrimination lesgislation, which plays a large part in each country determining what type of lesgislation is deemed to be appropriate. The effeciveness or impact of the legislation, in terms of progress towards these objectives. Some key issues where choices of emphasis will need to be made in the introduction of new legislation to reduce age discrimination.

  • Recently, Our society socioeconomically has faced the sudden changes. The retirement of the baby-boom generation is expected to become mainstream amid the falling birth rate and the aging society at the fastest rate in the world. As such a baby-boom generation is a core pillar of our economic development in the 1970s and 1980s, the rehiring difficulties after retirement, the insignificant old age preparation and their welfare and medical problem has become national issue. The government has implemented the policy for promoting the senior entrepreneur to participate productive economic activity by actively utilizing the senior's strength from this year. However, in spite of the importance of such a senior entrepreneur, the research to study the senior's desire and the concrete characteristics of the senior entrepreneur is nonexistence. Therefore, this paper empirically analysed the senior's concrete nature, entrepreneurial intention and the impact on the senior entrepreneurship, which is the core of the success entrepreneur and provided stimulating measure.

Guaranteed Reserve Projections for the Guaranteed Interest Contract of Collective DC Funds (통합운영 DC의 이율보증 준비금 추정에 관한 연구)

  • This study suggests the level of guaranteed reserves that should be accumulated in order to provide guaranteed interest contracts to pension members. To calculate the guaranteed reserve, this study employs the method using variable insurance contracts with guaranteed interest options. The average return of three major pensions (national pension, private teacher's pension, civil servants pension) funds, from 2010 to 2018, is set as the target rate of return and then we establish 0%, 1.0%, 1.5% and 2.0% each as our minimum guaranteed returns for their respective guaranteed reserves. Our results firstly show that gaps between each guaranteed reserves are increasing as times goes on. Second, the probability of shortfall reserve is on the decrease as the pension fund is mature. Conclusively, a long-term conservative balance between risk and return is one of the best investing strategies in pension funds providing the guaranteed interest.

  • OECD countries have been stimulating private pensions instead of public pensions because the financial stability of public pensions has been threatened by the aging population. Korea, which has the fastest aging population in the world, has been following the recommended policies of major countries. Unlike major economies, however, most of Korea's household assets are composed of real estate assets. Due to the economic and social importance of real estate assets in Korea, the wealth effect of real estate has been used as a major tool in macroeconomic policy. This study analyzed the effect of real estate value changes on the contribution of private pensions (personal pension + retirement pension). Utilizing a two-way, fixed effect model with the balanced panel data of the National Survey of Tax and Benefit, empirical results presented that the private pension contribution increased by 0.171% when the value of real estate increased by 1%. Thus, real estate value changes were analyzed as positive for retirement preparation through private pension. These results suggested that if the real estate market would shrink in the future, consumption would decrease, and the degree of preparation for retirement might be smaller.

Effects of Hospital Characteristics on Employment Rate, Working Period and Retirement of Ward Nurses in Korea: A Retrospective Cohort Study Based on HIRAS Data (우리나라 병동 간호사의 병원 특성이 재직률, 근무기간 및 퇴직에 미치는 영향: 건강보험심사평가원(HIRAS)자료를 이용한 후향적 코호트 연구)

  • Purpose: The purpose of this study was to investigate the effects of hospital characteristics on employment rate, working period, and retirement of ward nurses in Korea through a retrospective cohort study based on HIRAS data. Methods: Data were obtained from a report on medical care institutions of Health Insurance Review & Assessment Service (HIRAS). Data from 259,941 nurses who were working for a day or more from January 1, 2012, to December 31, 2016, at 2,942 medical care institutions were analyzed. Life table method analysis, Kaplan-Meier analysis, and Cox proportional hazard regression analysis were conducted. Results: The employment rates of 5 yeas and 10 years for the total sample were 38% and 28%, respectively. The estimated mean value of the working period was 3,642.7 days (SE: 17.4 days). Cox proportional hazard regression analyses revealed that nurses who were working at the general hospital/hospital, clinic, and nursing hospital were more likely to leave the hospital compared to those who were working at the 3rd general hospital. Nurses who were working at the medical institutions which were located in cities and countries, established by the private foundation, rated lower levels of nursing, and owned an insufficient number of beds, nurses and doctors were more likely to leave their workplace compared to those of the counterparts. Conclusion: This study indicates that hospital characteristics may play a significant role in retirement and working period of ward nurses in Korea. The improvement of hospital conditions to reduce ward nurses' retirement are needed.

  • 최근 이랜드그룹이 그룹 내 외식사업체 근로자 4만4천여명에게 83억 7천여만원의 임금을 미지급한 것이 고용노동부 근로감독결과 적발되어 사회적으로 비난의 대상이 되었다는 보도가 있었습니다. 이랜드그룹의 임금체불액을 포함하여 올해 임금체불액은 1조 4천여억원으로 사상 최대 금액에 달한다고 합니다. 임금생활자에 대한 체불은 해고와 더불어 생존권을 위협하는 일임에도 임금체불에 대한 실질적인 법적 제재가 크지 않아서인지 체불액은 줄어들고 있지 않습니다. 근로자들의 권리의식이 신장되고 포털사이트 및 인터넷을 통해 법률정보의 취득이 대중화되고 무료상담 등도 늘어나면서 재직 중에 못 받은 각종 수당 등을 퇴직 후에 청구하는 사례 등도 늘어나고 있습니다. 특히 기간제 근로자 및 단시간 근로자의 연차휴가수당, 주휴수당, 시간외근로수당과 관련하여 중소기업 사업주들이 잘못 알고 있는 경우가 많은데요. 이랜드그룹의 경우도 아르바이트 직원의 연차휴가수당, 시간외수당, 휴업수당 등이 문제가 된 경우입니다. 임금체불이 줄어드는 2017년이 되길 바라면서 이번 호에는 기간제 및 단시간 근로자의 주휴수당, 연차휴가수당, 시간외수당에 대해 알아보고자 합니다.

  • 현재 전력공학 관련 기술들은 빠르게 진보되고 있으며 이에 따라 기존에 최신으로 믿어져 왔던 기술들은 그 활용 주기가 점점 더 짧아지고 있다. 이러한 현실에서, 지속적으로 재교육을 받지 않는 기술자에게는 빠르게 변하는 지식의 발전에 적응하는 것이 커다란 어려움으로 작용하고 있다. 따라서 기업의 발전에 기여 할 수 있는 충분한 자질을 가진 엔지니어들은 입사부터 퇴직에 이르기까지 근무연수와 직급에 따라 부서별, 단계별, 능력별로 광범위하고 깊이 있는 교육을 받고 전문가로 성장하기 위해 다양한 교육에 참여하여야 한다. 본 연구에서는 전력계통 관련 회사에 처음으로 입사한 신입사원들을 회사에서 필요한 숙련된 고급인력으로 양성하여 전문가로 양성하기 위한 방안을 8가지로 분류하여 제시했다.
