Analysis on the Initial Effect of Meister High School Policy on Labor Market (마이스터고 정책의 초기 노동시장 효과 분석)

  • This study analyzes the initial effect of meister high school policy on labor market by DID based on the fact that most of the meister high schools that had its first graduates in 2013 were not newly established but assigned by government. We estimated employment and real hourly wages as quantitative measures and intent to remain in labor market as qualitative one. The results shows that, the meister high school policy increased the employment rate but didn't do real hourly wages and intent to remain. Therefore, meister high school policy can be assessed to be successful in short-term only in quantitative aspects. The study has its contribution as the first study of estimating the net effect of the policy.

The Impacts of Student Loans on Early Labor Market Performance (학자금 대출 경험이 노동시장 초기행태에 미치는 영향)

  • This study examines the labor market performance of graduates who had student loans. Compared to earlier studies, we extended analyses to all jobs that were experienced for more than 18 months after graduation. First, we found that students who had student loans earned 2.81% less at their first job compared to their counterparts without student loans. Second, the wage gap decreased over time, a reduction of 0.66%p due to labor market turnovers. Third, when we compared cumulated labor income, however, the amount for borrowers were continuously higher. This is because the job searching period of a borrower was shorter, despite relatively lower wages at the first job, and borrowers also made more frequent job turnovers, accompanying relatively more wage increases. These results suggest that the negative effects of college loans on earnings, reported in previous studies, may have exaggerated the negative impact to some extent of having loans. However, when we look at the quality of jobs beyond simply wages, the proportion of borrowers working at large companies as regular workers was consistently low. Given that job conditions at the earlier stages of one's career may lead to gaps over time, our findings call for more systematic investigations into the effects that student loans have on long-term labor performance.

Job Selection, Separation, and Wage Level of SME Workers: based on a Follow-up Survey on Recent College Graduates (중소기업 취업자의 직장선택과 이동 그리고 임금 수준 분석)

  • Recently SMEs(small and medium enterprises) in Korea have experienced severe labor shortages. In particular, college graduates avoiding SMEs are widely spotted. According to previous studies, the main causes of the evasion by college graduates are the inferior working environment and low wages. Some studies also state that SME workers experience discrimination. However, most studies have focused only on unemployment issues of the young graduates. In this research, the results of follow-up surveys on the employment status and job conditions of recent college graduates was linked as a panel data, and the performance of the graduates was analyzed. Based on the analysis, we found college graduates who are employed SMEs are likely to have their initial career fixed to the SMEs. Second, the job separation records of the young SME workers does not show positive labor market performances such as upward movements or wage increases, and the process itself turned out to be entailed frequent separation. Third, the inferior wage level at SMEs and the fact that this effect is cumulatively amplified has been a key factor for evading SMEs. Thus, it is difficult to say that the early-stage careers in SMEs are constructive in future career development. On the contrary, the early careers at SMEs result in lower labor market outcomes, and frequent job separation.

  • This paper examines the effects of COVID-19 on the working hours and wages by employment types of wage workers. Using the Economically Active Population Survey-Supplementary Survey by Employment Types(2017-2020), I found that due to COVID-19, non-regular workers reduced their working hours more than regular workers, shrinking their opportunities to generate wage income. During the same period, the working hours and wage gap between new regular and non-regular workers widened, this was largely in part-time and short-term workers. As the working conditions change based on the initial level, these results show that efforts to improve their(new and short term workers) working conditions can contribute to mitigating labor market inequality.

Occupational Labor Market Activities by College Majors: On the Crisis of Science and Engineering Majors (대학졸업자의 전공계열별 직업노동시장 성과: 이공계 위기의 노동시장 원인론을 중심으로)

  • Labor market participation and occupational status for workers majoring in(natural) science and engineering are estimated and compared with workers of other majors at three levels: employment, prestigious occupations, and good occupations. For this, we utilized 2% Public Use Sample of 2000 Korea Census. The results of two-stage probit models, which adjust sample selection bias, do not support the argument that graduates of science and engineering majors are relatively disadvantaged. Workers of engineering majors are more likely to have 'good occupations' at their early job careers, but their advantages fade away quickly as they are aging. Especially at their 40s, their probability of having 'good occupations' start to be likely lower than workers of social science majors. This may be due to low human capital accumulation rates at work places along with quickly outdated skills which are acquired in colleges.

A Study on Factors of Career Development in Scientist and Engineer Laborforce (과학기술인력의 경력개발 촉진 요인에 대한 분석)

  • The purpose of this study is to find out the factors which promoting career development of scientist and engineer laborforce. We made up three logit analysis models to figure out the factors affecting the career of scientist and engineer laborforce. Dependent variables were composed of job attributes in 2011, current job attribute, changing of working conditions, efforts of job seeking, university education, and personal characters. Three analysis model were composed of demand side model which including job attributes factors, supply side model which focus on employment or university education characters and total model including the demand and the supply factors. The results showed a stable career to the development of scientist and engineer laborforce's job attributes on the demand side than the supply side, such as a college education even more important. After all, the initial stable jobs and good matching policy were the most important policies to be seated in the science and engineering professions.

