A Verification of the Project Manager-Oriented Model for Apartment Construction in the Public Sector (공공 아파트건설의 PMr형 사업관리모델에 대한 실증적 사레검증)

  • In this study, the project manager-oriented organization model has been verified by analysing it with forming a clear definition of detailed unitary duty entity to develop current non-efficient CM system constituted by functional organization with the decentralized responsibility and apply the model As a result from verification that the model provides valid solutions by comparing it with the existing, the model is better than the existing in cost savings, target profit sales rate, total rate of new on sales. Moreover, various activities in cost savings and cases where improvement is feasible are executed. However, the model caused some problems in organizational operation, project management and in division of duties so this study proposed improving management method

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

A Qualitative Study on the Information Seeking Conducted by Surveillants Against the Public Sector Organizations in Korea (우리나라 공공기관 행정감시자의 정보추구에 관한 질적 연구)

  • The purpose of this study is to investigate the information-seeking procedure of surveillants against public sector organizations in Korea. The surveillants used accountability mechanisms such as National Assembly Inspection and information disclosure to find out information they wanted. Examples of such group include social activists, professional supervisors, aides of the National Assembly congressman and the press members. Using data collected by in-depth interviews and participative observations, we studied their information seeking behaviors and factors that affect the procedure. Based on the Grounded Theory approach, we first generated 56 concepts, 17 categories and 6 super-categories about the participants' feeling, experiences and perception related to their information seeking. Then we developed a factor model among those generated concepts. The main contributions of this study are a) the results provide a useful guidance for the public information seekers b) we draw the requirements for enhancing public sector organizations' information management systems.

Exploratory Measuring the Welfare State Change (복지국가의 변화 측정을 위한 새로운 시도)

  • This paper offers an alternative approach to measure the welfare state change by using fuzzy-set methodology. The fuzzy-set method is particularly useful for assessing change across a limited number of cases, and that it can help to translate interval fuzzy membership scores into verbal qualifiers. Applying the measurement of welfare state change, four sets(accessibility, generosity, activation, state's care responsibility) in two dimensions(old and new social risks) have been identified, which reflect theoretical importance. The analysis sets out fuzzy membership scores for 12 OECD countries in the 16 possible welfare state ideal types. This paper found that each country has its own strategies to deal with the changes, however, the changes are not dramatic or a qualitative one. This does not mean that there are no changes, but that are no paradigm shifts or path breaking in the welfare state changes.

  • The method of finding the laws in the common law countries is significantly different from that in French civil code countries. The former usually derives the laws from the previous court decisions and applies the derived rules to the current case, called inductive, while the latter prescribes the laws beforehand and then applies the prescribed rule to the current case, called deductive. Such dichotomy in comparative legal research seems to be most recognizable and common. Accordingly, the mainstream of comparative legal research would come from comparison of common laws with civil codes. (omitted)

Satisfaction with Development Direction of Local Culture and Arts through the PCSI Model: Focused on Daegu Music City

  • In Korea, there are a total of 8 creative cities selected by UNESCO in 7 fields. UNESCO creative city refers to a network of creative cities with international level of experience, knowledge, and expertise in the field of culture and arts. Based on the PCSI 2.0 model, this study conducted a satisfaction survey of experts on Daegu's Creative City. Variables were composed of service quality, social responsibility, inconsistency, satisfaction and performance, and service quality was measured by dividing it into three categories: content quality, delivery quality, and environmental quality. Therefore, this study verified that the three types of quality, social responsibility, and inconsistency affect satisfaction, and that satisfaction affects performance. As a result of the study, it was found that the three service quality did not directly affect satisfaction, but rather affected satisfaction through inconsistency. So, 3 out of 10 hypotheses were rejected.

  • This research is purposed to analyze the effect of firms' current socially responsible management on the future corporate financial performance with specified areas of socially responsible management according to the beneficiaries. Tobin's Q statistic and return on assets are calculated and exploited as measures of corporate financial performance. as of empirical analysis results, we found that the social contributions in the consumer area and external social contribution at time t influence the Tobin's Q statistic at time (t+1) in the aggregate analysis. as it is revealed that there is no effect in the firms with the outstanding social performance to the future corporate financial performance, we understand that the capital market is very sensitive to the external social contribution including consumers of firms with the weak social performance rather than the social contribution of socially outstanding firms. This sensitivity of capital market can effectively enhance the social contribution of firms, in particular listed firms with the weak social performance.

  • Many companies are trying to enter into overseas markets to overcome the limited size of domestic markets. However, there are many barriers to enter the overseas markets such as difficulty to find buyers and make contract with them, payment risks, unfriendly foreign policies, and etc. Companies have used to various strategies to get opportunities of overseas markets. One of them is UN public procurement. Despite many advantages, limited number of companies are participating in the procurement. Individual governments are providing policies to support local companies to participate in the UN public procurement. However it is not easy to encourage firms, especially SMEs to participate in the procurement. This study is designed to analyze firm and product determinants of participating in UN public procurement. Based on literature reviews and empirical findings, this study shows social responsibility and global orientation can play an important role regarding the participation. In addition, the positive relationship between UN public procurement participation and sustainability in a given firm could be empirically supported. Last, we suggest combining country- and industry-level data to investigate UN public procurement participation as an interesting topic for future research. This study represents various determinants to encourage UN public procurement participation. They may contribute to enhance firm performance such as sustainability.

Current Management Status of Welfare Medical Device Center (복지용구사업소 운영 현황)

  • This study was conducted to understand current management status of welfare medical device centers and to suggest complementary point. Method: We surveyed 194 welfare medical device centers through the mail. The survey was done in three domains, i. e. management of service, assuring the health resources, offering the service. Results & Conclusions: According to the result of our study, several problems, which should be improved in the near future, were suggested. That were improving facilities(especially in sanitization of the devices), operating an education or training program for the personnel, and making up for the current management. It was very important for soft landing of long-term care insurance and improving quality of the elderly's life that 'Ministry of Health and Welfare' and 'National Health Insurance corporation' must support welfare medical device centers for discharging their roles

The influences of sustainability management at institutional foodservice on store image and behavioral intention (소비자가 인식하는 산업체 급식업체의 지속가능경영활동이 점포이미지와 행동의도에 미치는 영향)

  • Purpose: The purpose of this study was to determine the influence of sustainability management in institutional foodservice on store image and behavioral intention (revisit intention, word of mouth, willingness to pay a premium). Methods: Based on a total of 371 samples obtained from the empirical research, this study reviewed the reliability and fitness of the model. Results: According to results of exploratory factor analysis, sustainability management derived three factors, economic value, socially responsible, and environmentally sound. The structural equation modeling showed that social responsibility in sustainability management had a significant positive effect on store image and behavioral intention. In addition, customer's perceived store image in foodservice had a significant positive effect on behavioral intention. The relationship between sustainability management and behavioral intention was found to be a partially significant effect. Conclusion: The results of this study revealed the importance of sustainability management of foodservice to improve store image and behavioral intention.
