Estimation of Wage Equation for College Graduates with Correction for Selection Bias upon Working State (대졸청년층의 취업지역에 대한 자기선택을 고려한 임금함수 추정)

  • In this paper, the wage equations of local labor markets for college graduates in Korea are estimated by Dahl(2002)'s methodology to correct for selection bias. The results suggest that the variations of coefficients in wage equations across the local labor markets are mostly remained after correcting for selection bias. The gender wage gap is hardly affected by selection bias. The variations of return to education and the major premium are reduced about 18% and 11% respectively. Meanwhile, the selection bias is negligible in the national capital region, which suggests that college graduates prefer the national capital region regardless of their gender, level of education, and major.

A Research on the Nature of Working of the Employees in e-Sport Industry (e-스포츠 산업 종사자의 노동자성에 관한 연구)

  • The goal of the study is to analyze some structural issues of e-sport industry which has rapidly developed since 2000. Most of the previous studies regarding e-sport dealt with e-sport in terms of industrial prospect and economic values. In this study, we attempted to focus on employees of the field using in-depth interview method. Research findings show that there were several reasons for younger workers to early enter into the industry such as individualized labor market of post-modern era, growth of IT industry, and diversion of related occupational categories. The development of e-sport industry was possible with the youth' passion for the industry. However, their labor so called "professional" is vulnerable without systematic structure for them. This indicates that industrial prospect of e-sport industry and business models are not healthy. In addition, some implications of the findings were discussed.

Labour Market Risk Shifts in 18 Post-industrial Economies: An Application of Fuzzy-set Ideal Type Approach (퍼지셋 이상형분석을 활용한 노동시장위험의 변화양상 분석: 후기산업사회 18개국 대상 비교연구)

  • The discussion of "new risks" in the field of social policy started to gain attention in the late 1990s and it is commonly argued that new risks are provoked by deindustrialization and/or globalization being more concentrated among the young, women and low skilled individuals. This study commences its inquiry with a conceptualization of labour market risk in an attempt to critically rethink the argument of new risk. A reevaluation of the concept is followed by an empirical investigation on the different types of risks and their changes by different degree. Eight-teen countries are selected in order to provide a comparative account to understand new risk. These are comparatively analyzed using the fuzzy-set ideal type approach to discover different types of social risks and to measure degrees of changes in relation to social risk. In sum, this paper aims to answer: what is new risk? and how do the characteristic of labour market risks differ in different post-industrial countries? The findings suggest that the types of risk are diverse and the speed or the directions of shift are also diverse.

Effects of Pre-Employment Efforts of the College Graduate Youth in Korea (대졸 청년층 취업준비노력의 실태와 성과)

  • This study examines the effects of pre-employment efforts of the youth on their transition to the labor market. Labor market performance is accessed by the transitory period, the employment at workplace with more than 300 employees, and the wage level. Based on the effects of employment efforts for the first transitory period, job experience during school and preparatory period for employment would raise the likelihood of employment, but the school credit, grade in English, and the frequency of interviews, on the contrary, failed to reduce the transitory period. Employment effect varied according to educational background. In case of college graduates, vocational education and job experience during school were statistically significant variables leading them to decent jobs. On the other hand, in case of university graduates, job experience and language skills were proven to be important factors. Lastly, for the wage effect, in case of college graduates, vocational training, job experience during school, and English ability were proven to increase the wage level. However, vocational training after graduation and job experience during school decreased the wage level, but grade in English and pre-employment efforts during school increased the possibility of getting a decent, highly paid job for university graduates.

Voluntary Choice of Part-time Work and Job Satisfaction (시간제근로에서 자발성과 일자리 만족)

  • One of the key features of the Korean labor market is that, even though the central axis of employment has shifted from manufacturing sector to service sector, the ratio of part-time work is very low. Its major reasons are low wage rate, insufficient fringe benefits including social insurance, and deficient job security, even though part-time work has positive characteristics. This study examines whether part-time work would be a decent one and an alternative to full-time work by answering two questions: one is who chooses part-time work and another is whether part-time work is satisfactory. Analyses of 3,971 wage workers in the 8th wave of the Korea Labor and Income Panel Survey reveal that, as expected, part-time work is prevalent among the young, married women, and the old supporting the results from previous studies and that choosing part-time work on one's initiatives has a significant positive effect on job satisfaction for women while it is not for men. Form the result, it can be concluded that part-time work can be an appropriate alternative for full-time work if one chooses it voluntarily.

