An Automated Flood Risk Mapping Algorithm using GIS-based Techniques considering Characteristics of Jeju streams (제주하천 특성 고려 GIS 기반 홍수범람위험도 자동화 알로리즘)

  • 최근 국지성 호우와 잦은 태풍으로 인한 돌발홍수가 빈번하게 발생하여 도심지에서의 호안유실과 범람으로 많은 외수침수의 피해가 발생하고 있다. 또한 기후변화에 따른 강우량의 증가와 집중호우로 인한 홍수 피해는 지속적으로 증가할 것으로 예상됨에 따라 대하천 유역을 중심으로 홍수범람예측 연구가 활발히 진행되고 있지만 대하천을 제외한 지방 중소하천의 연구가 미비한 실정이다. 이에 본 연구에서는 지방 중소하천 중 태풍과 집중호우의 영향이 많은 제주지역의 주요 하천 중의 하나인 한천 유역을 테스트베드로 선정하여 연구를 진행하였다. 한천은 강우 시에만 유출이 발생하는 건천으로, 집중호우 시 암반하상 조건, 복개, 교각 등으로 수위가 국부적으로 급격히 상승하는 경우가 있었다. 그리고 한천 하류부에는 도심이 위치하고 있어 돌발홍수 발생 시 막대한 피해가 발생한다. 이에 따라 홍수 피해를 줄이기 위한 제도화, 정책결정 등의 구조적 해결방안과 홍수 피해의 규모와 원인을 분석하는 비구조적 해결방안에 대한 연구가 시급하다. 따라서 본 연구에서는 홍수범람 등으로 인한 홍수 피해규모를 산정하여 각 정부부처 및 유관기관, 지자체에서 빠른 정책결정을 내릴 수 있는 자료를 제공하는 목적으로 제주도의 특성을 고려한 홍수범람위험도 산정 알고리즘을 개발하고자 한다. 본 연구에서는 제주 한천유역의 단면 자료와 빈도별 홍수량 자료를 이용하여 HEC-RAS 모형으로 수리학적 흐름특성 모의를 실사하였다. 모의된 결과를 바탕으로 ArcGIS 소프트웨어인 ESRI사의 ArcMap을 이용하여 빈도별 홍수위 자료와 제주지역 수치표고모형 자료를 활용한 빈도별 홍수범람지도를 산정하고, 좌안과 우안의 제방고로부터 위험도를 산정하여 홍수범람위험도를 각각 구축하였다. 구축된 결과를 이용하여 분석하고자하는 해당 빈도의 홍수위와 홍수량이 발생할 때의 피해지역을 예측하였으며, 예측된 지역과 제주시의 공시지가 자료를 중첩하여 피해지역에 대한 피해액을 산정하였다. 본 연구의 알고리즘을 적용한 2007년 태풍 '나리' 사상의 경우와 비교한 결과, '나리' 사상의 침수 흔적도와 유사한 홍수범람지도를 획득 할 수 있었으며, 모의된 유역의 하천 복개구간을 중심으로 홍수범람이 발생한다는 점과 우안보다 좌안에서의 홍수범람위험도와 피해액이 더 크게 나타난 점 등의 홍수범람 특성을 파악할 수 있었다. 본 연구에서 제시된 기법을 이용할 경우, 홍수에 의한 취약지에 대한 제방 설계 강화, 하천의 보수 정비 등 정책적 결정에 사용될 수 있을 것이며, 실시간 자료제공, 재해정보시스템 등에 적용하여 홍수범람 피해를 줄일 수 있는 기반기술이 될 것으로 사료된다.

  • Periodic and systemic disaster management has become more important than ever owing to the recent continuous occurrence of disasters, such as fires, earthquakes, and flooding. This management goes beyond simple disaster preparedness, which was introduced minimally under the existing legal system. For effective disaster management, facilities should be managed through regular maintenance on a daily basis, and in the case of an emergency, intuitive and accurate communication is essential regarding the situation and purpose. BIM manages the entire building property data using the effective 3D visualization model, so it can be used for various management purposes from design to facility maintenance. In this study, through an expert survey on the use of services in a BIM-based integrated disaster information system, the available areas of BIM data were organized in terms of facility information management, 3D visualization, and disaster control. Later, through the use service and DB definition within the BIM-based disaster integration information system, the main facilities monitoring and response services based on BIM and BIM-based spatial management service are proposed. Based on this study, it is hoped that the BIM-based application service functions within the system will be implemented to enable an effective system response.

