  • Domestic construction companies are interested in finding a larger market abroad because of declining the amount of orders placed and competing the amount of orders received. Recently, the Development project including the finance offer by builder is becoming more common and broad in the flow of the world market in construction from underdeveloped countries to the advanced countries. If the construction companies revitalized because of being active in the Middle East market don't appropriately cope with the situation, they will be probably depressed. The support policies helped revitalization of the development project are examined in this study. The purpose of this study is basic data how to be influenced by the situation of market abroad, policies revitalized development project and extending market. The policies revitalized development project and the relationship of many variables near the market abroad are analyzed applying the System Dynamics as hopeful market abroad which have a circumstance finding a larger market.

  • 한국천문연구원에서는 우주물체 전자광학 감시체계(OWL: Optical Wide-field Patrol) 구축사업을 통해 북반구 3개소와 남반구 2개소에 0.5m급 관측시설을 설치, 운영할 계획이다. 이 시설은 국적위성과 우주잔해물을 감시하여 궤도정보를 획득하는 것을 목적으로 한다. OWL 관측소는 관측, 자료처리 등 일련의 과정을 자동으로 수행하는 무인감시 시스템이기 때문에 각종 기기들에 대한 전원 제어와 네트워크 연결, 작업 상태 확인 등 관측과 관련된 제반사항 역시 모두 자동으로 이루어진다. 따라서 이들 기기들에 대한 전원 제어 및 네트워크 연결은, 관측소 운용 측면에서 뿐만 아니라 향후 유지 관리를 고려할 때 단순화시켜야할 필요가 있다. 우리는 이 발표를 통해 완전개폐형 돔과 OWL 관측소에 설치될 서브시스템 및 주요 기기들에 대한 전원분배, 제어, 네트워크 연결, 그리고 사이트 보드를 통한 이종 인터페이스 통합에 관한 내용을 소개한다.

Analysis of Reform Model to Records Management System in Public Institution -from Reform to Records Management System in 2006- (행정기관의 기록관리시스템 개선모델 분석 -2006년 기록관리시스템 혁신을 중심으로-)

  • Externally, business environment in public institution has being changed as government business reference model(BRM) appeared and business management systems for transparency of a policy decision process are introduced. After Records Automation System started its operation, dissatisfaction grows because of inadequacy in system function and the problems about authenticity of electronic records. With these backgrounds, National Archives and Records Service had carried out 'Information Strategy Planning for Reform to Records Management System' for 5 months from September, 2005. As result, this project reengineers current records management processes and presents the world-class system model. After Records and Archives Management Act was made, the records management in public institution has propelled the concept that paper records are handled by means of the electric data management. In this reformed model, however, we concentrates on the electric records, which have gradually replaced the paper records and investigate on the management methodology considering attributes of electric records. According to this new paradigm, the electric records management raises a new issue in the records management territory. As the major contents of the models connecting with electric records management were analyzed and their significance and bounds were closely reviewed, the aim of this paper is the understanding of the future bearings of the management system. Before the analysis of the reformed models, issues in new business environments and their records management were reviewed. The government's BRM and Business management system prepared the general basis that can manage government's whole results on the online and classify them according to its function. In this points, the model is innovative. However considering the records management, problems such as division into Records Classification, definitions and capturing methods of records management objects, limitations of Records Automation System and so on was identified. For solving these problems, the reformed models that has a records classification system based on the business classification, extended electronic records filing system, added functions for strengthening electric records management and so on was proposed. As regards dramatically improving the role of records center in public institution, searching for the basic management methodology of the records management object from various agency and introducing the detail design to keep documents' authenticity, this model forms the basis of the electric records management system. In spite of these innovations, however, the proposed system for real electric records management era is still in its beginning. In near feature, when the studies is concentrated upon the progress of qualified classifications, records capturing plans for foreign records structures such like administration information system, the further study of the previous preservation technology, the developed prospective of electric records management system will be very bright.

A Study on the Current Status of the Central Government's Cloud System Adoption (중앙행정기관의 클라우드 시스템 도입 현황)

  • The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts to integrate government IT resources. In the early days, the transition was attempted as an infrastructure as a service (IaaS) for the cloud service of HW; however, currently, ithe transition is being converted to software as a service (SaaS) for the service of common business. Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.

우리나라 토양오염부지관련 정보관리체계의 문제점 - 법ㆍ제도를 중심으로 -

  • The objectives of this study is to find problems in the legal and institutional background on our information system for soil contaminated sites. To achieve this abjective, we compared our system with those of federal and New Jersey state governments of the United States. We found that we have no comprehensive guideline on how various information from the contaminated sites should be manipulated. In our system, some regulations on information management were found only in a few prescriptions on detection, detailed investigation, and remediation phases. However, we found that provisions, detailed procedures, and related guidelines for the information management are provided in tile case of the federal and New Jersey state governments. Also, public involvement and disclosure of tile information for the remediation procedure are designated in their legal systems.