What Hinders the Transition from Benefits Recipiency to Labor Market in the Korean Social Assistance Program? : In the case of working-age recipients (근로연령대 수급자의 탈빈곤 : 노동시장통합 결정 요인에 관한 연구)

  • This study is to identify the factors deterring or precipitating the exit from welfare recipiency to labor market in the Korean social assistance program. The results from the empirical analyses of the Korea Welfare Panel Study(KOWEPS) show that the duration dependency is not due to increasing welfare dependency with duration, but to the fact that longer stayers have many vulnerable conditions to escape from poverty. Particularly, the main factors determining the transition from recipiency to labor market are not individual or household characteristics such as human or social capital. Those having adolescents of secondary education in their households or participating in some effective labor market program such as job placement service tend to have significant effects on the exit rates from recipiency. That means that the institution-related factors such as the education and health supports combined with benefits and the effective labor market programs are important in the translation from recipiency to labor market of working-age recipients in the Korean social assistance scheme.

Do Leaders Matter? Effects of The Governor Vacancy on the Regional Economy (리더는 중요한가? 광역단체장 부재가 지역경제에 미치는 영향)

  • This study estimates causal effects of the governor vacancy on the regional economy, exploiting the case of exogenous governor vacancy in Korea. We find that the governor vacancy has a negative impact on the regional economy by lowering the employment rate and reducing the amount of credit card expenditures. Negative effects are more pronounced among vulnerable groups of the labor market such as women and aged 20~29 and 50~59. In addition, negative effects vary by characteristics of the governor. Negative effects of the governor vacancy on the regional economy show empirical evidence suggesting that leaders do matter.

The effects of push factors on transition into self-employment across age groups - Focusing on push hypothesis and pull hypothesis - (경기변동이 자영업이행에 미치는 영향의 연령집단별 차이 -구축가설과 유인가설을 중심으로-)

  • Although the rate of self-employment is high in Korean labor market and the rate gap between age groups is high, few studies have addressed on the effects of push factors on transition into self-employment across age groups. The goal of this research is to determine if push factors exert different effects on the self-employment decisions across age groups. There is interest in testing push hypothesis and pull hypothesis. The Korean Labor and Income Panel Study wave 6~11 is used to test this study's hypothesis. The main contribution of the paper is that in case of high unemployment, the probability of transition into self-employment increases. It is consistent with the push hypothesis. Many people are forced to become self-employed person due to the high rate of unemployment and limited occupational choice rather than the role of entrepreneurship. By age subgroup, the transition into self-employment of the ages of 30 and 49 is high. In addition, people at 40-49 years of age are more likely to become self-employed as a response of inadequate job opportunities. It provides the evidence that the self-employment is not a matter of special age group in that people in the 30 to 49 year old age group whose economic activities are vigorous move into marginalized labor market. Furthermore, it seems to be threatened the employment's stability of the prime age in that even people who are age 40-49 years of age are pushed into self-employment because of the recession.

Subjective Mismatch Determinants and Wage Effect of Youth Employees (청년취업자의 주관적 미스매치 결정요인 및 임금효과 분석)

  • This study uses the youth panel survey (YP2007 2th ~ 9th) data of the Korea Employment Information Service to examine the phenomenon of subjective mismatch arising from the youth labor market and analyzed the determinants and wage effects of subjective mismatch. Overall, the analysis showed that the over-education and over-technology of both educational background and technical skill level in the Miss Match significantly decreased, while the lack of education and technology increased rather gradually. Next, the analysis of the determinants of downward employment(Excess of education and technology) showed that males were less likely to be downwardly employed(Excess of education and technology) than females, and in the status of workers, the probability of downward employment of regular and non-wage workers was lower than that of temporary/daily workers. Finally, as a result of estimating the wage effect of the mismatch based on the pooled OLS model and the Panel Fixed Effect model, the mismatch which has the greatest effect on the wage was found to be excessive education, and it has been estimated that youth employees who are over-educated have an average 6.7% lower wages than those who are not. After controlling for the unobserved individual characteristics, they were found to receive a lower wage of 3.2%, and it is estimated that 2.9% for the technical excess mismatch and 2.3% for the major mismatch receive lower wages than the reference group.

Online Education System for Work Based Learning Dual System (일-학습 병행을 위한 온라인 교육 시스템)

  • The vicious cycle of over-education has been made. That is, higher education enrollment rate is high, but university graduate employment rate is low. To eliminate this cycle and relieve youth unemployment and young people to enter the labor market early, dual education and training system is needed. This dual system can support working and learning in parallel. So, worker can get the opportunity pre-employment and post-learning and improve his/her job skills. Recent MOOC (Massive Open On-line Course), a new form of online education system, has emerged. MOOC combines education, entertainment and social networking, and emphasize the interaction between faculty and student and between students. The educational contents of MOOC are available free of charge. Using newly changed online education environments we can effectively provide knowledge and skills. In technology and engineering education hands-on training is necessary. In order to support work based learning dual system for worker to work and learn in parallel, we should build the multi-learning system to combine the online education and campus hands-on practice.
