  • The certification performance issued through an external business is sold to companies subject to the emission trading system allocation, and the company subject to the allocation can secure the quota by converting the purchased external business certification performance into offset credits. In this methodology, when fossil fuels that used existing oil boilers (by oil type) were replaced with boilers using propane gas with a relatively low carbon content, the amount of carbon dioxide emission reduction by oil type was recognized. As an initial analysis to make up for the insufficient quota of large corporations, the amount of carbon reduction emissions and emission rights trading was calculated.

An Analysis of High School Students' Conceptions of Conservation of Mass on Carbon Cycle through Carbon Emission Scenario (탄소 배출 시나리오를 통한 고등학생들의 탄소 순환에 대한 질량 보존의 개념 분석)

  • The purpose of this study was to investigate high school students' conception of conservation of mass through the scenario of carbon emission in terms of carbon cycle. Seventy six high school students of 11th grade were participated in this study. Participants were provided with two scenarios that showed a gradual increase and decrease of atmospheric $CO_2$ amount from the level recorded in 2013 up to 450 ppm and to 340 ppm by 2110, which is the changes of around 15%. We asked participants to explain the reason after having them draw the emissions trajectory of $CO_2$ according to scenario. Most participants thought that carbon emission would continue to increase despite the two scenarios of carbon emission making sense in terms of conservation of mass between emissions and the natural removal of carbon dioxide. This implies that participants came to think of pattern matching that carbon emission would continue to increase as they used correlation graphs of carbon emission: that is, the graphs of the evolution of anthropogenic emissions, of atmospheric $CO_2$, and of global mean temperature, from the beginning of the Industrial Revolution up to date, all of which are shown in high school earth science textbooks.

  • Korea has the fourth highest CO2 emission among OECD countries in 2018, As of 2019, total greenhouse gas emissions per capita increased by about 98.2% in comparison to 1990. Korea has promised a 37% reduction in greenhouse gas emissions in 2030 from the projected Paris Climate Change Accord. Currently, many countries use the emissions trading system(ETS) for international carbon management. In 2015, ETS has been implemented in Korea, and the importance of calculating CO2 emissions from construction machinery has increased. So, we require an accurate calculation of the environmental charges through the allocated CERs. Using the CER price and related search keywords, this paper derive about prediction models of CER price and compare and focus on more accurate prediction about CER price. By this method, the budget needed to establish the initial construction process plan can be calculated based on more accurate predicted CER price.

  • 정부의 녹색성장기본법(안)에 따라 총량제한 배출권 거래제가 도입될 예정이므로, 배출규제에 대응한 전력시장의 제도적 대응이 요구된다. 본 논문은 배출비용을 감안한 발전원가를 평가하고, 전력시장이 현 비용입찰시장(CBP)의 형태를 유지한다는 전제하에 배출규제에 따른 전력시장가격의 영향을 분석하였다. 배출비용을 감안하더라도 전원별 급전우선순위는 변화하지 않으므로 비용최소화를 위한 전략은 기존 발전패턴을 유지하고 배출권을 구입하는 전략이 된다. 그러나 전기요금 안정화를 위한 발전회사의 수익 규제는 연료전환을 유도하여 배출감축에는 기여하지만, 발전비용 및 전력시장가격을 다소 상승시키게 된다. 한편 발전회사에 대한 수익규제는 배출권시장의 수급여건을 변화시키게 되므로, 전력시장과 배출권시장의 운영, 분석 및 규제에 대한 일원화된 체제의 필요성을 강하게 시사한다.

Estimation of Net Biome Production in a Barley-Rice Double Cropping Paddy Field of Gimje, Korea (김제 보리-벼 이모작지에서의 순 생물상생산량의 추정)

  • Fluxes of carbon dioxide ($CO_2$) were measured above crop canopy using the Eddy Covariance (EC) method, and emission rate of methane ($CH_4$) was measured using Automatic Open/Close Chamber (AOCC) method during the 2012-2013 barley and rice growing season in a barley-rice double cropping field of Gimje, Korea. The net ecosystem exchange (NEE) of $CO_2$ in the paddy field was analyzed to be affected by crop growth (biomass, LAI, etc.) and environment (air temperature, solar radiation, etc.) factors. On the other hand, the emission rate of $CH_4$ was estimated to be affected by water management (soil condition). NEE of $CO_2$ in barley, rice and fallow period was -100.2, -374.1 and $+41.2g\;C\;m^{-2}$, respectively, and $CH_4$ emission in barley and rice period was 0.2 and $17.3g\;C\;m^{-2}$, respectively. When considering only $CO_2$, the barley-rice double cropping ecosystem was estimated as a carbon sink ($-433.0g\;C\;m^{-2}$). However, after considering the harvested crop biomass ($+600.3g\;C\;m^{-2}$) and $CH_4$ emission ($+17.5g\;C\;m^{-2}$), it turned into a carbon source ($+184.7g\;C\;m^{-2}$).

