Cities in the world are rushing to develop smart cities to create a sustainable and happy city by solving many problems in cities using information and communication technologies such as big data and IoT. However, in Korea's smart cities and smart city certification systems, the focus is on platform-oriented hardware infrastructure, and the information security aspect is first considered to build and authenticate. It is a situation in which a response system for the risk of leakage of big data containing personal information is needed through policy research on the aspect of personal information protection for smart city operation. This paper analyzes the types of personal information in smart cities, problems associated with the construction and operation of smart cities, and the limitations of the current smart city law and personal information protection management system. As a solution, I would like to present a model of a personal information protection management system in the smart city field and propose a plan to strengthen personal information protection through this. Since the management system model of this paper is applied and operated in the national smart city pilot cities, demonstration cities, and CCTV integrated control centers, it is expected that citizens' personal information can be safely managed.

In order to improve the effectiveness of carbon neutrality in Jeju Special Self-Governing Province, this study identifies the current state of social environmental education through literature research, excluding school environmental education being implemented in elementary, middle, and high schools in the province, and identifies shortcomings or problems. The purpose is to establish a plan to systematically and integratedly operate social environmental education, and the derived plan can be used as a guide to change environmental awareness and induce eco-friendly behavior to improve the effectiveness of carbon neutrality. As a result of the study, Jeju Special Self-Governing Province established a consultative body with environmental education institutions, organizations and expert groups operating dispersed throughout the province through the substantial operation and support of the environmental education center currently being entrusted, to identify the current status and develop content necessary for establishing environmental education policies, establishing a platform to enable information sharing, role division, regular communication, empathy, and policy feedback, and on-site environmental education centered on the field to stimulate emotions and personalize environmental problems so that environmental problems can be properly recognized. Today, the rapid advance of scientific technologies has brought about fundamental changes to the types and levels of terrorism while the war against the world more than one thousand small and big terrorists and crime organizations has already begun. A method highly likely to be employed by terrorist groups that are using 21st Century state of the art technology is cyber terrorism. In many instances, things that you could only imagine in reality could be made possible in the cyber space. An easy example would be to randomly alter a letter in the blood type of a terrorism subject in the health care data system, which could inflict harm to subjects and impact the overturning of the opponent's system or regime. The CIH Virus Crisis which occurred on April 26, 1999 had significant implications in various aspects. A virus program made of just a few lines by Taiwanese college students without any specific objective ended up spreading widely throughout the Internet, causing damage to 30,000 PCs in Korea and over 2 billion won in monetary damages in repairs and data recovery. Despite of such risks of cyber terrorism, a great number of Korean sites are employing loose security measures. In fact, there are many cases where a company with millions of subscribers has very slackened security systems. A nationwide preparation for cyber terrorism is called for. In this context, this research will analyze the current status of Korea's cyber security systems and its laws from a policy perspective, and move on to propose improvement strategies. This research suggests the following solutions. First, the National Cyber Security Management Act should be passed to have its effectiveness as the national cyber security management regulation. With the Act's establishment, a more efficient and proactive response to cyber security management will be made possible within a nationwide cyber security framework, and define its relationship with other related laws. The newly passed National Cyber Security Management Act will eliminate inefficiencies that are caused by functional redundancies dispersed across individual sectors in current legislation. Second, to ensure efficient nationwide cyber security management, national cyber security standards and models should be proposed; while at the same time a national cyber security management organizational structure should be established to implement national cyber security policies at each government-agencies and social-components. The National Cyber Security Center must serve as the comprehensive collection, analysis and processing point for national cyber crisis related information, oversee each government agency, and build collaborative relations with the private sector. Also, national and comprehensive response system in which both the private and public sectors participate should be set up, for advance detection and prevention of cyber crisis risks and for a consolidated and timely response using national resources in times of crisis.

In this paper, we have surveyed the existing architectures of the image processing systems for several meteorological satellites and identified issues which are taken into consideration to construct the advanced meteorological satellite image processing system that is being developed by NMSC(National Meteorological Satellite Center). Most of the existing systems provide the functionalities of the image acquisition, the image processing, the data management, and the data dissemination. Those systems have some common problems with respect to system integration and system maintenance. To solve these problems, NOAA, NWS and ESA suggest new system architectures to improve the existing systems. This paper introduces domestic and foreign approaches to build the satellite image processing systems and studies some issues and strategies for developing those systems.

This study aims to analyze the government accounting system of South Korea on the institutional complex and institutional congruence of new institutional theory and suggests policy reform for the system. I researched the literatures on the national and local accounting system and compiled research materials from the Ministry of Strategy and Finance, the Ministry of Interior and Safety, the Board of Audit and Inspection, and Government Accounting and Finance Statistics Center websites. Analysis showed that the government accounting system consists of various elements in institutional complex and the congruence level of national and local accounting system of South Korea is low in production, disclosure, and application of information. The suggestions of this study include: introducing accounting position recruitment, adopting government audit system, and improving cooperation between national accounting organizations and local accounting organizations for reliable information production; disclosing real time information and revealing information linking national and local accounting for transparent information disclosure; educating information user, providing accurate cost and available financial analysis indicators, introducing chief financial officer, and expanding range of consolidated national financial statements for information application.

Recently, an integrated electronic publishing format that can be used by disabled people and the general public is expected. If applied to national alternative material production strategy, it is expected that not only the problem of alternative material production strategy using existing DTD(Document Type Definition) but also various alternative material corresponding to the demand of consumer can be supplied. In order to cope with changes in the production and management strategy of the substitute materials for the rapidly changing persons with disabilities, it is necessary to develop the substitute materials related to the substitute materials, such as 'production of alternative materials', 'research and education of alternative material', and 'operation of alternative material network' The organization of the National Library for the Disabled should be expanded and reorganized so that a constructed center can be established and demonstrated its expertise.

Present paper describes on the development of a new virtual program for science learning, and an exploration of it's application to science education. In addition, the method of teaching and loaming activities for science is suggested. The new type program is called Science Cyber Conference(that is Shimpark's Ssacon). It is developed to improve the abilities of inquiry and the scientific reasoning by planning on the investigation, arranging the data, synthesizing the results, and concluding and presenting one's opinions. On cyber environment, discussing about and communicating opinions and data investigated, are performed for special topic through chatting room, discussing room and electronic mailing, and totally synthesis and discussion about special inquiry topic at cyber conference day.

In order to utilize the operational metadata retrieval system which is based on the semantic association between the research outcomes of the Korean Research Memory (KRM), the systematic integration of the metadata of the research outcomes with the term data registry (DR) was required. This study presents the ontology which can be used effectively to support the KRM. It includes the concept modeling of the knowledge structure of research outcomes, information retrieval service modeling that applies an analytical approach to researchers' needs in conjunction with the term DR, and also some technical and administrative suggestions for future system management.

The proportion of micro-enterprises and self-employed in Korea is excessively high compared to that of major developed countries, and frequent start-ups and business closures are repeated, causing enormous damage to the national economy. In order to solve this problem, various studies are underway for micro-enterprises, and the government provides commercial district information analysis services using big data for micro-enterprises. Among the commercial district information analysis services, the commercial district information analysis of our village store operated by the Seoul Metropolitan Government is continuously improving its service to provide the big data analysis service related to micro-enterprises. Since the service was built by integrating big data provided by various organizations, however, there are limitations in data reliability, data analysis, and service composition. In order to overcome these limitations, this paper proposes a location-based survey system that can be analyzed in conjunction with big data-based commercial district services. The proposed questionnaire survey system established the basis for expending the big data commercial district analysis service by linking the survey information and commercial district information.
