A Study on R&BD Strategy for Promoting Consumer's Value Based Converged Industry (소비자 가치 기반 융합산업 육성을 위한 R&BD 전략 연구)

  • Consumer's value based content and business platform are more important than the existing supplier based market. Convergence civilization paradigm is being accelerated with expanded combination of information & communication technology and others. In this study, it was classified into four groups with respect to the level and viewpoints of innovation in products and services, which were already supplied on the market by industry convergence activity. Barriers that are obstacles to the development of a new converged industry through strategic approaches were identified by surveying the current industrial status. In detail, they were summarized with respect to three aspects, such as, target, infrastructure and main agent of individual sector. Finally, it presents an alternative to overcome the obstacles and develop a new growth engines for the future industrial evolution.

  • With the rapid advance of computer and communication techonology, the recent trend of education environment is edveloping in the ubiquitous learning (u-learning) direction that learners select and organize the contents, time and order of learning by themselves. Since the amount of education information through the internet is increasing rapidly and it is managed in document in an effective way is necessary. The document clustering is integrated documents to subject by classifying a set of documents through their similarity among them. Accordingly, the document clustering can be used in exploring and searching a document and it can increased accuracy of search. This paper proposes an efficient incremental clustering method for a set of documents increase gradually. The incremental document clustering algorithm assigns a set of new documents to the legacy clusters which have been identified in advance. In addition, to improve the correctness of the clustering, removing the stop words can be proposed.

Patenting Trend of Internet of Things(IoT) in China (중국의 사물인터넷 특허 동향)

  • Recently, the technological development in the Internet of Things(IoT) field has grown rapidly worldwide and China is also expected to show a noticeable growth trend in this field. Therefore, the aim of this research is to analyze the recent trend of Chinese patents in the IoT field. China has been very active between 2010 and 2014, surpassing USA, and the this trend will accelerate in the future. The results of the analysis are as follows. First, the number of IoT-related patents in China increased rapidly from 2010 to 2014. Second, the major actors that led this quantitative increase are firms including ZTE and higher education institutes such as Nanjing University of Posts and Telecommunications. Lastly, major technological fields and the convergence networks amongst those fields were analyzed. As a result, it was found that the patenting activity in H04L was the most active and this field has led the convergence among other technological fields.

  • With the development of information communication and network technologies, ubiquitous era that supports various services regardless of places and time has been advancing. The development of such technologies have a great influence on educational environments. As a result, e-learning concepts that learners use learning contents in anywhere and anytime have been proposed. The various learning contents authoring systems that consider the e-learning environments have also been developed. However, since most of the existing authoring systems support only PC environments, they is not suitable for various ubiquitous mobile devices. In this paper, we design and implement a contents authoring system based on learning activities for u-learning environments. Our authoring system significantly improves the efficiency for authoring contents and supports various ubiquitous devices as well as PCs.

An Analysis of Consumer Expenditure Patterns according to Household Characteristics (가구특성에 따른 소비지출행태 분석)

  • This study examined how the differences in household characteristics influence consumer expenditure patterns. The Price-Scaling AIDS model with household income and expenditure survey data were used for the analysis. The results showed that the income elasticity of the service items is greater than non-service items, indicating an increase in higher demand of service items with the same increase in household income. The household expenditure patterns vary according to the commodities, holding age and income level. The so-called traditional pattern, which emphasizes spending for non-service items, changed to the one with a higher expenditure ratio for service items. Such a change in household expenditure patterns naturally derives the expansion of the relevant service market; hence, the growth of the related service industry. This highlights the need to formulate an appropriate response from the supply side that deals with the changes in the service market.

  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.

  • The organization and position of FSO was systematically established under the Presidential Decree No. 1013 on 7 August 2004. Furthermore, the FSO has established a signal department, an intelligence department and an academy to enhance intelligence an training capabilities. The FSO has been striving to unveil itself from a clandestine agency into a pivotal organization through the use of media and its website. It is in part that FSO has tried to deepen the understanding between PSS through personnel exchange in 2004~2005 Therefore, this study will examine the history, organization and legal position focusing on the related laws of FSO, an organization trying to adjust to the global change, and study whether this model may be applied for the development of public security in Korea.

Design and Implementation of a CORBA/JMF-based Audio/Video Stream System (CORBA/JMF 기반 오디오/비디오 스트림 시스템의 설계 및 구현)

  • Recently advances in high-speed networks and multimedia computer technologies allow new types of multimedia applications to manipulate large volumes of multimedia data. However, in the real time and/or the heterogeneous data transmissions, there are many difficulties such as network transmission delay, the implementation difficulties, and so on. To solve these problems, in this paper, we extend the method of the multimedia service design which is proposed by OMG. To do this, we suggest an efficient real time audio/video stream framework, called Smart Explorer, based un CORBA and JMF Java Media API. And we separate the transmission path of control data from that of media data and use RTP/RTCP protocol for efficient real time audio/video transmission. Also we show the appropriate implementation of the audio/video stream system based on our suggested framework Smart Explorer. In the future, we expect our audio/video stream system to be applied to the real time communication software such as broadcasting, distance learning, and video conferencing.

  • A lot of efforts have been made to develop a new technology for efficient distance education based on a powerful Internet service like World Wide Web. By developed distance education systems, we can study something we want at anytime and anywhere. However in spite of the excellent achievements we have made, something insufficient still is remained. Distance education methods only depending on static homepages or voices and simple drawings may be insufficient to support as much effects as in real class. So it is necessary to develop a new method for teaching students more feasibly and efficiently In this paper, we try to design and implement a lecture authoring system that offers effective distance education with voices, animations, camera images, drawings and etc.. We can expect the designed system can give more efficient education effects like a face-to-face lecture in real class. The enclosed function of intense compression enables to transmit the lectures more speedily. Besides it has caption processing function to serve additional informations to students with caption texts, messages and hyperlinks.

Governance of Regional Innovation Policies of the Lorraine Region in France (프랑스 로렌지역 지역혁신정책상의 거버넌스 구조: 혁신주체간 협력관계를 중심으로)

  • The Lorraine region of France is one of the regions in the core of Europe that suffered most from the decline of its traditional industries. Since the 1970s, various levels of governments have attempted to solve the economic and social problems originating from de-industrialization with policies of regional innovation, e.g., establishing technopole, the creation of the technology transfer network, the launch of the RTP project, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Lorraine region, based on an analytical framework developed by a groups of researchers, i.e.. Bae et at (2006). The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Lorraine region; the policies heavily rely on the R&D capacity of universities and public research institutes; and various levels of governments have different roles to play.
