Since Sirimavo Bandarinaike became the first female prime minister in 1960, women all over the world has been trying to break the highest glass ceiling. In a place where men had been dominating throughout history, women political leaders had to find a way to look the part by wearing power suits. Feminity was out of the question until the digital era of 21st century started. The world has evolved into a place where feminity could be strength instead of weakness. Now women political leaders are showing body curves, cleavage, using vivid and pastel colors, soft fabrics, elaborate details, accessories, long and curly hair. The padded shoulders of dark coloured power suits were replaced by soft colorful flowing feminine suits. Yulia Tymoshenko of Ukraine is the best example of 21st century woman political leader using feminity in her fashion style while enacting her role. When she first started politics in 1990's, she wore dark colored power suits like all other women political leaders did with short dark hair. As time passed her suits became more feminine with light colors and elaborate details. She has changed her hair into a neat braid, based on a traditional Ukrainian hair style. She used orange color for the Orange Revolution and white for pure image. Yulia Tymoshenko's fashion style as a way of role enactment showed professionalism, feminity, integrity, and ethnicity.

The purpose of this study is to analyze whether, in public organizations, a significant relationship can be found between transparency and information disclosure systems. The study also aims to analyze how the relationship has changed and whether political regimes and organization type matter for such changes. The meaning of information disclosure and the concept of transparency were reviewed through existing literature, the status of which was analyzed using related statistical data. Using a decade of disclosure rate and integrity index data from 2003 to 2013, the correlation between those two variables by political regimes and organization type was analyzed. To improve the information disclosure system and transparency in public organizations, ensuring the documentation of work process, providing the consumer with the information that he/she wants, and institutionalizing systems to evaluate transparency are important. The results of this study will be used as a basic material for understanding the relationship between the information disclosure system and transparency.

The interrelation of integrity degree and country competitive power was known as high. But, according to the CPI announcement of Transparency International, the domestic Corruption Perceptions Index ranked 5 points, as being corrupt. It was investigated that the corruption level of Korea was getting worse most in the construction sector. In this way, it is emergent and inevitable to improve the transparency in the construction industry, accounting for 25-54% of the total corruption cases in our society. Transparency International has opened to the public the source data, utilized in the CPI measures in 2010. In the case of Korea, the 9 data of 6 organizations were utilized. According to the PERC, the corruption level of the private sector in Korea has been estimated as the worst among the 16 countries. In this context, this paper analyses the corruption level of Korea by utilizing the source data of the Transparency International CPI. And it aims to comprehend structural problems in the construction industry and to suggest implicative countermeasures through out the anti-corruption activities in the world. It propose finally an improvement of the structural causes in the construction industry, a promotion of effective punishment against corrupt practices, a reinforcement of the transparency management in the construction sector, etc.
The police do their best effort to make all security standards of competence and law enforcement suit the public's expectation, take precedence over the direction of the security policy to what the people want, and realize the Republic of Korea in which the people are happy with a strong police security. On the other hand. The people demand the fairly high level of moral integrity to the police who are in charge of law enforcement at the forefront than any other organization. Suggesting various measures for enhancing the organizational level of police ethics in police ethics awareness of police offices have been working on, yet the prevailing view that still insufficient. In this study, after analyzing the current moral status of the police, I suggest ways to improve as follows: First, strengthening the training and improving the program of police ethics. For this, securing professional teacher and implementation of customized ethics training are necessary. Second, the subject of human nature test should be expanded. The targets are limited to less than a supervisor. It should be expanded to all police officers. Third, the improvement of the organizational culture. For this, introduction of mentoring system and enlightening-oriented inspection is needed. Fourth, reducing the burden of manpower by reinforcing personnel. By defusing lack of police personnel, the police will be able to conduct intensive and effective ethics education. Finally, the provision of the stress relief measures for the police. To this end, the police requires constant efforts of the organization itself.
The purpose of this paper is to examine the determinants of public attitudes toward welfare spending in relation with the perception of welfare level. Data from the national survey of 'the SSK Good Government Research Unit' are used to perform a logistic regression analysis of the association between welfare attitudes and government perceptions, political orientations, and socio-economic backgrounds. The most prominent finding is that the determinants of welfare attitudes differ markedly between the two different groups of welfare perception. The empirical results say that persons living in a corrupt government tend to prefer welfare spendings despite having low level of welfare, and persons living in a unjust government tend to prefer welfare expansion because welfare level must be low. Persons living in a government of great capacity tend to have positive attitudes to welfare spending despite having a high level of welfare, whereas persons living in a government of less capacity tend to have negative attitudes to welfare expansion because the level of welfare is too high beyond government capacity. This distinction between the two perceptions of welfare level provides a systemic understanding of public attitudes toward welfare spending.