Adaptive Sea Level Prediction Method Based on Harmonic Analysis (조화분석에 기반한 적응적 조위 예측 방법)

  • Climate changes consistently cause coastal accidents such as coastal flooding, so the studies on monitoring the marine environments are progressing to prevent and reduce the damage from coastal accidents. In this paper, we propose a new method to predict the sea level which can be applied to coastal monitoring systems to observe the variation of sea level and warn about the dangers. Existing sea level models are very complicated and need a lot of tidal data, so they are not proper for real-time prediction systems. On the other hand, the proposed algorithm is very simple but precise in short period such as one or two hours since we use the measured data from the sensor. The proposed method uses Kalman filter algorithm for harmonic analysis and double exponential smoothing for additional error correction. It is shown by experimental results that the proposed method is simple but predicts the sea level accurately.

  • In order to plunder the Korean Peninsula in earnest, 'Modern Age Korea Topographical Map' of reduced 1:50,000 scale was manufactured within the period of 5 years from 1914 to 1918 through Japanese government-general of Joseson. This map includes all the data representing the life model of Korean Peninsula in the period of the End of Korean Empire, before the modern public construction works had started to seriously develop. This study analyzes the land use change after embedding the coordinates to the image of Modern Age Korea Topographical Map, which includes the scenery of 1910, and then overlaying it with the contemporary map in GIS environment. The results of presented research showed that before modern civil construction works started, the farmlands had lost their competitiveness because of difficult for development hilly areas and frequent floods, the river sites being abandoned and industrial structure change, and were developed into modern city area.

  • Since the industrialization spread out, the metropolitan areas of Seoul have been urbanized rapidly in Korea, without concern for the quality of further development and sufficient environmental management. Due to this fact, it has become increasingly apparent that natural hazards, such as floods and landslides, occur frequently after the summer's heavy rains, and because of that, the scale of damage is getting larger. The purpose of this study is first to analyze the relationship between development and floods in the sub-basins of the study area. In addition to this, we'd like to compare the influences of geomorphological characteristics upon the floods occurring in both the whole study area and the developed area in sub-basins.

Analysis of Landslide in Inje Region Using Aerial Photograph and GIS (항공사진과 GIS를 이용한 인제지역 산사태 분석)

  • In mid-July, 2006 the torrential rainfall across Gangwon-do region caused 48 casualties and 1,248 houses submerged, resulting in damages with the restoration costs of 3 trillion and 512.5 billion won. This was because the topographic characteristics of Gangwon-do region for which mountainous areas mostly account increased the effects of landslide. In this study, the landslide region was shot using the PKNU No.4 system immediately after the occurrence of landslide in order to analyze it as objectively, exactly, and rapidly as possible. 1,054 areas with landslide occurrence were extracted by digitizing the shot images through visual reading after orthometric correction using ERDAS 9.1. Using the Arc GIS 9.2, a GIS program, hydrologic, topographic, clinical, geologic, pedologic aspects and characteristics of the landslide region were established in database through overlay analysis of digital map, vegetation map, geologic map, and soil map, and the status and characteristics of the occurrence of the landslide were analyzed.

Evacuation Suitability Assessment of Shelters in Disaster Risk Districts of Changwon City (창원시 재해위험지구 대피 적합성 분석)

  • This study intends to analyze the accessibility to the evacuation shelters according to pedestrian characteristics for Shinpo-district and Haewoon district, Masan Happo-gu, Changwon, designated as Disaster Risk Districts(Typhoon and Storm Surge Risk Zones) due to the typhoon and surge disasters of the past such as Typhoon RUSA or MAEMI. Evacuation speed was analyzed by dividing the types of evacuees into children, general adults, and the aged people by considering physical conditions. In the case of Haewoon district, currently designated evacuation shelters appeared to be appropriate. But in the case of Sinpo district, over 50% of designated Disaster Risk Districts appeared to be evacuation-vulnerable zones in the case of the aged. Therefore, three additional shelters were designated to complement these problems. The results reveal that the problems about the evacuation-vulnerable zones in the case of the existing designated shelters, appeared to be improved. It is expected that the results, obtained in this study will be utilized to establish the complementary measures to analyze the evacuation risk and solve the problems.

