Multi-dimensional Utilization of a Railway Facility Site and the Need for Institutional Support: The Multi-dimensional Project of the Gyeongbu Line (철도시설 부지 입체적 활용 및 제도적 지원의 필요성 - 경부선 철도 입체화 사업을 대상으로 -)

  • Of increasing global popularity is the multi-dimensional use and development of cities to address land use and urban issues caused by high urban density and challenging topography. In Korea, the city of Busan has a large proportion of mountainous areas, and the Gyeongbu Line that runs through the city's center has been interrupting this urban area for over 117 years. Because a lack of usable land is hindering the development of the city, introducing a multi-dimensional approach to urban development is seen as important. Accordingly, the Gyeongbu Line underground project is attempting to solve the problem of disconnection of Busan's city center and increase the amount of usable land for varied multi-dimensional use. In this study, by conducting a preference survey among those who live near the underground project sites of the Gyeongbu Line stations in Busan, the planned use of each available land arearesulting from the multi-dimensional development of railroadsand railway stations was investigated. However, in order to further the results of the survey, legal and institutional support is needed. There are limits to the multi-dimensional use of land, such as the lack of interconnection between individual laws and the lack of specific guidelines for multi-dimensional development.

A Study on the Verification of Heavy Overhaul Maintenance Allowances for the Maintenance Shop (시뮬레이션과 BPR을 응용한 Layout 기반의 철도차량기지 중정비 검수 여유율 검증)

  • When designing the size of a heavy maintenance shop for rolling stock, it is required to arrange buildings and facilities in the minimum site so as to improve the maintenance efficiency. However, the fluctuation rate (hereinafter "allowance rate") on which factors such as service and maintenance fluctuation should be applied when estimating the size of the maintenance shop has been used without verification. The objective of the study is to calculate a reasonable allowance rate and to review its appropriateness through the analysis of the facilities layout and process simulation to absorb the above elements into the staying time in the heavy maintenance shop. Since the working time, in this study, is assumed to be average working time, 10~20% was given to the standard deviation of working time in consideration of difference between workers, and possible allowance rate was drawn by analysis of the simulation results. In the future, it is required to optimize the size of the shop by applying appropriate allowance rate through scientific review of such factors as O&M plan, R/S reserve rate, capability of the shop, outsourcing rate, standard work amount, and so on.

Industrial Fluctuations and Locality of Busan with Records (기록으로 본 부산의 산업변동과 로컬리티)

  • This study analyzes the process of growth of Busan from a fishing village to the capital city of South Gyeongsang Province and the central city of transportation and commerce, and an industry with records. The results of the analysis are as follows: after the port opened in 1876, there has been a decline in settlement spaces in Dongnae; on the other hand, there has been an increase in migration spaces around the port of Busan. Waegwan (倭館) nearby Yongdusan Mountain (龍頭山) was changed to the Japanese concession; thus, the number of Japanese moving into Busan had rapidly increased. As a result, the Japanese government carried out reclamation work for securing available lands for the construction of port facilities and other facilities. The Japanese government built public offices and houses, as well as production facilities for daily necessities around the port of Busan. The opening of the Seoul Busan railway (京釜線) and the cross-channel liner between Busan and Shimonoseki (釜關連絡船) led to the growth of Busan and the development of its status. At this time, as the main industry of Busan was trade, Busan had grown as a commercial city. As Busan had grown as a central city of transportation and commerce, the provincial government building of Gyeongsangnam-do (慶尙南道) moved to Busan. Thus, Busan became the central city of local politics and administration. After the Land Survey Project, a large scale of farmers were recruited for low-wage work in the new port. Because of the abolition of the corporation law, Japanese capitalists moved into their colony in Busan. There, large-scale factories, such as the Joseon cotton textile factory, were established. Through this process, the locality of Busan was changed from a fishing village to a commercial city and, finally, to a city of commerce and industry.