Diagnosis of Development Projects and Water Quality Changes in the Environmental Management Sea Areas and Improvement of Impact Assessment (환경관리해역의 이용개발현황과 수질변화경향 및 영향평가 개선방안)

  • The total number of Sea Area Utilization Consultation in the environment management sea areas reviewed from 2015 to 2017 were 60. The number of development projects in the environment conservation sea areas decreased steadily, but special management sea areas increased. Development types in environment management sea areas showed that artificial structure installation was the highest ratio, followed by fishery port development and construction of habor and coastal maintenance and sea water intake and draining. By comparing the trend of water quality changes using marine environment information system (MEIS) data in the environment management areas from 2006 to 2017, COD showed no significant changes but the environment conservation sea areas increased slightly, and the concentration of TN and TP decreased. Gwangyang and Masan bays in the special management sea areas and Gamak bay in the environment conservation sea areas displayed oxygen deficient mass in the summer. As the use of development projects of the environment management sea areas are performed continuously, an analysis of the status of sufficient water quality changes is necessary for environmental impact assessment (Sea Area Utilization Consultation) in the marine environment and should be evaluated mainly for management of contamination by diagnosing thoroughly water quality effects and the pollution of sediment. Especially, the water quality goal for the purpose of designation in each of the environment management sea areas is set clearly, connection with pollution source control and the total pollution load management system (TPLMS) should be proposed and measured to reduce the amount of contaminated water.

  • 정보문화의 달이기도 했던 6월은 고도정보화사회를 앞당기는 일련의 획기적인 조치들이 취해져 관련업계의 관심을 크게 집중시키고 있다. 정부는 정보통신회선 사용상의 제한을 대폭 완화하여 민간기업이 실질적으로 VAN사업에 참여할 수 있는 길을 열어놨고 종래 규제일변도였던 전파정책을 권장행정으로 전환하는 전파관리법도 입법예고했다. 정부가 마련한 정보통신회선사용제도 개선조치는 DB, DP만 제공할 수 있도록 되어있는 정보통신역무제공업자의 사업범위를 불특정다수인을 대상으로 한 정보교환 및 타인통신매개행위를 허용했고 지금까지 9600bps급 이하의 저속회선에서만 접속이 허용되어온 다중화장치(MUX)의 사용범위를 대폭확대하여 64kbps급 이상의 고속회선에서도 접속사용할 수 있도록 허용했다. 또한 그룹 VAN의 경우에도 업무상 긴밀한 관계자 등만 이용할 수 있게 한 제한사항도 폐지해 국내 VAN시장에 대한 민간기업의 참여를 전면적으로 허용했다. 이외에도 정보통신역무제공업자가 DP.DB제공을 위해 필요한 경우 컴퓨터 본체에서의 부수적인 정보교환행위를 허용하여 DB내용 갱신(up-data) 등을 위한 중도컴퓨터의 접속도 가능토록 했다. 그런데 그룹 VAN의 경우 이용대상의 제한을 없앴으나 그룹망 중 타인사용특례를 받은 업체 이외의 망에는 이용자가 접속할 수 없도록 되어있기 때문에 각 업체에서는 시스템 통합화를 추진할 확률이 높다. 또한 고속회선에 대한 다중화장치(MUX) 사용을 허용하고 있으나 개방에 대비해 각 업체에서 이미 보유하고 있는 노드 프로세서(Node Processor)를 전용교환기로 간주, 이의 사용을 제한하고 있는 실정이다. 업계에서는 중도컴퓨터의 접속은 허용하고 있으면서 통신과 컴퓨터의 중간자적 기능을 갖고 있는 노드프로세서의 사용을제한한다는 데에 있어서는 의견을 달리하고 있다. 우리 협회에서는 이달 법제위원회를 개최하여 이번 조치에 대한 검토와 함께 전파관리법 입법예고안에 대한 업계의 의견을 수렴, 정부에 건의할 예정이다.

  • Motivated by the open access movement, research institutions are building Institutional repositories for a nation-wide knowledge distribution infrastructure. IKIS (Institute Knowledge Inventory System) was proposed to integrate materials produced by government-sponsored 23 institutions of the economic, social and human fields, to contribute for policy-making in national agenda and to proffer services to a people. As IKIS project goes on. the project turns out to be slower than planned especially In terms of building up content and improving system functions. This study aims to investigate the methods for promoting the system in terms of management and system developments using multiple research methods such as surveys and interviews. Five issues including budgets and marketing are proposed for the management strategies, whereas three ones Including content and system performance improvements are suggested for the system development. The study results can be utilized as guidelines for managing university and school repositories as well as IKIS.

  • To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

  • 본 연구는 여러 사회복지조직들이 연대성을 가지고 지역사회 차원의 사업을 구현해 낼 때 활동의 정체성과 방향을 설정하기 위하여 참여주체들이 기대하고 있는 성과를 어떻게 인식하고 있는지를 알아보기 위해 컨셉트 맵핑 활용에 대한 문헌고찰을 시도한다. 컨셉트 맵핑은 복잡하고 추상적인 아이디어를 개념화하는 의사결정방법이다. 이 방법을 활용하면 참여한 조직들의 개별적인 이해와 목적을 체계화시켜 합의된 성과를 도출해 내는데 유용할 수 있다. 컨셉트 맵핑을 활용한 의사결정과정에서 참여자들의 의견이 소외되지 않고 모두 채택되도록 하는 시스템 운용이 가능하며, 그로 인해 다양한 조직의 참여를 극대화 할 수 있다. 궁극적으로 사회복지조직의 성과에 대한 합의도출이 신속히 이루어지고 이후 활동에 대한 방향성도 명확하게 설정될 수 있는 것이다.
