4차 산업혁명은 메가시티를 포함한 지역 경제권, 교육 및 삶의 방식, 환경인프라 전반에 엄청난 영향을 미칠 것으로 예상된다. 이러한 변화에 효과적으로 대응하기 위해서는 국가 단위 대응뿐만 아니라 지자체 단위의 방향설정 및 지역 특성을 고려한 맞춤형 전략 수립이 필요하다. 주요국의 경우 광역자치권 단위의 전문조직(총괄기획 및 종합조정 컨트롤타워)을 두고 지속가능한 도시 성장을 모색하며 4차 산업혁명에 대응하고 있는 반면, 국내 지자체의 대응은 미비한 편이다. 이에 본 연구에서는 전문조직 설립을 통한 지자체의 4차 산업혁명 대응 방안을 연구하였다. 이를 위하여 주요국 대응 현황을 조사하였고, 서울특별시 케이스를 중심으로 전문조직 설립을 통한 글로벌 경쟁력 확보 및 지속가능한 성장 방안을 제안하였다. 구체적으로는 서울특별시 과학기술분야 관련 전문가 150명을 대상으로 설문을 수행하여 '(가칭)서울과학기술전략연구원'의 필요성, 미션, 핵심역할 및 기능을 정립하였고, 설립 및 운영방안을 설계하였다. 아울러 비용편익분석을 수행하여 해당 기관 설립의 타당성과 기대효과를 추정하였다. 마지막으로 연구결과를 종합하여 이론적 실무적 시사점, 연구의 한계점 및 향후 연구방향을 제시하였다.

정경택 교육과학기술부 국제과학비즈니스벨트기획단장은 '해결사'로 불린다. 지난해 교과부 과학기술정책실 정책조정기획관으로 부임해 국가 연구개발 컨트롤타워인 '국가과학기술위원회'를 성공적으로 출범시켰다. 다음 해결 주제는 '말도 많고 탈도 많던' 국제과학비즈니스벨트(과학벨트) 사업이었다. 그는 민간 전문가들로 구성된 '국제과학비즈니스벨트위원회'를 구성해 2년여를 끌어온 과학벨트 입지 선정을 지난 5월 마무리했다. 과학벨트 사업은 여전히 국내외 과학자들의 관심 대상 0순위다. 올 연말 기초과학연구원이 설립되고 내년엔 기초과학연구원 산하 연구단 25개가 선정된다. 과학자들에게 새로운 연구 기회가 생기는 셈이다.

국경을 넘나드는 사이버공격에 대한 효과적인 사이버보안 정책 수립을 위한 국가간 협력이 절실하다. 본 논문에서는 우리나라와 지리적으로 맞닿아 있는 중국 및 일본과 우리나라의 침해사고 대응 관련 법, 대응기관, 대응절차 등 국가별 침해사고 대응체계를 비교하고 효과적인 침해사고 대응체계 구축을 위한 초석을 마련하고자 한다. 우리나라 사이버보안 관련 법의 체계성에 중국 및 일본의 사이버보안 관련 정책의 유연성을 접합하고, 사이버보안 컨트롤타워를 성문화함으로써 인터넷 침해사고 대응의 효율성을 높일 수 있을 것이다.

AI와 구제역 등 국가 재난형 질병 발생으로 인한 피해가 늘어나면서 방역의 중요성이 커졌고, 결국 지난 2017년 8월 농림축산식품부내에 방역업무를 전담하는 방역정책국이 신설되었다. 가축질병 방역의 전문성과 책임성을 강화하고, 효율적인 중앙 컨트롤 타워 운영을 위해 만들어졌다. 초대 방역정책국장으로 오순민 전 방역정책과장이 임명되면서 방역정책의 새로운 지평을 마련하게 되었다. 오순민 국장은 어려운 여건 속에서도 AI와 구제역을 슬기롭게 극복하면서 방역 전문가로써 탁월한 지도력을 보여주었다. 본고는 지난 5월부로 AI 특별방역기간을 끝낸 오순민 국장을 방문 향후 AI 방역정책에 대해 들어보는 자리를 마련했다.