한국의 경제성장에 대한 교육수준별 영향: 내생성장모형과 1975-2004년 동아시아 7개국 자료 분석

  • 본 연구는 지난 30년간(1975-2004년) 한국의 경제성장과정에서 교육의 부문별(초등 중등 고등교육) 역할을 추정하는 데 주목적이 있다. 본 연구는 우선 신고전학파 Solow의 외생적 경제성장이론을 접목한 Cobb-Douglas 모형을 확장하여 1인당 경제성장 추정을 위한 내생성장모형을 제시하였다. 또한 자료 한계를 극복하기 위하여 동아시아 7개국 자료를 바탕으로 시계 및 횡단면 자료를 블록으로 구축하여 앞의 내생성장모형을 이용한 pooling방법으로 1인당 경제성장에 물적자본, 단순노동력, 인적자본, 지적자본(R&D), 초기년도의 기술수준 등의 기여분을 추정하였다. 이러한 각 생산요소의 직접적인 추정결과로부터 각 요소간(고등교육, 중등교육, 지적자본) 상호작용으로 인한 간접적인 기여분 추정을 위해 연립방정식체계를 구축하고 각 요소의 영향력을 재 추정하여 보정된 결과를 제시하였다. 1975-2004년간 한국의 경제성장 과정에 있어서 인적자본요소인 교육은 40.7%를 기여였으며 이를 다시 분해하면 중등교육이 가장 큰 87.0%, 초등교육이 6.6%, 중등교육에 간접적으로 기여한 대학교육이 -52.9%를 보였다. 물적자본이 39.6%, R&D자본이 24.1%들 보였으며 지식 정보기반사회에서 그 의미가 감소한 단순노동력은 -1.4%, 기술추격을 가능케 하는 1975년도 초기기술수준이 -3.0%의 추정결과를 보여주고 있다. 향후 정책연구 과제로는 한국미 지식기반사회에서 선진국으로 진입하기 위해서는 경제성장과정에서 대학의 역할을 제고할 필요성이 있음을 제안하고 있다. 이를 위해서는 기존 대학의 양적인 구조조정이 필요하다. 특히 대학의 질적 경쟁력을 높이기 위한 정부의 대학 지원 역할 역시 제고되어야 할 것이다. 또한 이 글은 교육시장과 노동시장을 어떠한 방법으로 연계 시키는가를 논의하고 세계시장의 급격한 기술변화와 체제변화에 따라 국내노동시장의 필요한 산업인력수요의 내용도 같은 속도의 변화를 요구하고 있음을 상기시키고 연계지원 정책을 주장하고 있다.

A New Approach to Double Dividend Hypothesis of Environmental Taxes: Focused on the Effects of the Labor Market (환경세 정책의 이중배당가설에 대한 새로운 접근: 노동시장의 변화를 중심으로)

  • The double dividend hypothesis of environmental taxes has been a very widely debated research topic since its introduction in the mid-80s. Unlike the second generation studies, which stated that the double dividend environmental taxes were impossible to realize, the third generation researchers of today are focused on assumptions or conditions that make the hypothesis viable. The third generation studies state that the double dividend hypothesis is possible through functional form assumptions, such as the characteristics of taxes levied on polluting goods and the overall tax efficiency of the initial tax systems. The most notable, however, is the fact that the working mechanisms of third generation studies, upon closer inspection, give homogeneous effect on the labor markets, although at first glance the third generation studies take seemingly unrelated approaches. This thesis stems from such idea, and it attempts to analyze the effects of environmental taxes on the labor market. After a thorough analysis, the results match the intuition, as the viability of the double dividend hypothesis of environmental taxes largely depends on the effects that policy changes generate on the labor market. In order for the hypothesis to be plausible, environmental tax policies have to increase the labor supply.

Employment Effects of Delayed Mandatory Retirement (정년 연장의 고용효과)

  • This paper estimates the employment effects among 55~59 years old men of delayed mandatory retirement act between 2016 and 2019. Although the positive employment effects appear to have reclined during the period, they have remained non-trivial and may have encroached youth employment. The results suggest that wages should be flexibly adjusted in the market so that labor demand can sufficiently expand to accommodate the increased labor supply among the old without hurting the young.

노무연재 ⑱ - 출산·육아휴직 근로자의 연차휴가, 퇴직금, 출산·육아휴직급여 등

  • 매년 사업주와 근로자로부터 상담한 내용을 돌아보면 우리 사회 노동시장의 현안이 무엇인지, 인권수준은 어떠한지, 노동행정의 방향이 어떠한지를 확연히 체감하게 된다. 그 중 하나가 육아휴직제도이다. 20년 전만 하더라도 육아휴직은 거의 허용되지 않았다. 결혼 또는 임신하면 퇴직이 관행이던 시절이었다. 관행에도 불구하고 임신한 근로자가 퇴직하지 않으면 출 퇴근이 어려운 지방으로 배치전환하거나, 직무를 변경하고, 담배연기 가득한 방 가운데 여성근로자를 근무시키는 비인간적인 처사도 행해졌다. 2~3년 전만 하더라도 "우리 회사는 육아휴직은 안된대요. 그럴바엔 그만두래요. 아이 맡길 곳도 만만치 않은데 어쩌면 좋아요"라는 여성근로자들의 상담이 한달에도 몇 건씩 쏟아져 나왔었다. 초기 여성노무사가 소수이다 보니 워킹맘들의 노동법률상담을 할 기회가 많았다. 때론 사업주들을 설득하고, 중재하고, 처벌조항을 들어 압박하기도 하면서 육아휴직을 권장했지만 기존의 관행과 문화가 일시에 변화하기는 어려운 일이다. 여성의 경제활동율이 늘어나고 출산율이 줄어들면서 정책적으로 출산 및 육아휴직을 장려하는 정부의 감독행정 강화, 그간 노동계 및 시민사회단체의 노력 등으로 인해 법률에 규정된 육아휴직제도가 비로소 현실적으로 보장되어가고 있음을 목도한다. 이즈음에 육아휴직자의 연차휴가 사용, 퇴직금, 육아휴직급여 등에 대한 문의가 많은데 그만큼 육아휴직자가 늘어났다는 것을 반증하는 결과이다. 따라서 이번호에서는 출산휴가 및 육아휴직자들의 연차휴가 사용과 퇴직금 산정방법, 출산 육아휴직급여에 대해 알아보고자 한다.