The Distribution and Characteristics of Use of Urban Farms - A Case Study of the Siji Region in Daegu Metropolitan City - (도시텃밭의 분포 및 이용 특성 - 대구광역시 시지지역을 사례로 -)

  • Within the urban area, over the past decades unused land and public land such as streams and road sides have given urban residents a space for farming (urban farms). However, because this use is illegal, farming in unused and public lands could cause conflicts between urban farm users and land owners, degrade the quality of the urban landscape and contaminate the environment. Therefore, the purpose of this study is to provide a way of legalizing these farming practices that have been cultivated in unused urban areas and public lands. This study analyzed the status of distribution and use of the urban farms that have been scattered around urban areas in many different forms. The survey was conducted through on-the-spot investigation and in-person interviews with farm users and those who were operating weekend farms in the Siji region of Daegu Metropolitan City. According to the results of this study, urban farms were mainly found in green areas that were easily accessible from residential districts and prohibited from development. It was also revealed that the nearer to the border of the residential districts the sites of urban farms were, the larger the number of urban farms was. When it comes to the type of land use, although the proportion of urban farms located in farmlands was very high, the proportion of those located on state-owned lands such as roads, railroads and streams was also high, over 1/3 of that of the former sites. Among the users of urban farms, the percentage of users who were farming private-owned land for free was highest and that of state-owned land without permission ranked second. Most people who were farming unused lands or state-owned lands without permission, such as streams, roads, railroads, were the elderly. This shows the potential of farms in urban area as leisure activities spaces for the elderly. Even though this study has limitations in that the survey target area was selected in a certain area and the sizes of all urban farms were not measured by surveying apparatus and instruments, it helps to determine the characteristics of use and distribution associated with the spaces of urban farming, and to raise the importance and necessity of legalizing urban farms cultivated illegally in public land.

A Study on the Revitalization of Yangsan ICD (양산 ICD 활성화 방안에 관한 연구)

  • Yangsan ICD (Inland Container Depot) has played an important role for Busan Port and Korea's port & logistics industries, increasing international logistics competitiveness and containers' transportation competitiveness in Busan region dealing with 1330 thousand TEU in 2005, since its opening in March 2000. However, it is necessary to seek new measures to revitalize Yangsan ICD, since its cargo volume decreased rapidly owing to the opening of Busan New Port and hinterland in 2006. This study constructed an evaluation model using AHP (Analytic Hierarchy Process) and conducted a survey targeting local businesses and persons concerned in Yangsan ICD to seek measures for revitalization. The results suggest that Yangsan ICD needs to switch functions to logistics centers (terminal facilities, logistics warehouse) for revitalization considering its advantage of facility location. Moreover, by extending the utilization period and securing building-to-land ratio, existing and new businesses' stable activity should be guaranteed. Furthermore, utilizing facilities such as the railway station in ICD, an active railway revitalization policy may increase cargo volume. Yangsan ICD should perform its role as an inland logistics depot through the revitalization of railway freight transportation in the national logistics system focusing on road freight transportation.

Financial Resource Allocation for Seoul Metropolitan Railway Transfer Center and Connection Transportation Facility (수도권 철도역 광역환승센터 및 연계시설의 재원분담 방안)

  • In this paper, the current financial resource allocation principle and issues are studied in the beginning for the metropolitan transfer centers and connection transport facility. In addition to this, foreign cases for this matter are performed for the USA and Japan. Based on the foreign cases, the optimal subsidy ratio of central government is suggested. For the metropolitan transfer centers, at least 50% of subsidy is required from 30% at present and from "necessary costs" to "total costs." For connection transport facility, 50% for road facility and 70% for railway facility are proposed, which is not supported at all at present. As far as connection transport facility are concerned, resources allocation scheme between local governments has also been proposed in the proportional to the length of connection transport facility of each local government.

An Evaluation of Development Plans for Rolling Stock Maintenance Shop Using Computer Simulation - Emphasizing CDC and Generator Car - (시뮬레이션 기법을 이용한 철도차량 중정비 공장 설계검증 - 디젤동차 및 발전차 중정비 공장을 중심으로 -)

  • In the railroad rolling stock depot, long-term maintenance tasks is done regularly every two or four year basis to maintain the functionality of equipments and rolling stock body or for the repair operation of the heavily damaged rolling stocks by fatal accidents. This paper addresses the computer simulation model building for the rolling stock maintenance shop for the CDC(Commuter Diesel Car) and Generator Car planned to be constructed at Daejon Rolling Stock Depot, which will be moved from Yongsan Rolling Stock Depot. We evaluated the processing capacity of two layout design alternatives based on the maintenance process chart through the developed simulation models. The performance measures are the number of processed cars per year, the cycle time, shop utilization, work in process and the average number waiting car for input. The simulation result shows that one design alternative outperforms another design alternative in every aspect and superior design alternative can process total 340 number of trains per year 15% more than the proposed target within the current average cycle time.