This study is to explore the development of Korean National Emergency Management System. For the study's purpose, the concept of Emergency, Emergency Management and the existing system and related laws of National Emergency Management have been reviewed. In South Korea, the concept of National Emergency Management contains the variety concept of emergency management; safety management, security management, risk management and disaster management etc. and sometimes using them interchangeably. In addition, there are several laws related to emergency management, making different agencies managing inter-related emergency without nationalized coordination and control tower that results in ineffective management of national emergency. This study attempts to clarify the concept of national emergency and to suggest the necessity of National Integrated Emergency Management System(IEMS). Then, it suggests existing system and related laws's integrate for the development of South Korean National Emergency Management System.

The healthcare industry, a high-value-added business, continues to grow with the aging of the population and the development of convergence medical technology. In particular, the medical tourism industry is being pushed by advanced countries. Korea is also actively supporting projects to attract international patients. However, there is a lack of prior research on Korea's medical interpreter policy. This study analyzes the current status and problems of medical interpreter policy for international patients, and presents the task. Problems include insufficient policy control towers, lack of links with local governments, lack of expertise of medical interpreters, poor quality of medical interpreting services, and poor treatment of medical interpreters. As improvement measures, it is proposed to establish a policy control tower, strengthen the link with local governments, switch to a medical interpreter system, diversify the language of medical interpreting qualification test, improve the quality of medical interpreting service, internalize the training process for medical interpreter, give preferential treatment to medical interpreters, utilize the nurse, and train multicultural medical personnel. I hope that this study will contribute to the development of the medical tourism industry.

The purpose of this article was to propose improvement of countermeasure for missing person cases. While current related other studies examined practice of the countermeasure from inner viewpoint of police authorities itself, this study focused on and analyzed concern or criticism expressed through mass media, outside of the authorities. For this purpose, we analyzed newspaper articles dealing with missing person issued during past 5 years with qualitative data analysis software. The analysis revealed that civil community demands immediacy of coping with missing, phased expertise, systemicity of the countermeasure, improvement of relating policy, and active liaison with community. According to the needs, we proposed advancing risk assessment procedure, enlarging dedicated team for missing case, improving profiling-input system, adding duty for family of missing person, and enhancing of function of control tower.

세월호 참사이후 7개월 만에 국가 재난 안전 업무를 총괄할 1만명 규모의 국민안전처가 공식 출범하였다. 육지는 물론 바다와 하늘에서 일어나는 모든 안전 사고 및 자연 재해, 해양 경비까지를 총괄하는 재난안전컨트롤 타워가 구축된 것이다. 이에 국민안전처의 조직구성 및 권한 대한 분석과 이를 통한 평가를 통하여 국민안전처가 나아가야 할 개선방향을 제언 하고자 한다.

항만 안전사고를 줄이고자 하는 노력에도 불구하고 항만 산재는 지속적으로 발생하고 있으며, 2017년이후 지속적으로 증가하는 추세이다. 이는 근속 기간이 적어 충분한 훈련이 되지 않았거나 근로자의 안전보다 작업의 효율성이나 비용을 더 우선시하는 환경, 컨트롤 타워의 부재 등으로 인해 발생하는 것으로 추정된다. 본 프로그램에서는 안전사고 관리 기능을 통해 항만 산재를 체계적으로 관리하여 개선된 작업 환경을 제공하고, 훈련 알고리즘을 통해 근로자의 항만 사고를 효과적으로 예방하고자 한다.

With the recent global threats of terrorism as well as religious conflicts, Northeast Asian countries including South Korea, China, and Japan are experiencing particularly serious security crises as demonstrated by North Korea's threats of nuclear weapons testings and long-range missile launching as well as military provocation toward South Korea such as sinking of ROKS Cheonan and bombardment of Yeonpyeong island and the territorial dispute between China and Japan over Senkaku Islands(Diaoyu Islands). As a result, Park Geun Hye Administration of South Korea and the 2nd Abe Shinzo Cabinet of Japan, both recently established, are making efforts to improve their national security and crisis management policies. One of the key elements of such efforts is the strengthening of National Security Council(NSC) or its equivalent organization as the control tower of national security policy, modeled after the NSC of the United States. This paper compares NSC organization of Korea, the U.S., and Japan and draws policy insights focusing on the current political and national security situation South Korea is facing. Although organizational structure, function, and history of NSC of each country differs, it can be inferred from this comparison that NSC-type of organizations can play an important role as a control tower of security and emergency management policies.