Allocating CO2 Emission by Sector: A Claims Problem Approach (Claims problem을 활용한 부문별 온실가스 감축목표 분석)

  • Korean government established the Nationally Determined Contribution (NDC) in 2015. After revising in 2019, the government updated an enhanced target at the end of last year. When the NDC is addressed, the emission targets of each sector, such as power generation, industry, and buildings, are also set. This paper analyzes the emission target of each sector by applying a claims problem or bankruptcy problem developed from cooperative game theory. The five allocation rules from a claims problem are introduced and the properties of each rule are considered axiomatically. This study applies the five rules on allocating carbon emission by sector under the NDC target and compares the results with the announced government target. For the power generation sector, the government target is set lower than the emissions allocated by the five rules. On the other hand, the government target for the industry sector is higher than the results of the five rules. In other sectors, the government's targets are similar to the results of the rule that allocates emissions in proportion to each claim.

  • There are several differences between freeways and general national roads in terms of structures, conditions and limited speeds. Likewise, the characteristics of $CO_2$ emission in these roads differ depending on the road types. For these reasons, it is necessary to compare the two types of roads in terms of $CO_2$ emissions. The study was performed targeting Gyeongbu Expressway and National Highway 1. Firstly, the amount of $CO_2$ emission each car was compared in the whole sections of the both. Secondly, top 10 sections were picked out, and then $CO_2$ emission each section were compared. Lastly, two sections which were with the highest and lowest amount of $CO_2$ emission per car, were compared. As results, it were found that there were less amount of $CO_2$ emission on freeways. because cars are running on uniform velocity at relatively high speed, and that there were more amount of $CO_2$ emission on the national highway. because of frequent intersections and associated congestion. It may be concluded that the amount of $CO_2$ emission at the national highway could be reduced if signal coordination and intersection intervals are improved there.

Assessment of the Potential Carbon Credits from Reducing Emissions from Deforestation and Enhancement of Forest Carbon Stock Activities in Developing Countries (개도국의 산림전용으로 인한 온실가스 배출량 감축 및 산림탄소축적 증진 활동의 탄소배출권 잠재력 평가)

  • This study aims to identify negotiation alternatives related to Post-2012 reducing emissions from deforestation (RED) and enhancement of forest carbon stock (EFCS) activities. It also aims to recommend a negotiation strategy considering environmental integrity and national interest on the basis of estimating reduction potentials of each alternative on the assumption that tradable carbon credits play an important role as positive incentives. In order to estimate greenhouse gas (GHG) reduction potentials and income potential from RED and EFCS activities, 99 countries were selected by the Global Forest Resources Assessment of the Food and Agriculture Organization of the United Nations. A 'baseline and credit' method was applied to estimate RED activities. Gross-net and net-net methods were applied for EFCS activities. According to the results, Brazil, Indonesia, and the Democratic Republic of Congo have more potential to get positive incentives through RED, while China, Chile, and the Republic of Korea have more potential to get positive incentives through EFCS. This study suggests including both RED and EFCS activities in the boundary of policy approaches and endowment of positive incentives to consider GHG reduction potentials in the global scale and equity among developing countries. Making a discount rate application of forest management activities can be also recommended to factor out the effects of human-induced activities by EFCS activities.

A Study on the Effect of Carbon Tax using Second Generation Model for Korea (SGM_Korea 모형을 이용한 탄소세의 이산화탄소 배출저감 효과 분석)

  • The purpose of this study is to experiment and simulate the newly-updated Second Generation Model for Korea (SGM-Korea). With the updated model, we tried to simulate effect of carbon tax on $CO_2$ emissions and other macroeconomic variables for Korea. The baseline data are compared with projected profiles by various scenarios to evaluate its performance. Our contribution in this study is to having up-graded the model from its earlier version by building new hybrid input-output table based on 2000 input-output and energy balanced tables. According to our estimation, total $CO_2$ emission in Korea has already increased in 2000 to about 1.86 times the 1990 figure. The level of carbon tax required for the current level of $CO_2$ emission to be reduced to the 1995 or 2000 level seems to be too high for Korean economy to bear. It is possible to find a reasonable level of carbon tax, however, if it can combine it with improvement of energy efficiency at the rate of 0.5% to 1% per year. For Korea to meet its obligation to reduce $CO_2$ emissions, therefore, it is imperative for her to improve energy efficiency as well as to develop alternative energy source reducing its dependence on fossil fuel.

  • $CO_2$ emission factor for earthwork equipment was made based on fuel consumption quantity using IPCC carbon emission factor. This is presented through the carbon emission estimating guideline each facilities by the Ministry of Land, Infrastructure and Transportation in 2011. However, this method has the defect which don't apply the various condition of site. Therefor it needs the new emission factor supplemented these defects. This study will tries to estimate $CO_2$ emission with the direct measurement method using concentration flow velocity measurement (C-FVM) for earth work equipment and present the new $CO_2$ emission factor for earth work equipment after compare with emission factor of the Ministry of Land, Infrastructure and Transportation.