Analysis of Flood Inundation Using LiDAR and LISFLOOD Model (LiDAR 고도자료와 LISFLOOD 모형을 이용한 홍수범람해석)

  • Great loss of life and property has been occurred by the severe flood globally. In Korea, a flood inundation map is used as one of the non-structural measures for reducing flood damage, and various inundation models have been studied for flood inundation analysis. This study applies LiDAR data and LISFLOOD model for flood inundation analysis and discusses the the modeling results from levee breaching scenarios for evaluating the applicability of the model to stream inundation modeling. In the results of LISFLOOD modeling, maximum inundation area was similar to the inundation map by HEC-RAS model just less than 4%. The inundation area by each levee breaching scenario showed the difference from 0.2% to 6.5%. Inundation processes were different each other according to the position of levee breach point, and maximum inundation area and depth were changed by the flow direction of stream and flood plain. This study shows that LISFLOOD model can be applied properly to stream inundation analysis using various inundation scenarios.

  • Marine disaster, such as 'Dolphin Lake ship', "the Sewol ferry', on the ocean needs emergency communication with land post and Rescue services. It needs of emergency communication system has increased in Republic of Korea peninsula with the sea on three side. The system will be more fully equipped to deal with disasters linked to communication so alone sailing ship is at sea. Research is needed on communication links to submarines operated by submarine to sink a ship, as well as immersion in the sea with. And it is necessary in the study of the land in preparation for the emergency disaster ship and submarine communication links for offshore and subsea oil and associated communication systems. Will be studied in preparation for the communication protocols and emergency and disaster location and land the plane or for a career in the satellite systems are linked through this.

Development of Grid-Based Distributed Runoff Model in Urban Area (격자기반 도시유역 분포형 유출모형의 개발)

  • 본 연구는 격자기반의 지표면 유출 및 도시 유역 우수관거 유출해석모형으로서 유역을 관거 유입구를 기준으로 다수의 소유역들로 구분하고 각 소유역내 지표면 흐름을 비선형저류방정식으로 표현하여 유출량을 산정하는 방법 및 유역을 일정한 크기의 격자로 분할한 상태에서 각 격자의 유입 유출을 계산함으로써 주어진 시간 간격별로 유역 전체에 대한 물수지를 파악하는 격자 물수지식을 이용하는 방법을 결합하여 도시유역의 지표면 유출량을 산정하기 위한 격자기반의 분포형 지표면 유출해석 모형을 개발하는 것을 연구의 목적으로 하였다. 즉, 본 연구에서 개발한 유출모형은 지표면 유출의 메카니즘을 비선형저류방정식으로 표현한다는 점에서 SWMM의 방법을, 격자기반으로 유출량을 계산 추적한다는 것이다. 또한 도시지역의 침수형태 및 원인을 파악함과 동시에 기존의 도시유출 해석모형을 일부 수정 및 보완하여 집중호우발생시의 지표이동류 흐름, 폐합형 우수관거, 하류부의 배수영향 등을 고려한 우수관거 유출모델을 개발하였다. 본 모형을 이용하여 가상 및 실제 유역에 대한 유출모의를 수행함으로써 모형의 적용성을 평가하였다. 본 연구에서 제시하는 격자기반 도시유출해석모형은 대상유역을 일정한 크기의 격자로 구성하고 개개의 격자마다 유출해석을 위한 지형정보와 수문정보를 입력하여 격자별 유출량을 계산 추적함으로써 유역의 임의의 위치에서의 유출량, 유출심의 시간적 변화와 공간적인 분포를 모의할 수 있다. 가상 및 실제 유역에 대한 유출해석을 통하여 본 연구에서 개발한 모형은 이동강우나 국지적인 집중호우 등 시공간적으로 변하는 수문 특성을 반영할 수 있고, 폐합형 우수관망 해석 및 하류부 배수효과를 검토하여 도시유역의 홍수방재관리에 유용하게 활용될 수 있을 것으로 기대된다.