Extension of Korea Standard of the CAD Drawings in Construction CALS/EC to Adopt the Port Field (항만분야 수용을 위한 전자도면 작성표준 확장 개발)

  • While a vast number of cad drawings are produced in the life cycle of construction projects from the planning, design, and construction phases to the maintenance and control phases, the creation and distribution of non-standard drawings make it difficult for the construction parties to communicate with one another and to recycle, maintain, and control drawings by project phase. The Korea standard of CAD drawing in construction CALS/EC, which stipulates the standard for construction CAD drawings, is based on roads, rivers, and railways in line- and unit-based structures, allowing the creation of standardized CAD drawings. Such standard, however, cannot be easily applied to construction projects with multiple facilities like harbors, housing sites, or lands consisting of surface forms. In particular, port field consist of complex docks and amenities located in a certain coastal area based on multiple objectives. They also contain the concept of housing sites, like background land, and are composed of various civil engineering facilities, construction facilities, and port field, so that the existing CAD drawing standard cannot be easily implemented. Therefore, the purpose of this study is to maximize the efficiency of the information related to drawing information and to ultimately support smooth information exchanges in construction design by conducting a development research on the expansion of the CAD drawing standard that meets the needs of port field.

Evaluation on the Applicability of Monitoring for Urban Railway Structure Using Brillouin Optical Correlation Domain Analysis Based Distributed Optical Fiber Sensor (브릴루앙 광 상관영역 기반 분포형 광섬유를 활용한 도시철도 구조물의 모니터링 적용성 평가)

  • Recently, there have been various problems aroused on the domestic infrastructures as the domestic cities become old. Accordingly, the national concerns grow on the urban railway and the related structures, which brings the national interests are brought on the research on the maintenance and rehabilitation of the old infrastructures. The underground structure of urban railway are checked with the strain gages or fiber brag grating (FBG) sensors on the railway. However, these methods are known to have resolution limitations on the investigations of the specified abnormal section. Therefore, the applicability of the Brillouin Optical Correlation Domain Analysis (BOCDA) based distributed fiber optic sensor system on the railway was evaluated in this study. The constructed BOCDA fiber optic sensor system shows high resolution of 10, 20, 50, 100 cm and capability of continuous monitoring on overall or specified section within 2 km range. The applicability evaluation was performed on the 250 m distribution of fiber optic sensors abandoned railway for continuous monitoring. The applicability of the system on the specified area was evaluated with wheel load testing. As a result, data loss tends to increase with the reduction of spatial resolution from 1.0 m to 0.1 m. Even though the measuring speed is reduced with lower spatial resolution, data accuracy increases on the location and deformation. The system can be applicable to various structures if the proper distribution method is invented later.

Analysis and Evaluation of the Effect of Blast-induced Vibration Adjacent to Industrial Facilities (산업시설 근접발파 시 발파진동 영향 분석 및 평가)

  • Power plant is a kind of basic industrial facility and might cause fatal industrial and human damage. In this study, the characteristics and effect of blast-induced vibration for tunnelling which underpass ○○ power plant in operation were evaluated. Previous blasting cases adjacent to industrial facilities were intensively reviewed, then allowable vibration criteria were suggested. 3 dimensional dynamic numerical analysis based on finite element method was performed to investigate particle velocity and resonance was examined by calculating the predominant frequencies. As a result, particle velocity at pump foundation which is nearest to the source was approached to the allowable criteria, therefore, the modified blasting pattern was newly suggested and confirmed the attenuation effect based on the test blasting. Consequently, appropriated decision-support procedure was established in case of adjacent blasting to industrial facilities.