Gubong Song Ik-pil could not behave according to his aspiration directly due to restrictions in his social standing. He was equipped with the excellent capacity of gyeongse even referred to as the moju (謀主) of four persons, Yi Yi, Seong Hon, Jeong Cheol, and Lee Gwi, and harshly criticized as a slick evil (奸鬼), too. His gyeongsesasang, however, ended up being incomplete due to restrictions in his social status. The purpose of this study is to understand the flow of personnel management in the Joseon Dynasty through Dasan Jeong Yak-yong's Mokminsimseo, and to understand how it is being used not only in modern administrative organizations but also in social welfare organizations. As a result, first, first, among the human resource management areas of the Joseon Dynasty, the area occupied the most was related to integrity. These are the contents that are widely used in evaluation methods and scope, value standards, and use of evaluation today. Second, regarding the recruitment and recruitment of talents in the Joseon Dynasty, various methods were presented to enhance the appropriateness, fairness of hiring, and the effectiveness of hiring human resources. This has significant implications even today as it specifically mentions the appropriate appointment and scale of human resources, emphasizing that personnel is everything. Finally, This is different from the human resource management of the Joseon Dynasty in that it is being converted to a compensation paradigm rather than discipline as a way to inspire the motivation of workers today and increase work efficiency. In addition, professionalism was emphasized in the education and training of public officials, and the maintenance of dignity and leadership in body and mind is emphasized, showing that even today, the virtues required of workers in public organizations, including social welfare organizations, are being maintained.
Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

The results of this study attempting to graft to the space by cognizing and categorizing the characteristic of the under-toned private property to the tablets of the Zhuozhengyuan are as follows. The tablet of Zhuozhengyuan was typed into three groups. In the A group, the frequency of artificial elements including the top, ship, and head was high, and the main emphasis was on the elegance and integrity spirit that the Sunbi(classical scholar) had to have. It has a characteristic of good architects such as pavilion and Nu(樓) is included and as it is adjacent to the water surface the one side of the building is integrated to the water surface. The B group is characterized mainly by the fact that the scenery is portrayed through the climatic factors including rain, wind, and snow, or the scene atmosphere and it is located at the top of the summit which is good for viewing the scenery. In the C group, plant elements such as lotus, magnolia, plum, and bamboo appeared frequently, and various buildings such as pavilion, Kwan(館), Gak(閣) and Dang(堂) belong to this structure. The structure has the characteristic of integrating directly with the water surface or putting the terrace between and scattering throughout the whole garden. Furthermore, this study identified area characteristics based on the frequency of the tablet type. In the west area, Group A is mostly distributed and the humor and concept implied in the tablet, combined with the shape and location of the scenery, viewpoint of the viewer, and the composition of the landscape, improved the orderliness of the space, which led to expand the scope of the enjoyment to the entire space. Meanwhile, in the middle area, tablets of Group C are mostly distributed, and the unique characteristics and shapes of the woody plants that were used as the name of the tablet were connected with various buildings including pavilion, Dang, Kuan, and Gak, improving the unique identity of the space and forming connection with the world of ideas through unity and independence.
